Chuck Swansnn suggested that a decision be delayed until the enginpering
staff had time to explore the pussibill ty of hand! 4 q the draWaRP
situatiM He made a motion to table the application until the next
meeting of the Master Planning Commission on November 19 at 6:45 p.m.,
Al Roepke seconded the motion . Mr. Yonan said that he wuuld he happy
to work with Jack Shelton and Possibly ask Duane Elliott ' s assistance
in the matter. The motion was carried unanimously.

Ann Bos lovick was concerned that the lot was 600 square feet under the
required size, and felt that we were establishing a precedent by allowing
Mr. Yonan to build. Jack Shelton stated that the lot was very low but that
Mr. Yonan was willing to b"ild c it regardOss. Jack felt it would not
be a problem to neighbors at all , he felt that Mr . Yonan would be holding
all the run-off water on his property and the land was already stubbed in
for City water and sewer in 1963. However, Jack did feel that the houm,
when built , would need to he drain-tiled. Mr. Yonan carefully explained
that he planned to terrace around his property. he also stated that he
intended to draintile around the house too ,
Al Roepke motioned to accept the applicaLion contingent upon extending the
berm from Ed. Simonet' s house next ✓door onto Mr. Yonan ' s property and also
contingent upon drYntillng around UP new house. Chuck Swanson seconded
the motion, motion approved unanimnnsly,

Mr. Gould was absent from the meeting so no hearing took place at this

CASE NO, 370 John Lux, 617 Lake Drive, Stillwater,
Special Use Special Use Permit to build townhouses (4 units)

Jack Lux distributed his plans to the Commission members for their''
perusal . He said the lot is at present zoned for four duplexes and
6 single Wily, he would now like 4 (4 unit) townhouses on the same
density lot. He would preserve the Qyq� and the green area more with
this method of planning. Chuck Swanson hat there would be 18 units
altogether. Jack Lux stated that thefe would be separate ownership an
each unit. There would be an association established for the care of
the green area, grass cutting, snow removal , etc. Jack Lux had talked

to the neighbors who understood what he had planned. Jack Lux stated that
ench unit would be 1000 square feet. Al Roepke said that the City needed housinc;
like this. Jack Lux stated that he was asking for a Special Use Permit as he
needs to pruduce this in order to apply for financing, everything hinges on his
available financing,
Tom Farrell said that Lot I was mainly gal ley and trees , and that he felt it was
a much better lay out than that originally planned by Swagers. Chuck Swan sonfelt
that access and egress was very bad because of traffic in the area.
It was felt that the natural contours of the land had been Followed in the plan.
Jack Shelton said that there could be problems having two houses using one sewer,
Al Roepke made a motion to approve the application, seconded by Chuck Swanson,
motion approved unanimously.
At this stage there was some discussion on Case No. 369, Joseph Gould' s
application . Tom Farrell asked why it was being presented again, Jack Shelton
said that Mr. Gould had changed some of his plan. Washington County had said
that the cul -de-sac in the plan would have to be removed. One neighbor felt
that Mr. Gould' s plan would too near her property so lawyers are being consulted
to help solve that prablum.
Chuck Swanson stated that he VIL that Lot 2 is inadequate . Mr. Gould has now
increased the drainfield area. Lot 6 does not have area for proposed house and
drainfield. It is planned that lois 9 will not slope as much , it will be graded,
The street will be 60 feet dnd the City will be qivee a right-of-way over the
property as they requested
No action was taken an this case as the Commission had already approved the plan,
and members felt it was now up to the Council to take the final declsiren v
Russell Weitz made a motion to adiDurn the meeting , seconded by Al Rcepke.
The meeting adjourned at 8:00 p.m.
