Mrs' JuliCh attended the m2etinq and told the commission that the existing building
was Very old and needed to be torn down. However, in building a garage in it' s
place the new structure would be only 4 or 5 Feet fron the neighbor's fence line. She
had talked to the neighbor avid had written permission for the Julichws to erect a
new structure for u small two car garage. There is a shared driveway in that
particular location also. Mrs- Julich distributed photographs for the members
to TOOk at whilst coming to u decision. Chuck Swanson motioned that the applic-
ation be approved and it was seconded by Ann BodlOvfck, motion was approved unan-
imously.

Extension, whether a topographical map is needed.
The surveyor for the project submitted mops for the examination of the members.
He stated that percolation tests hav9 already been taken - plans are for wells and
septic systems for the hOme3 when built. There had been some Objections by neighbors
to the street plaCeo|ent but Since the changes had been made the, neighbors were now
agreeable t-0 their location. Chuck Swanson queried the width of the roads, there
was Some discussion on the width which would be required for u private road. Ann
queried the probable nuisances which could occur with several people /9 families)
using thp Sam8 right Of way at the beginning of the rood in nutlot A. Tom
questioned whether utilities could be made available on such o hill , but was told th8y
oould,alihough it might not be possible to put in city sewer should that ever be
r�quir�d.
Regarding the road rights of wuy which had been questiVned the applicant told the
members that Open access could be integrated into the covenants when selling the land'
There were stfll some unanswered questions as to how these covenants would be enforced.

Chuck Swanson requested that the City have an easement for utilities over outlot A.
Al Ranum motioned that the application be approved, seconded by Al Roepke, the
motion was unanimously approved with the condition that the City be given permission
for a thirty feet utility and City access over outlot A. It was understood that the
City would not plough that area.
The subject of building permits for home improvements arose, after considerable
disucssion Ann Bodlovick proposed that the Planning Commission recommend to the
Stillwater City Council that the minimum cost for Improvements without building
permits be raised from $250.00 to $1 ,000.00, the motion was seconded by David
Knefelkamp, motion approved unanimously.
The meeting terminated at 1 :45 p.m.
