Ranum David Knefelkamp Ann Bodlovick Heritage preservation Commission meeting commenced at 6:30 and terminated at 7:00 p.ra. Those minutes tall be mailed separately. The Chairman called the meeting to order at 7w00 p.m. The minutes of the previous meeting were approved. I'IE;I BUSINESS case do. 362 Variance Janos Juriker L}1? S thtiartha Stlwtr. For 229-305 S. Water St. Stlwtr. from State Building Code & Ord.534 Mr. Hall presented plans which showed the second half of the Freight House Building would be the same as for the first half. He will be putting in a mezzanine floor. Ho stated that the public liked upper area and he will be putting in some shops. He is aiming to keee the area oxen as in a farmers, market. Mr. Hall read from the enclosed letter. It was stated tha t there would be a sprinkler system covering the whole area. Glass doors will cover the shopping access for security reasons. These doors will stay open as long as shopos are open. 50;; more exits have been added than are required by law. An open staircase to the basemont eill bo provided to maintain the same theme as remainder of the building and it was felt by Mr. Hall that; this justified the variance. There will be two interior staircases and one exterior staircase. Staircasee will be 44411 wide. Tom Farrell asked if the stores Ind rear doors and was told this would not be necessary as they would only hold about 10 people per store, rear exits are only necessary if the stores hold 30 or more people. Tom also queried the safety of shop owners in case of fire, only one door from the corridor by the shops. Mr. Hall o„ plained that sprinkler systems tree available and smoke detectors were available. The fire department would be automat- ically alerted in case of fire. Hall stated that beams 401 long by 16 x16 were installed at great expense to elfinate fire hazard. 2. Al Ranum asked when the work will commence and was told that by next week (following the meeting) he would be ready to start construction. BY September he expeAted the work to be completed. A motion was made by David Knefelkamp and seconded by Al Ranum that the variance be granted. Motion unanimously carried. Despite the fact that Mr. Junker was not at the meeting many neighbors concerned with the variance application aforementioned did wish to state their objections. (see list of names attached hereto). Problems stated were 1. Mr. Junker had not finished the outside of home. 2. Where will Mr. Junker' s 3 cars and camping trailer go? 3. Too many cars outside because Pear. Dunker operates a business from his home. Neigh- bors have considerable parking problems because of these vehicles. Neighbors asked if the area was zoned commercial and were told by Ann that it was not. Neighbors before leaving asked to be notified when this case would come before the council. Russell Meister motioned to adjourn the meeting and it was seconded by David Knefelkamp. meeting adjourned at 7:4O p.m. Respectfully submitted Patricia K. Gill secretary planning Commission July 5, 1979 Mr. Ron Niska City Building Official City of Stillwater Stillwater, Minnesota 55082 Re: The Freight House, Dear Ron: This submission is in compliance with Ordinance #534, relating to Variances of the Ste Building Code for Historically significant buildings. With your very comprehensive review and related interpretat'.ons of various codes, there are certain items that we hopefully can accomplish to enhance the beauty of the structure, without being in variance to your desire, or complete deviation from the building code. If we felt that the requested variances were an endangerment to life,this submission would not be presented. Resuest for Variance #1 The structure i located in a Fire Zone #1, and under the proposed pre- sentation, will have a mixed occupancy. Provisions of a Fire Zone #1 classification requires a,one hour resistive construction, or a Heavy Timber Design. The plans, as submitted, have provisions for a complete sprinkler sys'tem throughout the entire building, on all levels. In your review, under the 13 - 2 occupancy classification, we we talked of the need for a vaiance for not having a one hour fire resistant construction in the corridor location on the North Half of the Freight House, The plans call for glass walls and doors along this corridor, of tempered glass and heavy timber construction. This concept was found to visually enhance the structural wood truss system and provide a feeling of openness as found in the already complete South Half of the building. The corridor walls are rnearly a security screen requested by tennants to control shoplifting. The intent or the design is to create an open, Bazaar -like atmosphere. We feel this variance is,justified by the completely automatic Sprinkler System found throughout all tennant space and COPINA1 area corridors. For the same reasons we are requesting exemption from having fire doors on tennent shop fronts. We are again, for security reasons, providing glass doors an all shopfronts. The concept is similar to the St. Anthony Main project in Ninneapplis in construction and health safety provisions. ReAp?st_for Variance#2 Section rR:15') (A - continued on page 2 Freight House: Pane 2 In our discussion, you saw the need for a variance in that we have open stairways from one level to another. In the design of the North half of the building, we are using the sane stairways as are already constructed on the Southern half. The concept here is to keep the feeling of openness that can be experienced in the Southern, Freight House Restaurant. We feel that the automatic sprinkler system found throughout the stairways and corridors justifies this variance. For extra protection, we have also provided one additional stairway to the basement and extra doors on the North end, not required by code. We appreciate the time given to these considerations, and look forward to having you share in the preservation of this building's unique features.
