CALL TO ORDER
The meeting was called to order by Tom Farrell , Chairman.
A motion was duly made by Dave Knefelkamp to approve the minutes as
presented. Russ Weitz seconded the motion. Motion carried.
OLD BUSINESS
Case No . 341 - Richard Iverson
In reference to subject case, Russ Meister stated that at the February
Planning Commission meeting Mr. Iverson said all the neighbors had
been contacted and there were no objections . At the subsequent Council
meeting many neighbors came forward to register their complaints and
as a result the Permit was denied. If all these facts were made known
to the Commission, approval would not have been recommended to Council .
Ann Bodlovick made a motion that in the future, a public hearing be
held at the Planning Commission level . Prior to the public hearin�,
a public announcement should be made with all neighbors within 340
being duly notified . Motion seconded and unanimously carried.
This motion for recommendation will be drafted and presented to the
Council on March 20. If approved, this action will help prevent
reoccurence of what happened with the Iverson case .
NEW BUSINESS
Case No. 344 Resubdivision

Preliminary map was presented to the Commission. A discussion of
the property' s past history was held.

Ann Bodlovick made a motion that the Planning Commission recommend
approval of the Proposed Preliminary Sketch for subject resubdivision
with the following provisions :
1. That the property be vacated and plotted correctly h
to include the realignment of Lot 28 with its clear
legal description.
2. The opinion of the city attorney after his review of
the proposal will be considered before approval.
The motion was seconded by Russ Weitz and unanimously carried.

Case No. 345 Special Use Permit

A discussion was held concerning this property. Concern was
expressed by Tom Farrell regarding the number of residences
being changed from single family to dual family and duplexes to
tri-plexes. Mr. Menard stated that there are other multiple
family dwellings in the area. At the present time, the property
is zoned multiple family dwelling. All that is required is a
Special Use Permit.
Dave Knefelkamp made a motion that this item of business be
postponed until the next Planning Commission meeting. It was
requested that the City Building Inspector meet with Mr. Menard
and inform him what is required to bring this building up to code,
e.g. plumbing, electrical etc. Mr. Menard was then requested to
report this information back to the Commission. Ann Bodlovick
seconded the motion. Vote: 6 Ayes, 1 No. Motion carried.
Case No. 347 Special Use Permit
Paul A. Johnson Convert garage into

Mr. Johnson came forward and presented his request. A map of the
area was presented to the Commission. Mr. Johnson circulated a
petition to the surrounding neighbors , stating they had no object-
ions to the proposed business. One neighbor did not sign in
approval but did not state any objections.
The plans are to remodel an attached garage into an office. Plans
are to add an additional garage in the future. Tom Farrell asked
the question if any large trucks or equipment is used in the
business. Answer : No. A painted sign on the window is all that
is required. Off-street parking will be used in the driveway. i
Alley access will be used for the garage that will be built later.
Mr. Johnson stated that he understood that no public hearing was
required because of the neighbors signatures on the petition. A
public hearing will be held because this item of business is
already on the City Council agenda.
A motion was duly made that the Planning Commission recommend

acceptance of this request for approval of Special Use Permit.
Motion seconded and unanimously carried.

Case No. 348 Special Use Permit
Tom Cropp Operate ambulance service

Tom Cropp was present and presented his request. The subject
property is a good site for ambulance service because it has
a house for sleeping facilities and a garage for vehicles. It
is also close to Lakeview Hospital which helps keep the cost
of radio dispatch lower. It also has good road access to surround-
ing areas with the least amount of travel in adjacent residential
areas.
On the motion of Dave Knefelkamp a recommendation for approval
was made. Russell Meister seconded the motion and it was
unanimously carried.
RECOMMENDATION OF PLANNING COMMISSION CANDIDATE
Brad McDonald made contact with Mayor Junker in January. Mr.
McDonald was to contact Niles Kriesel to fill out an?application.
To date no contact has been made. Therefore, the original
recommendation of Bud Roepke stands.
At a later time in the meeting Josephine Vania made her presence
known. She would also like to be considered as a candiddate.

SCHOOL DISTRICT PROPERTIES V. GREENWAYS ON MASTER PLAN
Mr. Jenson was present representing the school district. He
presented maps in reference to area of discussion. A discussion
on subject property was held. Question: What does the city want
to do with the greenways? Would the city want to develop these
areas into bike paths , recreation or walk paths? If this area
was to be developed into a greenway, a great deal of money would
be needed. Lighting, clean up and maintenance would be required
as well as the original cost of purchase.
Al Ranum made a motion that the Planning Commission make a state-
ment that this body has no recommendation regarding this property
in reference to the greenway. It will be considered further at
the Master Plan meeting March 19. Seconded and carried.

ordinances
Al Ranum asked the question "Does everyone have a set of ordinances?"
Answer; No. Jack Sheldon agreed to follow up on this matter and
report at the next meeting.
Al Ranum made a motion that the City Council be requested to
purchase a 2" capacity notebook for each Planning Commission
member. The color "Red" was requested. The ordinances should
then be three (3) hole punched and inserted in the notebook. A
special section should be reserved for Minutes of future Planning
meetings. The motion was duly seconded and unanimously carried.
A request was further made to have all Minutes three (3) hole
punched in the future.
There being no further business, a motion was duly made, seconded
and unanimously carried to adjourn the meeting.
