REGULAR MEETING
Chairwoman Pelletier called the meeting to order at 8:40 a.m.
Present: Chairwoman Pelletier, Commissioners Anderson and Hopfe, Council
Representative Junker
Absent: Commissioners Glynn, Johnson and Lettner
Staff: Community Development Director Turnblad, Parking Enforcement Officer
Pasket, Zoning Administrator/Assistant Planner Olson -Williams
There was no quorum, so no official business was conducted nor votes taken.
APPROVAL OF MINUTES
Approval of February 16, 2017 meeting minutes
Chairwoman Pelletier stated that she would like the minutes to include a statement that the
Commission strongly encouraged Mr. Fabio to use his own lot for Cruisin' on the Croix.
SPECIAL EVENTS
Airflow Club
Community Development Director Turnblad explained that the Airflow Club of America
would like to hold its Chrysler and DeSoto Club Meet in North Lowell Park on June 24.
Their tents and cars would be located on the grass. If the park is flooded, they would like to
use Lot 11. Staff recommends approving the use of Lot 11 for $135 as a backup plan in case
of flooding. After discussion, the Commission's consensus was to recommend approval.
Bike Rodeo
Community Development Director Turnblad stated that the Stillwater Police Department
would like to host a Bike Safety Rodeo on Saturday, May 20 in Lot 12. Consensus of the
Commission was to recommend approval.

New revenue equipment
March 16, 2017
Commissioner Anderson handed out a summary of the parking attendant's data on gate errors
broken down into various categories.
Parking Enforcement Officer Pasket shared some of the user errors he has dealt with. Before
spending any money on new equipment, he would like to bring Amano in, explain the
problems the equipment is having, and ask if they can upgrade existing equipment to do what
the City wants it to do. He feels there will always be the issue of operator error, for instance
inserting the tickets backwards, upside down, demagnetizing the strip with a cell phone, etc.
Community Development Director Turnblad suggested that rather than bringing in vendors,
the City should hire a consultant to suggest what kinds of things the City should ask for in the
equipment, then go out for an RFP.
Parking Enforcement Officer Pasket said he would prefer to bring vendors in since it's their
equipment, tell them what issues are being dealt with, and see if they have a solution.
Mr. Turnblad pointed out the equipment is 8 yrs old and will be dead in two years, so why
repair it? It's time to replace it. He said he would ask the City Council to move the budget
item for new equipment up by one year. He would still like to bring in someone from the
industry to help determine what capabilities the equipment should have.
Commissioner Anderson said the Commission should prepare a list of the issues and have a
good discussion about it first.
Chairwoman Pelletier said the Commission isn't asking for apps and so on, just for
equipment that takes money and takes the ticket and lets people out without having to go to
the County for help with malfunctions and errors. She and Commissioner Anderson said they
are not really interested in paying a consultant for this.
Council Representative Junker said a good vendor may know more than a consultant. He
thinks Amano is a good vendor. Officer Pasket added that Amano wouldn't be providing all
the equipment in St. Paul and Minneapolis if they weren't competent.
Commissioner Hopfe said she would be in favor of inviting Amano to a meeting.
Officer Pasket said he will contact the Amano representative and explain what the
Commission wants addressed, and tell him to come prepared to discuss whether the current
equipment is capable of solving these problems.
Chairwoman Pelletier asked if the Amano representative would bring information on the pay
lot machines. Officer Pasket responded that he could. He remarked that Minneapolis and St.
Paul take credit cards only. He wishes Stillwater could take only credit cards. Cash is a pain.
He could meet the representative at the ramp and explain what the Commission wants. The
Amano person could then come back with results to present to the Commission.

Council Representative Junker said two residents had emailed him questioning the figure of
$68,000 in parking ramp revenue discussed at a past meeting. He asked Community
Development Director Turnblad to check the figures.
Access to Mills Parking Garage
Commissioner Anderson asked about the statement made in the Council meeting that the
public was supposed to be able to access the Mills parking garage during evenings and
weekends, but now cannot do so since a keypad was installed.
Mr. Turnblad explained that there are two parking areas below the building: one residential
and one commercial. A condition of approval was that the public could use the commercial
side of it after hours and weekends. There are 75-78 spaces there in the commercial side. The
complex was sold and the card system was installed. However it's not like the public was
locked out because the public was never using it - there wasn't demand at the time. The
question now is how will they meet that condition? There are two choices - somehow open it
to public after hours, or go back to the Council and try to get that condition changed.
Council Representative Junker remarked it's interesting why the developer would ever agree
to that condition. If he were a condo owner he wouldn't want the public to have access after
hours, even though the condo owners' garages are separated from the commercial area.
COUNCIL UPDATES
The Crosbv Hotel (aka North Main Hotel
Community Development Director Turnblad summarized progress on the hotel development
and the two-story parking structure as now proposed.

Council Representative Junker thanked the Commission for its input at the joint meeting.
Luna Rosa Hotel
Commissioner Hopfe asked about progress on the south main hotel. Mr. Turnblad replied
that developers ran into more structural difficulties than anticipated so they lost six months.

BACKGROUND
The Locals have submitted a special event permit application for Lumberjack Days 2017. The
event is scheduled to set up in Downtown Stillwater on Thursday, July 20. The actual event
would be Friday the 21St through Sunday the 23rd. Cleanup would be on Monday the 24th.
COMMENTS
During this five day period all or portions of Municipal Lots 4, 5, 6, 8b and 9 will be reserved for
the festival. In addition, Mulberry Circle and a portion of Water Street would be closed during
the majority of this time period. As can be seen on the attached map, the lots would be used as

The RFP that the City distributed to potential event producers several years ago offered Lots 2, 4,
5, 6, 7 and 9 as part of the event venue. The Locals have opted not to reserve Lots 2 or 7 (100
spaces), but are asking to use 19 spaces on the east side of Lot 8b. So, the net is 81 fewer
parking lot spaces than the City offered for the event.

The normal charge for these parking spaces would be $2,659.50.
REQUEST
Though the Council has committed the parking spaces to The Locals as a City contribution to the
festival, the Parking Commission should still review the parking lot use proposal and make
comments.

RE: North Star Grand Prix Event
Lee Stylos has made application for an event permit on behalf of Minnesota Bicycle Festival, Inc. for the
16' annual Stillwater Criterium Race, to be held this year on June 18th. The Criterium is the final leg of
the 5 day professional bike race known as the North Star Grand Prix.
As in past years, the organizers of the event are requesting the City to close each street in the course and
reserve two parking lots for their exclusive use. From the Downtown Parking Commission's point of
view, the request is to reserve all of the on -street parking along the course and to reserve Parking Lots 16
(Olive St Lot) and 17 (Teddy Bear Park Lot).
Parking Lot Reservations
Lot 16 would be used for the Festival Expo. The expo will include a number of vendors offering
bicycles, bicycle accessories, fitness equipment, food and booths for festival sponsors. Portable
restrooms will also be located in this lot. The City's 2017 fee schedule sets a price of $3 per space per
day in this lot. Since all 47 spaces would be reserved, the total fee for the lot would be $141.
Lot 17 would be the location of the "pit" for race participant bike repairs. It will also function as a base
of operations for the event organizers. So, all 97 spots are requested to be reserved. As with Lot 16, the
fee for this lot is $3 per space for the day. The total fee for this lot would therefore be $291.
On -street Parking
The race requires closure of the course streets. (See attached map.) Closed portions of both Second and
Third Streets are in the Downtown Parking District and the City charges for reserving the on -street
parking spots. Second Street up to the foot of Chilkoot Hill is considered part of the Downtown Parking
District. It has marked on -street spots. Third Street up to Pine Street is considered part of the downtown
parking system as well. But, its parking spaces are unmarked. The total number of on -street spaces is 79
(51 un -marked and 28 marked). The fee for each reserved on -street parking spot is $3 for the day. The
total would be $237. For the past several years, the Parking Commission recommended charging only for
the 28 marked spots on Second Street. Staff recommends the same for this year, which would be a fee of
$84 for on -street parking.

charging the standard fee of $516 for the use of the two lots and the marked on -street parking.

Proposal for the City of Stillwater, Minnesota
The North Star Grand Prix is a five-day cycling event. The Festival includes activities ranging from
professional bicycle racing to lots of options for kids and their families. This will be the Festival's
16th year in Stillwater.
The Grand Prix is part of the National Racing Calendar (NRC), USA Cycling's listing of the top
professional races in the country. The event is the number one ranked national event in the United
States for the last three years running.
Professional / Elite Bicycle Races in Stillwater
The North Star Grand Prix concludes with a race in Stillwater and that is regarded as "the most
difficult bic3_c h, criterium in the United ,States!" For 2013, the Stillwater Criterium will be held
much the same as before with some minor improvements to attract more spectators and racers and
again will be the closing race to the weekend's events.
The 2017 Stillwater Criterium will include just three divisions: pro/elite men, pro/elite women and
advanced amateurs. In addition to the racing, a kids race that is two blocks long is planned as usual
to bring the families out to enjoy the day and give the kids an added bonus for bringing their bikes.

Associated Activities
The audience for the bike race is Minnesota and Wisconsin families. In addition to bicycle racing,
the Festival organizers provide stunt riders, DJ music, an expo area with food vendors and kids'
activities. Stillwater area groups are encouraged to add their own family activities to the Festival as
the south neighborhood hosts a picnic in Triangle Park in conjunction with the race.
Street/Road Closures
A complete closure of the race course is needed to ensure safety for racers, spectators and
residents. This circuit must be closed to traffic and free of obstructions (e.g. parked cars,
dumpsters). Complete course closure will last from 10:00am to 3:00 pm.
Resident Notification
A key to a successful event is to minimize inconveniences for the residents.
Pre -Event
• Late Winter / Early Spring - Letters, schedules and course maps will be sent to all affected
residents and businesses. The letters will include contact information for people wishing to discuss
their concerns with the organizer.
• Two weeks advance — A reminder will be delivered to the residents and businesses affected by
impending street closures.
• Two Days Prior to event — Street closure signs will be posted per Police Department guidelines.
• Other - Press releases and maps will be sent to the Stillwater Gazette (among other media
outlets). Posters and brochures will be distributed throughout the community.
Event Day
• Pedestrian crossings - Pedestrians can cross the course at many locations.
• Detours — will be designated per Stillwater and Washington County guidelines.
• Maps - Course marshals will provide course maps and schedules to motorists who ask for
information.
• Vehicle crossings - vehicles can cross the course under police or race director supervision
(driving on the course during a race is prohibited for safety reasons.)
• Vehicles on the course - If it is essential that a vehicle use the course during the event, they
can do so before, between or after the completion of the races.
Route Security
Route security will be provided by a combination of police and volunteers. Every intersection will be
staffed and police will be stationed at key intersections. Many of the corner marshals will be
equipped with radios. Four police officers will be on duty. One each will be stationed at
Chestnut/2nd, Pine/3rd and 3rd/Chesnut. The fourth officer will "float".
Construction Schedule
Event setup will begin Sunday morning at 7 am and will be completed by loam.
Road barricades needed to close the race circuit will be pre -placed on Friday or Saturday They will
be pulled into place when needed (see above) and then pulled back when the roads open. Tear down
will begin at 3:00 pm and should be completed by 4:00 pm. Most materials will be loaded into trucks
immediately. Materials requiring pickup by vendors (e.g. road barricades) will be removed on
Monday.
Expo Area / Food Vendors
In addition to the bicycle racing action, the Festival will have an expo area located in the parking lot
located at the northwest corner of Olive and Second Street. The expo area is an addition that helps to
attract more spectators by having bicycle industry and fitness related vendors, festival sponsors and
food vendors. The expo should not affect parking as it is located inside the race course. The parking
lot will be posted for no parking on race day.
Typical setup of the expo area allows a vendor a 10'x10' space with pop-up tent. Food vendors will
typically sell sandwiches, cold beverages, coffee and ice cream. Any cooking with open flames or
any significant power source will be coordinated with the fire department for any safety concerns.
Parking
To minimize congestion in downtown Stillwater, we will use the event web site and printed materials
to encourage racers, volunteers, officials, organizers and anyone who is traveling to Stillwater
specifically for the race to park in lots that are either inside the course or are up the hill (e.g. Lots 12,
13 & 14, as designated on ilovestillwater.com). We will also encourage people to travel to the event
by bicycle and will provide a secure bike corral for their convenience.

Police: 4 officers onsite - coordinated by Bill Lenz, our Security Director
Medical Personnel: 2 EMT's onsite — coordinated by Heather Edwards, our Medical Director
Street Support: patching/cleaning prior to race day—coordinated by Lee Stylos, Operations
Insurance
The North Star Grand Prix is permitted under USA Cycling, the national governing body of the
sport of bicycle racing. Insurance is provided by USA Cycling's carrier, American Specialty
Insurance Services of Roanoake, IN. The policy includes $1 million in liability coverage per incident
and $4 million in excess liability in addition to other coverage. The City of Stillwater, sponsors and
other participating parties will be named as "other insured" and will be issued certificates of
insurance.
Benefiting Charity
All proceeds made from the North Star Grand Prix will be benefiting our charity, Children's
Lighthouse.
Organizing Body
The bike race is organized by Minnesota Bicycle Festivals, Inc. MBF is a non-profit corporation that
was established specifically to create and manage bicycle racing events. The MBF officers, Board of
Directors and the managers of all of the component events donate their services to support the
Festival and Children's Hospitals. Other MBF races have taken place in downtown St. Paul and
Minneapolis, the Minnesota State Capitol, the University of Minnesota campus, Redwing, Winona,
Virginia, Mankato, Cannon Falls and Plainview.

RE: Krawczeski reservation request
REQUEST
Jennifer Krawczeski is requesting permission to reserve Lot 17 (Teddy Bear Park lot) for her
wedding reception, which is scheduled to occur at the Grand Ballroom on Friday, June 9, 2017.
The reception would be held between 6 PM and 12:30 AM. Since clearing a lot of cars is nearly
impossible to do, the lot would have to be barricaded early in the morning on June 9th.
COMMENTS
Typically the City does not allow municipal parking lots to be reserved for private events. But,
if the Parking Commission were to approve this request, the cost would be $3/space for the day.
The lot has 97 spaces, so the reservation cost would be $291.

RE: 2016 Parking Study
We are finishing an inventory of existing Downtown public and private parking spaces, as well as a
building by building analysis of parking needs as required by the city Zoning Code. The last time this
was done was in 1996. So, we will be able to track progress, or lack of it, in the last 20 years. We will
also be able to identify where the greatest need is for our next parking ramp.
We expect final touches on the study to be complete by Tuesday of next week. So, we will bring copies
of it to the Parking Commission meeting on Thursday.
