HomeMy WebLinkAbout2016-09-26 PRC minutes CITY OF STILLWATER PARKS AND RECREATION COMMISSION MEETING September 26, 2016 Present: Chairwoman Linda Amrein, Commissioners David Brandt, Scott Christensen, Rob McGarry, Bill McGlynn, Sam Nelson, Sandy Snellman, Absent: Council Representative Mike Polehna Staff present: Public Works Superintendent Tim Moore APPROVAL OF MINUTES Possible approval of August 22, 2016 Parks Commission meeting minutes Chairman Amrein requested three typographical corrections. Motion by Commissioner Brandt, seconded by Commissioner Snellman, to approve the August 22, 2016 meeting minutes as corrected. All in favor. OPEN FORUM Events at Lily Lake Del Peterson, 1201 West Willard Street, president of Lily Lake Association, said the Association has been working on ways to promote the park such as having Aamodts Balloons launch from the park area for special events. He wondered if that would require a permit from the City. Mr. Moore responded that event permit applications should be submitted to Beth Wolf, Engineering/Public Works Secretary. Mr. Peterson asked if the Commission has considered promoting ice skating on the lake in the wintertime. Mr. Moore replied he has discussed it with the City’s insurance trust and there are some issues with having City personnel and City equipment on the lake. Perhaps a private individual could do it. He explained that about two years ago the Commission eliminated three or four outdoor rinks due to lack of use. Mr. Peterson emphasized that the Association is trying to promote any activities they can on the lake. ACTION ITEMS Hockey Day Minnesota Superintendent Moore informed the Commission that Hockey Day Minnesota will be held on January 21 and is expected to draw 6,000 people. He explained the event set-up. The rinks will used for approximately three weeks and will be removed by February 15. Commissioner McGarry remarked that businesses will benefit from Hockey Day Minnesota and the Ice Castles event. The City should make sure it receives enough revenue to restore the park afterwards. Commissioner Christensen agreed that there will be profits made from the events, especially since the Hockey Day activities will Parks and Recreation Commission Meeting September 26, 2016 Page 2 of 2 be televised, bringing in ad revenue. He would like to know what the City is charging for use of the parks. Chairman Amrein noted that she saw a newspaper article indicating that FOX will tape the Stillwater women’s hockey game and air it later that night. She questioned why the women’s game will not be shown live. Superintendent Moore agreed to pass on the suggestions from the Commission that the events be charged for using the venues, ensure restoration of the park, and also keep the trail open as long as possible. INFORMATION ITEMS SABA Proposed Improvements to Public Works and Millbrook Ballfields Mr. Moore explained that the Stillwater Area Baseball Association has offered to donate improvements to City ballfields, including a grass infield, new outfield wind screens and a storage area at the Public Works Park. At Millbrook Park, they propose to improve the grass infield ($20,000 estimated cost) and purchase two sets of bleachers. Staff recommends that the City accept the donations. Commission consensus was favorable. COMMISSION ITEMS/TOPICS There were no Commission items/topics. Superintendent Moore stated that trees at Lowell Park were transplanted and that both ends of the gravel trails at McKusick Lake were paved. There has been no decision about plowing Brown’s Creek Trail in the winter. A park plan is underway for the Aiple property.
