APPROVAL OF MINUTES
Approval of June 30, 2016 meeting minutes
There were no changes to the minutes of the June 30, 2016 meeting.
NEW BUSINESS
There was no new business.
CURRENT BUSINESS
Parking Ramp
Community Development Director Turnblad explained the outcome of discussions with two
Rivertown Commons residents who had concerns about not finding a parking space in the
ramp during events, even though they had purchased a parking permit. It was explained to
the residents that, to ensure a parking spot, they would have to reserve it. He reported that, of
the two residents who complained, one of them paid for a reserved space.
Summer Tuesdays and flooding
Mr. Turnblad noted that due to flooding, Summer Tuesdays had to be moved to the parking
lot. The turf will take a few weeks to recover, so the event will be in the lot for a few weeks.
There have not been complaints so far. He further explained that each of the larger special
events has contract language with the City specifying which lots may be used in case of
flooding. In the future, those special events contracts will be brought to the DTPC.
SPECIAL EVENTS
Downtown Parking Commission July 21, 2016
Ice Castle
Community Development Director Turnblad informed the Commission that Ice Castles, LLC
is working with the City to move the Ice Castle from Eden Prairie to Stillwater this winter.
Amanda Roseth, Ice Castles LLC, explained the history of the company. They wish to move
from Eden Prairie because they feel downtown Stillwater would be a scenic venue within
walking distance to restaurants and retail.
Mr. Turnblad stated that the venue would be at the east end of Myrtle Street between the
gazebo and Lot 4. The castle would take about an acre of space and would reserve Lot 5. The
wood frame and water pumping facilities would begin construction on October 10, 2016.
Ms. Roseth explained the tubing and sprinkler heads, and the structure that is built around
them. There is not framing to hold up the walls; it is all done with icicles via a patented
technique that makes them strong as a glacier. The base of the castle will be between 1-3 feet
of ice with the top layer being crushed so people can walk on it. They won't start growing the
Ice Castle until weather permits. Irrigation lines will be set up in mid to late October, after
mapping out the site. When the water is turned on depends on the weather forecast.
Chairwoman Pelletier voiced concern about the potentially industrial, unattractive look of the
structure from October 10 until completion.
Commissioner Hopfe asked how the structure would impact the Twinkle Parade the first
Saturday in December, which goes down Sam Bloomer Way. Ms. Roseth said the containers
where they have all their materials would be housed underneath the bridge on Sam Bloomer
Way and there won't be any space between the gazebo and the back of the ice castle. Mr.
Turnblad recognized that the Twinkle Parade may have to use an alternate route and cross
Chestnut Street, stopping bridge traffic.
Councilmember Junker commented that October 10 seems very early to close off that section
of the park including the gazebo area. He asked if work could start November 10 instead. Ms.
Roseth replied that starting November 10 would not give enough time. She added that ideally
they would like to be closer to PD Pappy's butt hat is where Hockey Day events will be this
year. They would like to have a location where the Ice Castle could be built year after year.
She said she will discuss the scheduling concerns with company staff.
Community Development Director Turnblad explained that according to the City's fee
policy, the charge would be $1,648.50. Staff recommends approval with a fee of $1,648.50
paid prior to closing down Lot 5 on October 10. After the Ice Castle melts and Lot 5 is
cleaned up, the actual number of days would be calculated and a refund or additional
payment could be made.
Chairwoman Pelletier remarked that reserving seven spots for several months is a lot. She
hopes the event is fleshed out a little more at the other Commissions and the Council level.
Commissioners agreed that lots should be left open until November 1 if at all possible.

Councilmember Junker asked how the lot would be fenced off. Chief Gannaway replied that
per a conference call with the company owner, a split rail type of fence is used, not a snow
fence.
Commissioner Hopfe asked what kind of machinery would sit on the site, and how many
visitors are expected. Ms. Roseth responded only a Toro ice chipper that looks like a big
snow blower. She explained they have timed ticketing: people purchase tickets online and
select a half hour window to arrive between. This helps manage traffic flow. They had
roughly 300 people per half hour in years past at busy times - Fridays and Saturdays at dusk.
Mr. Turnblad requested that the company encourage visitors to park in the ramp.
Motion by Commissioner Lettner, seconded by Commissioner Johnson, to approve the use of
Lot 5 for the Ice Castle with the following conditions: 1) a fee of $1,648.50 to be paid for Lot 5
prior to closing the lot; 2) the actual number of days the lot is closed will be calculated when the
event is over; 3) Ice Castles, LLC must promote the parking ramp on their web site and social
media; 4) Lot 5 should remain open as long as possible. Motion carried, 4-0.
Remembrance Walk
Mr. Turnblad reviewed the special event application for the September 10, 2016 "Now I Lay
Me Down To Sleep Remembrance Walk" for families who have lost babies. The day would
begin with a ceremony that includes a reading of the infants' names, a guest speaker, a
balloon release, and live music. Following the ceremony the remembrance walk would take
place with pictures of the babies along the portion of the route in Lowell Park. Municipal
Lots 5 and 9 are requested to be reserved between 6 a.m. and 2 p.m. on Saturday, September
10 for the start and finish of the Walk. Under City policy, the charge would be $111. Staff
recommends approval with a fee of $111.
Chairwoman Pelletier said since it is a weekend during fall colors, she would rather the lots
not be closed. She would not oppose if they can keep the event in the park.
Chief Gannaway stated that City staff has discussed having one designated route for all the
walks and races once the bridge is closed. The City is up to 12 to 15 races/walks a year.
Commissioner Hopfe remarked that the City gets so many requests to close the lots for public
events that she feels the event would be better in the park. Community Development Director
Turnblad acknowledged that the event itself will go to the Council for an event permit.
Motion by Chairwoman Pelletier, seconded by Commissioner Hopfe, to deny the use of Lots 5
and 9 for the Remembrance Walk. Motion passed, 4-0.

Boutique Hotel Reserved Parking Spaces

Council Representative Junker informed the Commission that on Tuesday, the Council voted
to allow the boutique hotel the two reserved parking spots they had requested on Main Street
for valet parking. Mr. Turnblad further explained that the Council's logic was that they don't
want to open the floodgates, but felt that by providing two spots, they are filling "satellite"
parking lots outside of downtown.

BACKGROUND
Since parking is free during the off season, each of the pay lot signs gets covered or removed.
Removal is always very low on the priority list for Public Works, because they are winterizing
public facilities in the parks and preparing equipment for the snow removal season.
Consequently, in most years the signs must be bagged.
Not far into each off season the black plastic bags are in pretty tough shape. This is especially
true for the signs that are mounted on light poles, since a bag cannot simply be pulled over the
sign. Instead, it has to be taped around the light pole.
Therefore, Dennis Pasket has looked into long lasting custom made sign covers. Hoigaard's
Custom Canvas & Awnings has submitted a quote. The material would either be a heavy
canvas or a neoprene. Samples of the material will be available at the Parking Commission
meeting.
The cost of the 17 sign covers would be

Staff requests that the Parking Commission would consider whether to continue using the
current plastic bag option, or whether we should switch to long lasting custom made sign
covers.

Thank You for taking the time to meet with me last Thursday.
The cost for the custom sign covers we discussed would be as follows;
Single sign cover bag, open bottom with drawstring & grommets at the bottom, $ 85.00ea.
Double sign cover bag on sign pole like the single signs, $ 95.00.
Double sign cover bag on light pole, 1 side and partial top closed with grommets on the other half of the top and down
the side and bottom for lacing with rope or zip ties,
$ 175.00ea.
The bags would be constructed with 16oz. Neoprene, black or silver side out as you prefer. The cotton fabric I left a
sample of is not recommended for this type of use as it is not treated and may mildew. The Neoprene is a rubber coated
vinyl, and is very durable.

BACKGROUND
Mark Hanson is requesting an amendment to the Special Use Permit for his property on South
Main Street to allow for the expansion of his restaurant into the second story of the building.
Currently the second story has four apartments. Two of the apartments are proposed to be
replaced by 948 square feet of restaurant and bar space.
SPECIFIC REQUEST
Since the property has no on-site parking, Mr. Hanson is requesting the Downtown Parking
Commission to approve the use of City parking facilities for the parking needs of the expansion.
ANALYSIS
The City Zoning Code requires 71 parking spaces for the addition. Since there are two
apartments being replaced by the expansion, the current parking for those apartments can be
credited against the 7 required spaces. According to the terms of the existing Special Use Permit,
each apartment is required to pay for one parking space in the City's parking system. Therefore,
the net increased parking requirement is 5 spaces.
The City Zoning Code makes allowances in the Downtown Parking District for "alternate"
methods of meeting a property's parking requirements. Essentially the options are to lease
nearby private spaces, or if sufficient space is available, to rely on the public parking system. If
the Parking Commission approves use of the public parking system, then a fee is charged per
space to offset the City costs for providing those spaces. We refer to this as "mitigation parking".
Currently, the fee for mitigation parking is $10 per month per space.
1 948 gross square foot expansion — 10% = 853 net square feet. 1 space for each 120 square feet of restaurant. 853
divided by 120 = 7.1 spaces, rounded to 7.

There are 1,842 public parking spaces in the downtown parking district. 1,260 of these spaces are
located within city parking lots, the rest are on -street spaces.
Currently during peak periods up to 178 public parking spaces are being used to mitigate the
increase in business parking needs since 19992. The 5 space deficit proposed by Marx would
bring the total maximum to 183. That would be 9.9% of the public parking spaces downtown.
ALTERNATIVES
A. Approve the request to use public parking to cover the required parking for the
restaurant expansion, with the following conditions:
1. The parking mitigation fee will be invoiced quarterly by the City.
2. The fee is to be paid upon receipt of City invoice. Failure to pay fees within 30
days of invoice will be certified for collection with real estate taxes. The
applicant waives any and all procedural and substantive objections to the
parking mitigation fee in -lieu of on-site parking requirements, including but not
limited to a claim that the City lacks authority to impose and collect the fees.
The applicant agrees to reimburse the City for all costs incurred by the City in
defense of enforcement of this provision.
B. Determine that the public parking system has reached capacity and deny the request to
use public parking to mitigate for the lack of on-site parking.
RECOMMENDATION
Staff does not believe the public parking system has quite reached maximum capacity, and
therefore recommends Alternative A.

2 Many businesses have less space on-site than their customers and employees need. But, many existed prior to 1999
when the current "alternative provisions" policy became standard. So, there are quite a few "grandfathered"
businesses that are not obligated to pay for off-site parking.

RE: Special Event Parking for Harvest Fest
BACKGROUND
Summer Tuesdays, Inc has made application for an event permit to host the 2016 Harvest Fest on
October 8-9. The organizer hopes to use Municipal Lots 4 and 5 as part of this year's venue, as
was done last year.
Setup will begin at noon on Friday, October 7th. Clean up will occur on Sunday October 9th from
6:00 — 9:00 PM.
The Ice Castle proposes to begin setup of its infrastructure on October 10th. So, Lot 5 and
Lowell Park will be available for the Harvest Fest through the 9th of October.
PARKING FEE
The parking fees as established by resolution and as apply to this event are given below. The off
season rate (October — April) for all lots used more than three hours on a day is $1.50/day/space.

RE: Special Event Parking for Hockey Day Minnesota
BACKGROUND
The Minnesota Wild, along with FOX Sports North and Minnesota Hockey are working on a contract
with the City for the 1 lth Annual Hockey Day Minnesota outdoor games. The rink will be constructed on
Mulberry Point and together with several municipal parking lots would serve as the event venue.
Construction of the rink foundation will begin October 30th. The Hockey Day Minnesota games will be
held on Friday, January 20 and Saturday, January 21. Stillwater High School and other hockey games
will be played the weeks of January 22nd and January 29th. Clean-up will occur on February 4, 2017.
Municipal Lots 8b, 9 and 10 are requested to be reserved for VIP parking on January 20 — 21 only. The
fencing around these lots would be put up on Thursday the 19th and taken down Sunday the 22nd. So, the
lots would be used for the event for a total of four days.
