PARKS AND RECREATION COMMISSION MEETING
May 23, 2016

APPROVAL OF MINUTES
Approval of April 25, 2016 Parks Commission meeting minutes
Change page 2 of 3 Christiansen to Christensen. Motion by Commissioner Brandt,
seconded by Commissioner Nelson, to approve the April 25, 2016 meeting minutes.
All in favor, 6-0.
OPEN FORUM
Hank Gray, 231 North Everett Street, coach for the Stillwater Area High School
Mountain Bike Team. He informed the Commission that the team would still like to
pursue having a track in Brown's Creek Park for the fall season.
INFORMATIONAL ITEMS
Lily Lake Association
Del Peterson from the Lily Lake Association introduced himself and the Association.
He reviewed the amenities at Lily Lake Park and some history of the lake itself. Mr.
Peterson discussed the promotion of winter skating on the Lake and asked if the city
would assume responsibility for clearing the ice. He talked about promoting fishing
and possible hot air balloon event. Chairman Amrein asked about the possibility of a
trail around the lake but the commission agreed that with private property on a
majority of the lake it would be difficult. Council Member Menikheim added that the
Association is a good group and the city should use them.
ACTION ITEMS
The Ponds at Heifort Hills
Mr. Moore gave a brief overview of the proposed development and stated that there
is not enough room and that a park has never been planned for this area. In lieu of
park land dedication the developer would be required to pay $48,000.00 for park
dedication fees and $12,000.00 for trail dedication fees for a total of $60,000.00 for
phase one of the development. The cost for the developer to construct the trail along
Neal Avenue would be credited against the park and trail fees. The developer Mr.
Richard Gagne was at the meeting and gave his background to the commission. He
stated that the development will consist of mid to mid high price town homes and it is
their intention to develop the property with as little impact as possible. He discussed
that he is investigated alternative methods of constructing the trail on Neal Avenue

such as a boardwalk or retaining wall that would be less impactful to the wetland in
that area.
Motion by Commissioner Brandt, seconded by Commissioner Snellman, to approve
the accepting the Parkland and Trail dedication fees and added that the trail should
be constructed with as little impact on the wet land as possible. All in favor 6-0.
Bike Tune-up Station (Addition to the Agenda)
Mr. Moore passed out a proposal from Health Partners and Pedal MN to install a
Bike Tune-up Station along the McKusick Trail near Owens and McKusick Road.
Branding that is graffiti'd will be replaced up to 3 times in a 2 year period at no
charge to the City. Damaged due to vandalism will be replace once at no cost during
that same 2 year period. Commissioner Christensen questioned why it was not
going at the DNR trail Head downtown. Mr. Moore stated that there is the comp plan
update currently for the downtown area and that other areas were discussed at the
staff level such as the south end of downtown or the proposed parking lot by the
Sunny Side entrance, but is just a little too early yet.
Motion by Commissioner Christensen, seconded by Commissioner McGarry, to
approve the installation of a Bike Tune Up station along the McKusick Trail near
Owens and McKusick Road. In favor — 5, Opposed - 1.
COMMISSION ITEMS/TOPICS
Park Tour June 27, 2016
It was the consensus of the Commission that the tour will visit Bridge View Park and
the stairs next to the Oasis Cafe, Lily Lake Bathrooms and the pickle ball courts at
Northland Park. Picnic will follow the tour at Rob McGarry's House.
ADJOURNMENT
Motion by Commissioner McGarry, seconded by Commissioner Nelson, to adjourn. All
in favor, 6-0. The meeting was adjourned at 8:47 p.m.
