MONDAY, MAY 23, 2016 AT 7:00 PM
The City of Stillwater Parks and Recreation Commission will meet on Monday, May 23, 2016, at
7:00 p.m. in the Council Chambers of Stillwater City Hall, 216 North Fourth Street.

1. Approval of the April 25, 2016 Minutes
2. Open Forum - The Open Forum is a portion of the meeting to address the Board on
subjects which are not a part of the meeting agenda. The Board may take action or reply
at the time of the statement or may give direction to staff regarding investigation of the
concerns expressed. Out of respect for others in attendance, please limit your
comments to 5 minutes or less.

April 25, 2016
Present: Chairman Linda Amrein, Commissioners David Brandt, Scott Christensen,
Rob McGarry, Bill McGlynn, Sam Nelson, Sandy Snellman, Council
Representative Mike Polehna (arrived at 7:10 p.m.)

APPROVAL OF MINUTES
Possible approval of March 28, 2016 Parks Commission meeting minutes
Motion by Chairman Amrein, seconded by Commissioner Snellman, to approve the
March 28, 2016 meeting minutes. All in favor, 7-0.
INTRODUCTION OF NEW MEMBERS
New Commissioners Sam Nelson and Bill McGlynn introduced themselves.
OPEN FORUM
Hank Gray, 231 North Everett Street, coach for the Stillwater Area High School
Mountain Bike Team, noted there is a public hearing at Oak Park Heights May 16
regarding a trail planned for Valley View Park. He informed the Commission that the
team would still like to pursue having a track in Brown's Creek Park for the fall
season. He asked that the Commission keep him advised and let him know if they
need the team's physical presence or support in any way.
ACTION ITEMS
The Phipps Center for the Arts bench request
Anastasia Shartin, Visual Arts Director for the Phipps Center for the Arts, explained
a proposal to install an art bench in Lowell Park. The bench would honor the work
that Jan George did for the local Red Cross. Stillwater Junior High School students
would be the primary participants, working with an educator to design the bench.
The Phipps is asking the City to work with the planning committee on possible
locations, meet with participating youth to discuss requirements, co-host an unveiling
celebration this fall, maintain the bench and help promote the Art Bench Trail. She
added that there is a small fund for ongoing maintenance of the bench.
Commissioner McGarry asked how the Commission would be updated on the design
process and how it could be ensured the bench would fit Lowell Park.
Councilmember Polehna mentioned that the downtown plan update currently
underway involves recommendations on benches and park items; until the
downtown plan update committee completes its work, approving a location for the
bench could be immature.

Ms. Shartin noted that it doesn't really make sense to work on a project unless they
know where it will be placed. She said if Lowell Park isn't a good fit, they have
discussed Pioneer Park or the top of the Main Street stairs as possible locations.
Commissioner Christiansen suggested Bridgeview Park as another possible
location.
Consensus of the Commission was that they are generally supportive of the concept
of the art bench to be placed somewhere in Stillwater. Council Representative
Polehna urged Ms. Shartin to contact Bill Tumblad, Community Development
Director, regarding the park planning process.
Motion by Commissioner Brandt, seconded by Commissioner McGarry, to approve the
concept of the Jan George art bench project, with details and location to be worked out
with staff. All in favor, 7-0.
INFORMATIONAL ITEMS
Aquatic Center
In response to a request made at the March 28, 2016 meeting, Mr. Moore provided
information from previous meetings when an aquatic center was discussed.
Commissioner McGarry remarked that Stillwater's tax base seems rather small to
build an aquatic center, and in the past, neighboring communities have not wanted
to participate in the cost. Councilmember Polehna agreed that of the approximately
17 communities in the school district, Stillwater seems to be shouldering the burden
of facility costs. He would not feel comfortable promoting an aquatic center until
other communities commit to cost-sharing.
Pickle Ball Update
Superintendent Moore informed the Commission that staff is in the process of
finalizing the contract for the dual purpose pickle ball/tennis upgrade at Northland
tennis courts. City workers will repair bituminous before the court is resurfaced and
striped. Pickle ball has started at Staples Field tennis courts. When Northland is
completed, the league will move there.
Teddy Bear Park and Washington Square 2016 Park Programming
Mr. Moore provided the programming schedule for Teddy Bear Park and
Washington Square. The programming is partially funded by a grant from the Wilder
Foundation.
2017-2021 CIP
Superintendent Moore led discussion of the 5-year Capital Improvement Plan, which
staff is currently in the process of updating.
COMMISSION ITEMS/TOPICS
Stairs
Commissioner Christiansen expressed concern about the condition of the stairs by
the Oasis. Mr. Moore replied the repairs are in the five-year plan. This year, the City

will redo the steps at Triangle Park which were determined to be in the worst need of
repair.
Ice castles and caves
Council Representative Polehna noted he is meeting with someone who would like
to bring ice castles and caves to Stillwater next winter as an attraction.
Annual park tour
The annual park tour was set for June. Following the park tour, the annual
commission picnic will be at Rob McGarry's home. A date will be set at the May
meeting.
Road race
Commissioner Christiansen pointed out that statements he read in the Gazette
about the Stillwater Boys Cross Country and Track Team participating in a Monster
Inc. road race during Lumberjack Days were false. He was surprised to read it, as no
one has contacted him about it.

Motion by Commissioner McGarry, seconded by Commissioner Snellman, to adjourn.
All in favor, 7-0. The meeting was adjourned at 8:45 p.m.

Subject: Memo to Tim Moore, Public Works Superintendent
I am the president of Lily Lake Association and I, along with one or two association members,
would like to meet with the Parks and Recreation Commission to:
1. Introduce our lake association. Lily Lake Association was incorporated on April 2, 2013, as a
nonprofit corporation under Minnesota Statutes, Chapter 317A. We have in excess of 100
members and are guided by a board consisting of eight directors.
2. We have a website, sites.google.com/site/lilylakeassociation, which documents many of our
activities and achievements. Our mission is "to preserve and enhance the quality and
enjoyment of Lily Lake.... for all members, residents, and the general public through
stewardship, education, communication, coordination, and lobbying."
3. Review the amenities at Stillwater's Lily Lake Park. This information is from the City of
Stillwater website:
LILY LAKE PARK- 1208 S. Greeley Street on Lily Lake (Take Hwy 36 go N on
Greeley approximately 1 mile, park is on the west side of Greeley Street.)
Adult league fields - one slow pitch field with lights and one fast pitch field
Tennis courts, basketball court, sand volleyball court
Indoor ice arena
Picnic shelter with six picnic tables & B.B.Q grills
Playground equipment
Restrooms & drinking fountains
Single picnic shelters scattered on beach
Swimming beach - no lifeguards - Beach closed until further notice
Boat launch with dock& fishing pier
Electric boat motors on Lily Lake only
4. Identify the role Lily Lake has played in the historical development of Stillwater
harvesting ice in the early days of Stillwater before modern refrigeration;
- use of the lake and surrounding area in the manufacture of bricks used in construction of
many of the early buildings in Stillwater;
- use of the lake for the speed skating preliminaries for the 1936 Olympics.
5. Discuss opportunities where we may assist in promoting the recreational attributes of Lily
Lake to the Stillwater community. Some ideas are:
Promote public ice skating on the lake, perhaps in close proximity to the ice arena. Would
the City assume responsibility for plowing and grooming one or more skating rinks when
weather permits? The City currently supports skating at Northland Park, Lowell Park,
Staples Field, Browns Creek Park, St Croix Valley Rec Center, and Legends Park
Promote fishing, kayaking, and canoeing on Lily Lake - the City already maintains the
fishing pier, boat launch, and canoe racks
Promote a hot air balloon event, perhaps originating in the parking by the ice arena
Augment the picnic area by the fishing pier by planting some additional shade
trees/landscaping/gazebo
Work with the City to safely and responsibly reopen the swimming beach
6. Discussion/exploration of other ideas.

Re: The Ponds at Heifort Hills
BACKGROUND
Richard Gagne, representing the Ponds at Heifort Hills, LLC is proposing to develop the 25 acre
Heifort property located at 8753 & 8911 Neal Ave N. The first phase is to develop the south
half of the site with 24 detached townhomes. The second phase would create another 24
homes. The development has been approved by the Planning Commission and City Council
contingent upon the Parks and Recreation Commission approval of the plan
DISCUSSION
The City's trail plan shows a trail along Neal Avenue. The best location for it would be the east
side of Neal Avenue. But, there is a wetland on the Heifort property immediately adjacent to
Neal Avenue that may make construction of the trail difficult. Consequently, plans for the trail
alignment have not been completed yet. Prior to submitting the Final Plat application to the
City, the developer must work with the City Engineer, Community Development Director and
Park and Recreation Commission to site a trail segment that avoids wetland impact and yet
accommodates the trail system connectivity goals for Neal Avenue. The developer's cost for
constructing this trail will be credited against required park and trail dedication fees.
The park dedication fee, if required by the Park Commission is lieu of park land dedication, will
be $2,000 per townhome ($48,000 for Phase One). And the trial fee will be $500 per
townhome ($12,000). The costs for constructing the Neal Avenue trail would be credited
against this $60,000 park and trail fee.
ACTION REQUIRED
The Commission should discuss and make recommendation on the proposed development.
