HomeMy WebLinkAbout2016-065 (Big Belly solar trash/recycling compactors) RESOLUTION 2016-065 APPROVING THE EXPENDITURE FOR BIG BELLY SOLAR TRASH/RECYCLING COMPACTORS WHEREAS,a demonstration model of a trash compactor for use in the downtown area to study the reduction of time spent collecting trash; and WHEREAS,this demonstration provided a time savings was reduced from collection of 5 times per week to 1 time per week; and WHEREAS,there are dual units available for both trash and recycling; and WHEREAS,staff recommended purchase of the dual units with costs and information which was presented to the City Council on March 22, 2016 for approval. NOW THEREFORE,BE IT RESOLVED that the Stillwater City Council hereby approves the purchase of 8 dual solar trash/recycling compactors,with funding from the Washington County Recycling Fund. Ted Kozlowski,Mayor ATTEST: • Diane F.Ward, City Clerk -- 1 a er ,.. ,* t Admmistration Date: March 18, 2016 TO: Mayor and Council FROM: Diane Ward,City Clerk SUBJECT: Big Belly Solar Trash/Recycling Compactors BACKGROUND: In July of 2014,the City of Stillwater Public Works received a Big Belly Solar Trash Compactor ("Big Belly") as a demonstration as to how we could reduce the time spent handling trash in the downtown area. The Big Belly is the size of USPS mail collection box and compacts the trash to a volume of 5 times that of a regular trash receptacle. The compactor was placed at the northeast corner of Chestnut and Main until November of 2016. Staff found that instead of emptying the trash container that location on a daily basis, it only had to be emptied on a weekly basis.This occurred through the busy summer season as well as through the winter months. Power was not an issue as it obtained enough sunlight to operate even in the shortest days of winter. The compactor saved time in emptying garbage, fuel while idling to stop and empty the container and the number of bags purchased and dumped. These compactors are also available as a dual unit to handle trash and recycling. RECOMMENDATION: Staff recommends the purchase 8 dual units for both trash and recycling at a cost of $6,177.61 per unit or a total cost of$49,420.88. The units would be installed along Main Street. Costs for the units would be paid from the Recycling Fund account. ACTION REQUIRED: If Council concurs with the staff recommendation,they should pass a motion approving a resolution entitled "Approving the expenditure for Big Belly Solar Trash/Recycling Compactors."
