ADJOURNMENT TOE 1I11TN►LACE OF MINNESOTA DOWNTOWN PARKING COMMISSION MEETING MINUTES February 18, 2016 REGULAR MEETING Chairwoman Pelletier called the meeting to order at 8:37 a.m. Present: Chairwoman Pelletier, Commissioners Anderson, Glynn, Hopfe, Lettner, Council Representative Junker Absent: Commissioner Johnson Staff: Community Development Director Turnblad, Police Chief Gannaway APPROVAL OF MINUTES Approval of January 21, 2016 meeting minutes Motion by Commissioner Anderson, seconded by Commissioner Glynn, to approve the minutes of the January 21, 2016 meeting. All in favor. NEW BUSINESS Cruisin' on the Croix - Special Event parking lot reservations Frank Fabio, Cruisin' on the Croix, explained that he would like to add two more event dates in September to the June, July and August dates recently approved by the City Council. He stated he has a lot of sponsors who support the car show. Chairwoman Pelletier commented that it's a good event, but closing lots for something every week in the summer is too much, especially when it closes down four of the five downtown resident lots/free lots. Mr. Fabio brought up that as a business owner downtown, winter is difficult. Summer is when revenue is made that carries through the year. The car show is a revenue stream and brings visitors. Council Liaison Junker remarked that the downtown is not solely an entertainment district. There are also 415 condo owners, white collar and other workers who are there Monday through Friday every week. The Commission needs to balance all those segments. The car show is great but not for 14 or 15 weeks. Mr. Fabio said he has been told that the sponsoring food and beverage businesses experience a 25-30% increase in revenue during the car show. Downtown Parking Commission February 18, 2016 Commissioner Hopfe said it's not just the Wednesday night car show, but also Summer Tuesdays and weekend events that take up parking lots; there are a lot of events that want a piece of downtown. Commissioner Anderson agreed that it's the combination of all the events that is too much. He has been receiving email complaints. Chairwoman Pelletier stated she is opposed to adding more event dates for the car show. Mr. Fabio responded that September is a good month for a car show, with nice weather, and not a lot of other events. He would like to hold the event every other week to be consistent, Motion by Commissioner Glynn, seconded by Commissioner Hopfe, to recommend approval of the following eight dates for Cruisin' on the Croix: June 8, June 22, July 6, July 20, August 3, August 17, August 31, and September 14 at the price previously approved. All in favor. Special Event Parking - Rivertown Art Festival Community Development Director Turnblad stated that Paul McCarthy, board member for the Greater Stillwater Chamber of Commerce, has applied for the Rivertown Art Festival to be held on Saturday and Sunday June 4 and 5. The reservation of Lots 5 and 9 is being requested. In addition, if the organizer cannot successfully negotiate with the owner of the Desch private parking lot immediately west of Lot 11 for vendor parking, then they are also requesting the use of either Lot 10 or 11. According to the 2016 Fee Schedule, the reservation fee would be $3 per day per parking space. Over the course of three days, the total fee for Lots 5 (7 spaces) and 9 (30 spaces) would be $333. If Lot 11 (45 spaces) is added, then the total for all three lots would be $7382. Staff recommends allowing the reservation of Lots 5 and 9 for the event at a cost of $333. If the Parking Commission and City Council believe that an alternate lot should be provided for vendors, in the case that the private lot adjacent to the venue is not available, then staff would recommend Lot 11 instead of Lot 10. The cost of Lot 11 for the event would be $405. Chairwoman Pelletier stated she would support the use of Lot 10 or 11. She is pleased that most of the event is on the grass. Council Liaison Junker remarked that last year, the art festival put up signs alerting trailhead users about the event so they could slow down. He feels it would be a good idea to do this for every event. Motion by Commissioner Anderson, seconded by Commissioner Hopfe, to recommend approval of the reservation of Lots 5 and 9 as well as Lot 11 if the Desch lot is unavailable, at the cost recommended by staff. All in favor. Food for Fines - Valley Outreach Community Development Director Turnblad reported that Tracy Maki of Valley Outreach has requested that the City allow individuals who receive parking violation citations during the month of March to pay for them with the donation of ten non-perishable food items. Staff Page 2 of 4 Downtown Parking Commission February 18, 2016 recommends approving the Food For Fines program during the month of March. Ms. Maki stated the biggest value of the program last year was the positive publicity. Motion by Commissioner Glynn, seconded by Commissioner Hopfe, to recommend that the Council approve the Food for Fines program for the month of March. All in favor. Special Event Parking - Youth Bike Safety Rodeo Police Chief Gannaway informed the Commission that Brad Junker of the Stillwater Police Department has applied for the City's annual Bike Safety Rodeo to be held on Saturday, May 14. The Police Department feels that close proximity to Brown's Creek Trail would be a great venue and teaching opportunity, so they would like to hold it in Lot 12. The event would be posted in the trailhead kiosk a few months in advance to let trail users know the lot will be closed on May 14. Since the Bike Safety Rodeo is a City of Stillwater event, no parking reservation fee would be applicable. Motion by Chairwoman Pelletier, seconded by Commissioner Anderson, to recommend approval of the Youth Bike Safety Rodeo's use of Lot 12. All in favor. Parking attendant wage increase Police Chief Gannaway reported that the City is having difficulty finding college students to be summer parking attendants. Part of the difficulty may be that the City offers only $8 an hour starting wage. Staff would like to see the starting wage raised to $9 an hour. The recommendation is supported by Parking Enforcement Officer Pasket. Wages come from the Parking Fund. Motion by Chairwoman Pelletier, seconded by Commissioner Anderson, to recommend an increase in the parking attendants' minimum wage to $9 per hour. All in favor. OTHER BUSINESS Electric vehicle charging stations Community Development Director Turnblad provided information on costs of a two -port charging station for electric vehicles. The annualized cost would be about $2,100 per port. He feels that in Stillwater's market today, the vendor's assumption that there will be 5 charges at both ports each, every day of the year, seems a bit optimistic. Councilmember Junker stated he would like to ask a couple of private businesses if they are interested in providing a charging station at their cost. He thanked staff for their research efforts. Page 3 of 4 Downtown Parking Commission February 18, 2016 Parking ramp advertising inquiry Community Development Director Turnblad stated that Ramp Ads Marketing LLC approached the City with a request to consider allowing them to advertise in the parking ramp. The ads would be applied and removed with heat leaving no impact on the ramp. Commissioner Anderson commented there would need to be some type of review of advertisers. Commissioner Hopfe agreed. Commissioner Glynn added he would want to review ad locations so as to not distract from exit and directional signage. Mr. Turnblad stated he will ask for more details on the program, and ask the company to come back for a presentation before the Commission. Hockey Day Minnesota Police Chief Gannaway informed the Commission that Hockey Day Minnesota is pending Council approval. The event would be held on Mulberry Point the second weekend in February 2017. They are currently negotiating with the Cities of Minneapolis and St. Paul to advertise in their parking ramp systems. The Parking Commission discussed last month whether ramp advertising is a policy that the City should pursue. It was decided that it might be acceptable with the appropriate content oversight. So, the Commission invited Ramp Ads Marketing to make a presentation at the March meeting. COMMENTS Chris Christian of Ramp Ads discussed the program with me on March 3rd. It seems to be a well -designed, tastefully done form of advertising. The advertisements would do no harm to the wall surfaces. And, there would be no up -front city costs. REQUEST Staff asks the Parking Commission to consider Mr. Christian's presentation. If after the presentation the Parking Commission is interested in entertaining a proposal, staff will work with Ramp Ads to bring one to the April Commission meeting. bt i11watt THE BIRTHPLACE OF MINNESOTA TO: Downtown Parking Commission FROM: Bill Turnblad, Community Development Director DATE: March 10, 2016 RE: Zephyr Theater Parking Mitigation BACKGROUND Only a Dim Image Productions has a purchase agreement for the Minnesota Zephyr property on North Main Street. The theater group proposes to renovate the depot and add a 332 seat performance theatre, rehearsal area, production area, support staff offices, and bakery/coffee shop. The theater space would be constructed on the north end of the building. Accessory outdoor uses would include seasonal sales of snacks and coffee to serve Brown's Creek Trail users. When completed, the facility will be known as "The Zephyr Theater" and the production company will relocate here from leased space in downtown Minneapolis. COMMENTS In addition to building improvements, a new parking lot is proposed to be developed on City property adjoining the site on its north. The new parking lot would be located roughly where the Zephyr Depot's current overflow lot is. The City leases the property to the Zephyr and the lease is transferrable to subsequent owners. When the Council reviews the project, it will consider re -issuing the lease to the theater company. Parking spaces provided • The new north lot is planned to have 47 parking spaces. • The depot property also has a parking lot with 70 spaces. (The attached site plan shows only 67 spaces, but staff and the Planning Commission recommend taking the coffee cart out of this lot, which would add 3 spaces.) • Two small lots next to the building will have 7 spaces. • Therefore, the total number of spaces for the facility would be 124. The Zephyr Theater Page 2 Parking spaces required • The theater's 332 seats will require 111 spaces (1 space per 3 seats) • The bakery/coffee shop's 3,380 square feet will require 28 spaces (1 space per 120 square feet). • The accessory spaces do not add to the parking demand. • So, the total parking requirement is 139 spaces. • For multiple use buildings like this, the Zoning Code allows a 5% reduction in required parking. • With the multiple use reduction of 7 spaces, the facility needs 132. The project is short 8 parking spaces. Parking mitigation The question is whether the 8 space deficit must be mitigated. • The short term business plan is to operate the bakery/coffee shop only for users of the theater. This would be for theater performances and other rented uses of the theater. o If the bakery is not open to the general public, no parking mitigation is required. Sufficient spaces would be available. • The longer term business plan is to open the bakery/coffee shop to the public. o Under this plan, the theater could be rented by a group and at the same time the bakery/coffee shop could be open to the public. o It is possible under this scenario that all 132 spaces could be needed. o Therefore, if the business plan changes like this, the 8 spaces will need to be mitigated. In all likelihood overflow parking guests will probably want to park in Municipal Lot 12. RECOMMENDATION Staff recommends that as long as the business plan does not open the bakery/coffee shop to the public, no parking mitigation should be required. If the plan changes to allow both theater use and public use of the bakery, then the 8 spaces should be mitigated. At the current rate of $10 per space, the 8 space shortage would require the business to pay $80 per month. SEED is hosting an electronics recycling event on Earth Day, April 22nd. Kristin Klemetsrud, the SEED coordinator, has submitted the event permit application. Specifically, the IBA would like to reserve 9 parking spaces in Lot 9 (see Exhibit A) for three hours on Friday morning April 22nd from 7 am to 10 pm. The event will last two hours. Setup will take less than an hour, since it consists of parking a truck and setting up several recycling bins. COMMENTS Since the spaces are requested for three hours or less, and April is still in the pre -season, there is no fee for the spaces. But, their use and reservation must still be approved by the Parking Commission. RECOMMENDATION Staff recommends approval of the request. bt SEED Recycling Event Page 2 Exhibit A i11watt THE BIRTHPLACE OF MINNESOTA TO: Downtown Parking Commission FROM: Bill Turnblad, Community Development Director DATE: March 10, 2016 RE: North Star Grand Prix Event Parking Lee Stylos has made application for an event permit on behalf of Minnesota Bicycle Festival, Inc. for the 15th annual Stillwater Criterium Race, to be held this year on June 19th. The Criterium is the final leg of the 5 day professional bike race known as the North Star Grand Prix. As in past years, the organizers of the event are requesting the City to close each street in the course and reserve two parking lots for their exclusive use. From the Downtown Parking Commission's point of view, the request is to reserve all of the on -street parking along the course and to reserve Parking Lots 16 (Olive St Lot) and 17 (Teddy Bear Park Lot). Parking Lot Reservations Lot 16 would be used for the Festival Expo. The expo will include a number of vendors offering bicycles, bicycle accessories, fitness equipment, food and booths for festival sponsors. Portable restrooms will also be located in this lot. The City's 2016 fee schedule sets a price of $3 per space per day in this lot. Since all 47 spaces would be reserved, the total fee for the lot would be $141. Lot 17 would be the location of the "pit" for race participant bike repairs. It will also function as a base of operations for the event organizers. So, all 97 spots are requested to be reserved. As with Lot 16, the fee for this lot is $3 per space for the day. The total fee for this lot would therefore be $291. On -street Parking The race requires closure of the course streets. (See attached map.) Closed portions of both Second and Third Streets are in the Downtown Parking District and the City charges for reserving the on -street parking spots. Second Street up to the foot of Chilkoot Hill is considered part of the Downtown Parking District. It has marked on -street spots. Third Street up to Pine Street is considered part of the downtown parking system as well. But, its parking spaces are unmarked. The total number of on -street spaces is 79 (51 un-marked and 28 marked). The fee for each reserved on -street parking spot is $3 for the day. The total would be $237. For the past several years, the Parking Commission recommended charging only for the 28 marked spots on Second Street. Staff recommends the same for this year, which would be a fee of $84 for on -street parking. The Festival includes activities ranging from professional bicycle racing to lots of options for kids and their families. This will be the Festival's 14th year in Stillwater. The Grand Prix is part of the National Racing Calendar (NRC), USA Cycling's listing of the top professional races in the country. The event is the number one ranked national event in the United States for the last three years running Professional / Elite Bicycle Races in Stillwater The North Star Grand Prix concludes with a race in Stillwater and that is regarded as "the most difficult bicycle criterium in the United States!" For 2013, the Stillwater Criterium will be held much the same as before with some minor improvements to attract more spectators and racers and again will be the closing race to the weekend's events. The 2015 Stillwater Criterium will include just three divisions: pro/elite men, pro/elite women and advanced amateurs. In addition to the racing, a kids race that is two blocks long is planned as usual to bring the families out to enjoy the day and give the kids an added bonus for bringing their bikes. Schedule 9:00am — Street closure begins 10:00 - Streets closed around entire course 10:45 — Amateur race 11:45 - Women's elite race 12:45 — Kids Fun Race 1:30 - Men's elite race 3:00 — Racing Concludes - Streets begin to open Associated Activities The audience for the bike race is Minnesota and Wisconsin families. In addition to bicycle racing, the Festival organizers provide stunt riders, DJ music, an expo area with food vendors and kids' activities. Stillwater area groups are encouraged to add their own family activities to the Festival as the south neighborhood hosts a picnic in Triangle Park in conjunction with the race. Street/Road Closures A complete closure of the race course is needed to ensure safety for racers, spectators and residents. This circuit must be closed to traffic and free of obstructions (e.g. parked cars, dumpsters). Complete course closure will last from 10:00am to 3:00 pm. Resident Notification A key to a successful event is to minimize inconveniences for the residents. Pre -Event • Late Winter / Early Spring - Letters, schedules and course maps will be sent to all affected residents and businesses. The letters will include contact information for people wishing to discuss their concerns with the organizer. • Two weeks advance — A reminder will be delivered to the residents and businesses affected by impending street closures. • Two Days Prior to event — Street closure signs will be posted per Police Department guidelines. • Other - Press releases and maps will be sent to the Stillwater Gazette (among other media outlets). Posters and brochures will be distributed throughout the community Event Day • Pedestrian crossings - Pedestrians can cross the course at many locations. • Detours — will be designated per Stillwater and Washington County guidelines. • Maps - Course marshals will provide course maps and schedules to motorists who ask for information. • Vehicle crossings - vehicles can cross the course under police or race director supervision (driving on the course during a race is prohibited for safety reasons.) • Vehicles on the course - If it is essential that a vehicle use the course during the event, they can do so before, between or after the completion of the races. Route Security Route security will be provided by a combination of police and volunteers. Every intersection will be staffed and police will be stationed at key intersections. Many of the corner marshals will be equipped with radios. Four police officers will be on duty. One each will be stationed at Chestnut/2nd, Pine/3rd and 3rd/Chesnut. The fourth officer will "float". Construction Schedule Event setup will begin Sunday morning at 7 am and will be completed by loam. Road barricades needed to close the race circuit will be pre -placed on Friday or Saturday They will be pulled into place when needed (see above) and then pulled back when the roads open. Tear down will begin at 3:00 pm and should be completed by 4:00 pm. Most materials will be loaded into trucks immediately. Materials requiring pickup by vendors (e.g. road barricades) will be removed on Monday. Expo Area / Food Vendors In addition to the bicycle racing action, the Festival will have an expo area located in the parking lot located at the northwest corner of Olive and Second Street. The expo area is an addition that helps to attract more spectators by having bicycle industry and fitness related vendors, festival sponsors and food vendors. The expo should not affect parking as it is located inside the race course. The parking lot will be posted for no parking on race day. Typical setup of the expo area allows a vendor a 10'x10' space with pop-up tent. Food vendors will typically sell sandwiches, cold beverages, coffee and ice cream. Any cooking with open flames or any significant power source will be coordinated with the fire department for any safety concerns. Parking To minimize congestion in downtown Stillwater, we will use the event web site and printed materials to encourage racers, volunteers, officials, organizers and anyone who is traveling to Stillwater specifically for the race to park in lots that are either inside the course or are up the hill (e.g. Lots 12, 13 & 14, as designated on ilovestillwater.com). We will also encourage people to travel to the event by bicycle and will provide a secure bike corral for their convenience. Requested City Support: Police: 4 officers onsite - coordinated by Bill Lenz, our Security Director Medical Personnel: 2 EMT's onsite — coordinated by Heather Edwards, our Medical Director Street Support: patching/cleaning prior to race day —coordinated by Lee Stylos, Operations Insurance The North Star Grand Prix is permitted under USA Cycling, the national governing body of the sport of bicycle racing. Insurance is provided by USA Cycling's carrier, American Specialty Insurance Services of Roanoake, IN. The policy includes $1 million in liability coverage per incident and $4 million in excess liability in addition to other coverage. The City of Stillwater, sponsors and other participating parties will be named as "other insured" and will be issued certificates of insurance. Benefiting Charity All proceeds made from the North Star Grand Prix will be benefiting our charity, Children's Lighthouse. Organizing Body The bike race is organized by Minnesota Bicycle Festivals, Inc. MBF is a non-profit corporation that was established specifically to create and manage bicycle racing events. The MBF officers, Board of Directors and the managers of all of the component events donate their services to support the Festival and Children's Hospitals. Other MBF races have taken place in downtown St. Paul and Minneapolis, the Minnesota State Capitol, the University of Minnesota campus, Redwing, Winona, Virginia, Mankato, Cannon Falls and Plainview.
