ADJOURNMENT THE 1I11TN►LACE OF MINNESOTA DOWNTOWN PARKING COMMISSION MEETING MINUTES November 19, 2015 REGULAR MEETING Chairwoman Pelletier called the meeting to order at 8:30 a.m. Present: Chairwoman Pelletier, Commissioners Anderson, Glynn, Hopfe, Lettner, Council Representative Junker Absent: Commissioner Johnson Staff: Community Development Director Turnblad, Police Chief Gannaway, Parking Enforcement Officer Pasket Chair Pelletier welcomed new Commission Member Brad Glynn. APPROVAL OF MINUTES Approval of October 15, 2015 meeting minutes Minutes of the October 15, 2015 meeting were accepted as presented. NEW BUSINESS Sticks in Stillwater - Special event parking lot reservations Community Development Director Turnblad explained that Jim Boo is working with several organizations to bring a Mite Hockey Tournament to Stillwater February 5-7. Mr. Boo in- formed the Commission that the event is no longer planning to use downtown as a venue. In- stead, just the Recreation Center will be used. Consequently, no action was required by the Downtown Parking Commission. Veterans Memorial expansion concept Community Development Director Turnblad reported that the Veterans Memorial Board is hoping to increase the size of their memorial grounds to create more space for memorial pav- ers. The expansion would result in the loss of 10 parking spaces in Municipal Lot 19. To comply with an existing agreement with SuperValu, 210 parking spaces need to remain avail- able in the area. The Veterans Memorial Board is asking the Parking Commission to recom- mend conceptual approval to the Council for the proposed expansion and loss of 10 parking spaces. To mitigate the 10 lost spaces, should it be needed in the future, the Memorial Board Downtown Parking Commission November 19, 2015 suggests that the City could expand Municipal Lot 18. He went on to say that the Council re- viewed the concept and asked staff to bring back cost estimates for expansion of Lot 18, though there was no decision on what entity would pay for the lot expansion. Council Representative Junker said the Veterans Memorial might be approached to help fund the parking reconfiguration. Commissioners agreed they would not oppose migrating the spaces to Lot 18, but they would prefer not to use Parking Enterprise funds to pay for the lot expansion, and to ask that the Veterans Memorial Board help raise all or part of the funds needed. Short term parking: Chestnut at Main Community Development Director Turnblad noted that with the move of Dairy Queen to the Highway 36 corridor, it may be time to consider changes to the short term parking spaces lo- cated on Chestnut Street in the first block west of Main Street. This situation was discussed at the September 17, 2015 commission meeting, but no decision was made due to lack of a quorum. Subsequently, a business owner on the south side of this block has requested that the 15-minute spaces on her side of the block be eliminated because her customers need more than 15 minutes in her shop, and therefore they must park further away. Commissioner Anderson stated his feeling that the 15-minute spaces on the south side should be eliminated for easier turning access, and because they are the most abused spots and are difficult to enforce. Parking Enforcement Officer Pasket agreed the 15-minute spaces are hard to enforce. Motion by Commissioner Anderson, seconded by Commissioner Hopfe, to eliminate all 15-mi- nute parking spots in the block of Chestnut Street immediately west of Main Street. All in favor. Short term parking: Feed Store Chair Pelletier informed the Commission that the manager of the Feed Store died yesterday, so the owner is in a state of flux. Ms. Pelletier recommended waiting to take any action until the owner can be present for the discussion. The item was moved to the January meeting. No Neck Tony's - request for reserved parking space Community Development Director Turnblad informed the Commission that Jessica Junker, owner of No Neck Tony's, has requested a parking pass to allow her to park close to her bar so that she will feel safer when she closes and leaves at 3 or 4 a.m. with the day's cash re- ceipts. The City traditionally has not reserved public parking spaces for an individual. Motion by Commissioner Anderson, seconded by Commissioner Hopfe, to deny the request for a reserved parking spot for No Neck Tony's. All in favor. River Market Coop - crosswalk inquiry Page 2 of 3 Downtown Parking Commission November 19, 2015 Community Development Director Turnblad stated that George Thorson of Hudson submit- ted a concern, stating that he did not think that drivers have a clear view of pedestrians cross- ing at River Market Coop. Mr. Thorson suggested eliminating at least one parking stall on either side of the crosswalk. Mr. Turnblad reviewed the extraordinary efforts the City has al- ready taken to make that area safe. Commissioners agreed to direct staff to add wide cross -stripes to this crosswalk next year when the annual striping work is done. OTHER BUSINESS Electric vehicle charging stations Council Representative Junker reported that Stillwater resident Cameron Murray has asked the City to investigate the possibility of installing and operating electric vehicle charging sta- tions in downtown Stillwater. Mr. Cameron has provided information on existing vehicle charging stations in the metro area. Councilmember Junker stated he will do some investiga- tion to see if it would be possible to have a station pay for itself, to make it revenue -neutral. Mr. Turnblad stated that staff has not had time to research the various charging station op- tions and costs. He recognized that there may not be enough demand to make it revenue -neu- tral. He agreed to look at how many years it would take to pay off a charging station. Chair Pelletier remarked that it might be easier for a private business to get a "green" grant to in- stall a charging station. It was agreed to revisit this item at the December meeting. Lakeview Hospice request Community Development Director Turnblad told the Commission that Nancy Kuckler, coor- dinator at Lakeview Hospice, has requested free or discounted rates for the parking ramp for a volunteer appreciation event scheduled for Trinity Lutheran Church on December 3. The City's policy is to discount a purchase of more than five parking ramp tickets but not to oth- erwise discount parking in the ramp. Commission consensus was that parking ramp fees should not be waived for the event, but staff may offer the discounted rate parking ramp cou- pons. COMMENTS As seen in the attached Downtown Parking Map, on Nelson Street next to the store there are five loading spaces, three 30 minute spaces and one 15 minute space. At the September 17, 2015 Commission meeting, there was general agreement (though no quorum, so no action could be taken) on these points: 1. Chair Pelletier would talk with the owner and/or manager of the store prior to any decision by the Parking Commission. 2. Keeping one 15 minute space may be acceptable. 3. Eliminating all of the loading spaces except two, one for each loading dock. 4. Perhaps the remaining six spaces could be converted to 1 hour spaces. ACTION REQUESTED City staff requests that the Parking Commission discuss the short term parking at this location and either: 1) make a recommendation to City Council; or 2) direct staff to bring back additional information. He would like to hold the vintage and hot rod car club/ show from 4 - 9 PM on 14 Wednesday evenings from June 1 - August 31. This represents an increase in the number of event dates. Though last year 13 event dates were requested, the Contract for the Special Event Permit was eventually written for only 9 datesl. There were several reasons for the City Council's decision to reduce the number of event dates. They included: 1) the weeks of the Log Jam and Rumble on the Deck events should not include the car club event as well; and 2) a belief by the Council that holding the event every other week was a better balance. Parking Lot Reservations The event organizer is proposing to use Lots 4, 5, 9,10 and 11 this year (same as last year). This is a total of 159 spaces. Vendors would setup in Lot 9. In terms of impact to City parking lots, this proposal is an improvement over past years, since neither Lot 8a nor Lot 8b is proposed to be reserved. In years past, the use of Lots 8a and b created havoc with River Market customers and the City's parking permit customers that rely on Lot 8a. The reservation fee of $3 per space per day would, over the course of fourteen event dates, be a total of $6,678 for 159 spaces ($477/event date). The parking lots every Wednesday are blocked off all day long, which make it hard for the people working downtown to find a parking spot. I would rather see the car show event every other week , I think every week is not necessary. It seem to me that it takes away from the novelty/uniqueness of the Car Show if you run it to may times a year. Maybe have more events like the Summer Tuesday that seem to bring down more local people, I have noticed a increase in your business during the Summer Tuesday events . In the past, I have supported the show for the existing seven weeks, however, I am not in favor of expanding it for 7 more weeks. These events effect my tenants and their clients/customers parking and daily volume of business. In the property I own the tenants are: River Market Coop, Kagan Binder law firm, Merrill Lynch financial, Natural Balance Yoga, Extraordinary Journey, Business and Estate Planning, and Expedite International. These business have an approximate total of 100 employees who support the downtown businesses and the City of Stillwater throughout the year. They are either going out for lunch or are spending money after work hours at the various businesses in the downtown area. They also have a need for their client's/customers to be able to find parking in the downtown area so that they are able to continue to operate their business as they do every other day without interruption of parking. I pay $110,000.00 annually in Real Estate taxes of which approximately $ 20,000.00 to $ 25,000.00 goes directly to the City of Stillwater. Why should one business be allowed to tie up 20% of the prime dates in the middle of summer to benefit their own interest. I think the show does attract people to the city for the seven days that it currently runs, but to have the event increased to 14 days would be of a great hindrance to many businesses. If the city keeps the car show to continue to have its original seven dates, they should not allow the lots to be closed from 8:00 AM on the morning of the show. My tenants have many photos of the empty parking lots until 2:00 to 3:00 PM as the vendors do not need that much time to set up. In the meantime, my tenant's client's/customers cannot find a parking space in any of the lots in the downtown area. Please urge the city council to vote NO to the expansion of the 14 week application for Crusin' on the Croix. Respectfully, Thomas Wortman, TreMar, LLC January 15, 2016 Mr. David Junker, have been informed that the Cruisin' on the Croix Car Show would like to have 14 Wednesday shows during this up -coming summer. As a business manager directly involved with the location of the show, cannot support increased shows and would much prefer no shows at all. Last year I believe there were 9 shows. From River Market's standpoint the shows are not at all welcome. We have to add attendants to protect our portion of the parking lot. This is an additional expense. From a customer count standpoint, the numbers are about the same for the Wednesdays with a car show and Wednesdays without. The major difference is that our sales on Car Show Wednesdays are down about 5% which becomes significant when supposedly the show runs only from 4-9 PM. The dollar amount is roughly a loss of $917 a week with a car show, tracking from the first week of June through September. The show represents added expense and reduced sales for River Market Community Co-op. Last summer was a reduction in car show Wednesdays and while it still hurt our sales, it was a relief to at least have every other Wednesday free. have spoken with the manager of Valley Bookseller, Kathleen Eddy, and she also believes the lack of parking to be a significant issue for the bookstore.
