HERITAGE PRESERVATION COMMISSION MEETING
December 7, 2015
7:00 P.M.
Chairman Larson called the meeting to order at 7:00 p.m.
Present: Chairman Larson, Commissioners Goodman, Johnson, Krakowski, Mino, and Welty
Absent: Commissioner Branjord and Council Representative Menikheim

APPROVAL OF MINUTES
Possible approval of November 2, 2015 meeting minutes
Motion by Commissioner Johnson, seconded by Commissioner Welty, to approve the minutes of the November
2, 2015 meeting. All in favor, 6-0.
OPEN FORUM
There were no public comments.
CONSENT AGENDA
There were no items on the Consent Agenda.
PUBLIC HEARINGS
There were no public hearings.
NEW BUSINESS
Case No. 2015-52 Request for a Design Permit for exterior modifications to the structure to be located at 123
Main Street North. Judd Sather, owner.
City Planner Wittman reviewed the case. The applicant proposes to remove the non-historic 1970s-
constructed loading dock and overhead doorway, and fill the masonry opening with brick and mortar closely
matching the existing brick and mortar. In addition, a total of three dark anodized bronze double doors with
clear glazed transom windows above are proposed: one to replace the loading dock, one to replace the existing
Second Street North entrance, and one to replace the single service door on the north façade to create a new
entrance. In addition. a comprehensive rooftop mechanical plan is proposed for the structure. A total of 15
rooftop mechanical units are ultimately proposed, with 12 proposed to be installed at this time. Staff finds that
the proposed exterior modifications are consistent with guidelines and recommends approval with two
conditions.

Chairman Larson asked about uses planned for the first and second level. Judd Sather, applicant, replied that
The Velveteen Speakeasy is the only leased tenant so far for the first level. The second level will have office
uses, with a salon and a photography collective to be located there. The event venue will occupy the entire
third level.
Commissioner Johnson stated he felt the proposed openings on the north side don’t work with the strong
geometry of the building. He suggested centering at least one of the doors with windows above.
Mr. Balay explained the configuration of the doors in regard to the interior of the building. He said he would
like to deviate as little as possible from the present openings.
Motion by Commissioner Johnson, seconded by Commissioner Mino, to approve Case No. 2015-52, Design
Permit for exterior modifications to the structure to be located at 123 Main Street North, with conditions
recommended by staff, and addition the following conditions: 1) transom windows shall not be installed on the
north façade doors; 2) the easternmost door on the north façade shall be centered under the window above; 3)
rooftop equipment is limited to what is depicted on plans submitted to the Heritage Preservation Commission; 4)
no additional rooftop mechanical equipment shall be permitted without design review and approval; 5) a non-
reflective, flat matte color similar to the existing rooftop shall be utilized for the rooftop systems. The rooftop
units shall not be unpainted galvanized metal. All in favor, 6-0.
UNFINISHED BUSINESS
Discussion of Postcard Recognition Program
City Planner Wittman presented design specifications for a postcard to be used to acknowledge property
owners who are visibly supporting the goals of the HPC. Based on the discussion, a revised draft of the
postcard will be brought back to the Commission’s next meeting.
OTHER ITEMS OF DISCUSSION
Committee Appointments - a) Downtown Plan; b) Bergstein Reuse
Ms. Wittman explained that the Downtown Plan Committee and the Bergstein Reuse Committee will be
formed in January. She will send more information to the Commission and ask for volunteers for both
committees.
Holiday Gathering
Chairman Larson said he would like to invite Commissioners to his house for a social gathering after the
holidays; possible dates are January 16 and January 23. Commissioners will be polled regarding which date
works best.
Meeting Schedule
City Planner Wittman asked, when the first Monday of the month is a holiday, if the Commission meeting
could be moved to the first Wednesday, to alleviate staff having to prepare for two commission meetings
(HPC and Planning) in one week. Commissioners concurred.

Chairman Larson noted that a Commissioner has resigned, so another candidate needs to be appointed. He
encouraged the Commissioners to seek out interested candidates.
Heirloom Homes
Commissioner Mino asked if the Commission has thought about reintroducing this program. City Planner
Wittman noted she has received one Heirloom Home application in the past 3.5 years. It was determined to
more actively promote the program after there are more applications. She would like to schedule a long range
planning work session for the Commission after January 1 in conjunction with updating the Comprehensive
Plan, and can include this topic.

There were no staff updates.

Motion by Commissioner Goodman, seconded by Commissioner Mino, to adjourn. All in favor, 6-0. The meeting
was adjourned at 8:25 p.m.
