March 2, 2015

Chairman Larson called the meeting to order at 7:02 p.m.

APPROVAL OF MINUTES
Possible approval of February 2, 2015 meeting minutes
Motion by Commissioner Johnson, seconded by Commissioner Mino, to approve the minutes of the February 2,
2015 meeting. All in favor, 7-0.
OPEN FORUM
There were no public comments.
CONSENT AGENDA
There were no items on the Consent Agenda.

UNFINISHED BUSINESS
Case No. 2015-1
Design Review for new construction of the Dairy Queen to be located at 1240-1570 Frontage
Road West, the property containing Valley Ridge Mall. Kriss Novak owner and Jesse Hamer, representative.
City Planner Wittman explained the request. At the last meeting, the Commission tabled a Design Review
request for a new DQ Grill and Chill to be located in the southwest corner of the Valley Ridge Mall parking
lot. The Commission felt the design did not meet the West Stillwater Business Park District’s design
guidelines because the design was not four-sided. The applicant has submitted updated designs that remove
specific wall signage and depict east elevation fabric awnings above scored EIFS and a metal banding that
carries around all four sides of the structure. Staff recommends approval with conditions.
Commissioner Johnson noted the trash enclosure has been removed.

Jesse Hamer, applicant, confirmed that the business will share an offsite trash enclosure with the Mall. There
will be three to four foot bushes on the east side of the building. He feels all previous suggestions have been
addressed with the new design.

Motion by Commissioner Johnson, seconded by Commissioner Welty, to approve , Design
Permit for new construction of Dairy Queen to be located at 1240-1570 Frontage Road West, with the following
conditions recommended by staff, adding a condition that the business utilize the shared trash enclosure with the
Mall, separate from the site, and striking the condition regarding the four sided orange panels.
1. Ground mechanical equipment shall be a low profile design and screened with mature vegetation.
2. Rooftop equipment shall not be visible and shall be hidden behind a 3’ parapet.
3. The metal eyebrow is encouraged to be lit on all four elevations.
4. Effort should be made to retain the existing trees located on the western property line.
5. No additional wall signage shall be permitted.
6. the pylon sign shall be set back 15’ from the southern property line.
7. All utilities shall be located underground.
8. All wall pack lighting shall be shielded.
9. Neon associated with the metal eyebrow element shall be screened from the street by the eyebrow.
10. All other wall and parking lot lights shall be downwardly directed.
11. The business shall utilize a shared trash enclosure with the Mall, separate from the site.
12. All minor modifications to the plans shall be approved in advance by the City Planner. All major modifications
shall be approved in advance by the HPC. All in favor, 7-0.
NEW BUSINESS

Design Review for signage for Bluestone Physician Services to be located at 201 2nd Street
North. Julie Puckett, Allsigns, applicant.
City Planner Wittman stated that the applicant is requesting approval of a single 8.5 square foot unlit wall-
mounted sign. The white aluminum panel sign would read “Bluestone Physician Services” in raised letters
colored blue. The sign would be two inches deep. The applicant is proposing to utilize aluminum angle
brackets, cement anchors and bolts for installation of the sign. Staff recommends approval with conditions.
Julie Puckett, Allsigns, indicated the signage is intended for a single tenant, the current property owner.

Motion by Commissioner Mino, seconded by Commissioner Johnson, to approve , signage for
Bluestone Physician Services to be located at 201 2nd Street North, with the following conditions.
1. The sign shall not exceed 8.5 square feet.
2. The sign shall be mounted into the mortar joints and not directly onto the brick.
3. Lighting for signage shall be reviewed and approved by the HPC prior to installation.
4. A revised sign plan shall be submitted to the HPC for review and approval prior to approval of any additional
signage.
5. All major revisions to the approved plan shall be reviewed by the HPC. All in favor, 7-0.

Design Review for multi-tenant sign plan for the structure located at 270 Main Street North.
Julie Puckett, Allsigns, applicant.
City Planner Wittman stated that the applicant is requesting approval of a Design Permit for a multi-tenant
sign plan consisting of two individual signs on the front façade, totaling the maximum amount of signage
for the structure. Currently one 32 square foot sign is in place for Morgan Stanley, an existing tenant. The
proposal is to allow a second tenant to have a total of 28 square feet of signage on each façade. The sign

would be located directly above the second story windows and above the existing Morgan Stanley signage.
Staff recommends approval with conditions.
Commissioner Welty asked if the signs could be required to be the same width.
City Planner Wittman replied that the building can only have one square foot per one linear foot. Morgan
Stanley used more than half of the allotted square footage when they came in.
Commissioner Johnson commented that second story signs look out of place that high on the building, but
he recognized it is needed to identify the location of the tenant.
Asked by Commissioners if the sign could be resized for consistency with the existing Morgan Stanley sign,
Ms. Puckett said that due to the logo, adjusting the size proportions would not look right.
Motion by Commissioner Mino, seconded by Commissioner Krakowski, to approve the multi-tenant sign plan
for 270 Main Street North, with the following conditions:
1. One 32 square foot sign shall be centered above the east elevation entrance as depicted in Case No. 2013-53.
A second 28 square foot sign shall be centered above the second floor windows directly above the entrance.
2. One 32 square foot sign shall be centered above the first floor windows on the north elevation, closest to the
NE corner of the structure as depicted in Case No. 2013-53. A second 28 square foot sign shall be centered
above the north elevation second floor windows closest to the NE corner of the structure.
3. All permanent signs shall receive a Design Review permit from the HPC and an applicable sign permit from
the City of Stillwater prior to installation of the sign.
4. The HPC shall permit no additional signage without first obtaining approval of an amendment of the multi-
tenant sign plan.
5. All revisions to the approved plan shall be reviewed and approved by the HPC. All in favor, 7-0.

Commissioner Johnson pointed out the signs on the north side of the building could be more than 28 square
feet because that side of the building is longer.
City Planner Wittman stated the applicant could come back and apply for a sign on the north side by
requesting an amendment to the sign plan.
Motion by Commissioner Welty, seconded by Commissioner Johnson, to approve as submitted with the
following conditions recommended by staff, adding the condition that the sign be the same length as the
Morgan Stanley sign below it.
1. The sign shall not exceed 28 square feet.
2. The sign shall be centered above the first floor windows and the existing first floor tenant signage.
3. The sign shall be mounted into the mortar joints and not directly onto the brick.
4. Lighting for signage shall be reviewed and approved by the HPC prior to installation.

Commissioner Branjord voting nay.
Commissioner Branjord remarked that the Commission is essentially punishing Bluestone for a decision the
Commission made about Morgan Stanley.
Commissioner Johnson responded that Morgan Stanley originally proposed a narrower sign, but the
Commission suggested a longer sign to fit the width of the windows.
OTHER ITEMS OF DISCUSSION
Neighborhood Conservation District: 911 Abbott Street Concept
City Planner Wittman explained that the applicants, Ray and Carmen Loida, are requesting a concept
discussion regarding a home proposed to be constructed on a vacant lot at 911 Abbott Street. As the
property is located just inside the border of the Neighborhood Conservation District, identification of a
house plan that fits with the neighborhood character has been challenging. The Loidas believe they have
chosen a design that fits the guidelines of the district and the neighborhood. Prior to moving forward with
purchase of construction plans, they would like to discuss the proposed design with the Commission.
Chairman Larson stated that the design is a nice choice as far as the overall massing on the narrow lot. He
would like the other sides to follow the design shown on the front, with four-sided design.
Commissioner Johnson recommended eliminating some of the arts and crafts style elements of the design
such as the heavier brackets.
Chairman Larson encouraged the applicants to consider adding windows on the east and west side.
Ms. Loida replied there are trees on the east side, so windows would not be very visible. They may add a
kitchen window on the west side.

Design Review for installation of an informational kiosk for users of Brown’s Creek State Trail,
location TBD in Downtown Design Review District. City of Stillwater, owner and Rachel Hintzman, DNR,
applicant.
City Planner Wittman stated that at the last meeting, the Commission reviewed proposed design for a DNR
trailhead kiosk to be located downtown. At that time, the Commission suggested changes to the roofline
design, and reconsideration of the colors and signage proposed for the kiosk. Since then, DNR representatives
have submitted additional materials for review and possible approval.
Commissioners discussed possible changes to the roofline design and color, including taking existing gable
and extending it out to meet the current hip lines, avoiding the scissor truss appearance of the end gable.
Commissioner Welty asked if designing the kiosk for the DNR is the right approach, or should the
Commission simply suggest what is not desired.
City Planner Wittman cautioned that the written conditions of approval need to be very specific.

Motion by Commissioner Branjord, seconded by Commissioner Goodman, to approve Design
Review for installation of an informational kiosk for users of Brown’s Creek State Trail, location TBD in the
Downtown Design Review District, with the following conditions.
1. Benjamin Moore Glenridge Gold or similar color shall be utilized for the painted wood.
2. Red shall be utilized for the metal roof.
3. The existing gable ridge should be extended to the existing hip roof line, avoiding scissor truss look at the end
gable.
4. All minor modifications to the plans shall be approved in advance by the City Planner. All major modifications
shall be approved in advance by the HPC. All in favor, 7-0.

Design Review for a temporary structure to be used as an office to be located at 2100 Tower
Drive (Abrahamson’s Nursery). Daniel Sandager, owner.
City Planner Wittman stated that the applicant is proposing the construction of a new, temporary structure in
the landscaped sales yard area of Abrahamson’s Nursery. The structure will be used as a sales and design
office.

Motion by Commissioner Krakowski, seconded by Commissioner Mino, to approve Design
Review for a temporary structure to be used as an office to be located at 2100 Tower Drive, with the following
conditions.
1. Prior to construction, a building permit shall be obtained.
2. Any future group equipment not depicted on the site plan shall be completely enclosed with building material
compatible with the structure or screened with mature vegetation, if a low profile design.
3. The design shall be four-sided with board and batten and details to carry around all four sides.
4. All utilities shall be located underground.
5. All wall lights shall be downwardly directed.
6. All minor modifications to the plans shall be approved in advance by the City Planner. All major modifications
shall be approved in advance by the HPC. All in favor, 7-0.
Bergstein Reuse Study
City Planner Wittman informed the Commission that in two weeks, consultants from John Lauber and
Associates will do a field assessment and conduct three days of interviews with various groups and
individuals to gather information about possible uses for the structures. She asked Commissioners for ideas
on additional groups or individuals who should be included.
Grants
City Planner Wittman stated she is exploring smaller grant projects including plaques for the Pedestrian
Plaza downtown.
