RE: 15 Minute Parking on Chestnut at Main Street
REQUEST
The beauty salon on the south side of Chestnut Street just west of Main Street asked
Councilmember Weidner if it would be possible to eliminate one of the 15 minute parking spaces
in front of her business. Weidner forwarded the request to the Parking Commission for
consideration.
COMMENTS
The block in question, as can be seen in the attached air photo parking system map, has six 15 -
Minute spaces. And, because her clients' appointments last longer than 15 minutes, the spaces
do not work for her business. As a consequence, her clients cannot park in front of her business.
The downtown parking system has 468 marked on -street parking spaces (all free). The table
summarizes the parking time limits for these spaces.

The cluster of 15 -Minute spaces on Chestnut developed in response to requests by business
owners. Over the years, businesses with fast customer turnaround time have located here. That
has included former drug stores, DQ, etc.
A request to eliminate a 15 -Minute space is somewhat unique. The Parking Commission should
consider whether this would negatively affect other business owners in this block.

RECOMMENDATION
If the Parking Commission feels that the mix of businesses in this block of Chestnut has changed
enough to support fewer quick turnaround parking spaces, then approve the elimination of one
15 -Minute space.

RE: Luna Rossa — Valet Parking
REQUEST
Matt Schroeder, manager of Luna Rossa, is requesting permission to reserve two on -street parking spaces
in front of the restaurant for valet parking between 6 PM and 9:30 PM each Friday and Saturday evening
throughout the year. The customer vehicles would be parked in the private lot behind the restaurant.
COMMENTS
By policy', on -street parking spaces cannot be reserved on Main Street. So, the request for the two
reserved valet spaces would require waiving this policy.
It would be consistent with policy to reserve the two spaces on Nelson, as shown in the attached photo.
One of the two Nelson Street spaces is a loading zone, the other is not. The non -loading zone space
would have to be reserved from about 2 PM to ensure that it would be available in the evening for valet
service. The loading zone space would only have to be reserved in the evening.
During May through September, the 4-8 hour cost for the non -loading zone space would be $6 per day.
The 0-4 hour cost for the loading zone space would be $3 per day. So, the fee for the 5 high season
months would be $396. The October through April months carry a flat fee of $3 per space per day, or
$360 for the 7 off-season months.
ALTERNATIVES
The Parking Commission can recommend either, that:
1. The City Council approve the policy waiver to allow the Main Street valet request, with the fee
stated above; or
2. The Council deny the policy waiver but approve the Nelson Street valet spots, with the fee stated
above.
RECOMMENDATION
Staff recommends the second alternative
