The City of Stillwater Parks and Recreation Commission will meet on Monday, July 27, 2015, at
6:00 p.m. in the Council Chambers of Stillwater City Hall, 216 North Fourth Street.
AGENDA
1. Approval of the June 22, 2015 Minutes
2. Open Forum - The Open Forum is a portion of the meeting to address the Board on
subjects which are not a part of the meeting agenda. The Board may take action or reply
at the time of the statement or may give direction to staff regarding investigation of the
concerns expressed. Out of respect for others in attendance, please limit your
comments to 5 minutes or less.

Re: Proposed Pickle Ball at Staples Field Tennis Courts
BACKGROUND
At the June 22, 2015 Sandy Hudson, 605 St. Croix Avenue West, was present at the open forum
to request being put on the Agenda for the July Parks and Recreation Commission meeting. She
updated the Commission on pickle ball activity at Staples Field Tennis Courts. They play
Monday, Tuesday and Wednesday nights and have been helping out with some maintenance
such as pulling weeds and sweeping the courts.
DISCUSION
Participants are requesting that cracks on the court be filled, permanent straps be placed on
the nets so they can be lowered, and lights be turned on in the fall from 6‐8 p.m. Players also
would like an additional court somewhere to be lined if possible. They would prefer red rather
than dark blue so lines would be easier to see.
The sport of pickle ball is growing and this group is getting new players all the time. Staff has
discussed the use of Staples for pickle ball and feels that with the little use that has been seen
for tennis the Commission should consider turning the courts into pickle ball courts
permanently. This would involve re‐lining the courts, installing new nets and filling the cracks.
With the smaller court size there could possibly one court added for pickle ball. Additionally the
group has requested the lights be used during the fall off the year. Staff has been instructed by
council to not turn on the lights. Because the lights have not been on for some time, staff does
not know the condition they are in. because of this, turning the lights back on may take more
work and incur greater expense.
RECOMMENDATION
The Parks and Recreation should discuss changing the tennis courts over to pickle ball
permanently and turning on the lights and make a recommendation to Council.

Consideration of Park and Trail Dedication of Hazel Place Villas, a 20 lot
residential subdivision to be located at the western terminus of Hazel
Street, 1902 William Street North

Sterling Black has submitted a preliminary plat application for a 20 lot single-family
development to be known as HAZEL PLACE VILLAS. The property is located at the western
terminus of Hazel Street next to the Stillwater County Club.
The project site has a total gross area of 7.17 acres, 5.90 of which are located outside of the
Brown's Creek buffer area and therefore considered developable. Lots range in size from 7,501
square feet to 20,264 square feet.
The Planning Commission heard the preliminary plat request at their July 8 meeting. At that
time the Planning Commission determined the application would need to be tabled and directed
the developer to revised the plat to conform greater to the municipal subdivision regulations.
RECOMMENDATION
Staff recommends the Parks and Recreation Commission table consideration of the Park and
Trail dedication fees for Hazel Place Villas until such time as the Planning Commission has made
a recommendation on the preliminary plat.

REQUEST: Consideration of Park and Trail Dedication for Brown's Creek Cove, a 15 lot
residential subdivision to be located at NW Quadrant of Neal Avenue and
McKusick Road (8602 & 8528 Neal Avenue)

BACKGROUND
Todd Baumgartner of WB Development LLC has submitted a preliminary plat for a 15lot
single-family residential development. The project is referred to as BROWN'S CREEK COVE
and is located at the northwest quadrant of the intersection of Neal Avenue North and
McKusick Road North. The project site has a total gross area of 8.91 acres. Lots range in
size from 10,070 square feet to 19,917 square feet. Two of the 15lots will include the two
existing homes on the property.
PARK COMMISSION REVIEW
The developer proposes to donate Outlot A to the public to fulfill his public park dedication
requirement. The outlot includes an 8 foot wide public bituminous trail along the edge of the
Brown's Creek wetland buffer that would serve as a connecting link between the Millbrook trails
to the north and both the future Neal Avenue trail and the McKusick trail.
The trail would fulfill the subdivision's public trail dedication obligation. Actually, the trail's
length and winding route along the edge of the wetland buffer will drive up its cost.
Consequently, staff suggests that any cost above the standard trail dedication fee could be
credited toward the public park dedication requirement.
A trail segment should be provided along the north edge of Lot 1 to connect the Millbrook Trail
directly to Neal Avenue.
The Park Commission reviewed a similar plan in 2006 and determined that Outlot A should be
private and not public. The Comprehensive Plan shows no public park needs on this site. So,
City staff concurs with the recommendation. Instead, the public park obligation should be
satisfied by fee in lieu of land. The fee currently is $2,000 for each of the 13 new homes being
adde d to the park system, for a total of $26 ,000 . Payment of this fee would be required prior to
release of the final plat for recording with Washington County.
RECOMMENDATION
City staff recommends a cash dedication of $26,000 for Brown's Creek Cove's park dedication
obligations with the dedication fee to be adjusted to based on the trail connection cost in excess
of $6,500.
City staff recommends construction of an 8' wide bituminous trail to be dedicated to the public.
