Update 2003 Downtown Pay Parking Program. The City is making preparations to take over the pay parking program this summer. Chief Dauffenbach will provide the commission with preparations for the change of operation. 2. Revised Parking Signage. Based on Downtown Parking Commission recommendations, the City has hired Robert Lane to assist the City in developing a new Downtown Parking Signage Package. His first task will be to design the River and South Main Pay Lots. His second task will be to work with the Downtown Parking Commission and Heritage Preservation Commission in developing an attractive and clear parking and public sign program. The proposed scope of work for the projects are attached. 3. Other Items. Attached are recent correspondence form parking violators commenting on downtown parking enforcement. The Commission consists of seven members;five downtown business or property owners and two residents from the broader community. Members serve two year terms.The Downtown Parking Commission is established to oversee the development and implementation of the Downtown Parking Plan. This includes planning for long-range parking lot improvements and day-to-day regulation of public parking spaces. During our meeting we identified two goals for environmental graphic improvements: 1)There is the need to improve the existing signing related to parking lots by May 1, when the pay parking will go into effect. The machines will be installed and the City will be in charge of the operations.These signs should present clear identification and information to avoid vending confusion and combine a clear recognition but appropriate to the City's historic character. This work will require immediate start-up in order to make the installation date. 2)There is a desire however to make sure that the parking issues addressed and resulting graphics and standards are consistent with a broader pallette of graphics standards for wayfinding and information elements, including trailblazer signs for parking, various identifiers of parks, museums and other points of interest and heritage. This would include the study of vintage theme murals and banners,as well.The goal would be to explore the image opportunities of a cohesive well designed and environ-appropriate presentation of graphics elements within the context of this dynamic and historic retail setting. We are proposing two work assignments to meet these goals: I. Parking Facility Signage This work would include analysis, design, construction documents for the parking facilities sign standards to be applied to all City lots.The intention is to properly identify the lots and type of lot and make the payment procedure more understandable. Proposed fees for Phase I are attached. 11.Municipal Signing and Wayfinding Study This work would include inventory and analysis of current municipal signing including identification, directional, informational,and promotional elements. It would document typical conditions and evaluate their performance, appearance and contribution to the City's image. The study would further seek to identify information needs that are not being met, as well as identify opportunities to promote the City's image to its citizens and visitors.The study will finally present recommendations for improvements through design of a series of signing and wayfinding standards. Mr. Russell, our staff is prepared to begin work immediately to insure timely completion of the Phase I, Parking Facility Signage. The analysis work of that phase would be included in the Phase II Municipal Signing and Wayfinding Study. We have prepared proposals for both tasks for your consideration. There were very few cars on the street and there were many empty parking spaces, so we did not bother to move the car because we couldn't imagine that the city would be issuing parking tickets in off-season when the town was almost empty. On the contrary, I was issued a parking ticket. I believe this is ridiculous considering the circumstances. In the middle of winter, I would think that the merchants and fine people of Stillwater would welcome any business from the shopping public instead of ticketing them. My friends and I usually go to Stillwater several times a year for our shopping sprees. We have all agreed that this was our last visit to Stillwater due to the manner in which the city treats its visitors. This $10 ticket is the last your town will see of me or my money, so spend it wisely. As you can see, my violation was for blocking a driveway. The problem is the driveway I was blocking was my own. We own the property at 209 East Nelson Street (not 200 as stated on the ticket), which has a garage under the Martin Wolf Building. We have a sign on the garage door that states No Parking, Violators will be Towed so we can be assured of getting into the garage when necessary. My PT Cruiser fits between the yellow curbs, and since I was going to be therefor less than 2 hours I felt safe blocking my own driveway. I can understand having a patrolling officer during the warm season when the tourists are in town but on a cold February Friday, when the stores in town are clambering for business, the last thing I want my customers to find is a parking violation to remind them of their visit to Stillwater. Maybe the city should look at being more visitor friendly during the off-peak season to encourage customers to the downtown area. It is a shame to watch businesses close because their business drops to nothing from November to April.
