NOTICE OF MEETING
MONDAY, JANUARY 26 AT 7:00 PM
The City of Stillwater Parks and Recreation Commission will meet on Monday, January 26, 2015,
at 7:00 p.m. in the Council Chambers of Stillwater City Hall, 216 North Fourth Street.
AGENDA
Approval of the December 22, 2014 Minutes
2. Open Forum - The Open Forum is a portion of the meeting to address the Board on
subjects which are not a part of the meeting agenda. The Board may take action or reply
at the time of the statement or may give direction to staff regarding investigation of the
concerns expressed. Out of respect for others in attendance, please limit your
comments to 5 minutes or less.

Following the meeting, park board members will be gathering for a holiday social at the home
of Solveg Peterson located at 350 North Main Street. No business will be conducted during this
function.
Note: Park Board Members please bring a dish or beverage to share and spouses are invited.

Present: Chair Linda Amrein, Commissioners David Brandt, Scott Christiansen,
Rob McGarry, Solveg Peterson (arrived at 7:08 p.m.), Sandy Snellman
Absent: Commissioner Don Stiff, Council Liaison Mike Polehna
Staff present: Public Works Superintendent Tim Moore
APPROVAL OF MINUTES
Regarding the September 22, 2014 Joint Parks and Recreation Commission/Planning
Commission Meeting, Commissioner Brandt stated it should be noted that he was
present (arrived late).
Motion by Snellman, seconded by Amrein, to approve the Joint Parks and Recreation
Commission/Planning Commission September 22, 2014 meeting minutes as amended.
All in favor.
Chairman Amrein asked for clarification regarding the Stillwater High School Mountain
Bike Team as noted in the October 27, 2014 meeting minutes. The sentence, "The team
had its first state champion, three podium finishers, and ten top ten state finishers"
should read "The team had its first state champion, three podium finishers, and ten top
state finishers in their various categories."
Motion by Christiansen, seconded by Snellman, to approve the Parks and Recreation
Commission October 27, 2014 meeting minutes as amended. All in favor.
OPEN FORUM
Hank Gray, 231 North Everett Street, Assistant Coach of Stillwater Area High School
Mountain Bike Team and Board Member of SASCA, the nonprofit organization that
supports the Mountain Bike Team, thanked Public Works Superintendent Moore and the
engineering department for their efforts to move the trail forward. He introduced Calvin
Jones, Team Director and fellow SASCA Board Member.
Mr. Jones, 513 Edgewood Avenue, announced that the SASCA booster club received
IRS 501(c)(3) status, so it will be able to help with maintenance and sweat equity as the
project is brought to fruition.
ACTION ITEMS
Field Use Fee
Moore stated that in the past, Public Works has had an agreement with the Stillwater
School District and the St. Croix Valley Baseball Association for grooming and chalking
fields for games. With the addition of the grooming and chalking of fields for lacrosse in
2013, and for the Valley Athletic Association for baseball, softball, football and soccer in
Parks and Recreation Commission Meeting December 22, 2014
2014, the City's published field use rates need to be updated. Staff recommends the
following rates: lacrosse, $20.00 per application; football, $25.00 per application;
soccer, $20.00 per application. Baseball and softball on all other City fields will be
$15.00 per game. He has informed the organizations of the anticipated fees. Moore
added that there are starting to be conflicts with field use as some organizations are not
using fields they have reserved. He would like the Commission to consider a field use
policy.
Motion by McGarry, seconded by Brandt to approve the fees as recommended by staff
retroactive to January 2014. All in favor.
INFORMATIONAL ITEMS
Brown's Creek Preserve Update
Regarding the efforts to establish the single track bike track, Moore stated he met with
the City Attorney, Planner and Public Works Director about trying to move this forward.
The City is waiting for a response from the DNR. The DNR is asking for a few things
from the City regarding the new trail coming in, such as a kiosk location downtown. The
City Attorney feels all these issues should be brought together for resolution. On
January 6, Council permission will be requested to send a letter to the DNR.
ACTION ITEMS continued
Trails Master Plan
Moore stated the next step for the Master Plan is to have the public hearing. It will
probably take place in January.
COMMISSION ITEMS/TOPICS
Moore updated the Commission on progress of Lowell Park bathrooms which should be
open by April. The Council approved a consultant contract for a reuse study for the
Shoddy Mill building. Amrein remarked that the Christmas tree downtown looks great.
ADJOURNMENT
Motion by McGarry, seconded by Snellman to adjourn. All in favor. The meeting was
adjourned at 7:38 p.m.

Re: Friends of Stillwater Parks
The Friends of Stillwater Parks has been invited to the Parks and Recreation Commission
meeting to discuss with the Commission on future plans for the organization. Attached is a
letter from the Friends of Stillwater Parks dated October 6, 2014 and the original agreement
executed in May 1995. Also attached is a list of park gardens with locations that the Friends of
Stillwater parks still wishes to maintain.

Dear Tim Moore, Superintendent, Stillwater Parks and Linda Amrien, Chair, Stillwater Parks
Commission,
It has been a pleasure to serve and contribute time and effort towards maintaining several
flower gardens in local parks since 1996. However, our Board of Directors has decided to
discontinue the Park Garden Committee.
We believe Stillwater's Park Department can provide -- more effectively than Friends
of Stillwater Parks can provide -- the staff and seasonal summer help to:
• amend the soil of gardens as needed;
• select plant material, plant, water, maintain and weed planted areas;
• recruit community volunteers or community garden clubs ;
• provide a special event to acknowledge volunteers;
• develop and implement a landscape beautification plan for high visibility parks such as
Pioneer Park and Lowell Park including the maintenance of those planted areas; and
• oversee the maintenance of all planted areas on city property
Again we wish to reiterate that it has been a pleasure to serve our community and we will
continue to serve through other means.

AGREEMENT
This Agreement made this 10day of May, 1995, between the City of Stillwater, Washington
County, Minnesota ("City"), and Judith Gulden, acting as disbursing agent ("Agent"), in conjunction with
Friends of Stillwater Parks, Inc. a non-profit corporation pledged to promote parks and parkland within
the City. '
1. The City has encouraged the formation of this .corporation to foster and promote parks
within the City of Stillwater and encourage the use of parks within the City that will ultimately increase
property values and the quality of life within the City, thereby promoting the welfare of the City.
2. In order to establish the corporation, it is necessary to incur expenses associated
therewith.
3. The City has agreed to provide financial support to the corporation on the condition that
the money is disbursed for expenses associated with the formation and establishment of the corporation
and for park related purposes.
4. The financial support will not exceed the budgeted amount of $500.00.
5. Judith Gulden is hereby appointed as Disbursing Agent of the City, and in that capacity,
is authorized to make disbursement upon satisfactory proof of identify being made to her.
6. The Disbursing Agent is directed to obtain signed vouchers from each of the persons or
entities to whom a check is disbursed and to maintain record of disbursement and executed vouchers and
deliver them to the City for keeping in the official records of the City according to law.

REGARDING: Friends of the Boom Site Invite

The DNR has contracted with Friends of the St. Croix Boom Site (Friends), a subsidiary of the
Friends of Washington County, to conduct public outreach activities for the future of the Boom
Site as part of a larger, DNR -sponsored effort entitled, "The St. Croix Boomsite: Enhancing a
National Historic Landmark." As a part of these efforts the Friends would like to host a meeting with
members of the City Council, as well as the City's Heritage Preservation Commission and Parks and
Recreation Commission, to garner input from Stillwater's elected and appointed officials. The Friends invite
you to attend this meeting on Tuesday, February 24"' from 7:00 to 9:00 p.m.
