CITY COUNCIL MEETING
April 23, 2014
SPECIAL MEETING 4:30 P.M.
Mayor Harycki called the meeting to order at 4:38 p.m.
Present: Councilmembers Menikheim, Weidner, Polehna, Mayor Harycki
Absent: Councilmember Kozlowski
Staff present: City Administrator Hansen
City Attorney Magnuson
Public Works Director Sanders
City Clerk Ward

Lift Bridge Schedule
City Attorney Magnuson explained that the Coast Guard indicated to him that the City needs
to rescind the request currently on file, asking for a reduction in lifts from 21 times a day to
16.
Motion by Councilmember Menikheim, seconded by Councilmember Polehna, to adopt
Resolution 2014-067, Rescinding a Request for Bridge Schedule Deviation, and to direct staff to
follow proper channels to look at this next year.
Ayes: Councilmembers Menikheim, Weidner, Polehna, Mayor Harycki
Nays: None
Councilmember Weidner acknowledged problems with the process and asked if there is room
for compromise.
Councilmember Menikheim replied with the current timeframe, it would be better to start the
process all over again next year by having conversations with all the parties involved ahead of
time. There are at least 10 organizations involved in this decision.
Councilmember Polehna indicated he doesn't have a problem rescinding the request for this
year, but he feels next year the City request a schedule change next year and should start the
process earlier.

Mayor Harycki acknowledged that the process for requesting a change was not initially clear.
City Administrator Hansen said that staff can communicate with the Coast Guard to let them
know there may be a similar request going forward next year.
Corey Buettner, Downtown Revitalization Committee, told the Council the DRC brought this
issue up to alleviate vehicle traffic congestion during bridge construction. The downtown
business owners have no concerns about the lift bridge schedule after 2017 because vehicle
traffic will not be a factor.

Motion by Councilmember Weidner, seconded by Councilmember Polehna, to adjourn the
meeting at 4:48 p.m. All in favor.
