The City of Stillwater Parks and Recreation Commission will meet on Monday, April 28, 2014, at
7:00 p.m. in the Council Chambers of Stillwater City Hall, 216 North Fourth Street.

2. Open Forum -The Open Forum is a portion of the meeting to address the Board on
subjects which are not a part of the meeting agenda. The Board may take action or reply

Approval of Minutes -Motion by Brandt, seconded by Snellman, to approve the
February 24,2014 minutes. All in favor.
OPEN FORUM
There were no public comments.
INFORMATIONAL ITEMS
Hersey Bean Property History
Brent Peterson, Washington County Historical Society, gave a presentation on the history
of the Hersey Bean Property to assist the Commission in recommending a name for the
park to be developed there. A lumber mill built by Isaac Staples originally occupied the
site. The mill's name changed every time there was a change in ownership. Over the
years, partners who operated the mill were: Samuel Hersey, Jacob Bean, and George
Atwood. In 1893, a tornado hit a lumber shed there, killing Windom A. Anez and Samuel
Simonson. The property was also used for a boat landing, then Aiple Towing, then the
boat Cayuga. Aiple Brewery once occupied the site where the Oasis now stands. Slab
Alley, between the Wolf Brewery and the Oasis, once held mill workers' houses including
a house where Bing Crosby's mother was born. Also there was a limestone quarry at the
top of the bluffs. Further discussion will be on next month's agenda.
COMMISSION ITEMSITOPICS
Re-appointments
Amrein noted that the terms of four Commissioners will expire in May: Stiff, Peterson,
Brandt, and McGarry. All have re-applied and there have been no new applicants.
Highway 36 Project
The Commission discussed the lack of a walking trail in MnDOT plans for the north side
of Highway 36 from Greeley to Osgood. Polehna said he could convey the Commission's
desire for a walking trail for pedestrian safety. Moore will follow up with staff.

SUBJECT: 2014 Capital Improvement Purchase Update
BACKGROUND
For fiscal year 2014 the City of Stillwater has budgeted $257,700 with a carryover from 2013 of
$34,745 and an additional donation from the St. Croix Valley Baseball Association of $10,000 for
a total of $302,445. To date Public Works has purchased 2 pieces of equipment for $17,640
leaving $284,805.
DISCUSSION
There is $244,294 remaining in planned capital improvements and purchases this year. These
include backstop, ball field fencing and a picnic shelter at Millbrook Park, new play structure at
Legends Park, play surface replacement at Teddy Bear Park, 1-ton pickup for the parks
department, new storage building at Lily Lake Park and miscellaneous computer equipment.
With $40,511 remaining staff recommends the installation of an irrigation system at Pioneer
Park, replacement of the backstop at lower Northland Park and the purchase of an enclosed
tool trailer for maintenance and projects in the parks. These improvements and purchases total
$28,428 leaving a balance of $12,000 that can be used for the installation of an irrigation
system along the new trail downtown from Myrtle Street to Mulberry Street. These
expenditures were not planned in 2014 but are a part of the 5-year CIP work plan.
RECOMMENDATION
If the Parks and Recreation Commission concur it should recommend to City Council these
expenditures for 2014.

REGARDING: Trails Master Plan Visioning Session and Guiding Principles Workshop
As Commissioners may be aware, the City has entered into a contract for services with Melissa
Douglas to assist in the development of a city-wide Trails Master Plan; Melissa's proposal and
scoping schedule, approved by the City Council, is attached for reference. On May 12th, from
5:00 to 6:30 p.m., Melissa and staff will be hosting a visioning session with Parks and Recreation
and Planning Commissioners. An addition outcome of the workshop will be the determination
of guiding principles for the plan. All Commissioners are encouraged to attend this workshop;
dinner will be provided.

Thank you for considering this proposal to update the City of Stillwater's Trail Master Plan. The
impetus for the proposed update is the anticipated completion of two exciting additions to City's
trail system in the next three years, Brown's Creek Trail and the Saint Croix Valley Loop Trail. I
would welcome the chance to work with the City Council, commissions, staff, businesses and
residents to develop a plan that takes full advantage of opportunities created by these major trail
projects while minimizing or mitigating any challenges.
Deliverables and Relationship to the Comprehensive Plan
Deliverables for this project will include a stand-alone Trail Master Plan for the City of
Stillwater and related Comprehensive Plan amendments.
The Trail Master Plan will include:
• Updated inventory of existing trails, amenities, signage and facilities
• Vision statement and principles to guide planning
• Discussion of needs and issues
• Planned and proposed trail options, amenities, signage and facilities
• Implementation plan with goals, policies, standards and priorities
• Revised and updated maps and other graphics
Concurrently with the Trail Master Plan update, the City will retain a separate consultant to
complete a park master plan for the Hersey Bean property south of downtown Stillwater. The .
Trail Master Plan update and the new Hersey Bean Park Master Plan will require amendments to
City's Comprehensive Plan. This project will include drafting necessary amendments,
circulating for comment and submitting the amendments to the Metropolitan Council for review.
Completing these amendments will allow the City to make infrastructure investments needed in
the near tenu for the Brown's Creek Trail and the Saint Croix Valley Loop Trail.
An update of the City's Downtown Master Plan is also planned to begin in late 2014. These
master planning efforts and the subsequent completion of the new Saint Croix river crossing and
related improvements in 2016/2017 will set the stage for the City's ten-year Comprehensive
Plan update in 2018.

Qualifications
I was fortunate to scrve as Interim City Planner with the City of Stillwater for five months in
2013. I have worked in municipal planning in the Twin Cities for over 12 years, mostly in
Washington County. My planning experience extends over 20 years with work at the local and
regional level in three states. My undergraduate degree is in Environmental Planning from the
University of California, Davis, with graduate coursework in Public Administration at Harnline
University.

SUBJECT: Proposed Armory / Fire Station Trail Improvements Update
At the February 24, 2014 Parks and Recreation Commission meeting possible funding for a
proposed trail at the Armory / Fire Station sight was discussed. At that time it was proposed to
fund the trail construction from the park dedication fees. The commission recommended
funding from the park dedication fees however also asked staff to look at alternatives. The trail
can be funded from the Armory / Fire Station project budget.

Background
Abbi Wittman, City Planner, and I met with two representatives from the DNR fisheries division
on Tuesday April 22, 2014 to discuss the proposed Mountain Bike Track at Brown's Creek
Nature Preserve. We walked the site and discussed the proposal so that the DI\IR could get a
feel for what is planned. City staff has to provide more background information to the DI\IR and
then it will be discussed before their Regional Management Team at a meeting in the near
future.
