AGENDA 1.Approval of the February 24, 2014 Minutes 2.Open Forum - The Open Forum is a portion of the meeting to address the Board on subjects which are not a part of the meeting agenda. The Board may take action or reply at the time of the statement or may give direction to staff regarding investigation of the concerns expressed. Out of respect for others in attendance, please limit your comments to 5 minutes or less. Informational Items 3.Hersey Bean Property History Commission Items/Topics CITY OF STILLWATER PARKS AND RECREATION COMMISSION MEETING February 24, 2014 Present: Commissioners Rob McGarry, Scott Christensen, David Brandt, Don Stiff, Solveg Peterson (arrived 7:06) Absent: Chairman Linda Amrein, Commissioner Sandy Snellman, Council Liaison Mike Polehna Staff present: Public Works Superintendent Tim Moore Approval of Minutes - Motion by Stiff, seconded by Christensen, to approve the January 27, 2014 minutes. All in favor. OPEN FORUM Hank Gray, 231 North Everett Street, Stillwater, asked for an update regarding approaching the DNR for a mountain bike trail at Brown’s Creek Nature Preserve. Moore replied that the DNR appears to be open to the proposal, but will wait to review the site after the snow is gone. City staff will touch base with the DNR in mid-March. ACTION ITEMS Commercial Use of City Parks Moore stated that the City has seen an increase of commercial use of City parks. Some of the private for-profit businesses are posting signs in the parks advertising their services. The commission should discuss whether commercial endeavors should be allowed in public parks and if so, define parameters (hours of operation, registration, fees to the city, restrictions on time periods, etc.). Currently there is no ordinance addressing commercial use of parks. McGarry suggested the City shouldn’t discourage use of parks but shouldn’t allow groups to effectively close a park to public use. Peterson agreed that groups should not be allowed to stop others from using the park. Motion by McGarry, seconded by Brandt, to direct staff to work on draft language for a possible ordinance governing commercial use of parks. All in favor. Armory Trail Improvements Moore informed the Commission that the proposed Armory and Fire Station are now in the design phase. An 8-foot trail is proposed between County Road 12 and Boutwell Avenue that will be a key north/south connection for neighborhoods on both sides of County Road 12. The City has not budgeted money for this improvement. The Park and Recreation Board Minutes February 24, 2014 Page 2 of 3 Commission should discuss and recommend to the City Council whether to release park improvement funds for this trail improvement. Christensen questioned why there is no Armory funding for the trail, similar to park dedication fees that would have been generated if it were a residential development. Motion by McGarry, seconded by Stiff, to recommend the appropriation of $50,000 to finish the Armory trail connection and to direct Moore to investigate other possible funding options. All in favor. COMMISSION ITEMS/TOPICS Trail Improvements Christensen commented that there are a lot of other places in the city where there are higher priority needs for trail improvements, for instance the Long Lake trail where there are safety issues. McGarry pointed out that park dedication money is not to be used for improvements, but for acquisition, so using it for the Armory trail doesn’t conflict with other areas of need. Moore agreed to research the allowable uses of park dedication funds. He also will add completion of the Long Lake Trail to the Commission’s CIP. Reappointments Moore noted there have not been any new applicants for the Commission. March Meeting Moore informed the Commission that Brent Peterson will be at the March meeting to review the history of the Hersey Bean property and the Brown’s Creek area. School District Levy Christensen reported that thanks to the levy passage, the school district will spend about $3 million in improvements. Two tracks, at the junior high and the senior high, five tennis courts, and two lacrosse fields will be redone, as well as the floor of the field house at the high school. Motion by Brandt, seconded by Christensen, to adjourn. All in favor.
