Heritage Preservation Commission Notice of Meeting Monday, February 3, 2014 The regular meeting of the Heritage Preservation Commission will begin at 7:00 p.m., Monday, February 3, 2014, in the Council Chambers at Stillwater City Hall, 216 North Fourth Street, Stillwater MN 55082. AGENDA 1. CALL TO ORDER 2. ROLL CALL 3. APPROVAL OF MINUTES – January 6, 2014 4. OPEN FORUM The Open Forum is a portion of the Heritage Preservation Commission meeting to address subjects which are not a part of the meeting agenda. The Heritage Preservation Commission may take action or reply at the time of the statement or may give direction to staff regarding investigation of the concerns expressed. Out of respect for others in attendance, please limit your comments to 5 minutes or less. 5. CONSENT AGENDA (ROLL CALL). All items listed under the consent agenda are considered to be routine by the Heritage Preservation Commission and will be enacted by one motion. Chairman Larson called the meeting to order at 7:01 p.m. Present: Chairman Larson, Commissioners Johnson, Brach, Welty, Krakowski, Mino, Council Representative Menikheim Absent: Commissioner Goodman Staff: City Planner Wittman APPROVAL OF MINUTES Possible approval of December 2, 2013 meeting minutes Motion by Commissioner Johnson, seconded by Commissioner Brach, to approve the minutes of the December 2, 2013 meeting. All in favor, 6-0. OPEN FORUM There were no public comments. CONSENT AGENDA There were no items on the Consent Agenda. PUBLIC HEARINGS There were no Public Hearings. DESIGN PERMITS There were no Design Permits. NEW BUSINESS Request for comment on the Loop Trail, a part of St. Croix River Crossing mitigation efforts, to be partially located in the Downtown Stillwater Design Review District, the Stillwater Cultural Landscape District and the Stillwater South Main Archaeological District. Todd Clarkowski, MnDOT Representative. Todd Clarkowski, St. Croix Crossing Project Coordinator for the Minnesota Department of Transportation, provided an overview of the St. Croix River Crossing Project. The 4.7-mile Loop Trail will be built by MnDOT on land owned by the City of Stillwater. The trail will use the new St. Croix Bridge and the Stillwater Lift Bridge to connect with Wisconsin and other trails in the area. i /water Heritage Preservation Commission Meeting January 6, 2014 Page 2 of 3 Greg Mathis, Section 106 Group, reviewed measures that are intended to minimize and/or mitigate adverse effects on historic properties and resources. The upper trail will come within close proximity to several historic walls. Shifting the trail closer to the highway will avoid most impacts to the walls. A drainage plan has been developed to handle surface water above the walls, to minimize erosion. When finalized, a report will be given to the City with recommendations for long term stabilization of the walls. Commissioner Johnson asked that special attention be paid to Wall D-1 where the chimney is, due to its interpretive value as part of the old Hersey and Bean Sawmill site. Mr. Mathis stated that because Wall D-1 will not be impacted by trail construction, MnDOT will not be doing anything to stabilize this wall, but recommendations for its stabilization will be included in the report to the City. Because Wall D-6 is failing, mesh will be used to stabilize it during construction; the mesh could remain in place if the City wishes. He further stated that railing will be needed in a few locations near the historic walls where there is a steep dropoff. He presented two possible railing designs being considered. Commissioner Johnson and Chairman Larson suggested the railing be designed to make it more visually appealing, for instance spacing the vertical elements farther apart, shortening the height, and using ball-type railing joints. Commissioner Johnson suggested the guardrail be designed to give the entrance to downtown Stillwater more of a parkway feel rather than the typical highway look. Mr. Mathis replied that engineers will work with the City on the aesthetics of the guardrail. Mr. Clarkowski added that MnDOT has a series of standard options but if a community wants something more in certain areas, it might involve additional City costs. Maintenance costs are also a factor. City Planner Wittman agreed to draft a possible recommendation for Commissioners to forward to the Council in regard to suggested guardrail and railing design. Mr. Mathis asked for more input on what the HPC wants to do about Wall D-6. The original proposal was to either install a mesh over the entire wall or remove the top six feet. The State Historic Preservation Office felt both of these options would have an adverse effect. If the wall is left as is, there is a concern about the safety of construction workers and others. MnDOT would prefer to install mesh to keep the stones in place during construction. If mesh is placed, it would probably be best to leave it in place after construction so that if City decides to restore the wall in the future, the stone would still be in place instead of failing. Commissioner Brach and Chairman Larson noted if the top part of the wall is removed, they would like to see the stone saved to repair the wall here or elsewhere. Mr. Mathis indicated that stabilization of the lower part of the wall would be well beyond MnDOT’s responsibility. If City wants to remove the wall after completion of the trail, it is up to the City. City Planner Wittman remarked that as the trail becomes more used and the area becomes more visible, the Council may entertain HPC recommendations for pursuing grants for stabilization of the walls. Currently, repair of the wall is not in the City’s action plan. Commissioner Brach asked about the option of doing nothing with the wall. Commissioner Johnson commented that taking some of the load off the wall and salvaging the material for future repairs is probably the best option. Heritage Preservation Commission Meeting January 6, 2014 Page 3 of 3 Commissioner Mino remarked it seems that stabilization of the wall is the most important factor, whether by putting mesh over it or removing the top portion. City Planner Wittman asked if the mesh is used, would the HPC be favorable to it staying on after MnDOT concludes its work? Chairman Larson and Commissioner Welty said yes. Commissioner Johnson summarized that the HPC is interested in stabilizing as much of the wall as possible by whatever methods are most sound - either removing the upper six feet or placing mesh over the entire wall. If the top six feet are removed, those materials should be salvaged for future use. Chairman Larson noted for the near term, removing the top six feet of the wall would have less visual impact than covering it with mesh, though it may not be the best option from a historic point of view. Mr. Mathis stated he will provide the HPC’s comments, with MnDOT’s recommendations, to SHPO for concurrence. OTHER BUSINESS Pedestrian Plaza Lights City Planner Wittman reported that Public Works staff are looking at options and costs for diffusers. Commissioner Johnson asked her to follow up to speed resolution of the issue. Water Street Inn Trash Enclosure City Planner Wittman stated that the owner of the Water Street Inn has not been able to contact the owner of Lucky’s, and will not submit plans for the Inn addition until the trash enclosure issue is resolved. American Association of Local and State History Organizations annual meeting September 17-20 City Planner Wittman noted the American Association of Local and State History Organizations will hold its annual meeting in St. Paul; grants will be sought for anyone who would like to attend. The Downtown Design Manual indicates the following guidelines for projecting signs: •The maximum area of the sign and the minimum height above the sidewalk is regulated by the sign ordinance. •Use materials consistent with the period,such as wood signboards and metal brackets. The Manual supports the reuse of existing brackets and arms for new sign installation. Lighting,too,is addressed in the Manual.The applicable guidelines indicate: •Lighting fixtures should be concealed or integrated into the overall design of the project. The light source should be hidden from direct pedestrian or motorist view. •Unshielded wall pack light fixtures are not appropriate. The Manual further indicates: •Materials:Use painted wood where practicable •Shape:Design the sign shape to fit and fill the available space.If a projecting sign is used,keep it simple in shape,small in size and utilitarian in design •Lettering:Choose a bold and simple type style and use it on all appropriate signs. •Color:Choose tones with sufficient contrast to be clearly legible:dark on light or light on dark. APPLICABLE REGULATIONS AND GUIDELINES As per the sign ordinance and Downtown Design Manual,the applicants have submitted this building sign plan.Wall and projecting signs regulations include: Wall signs: •Area.The total building signage may have an aggregate area not exceeding one square foot for each foot of building face parallel or substantially parallel to a street lot line. •Location.A wall sign may not project more than 16 inches from the wall to which the sign is affixed. •Height.A wall sign may not project higher than the parapet line of the wall to which the sign is affixed or 15 feet as measured from the base of the building wall to which the sign is affixed,whichever is lower. •Lighting.Externally illuminated signs are allowed by sign ordinance and Design Manual.Back lit letters are allowed are allowed by sign ordinance,but not Design Manual.Internally illuminated signs are not allowed by sign code or DesignManual. Lighting,too,is addressed in the Manual.The applicable guidelines indicate: •Lighting fixtures should be concealed or integrated into the overall design of the project. The light source should be hidden from direct pedestrian or motorist view. •Unshielded wall pack light fixtures are not appropriate. The Manual further indicates: •Materials: a Use painted wood where practicable a Supporting brackets for projecting signs should be metal,painted black. •Shape:Design the sign shape to fit and fill the available space.If a projecting sign is used,keep it simple in shape,small in size and utilitarian in design •Lettering:Choose a bold and simple type style and use it on all appropriate signs. •Color: a Choose tones with sufficient contrast to be clearly legible:dark on light or light on dark. a Choose subdued colors and dark tones in keeping with the Victorian tradition. Currently, the HPC does a design review for vendors that have a structure. So, for example, the bicycle & surrey rental kiosk that is located seasonally on the Let There Be Light property was reviewed by the HPC. However, there is no design review required for carts, trailers, food wagons, etc. Just for structures. And, when the cart or trailer or vehicle is driven away from the site and stored somewhere other than in downtown when not in use, the lack of design review for them did not seem so critical. What initiated the discussion about design review for non-structural season vending was the approval of a coffee trailer for the former Ace Hardware parking lot. The business plan for the coffee trailer included keeping it on site permanently. And, that scenario suggested that design review would have been helpful. Therefore, staff is seeking guidance from the HPC for the development of a proposed ordinance amendment to address vending businesses that do not move from their approved sites each day. POSSIBLE GUIDELINES The following items, addressed in the Downtown Design Manual, can help provide guidance: Pedestrian-Oriented Design - Background Throughout history there have been places in the city where people could go to see people, and be seen. Downtown Main Street Stillwater has played its traditional role as a place where r illwater ~~ 'lOr.',...,~I I."'N"!'or~') Seasonal Vendor Design HPC: February 3, 2014 Page 2 of 3 people can meet, see others, and be seen themselves. This is part of what makes it so special. It is often the downtown main street that identifies an independent small town from generic suburban environments. Maintaining the pedestrian quality of the main street through the use of "pedestrian-oriented design" is critical. We know that this design works because it is this 'promenade' model of a traditional main street that has been copied in every regional shopping mall ever created. • The design of the building should help make the street enjoyable, visually interesting and comfortable. Individual buildings should be integrated with the streetscape to bring activity in the building in direct contact with the people on the street. Awnings Historically, awnings were a frequent feature of the commercial buildings downtown. Photographic records show how the use of awnings softened an otherwise hard and rigid streetscape. Their main function was to shade the building and the merchandise; however, they were retractable to allow more daylight in when needed. Secondarily, the awnings provided protection for pedestrians and only on occasion did the awning get used for signage. Lettering on the awnings was seen only on the front valance so it was visible when the awning was either in the lowered or raised position. • Retractable or operable awning are encouraged. Fixed awnings should mimic the profile of operable units (one to one pitch). • The emphasis of the awning should remain one of shelter and protection, rather than signage. In keeping with this, the awning should be loose and flowing, not stretched tight, subtle and subdued in color, not bright, extending well out over the sidewalk, not a mere window dressing. • The width of awnings should fit the geometry of the building façade. They should not extend across multiple storefronts of different buildings, but should reflect the window or door openings below. • The use of water-repellent or vinyl-coated canvas is in keeping with awnings of the time. Plastic or aluminum awnings or canopies are not appropriate. • Fixed, round-headed awnings will be considered only over arched windows or doors, and only if placed below or within the arched lintel. • The awning valance, or skirt, shall be proportioned to the size of the awning But shall not exceed twelve (12) inches in height. • Signing on awnings is permitted (in place of other sign types) on the end panel or front valance only. Use lettering size proportional to the space available. • Back lighting of the awnings is inappropriate, • Use plain or striped fabrics. Large areas of bright colors are inappropriate. Materials Buildings within the commercial core were constructed with brick, stone or wood. Many of the original wood buildings have been lost to fire or decay, leaving the masonry buildings as the lone remnants. Compatibility with similar exterior construction materials in the immediate area is recommended in order to maintain the distinct character and harmony of the area. r illwater ~~ 'lOr.',...,~I I."'N"!'or~') Seasonal Vendor Design HPC: February 3, 2014 Page 3 of 3 • An infill building and façade should be composed of materials similar to original adjacent façades (example: local brick or stone). • New buildings should not stand out against the others but be compatible with the general area. • The use of exposed or painted concrete masonry units is not acceptable. • The use of materials that attempt to mimic traditional materials is unacceptable. An example would be fiberglass panels that are molded to look like real brick, or vinyl molded to look like wood horizontal lap siding. Color The relationship of the colors and tones used on new or improved structures must be compatible with the color and tone patterns already established by adjacent buildings. The tasteful use of color and accent can introduce variety and charm, whereas the indiscriminate use of colors and color combinations can overload the senses and produce visual conflict and chaos. Exercise caution in the use of colors and tone combinations and their patterns. The goal is to achieve an area-wide complementary blend of background colors combined with selected and limited uses of primary and focal colors. • The color of buildings should relate to the adjacent buildings colors to create a harmonious effect. • Avoid colors which visually overpower or strongly contrast with adjacent building colors and established downtown color schemes as a whole. • The color of brick or other natural building materials should dictate the color family choice. • Painting new infill buildings is prohibited. Lighting Lighting can add special character to the nighttime appearance of the Downtown. It can illuminate building entrances, pedestrian walkways, and advertising or floodlight special buildings. However, if left without consideration of the entire downtown experience, unchecked lighting can produce visual chaos, waste energy and create safety concerns. Guidelines • A coordinated lighting plan should be submitted for review with building plans. Provide information on each individual light fixture proposed, including fixture sections, lamp type and wattage. • Lighting fixtures should be concealed or integrated into the overall design of the project. The light source should be hidden from direct pedestrian or motorist view. • Unshielded wall pack light fixtures are not appropriate. COMMISSION ACTION The Commission should discuss this item and provide guidance to staff.
