The City of Stillwater Parks and Recreation Commission will meet on Monday, December 16,
2013, at 7:00 p.m. in the Council Chambers of Stillwater City Hall, 216 North Fourth Street,
1. Approval of the November 25, 2013 Minutes
2. Open Forum - The Open Forum is a portion of the meeting to address the Board on
subjects which are not a part of the meeting agenda. The Board may take action or reply
at the time of the statement or may give direction to staff regarding investigation of the
concerns expressed. Out of respect for others in attendance, please limit your
comments to 5 minutes or less.

Following the meeting, park board members will be gathering for a holiday social at the home
of Solveg Peterson located at 350 North Main Street. No business will be conducted during this
function.

Approval of Minutes - Commissioner Brandt offered the following corrections on page
1: Change Hank Gray to "citizen leader of the project" and add Reed Smidt as president
of Minnesota Off -Road Cyclists. The north side "would" be for more advanced cyclists
"should it be developed." Chair Amrein stated on page 2 the date in the heading should
be October 28, 2013. Motion by Snellman, seconded by Christensen, to approve the
October 28, 2013 minutes as corrected. All in favor.
OPEN FORUM - There were no public comments.
ACTION ITEMS
Lowell Park Event - CCCA Grand Classic Car Show
Mark Desch informed the Commission that the Upper Midwest Region Classic Car
Show Club of America would like to reserve North Lowell Park August 1 -3, 2014 for a
judged competition for 30 -40 cars. The request is to park the cars on the lawn area
along the river for ambience. If unable to park the cars on the lawn area of Lowell Park,
the group would like to use the Old Athletic Field.
Moore stated that staff recommends using Parking Lot 5 to park the cars to prevent turf
damage. After the July Log Jam event, the turf will need to be re- established. Mr. Desch
stated if required to park the cars on a parking lot, he would prefer to use his parking lot.
Motion by Peterson, seconded by Christensen, to approve the Upper Midwest Region
Classic Car Club of America use of the lawn in North Lowell Park August 1 -3, 2014 with
alternate site, if turf is unusable, being the Desch Parking Lot. Motion passed, 4 -3.
Lowell Park Event - Paint on the Water
Moore stated that ArtReach St. Croix would like to reserve Lowell Park September 12-
13, 2014 for its annual Paint on the Water Hip Hop Festival. The event has used
Pioneer Park the past two years.
Motion by Brandt, seconded by Stiff, to approve the Paint on the Water Hip Hop Festival
use of Lowell Park September 12 -13, 2014. All in favor.

Eagle Scout Proiect
Pedro Angulo -Umona explained that he proposes to build and install book exchange
boxes (free lending libraries) in Stillwater parks for his Eagle Scout project. He
requested guidance in determining appropriate locations. Motion by Snellman,
seconded by Brandt, to approve the concept and direct Mr. Angulo -Umona to work with
staff to determine locations for the libraries. All in favor.
Brown's Creek Nature Preserve Single Track Mountain Bike Track
Commissioner Brandt presented a proposal from the Chipyatic Trail Builders
Association, a to -be- formed nonprofit group of citizens interested in off =road bicycling,
trail running, nordic skiing, hiking and snowshoeing, to construct at least 1.5 miles of
sustainably designed single track trail open for use by September 2014 in Brown's
Creek Park. An open house should be scheduled in January.
December Meeting Date Change
Consensus was to change the regular meeting to December 16, 2013 due to the
holiday. The Commission's holiday party will be held at this time.
INFORMATIONAL ITEMS
St. Croix Crossing Loop Trail
Public Works Director Sanders explained the St. Croix Crossing Loop Trail south of
downtown that will be constructed from the Sunnyside entrance to the south border of
the City. There will be an upper and lower trail. Construction will take place in 2014 and
2015. The portion that will be on the old barge site will be constructed in 2017 when the
bridge is done. The Minnesota DNR will build a boat launch on the barge site.
COMMISSION ITEMS /TOPICS
Dog Park
Sanders informed the Commission that mulch and street sweepings would have to be
moved to the south part of the site to accommodate the dog park, if sited there.
Aiple Property
Polehna said it appears that $1.25 -$1.5 million will be appropriated for the City to help
purchase the Aiple property north of downtown.
Motion by Snellman, seconded by Amrein, to adjourn. All in favor.

Background
The City has been approached by Bruce Weere, representative of McKusick Lake Association
with a proposal to install a neighborhood fishing pier on the north side of McKusick Lake. This
would be an 18 foot octagon fishing pier with a 20 foot walkway purchased and installed
largely with donations and volunteer labor. Attached is a preliminary proposal showing
location of the pier, layout and an estimate of materials and labor.
Discussion
Currently the City has not budgeted for a project of this type but can help with some limited
labor and equipment. One particular challenge for this project is ADA accessibility. Staff will
assist with engineering on this portion of this project to determine feasibility. Bruce will be at
the meeting to answer any questions.
Recommendation
The Parks and Recreation Commission should recommend approval of this project in concept
and direct staff to work with the McKusick Lake Association.

Dear Mr. Werre,
The Fishing in the Neighborhood Program is interested in partnering with the McKusick
Lake association and the City of Stillwater and other interested parties to improve the
fishing opportunities and access at McKusick Lake. Per our conversations the Fishing in
the Neighborhood Program will purchase the components (minus decking and rail) for
an 18' octagon fishing pier with a 20' walkway. There are other components and site
preparations which will need to be completed for the final product and installation. The
approximate cost breakdown and responsible party is outlined in the following table:

Re: 2014 Park Fees
Background
At the October 28, 2013 Parks and Recreation Commission meeting, the Commission was
presented a report of revenue collected from park reservations from 2009 -2013. As part of the
discussion tent sizes were highlighted as an issue. Because park rental fees are charged for use
of park space and not exclusive use of the park, the Commission felt tents sizes should be
restricted and not allowed to left up all weekend for private events. Additionally the
Commission needs to review the fee schedule for 2014 and make recommendation to Council.
Discussion
Staff agrees with the Commission not to allow tents to be left up all day at Lowell Park
restricting others to use the park space. And with the installation of the irrigation system in
Lowell Park, staff suggests prohibiting tents in Lowell Park with the exception of special events
open to the public.
Staff also recommends that the maximum size of tents in Pioneer Park be limited to 20' x 20'.
Attached is a site layout of Pioneer Park showing the tent locations.
Staff proposes the following addition to the 2014 fee schedule: rental fee for the
amphitheater at Lowell Park shall be $100 damage deposit and $125 fee similar to Pioneer Park
Bandshell.
Recommendation
The Parks and Recreation Commission should review these proposed changes and additions for
2014 and make recommendation to Council.
STILLWATE R PARK FEES
All private individuals, religious institutions, and for-profit groups shall pay normal fees. The City does not
charge not-for-profit groups and educational institutions to use City Parks, unless otherwise noted. The City does
require a refundable damage deposit from ALL groups and persons renting parks facilities.
Picnic Shelters and Gazebos
$100 refundable damage deposit plus one of the following fees:
$50/day for Stillwater city resident or 5100/day for non-Stillwater city resident.
Ballfields (for tournaments): $300 fee &refundable damage deposit $150
