DOWNTOWN COMMISSION MEETING MINUTES
October 17, 2013
REGULAR MEETING 8:30 A.M.
Chair Pelletier called the meeting to order at 8:42 a.m.

APPROVAL OF MINUTES
Motion by Commissioner Johnson, seconded by Commissioner Hopfe, to approve the August 15,
2013 meeting minutes as corrected. All in favor, 3 -0.
NEW BUSINESS
Valley Tours request for bus unloading zone
Chairwoman Pelletier reported that Sally Erickson from Valley Tours would like the Parking
Commission to consider establishing a tour bus loading and unloading zone near the
restrooms on the Pedestrian Plaza.
Community Development Director Turnblad said he believes Metro Transit may not allow
tour bus unloading and loading at its existing Water Street bus stop. Alternatively, a 54 -foot
on- street segment of Water Street abutting the Pedestrian Plaza restrooms could be
designated for tour bus loading and unloading. This option would eliminate two parking
spaces.
Community Development Director Turnblad agreed to ask Metro Transit staff if they would
allow tour bus unloading and loading at the existing bus stop. and also will ask that they
consider adding another bus stop near the ramp on Third Street.
Leewaye request for parking ramp permit
Community Development Director Turnblad explained that Rivertown Commons resident
Ileen Leewaye has requested a 24/7 residential parking permit for the municipal ramp.
Similar requests have come from other residents. The City is allowed to use up to 10 %, or 25

spaces, for non - commercial or residential permit parking. Because the ramp is usually only
half full, this appears to be a reasonable request.
Motion by Commissioner Hopfe, seconded by Chairwoman Johnson, to offer five spaces to
residents on a first -come first- served basis with a six month pass at $35 per month with the
understanding the pricing could be restructured later. All in favor, 3 -0.
Request for gap funding from Parking Enterprise Fund
Community Development Director Turnblad stated that downtown reconstruction projects
are being funded primarily from TIF and other sources that will cover everything except for
$100,000. A new rate structure is anticipated to be in place in 2015, which will increase the
parking enterprise fund. He recommends using the parking enterprise funds to cover the
shortfall this year.
Motion by Commissioner Johnson, seconded by Chair Pelletier, to spend $100,000 from the
parking enterprise fund for downtown parking lot reconstruction costs. All in favor, 3 -0.
Downtown resident parking
Community Development Director Turnblad reviewed the current policy on downtown
resident parking and some of the complaints received from residents. With a valid monthly
parking permit, downtown residents may currently park in almost any non -pay parking lot for
24 hours. On May 1, 2015 (tentative date), when all lots east of Main Street become pay lots,
downtown residents will have to park in the lots on Second Street unless the policy is
changed. If the City allows downtown residents with monthly permits to park in the same lots
where they park now, no one will end up parking more than one block from where they live.
He doesn't know how this system could be improved.
Commissioners felt there is no further action necessary.
SPECIAL EVENTS
Update on Summer Festival Proposals
Community Development Director Turnblad informed the Commission that the Council has
heard three of four proposals submitted for a summer festival. No action has been taken yet.
He anticipates a decision will be made on October 29. Once selected, the production
company will work with the City to fine -tune the event.
OTHER BUSINESS
Update on construction schedule
Community Development Director Turnblad stated that most of the downtown construction
will be finished this year. On the south end, Corps engineers missed major utilities which

delayed construction. As a result, the City won't be able to build the bathroom in the south
end of Lowell Park until this spring.

BACKGROUND
Sally Erickson from Valley Tours would like the Parking Commission to consider establishing a tour bus
loading and unloading zone near the restrooms on the Pedestrian Plaza.
COMMENTS
In October the Parking Commission formed a consensus that the existing Metro Transit bus stop on Water
Street would be the best place downtown for a tour bus loading /unloading zone. It would certainly be
sufficient space to load and unload a tour bus. Motorists and pedestrians are already accustomed to
having a bus stop in that location. And, since Metro Transit busses only use the stop during weekday rush
hours, it stands vacant most of the time. So, staff was directed to ask Metro Transit if the City could
allow tour busses there during non -rush hour times.
Adam Harrington, Assistant Director, Route & System Planning for Metro Transit said he has no problem
with the shared use in the near term, as long as there is no conflict of transit busses needing the space. If
Metro Transit ever has service at other times of the day, we will need to revisit this. For the time being it
is permissible.
ALTERNATIVES
The Parking Commission has several alternatives:
1. Recommend to the City Council that the Metro Transit bus stop be signed to allow tour bus
loading and unloading during times that Metro Transit service is not scheduled.
2. Recommend to the City Council that the request be denied.
3. Table the request for further research.
NECESSARY ACTION
The Commission should consider the request and make a recommendation to the City Council.

SPECIAL EVENT PERMIT APPLICATIONS
Currently there are two pending events that have requested the use of the Downtown Parking System
lots.
Setting the total fee for the use of these parking areas is a bit of a challenge. The fee for each parking
space is known, but the exact number of parking spaces requested by the event organizers cannot be
calculated exactly. The reason is that none of the parking spaces in the reconstructed lots have been
striped yet. This cannot be done until the second lift of bituminous is installed sometime next year.
Therefore, the number of parking spaces referred to below are estimated based upon construction
plans. If actual numbers are less than estimated, the event organizer will be entitled to a refund when
striping is completed and parking inventories are verified.
A. Cruisin' On the Croix
The Greater Stillwater Area Chamber of Commerce has made application for Cruisin' on the Croix. The
vintage and hot rod car show would be held from 4 — 9 PM on 13 Wednesday evenings from June 4 —
August 27.
The organizer is proposing to use Lot 4 (next to Water St Inn), Lot 5 (new small lot east of Water St Inn
parking lot and just north of Myrtle), Lot 7 (east of trail), and Lot 8A (paved lot abutting Desch Building).
Lot 5 would be for vendors, the rest for participant cars. (See attached graphic for location of lots.)
Assuming that the 2014 rates stay the same as they are in 2013 (which won't be known for sure until
Council adopts the 2014 Fee Schedule), then the parking spaces will cost $1.50 /space /days. The event
is planned to run on 13 dates (if allowed during Log Jam week). The identified parking lots have an
estimated total of 111 spaces. The actual number will have to be verified after all paving is completed
and striped. If all these assumptions are correct, the parking fee would be a total of $2,164.50. This is
the equivalent of $166.50 for each event date.
FYI — In 2015 the City Council may institute the parking rate change as recommended by the Parking
Commission. If so, then the rate for all of these lots would be $5 /space /day. Meaning, the fee in 2015
could be as high as $7,215.

For comparison purposes, in 2013 the event paid $154.50 per event date for 109 spaces (13 dates). In
2012 Crusin' on the Croix would have paid $211.36 for each of their 11 event dates, but upon request
the City Council reduced that fee by 50% to $105.58 per date.
B. Grand Classic
The Upper Midwest Region of the Classic Car Club of America (CCCA) would like to hold a car show in
North Lowell Park on August 2, 2014. Mark Desch has submitted the event permit application on behalf
of the club. The CCCA would like to reserve the venue for three days. Friday August 1st would be for
setup; Saturday August 2 'd from 9 a.m. to 4 p.m. would be the event - before noon the venue would be
closed to the public for judging the 30 to 40 cars. After noon the venue would be open to the public for
viewing. Sunday August 3rd would be clean up.
The request is to use the lawn area of North Lowell Park for displaying the classic cars. If the Park
Commission and City Council approve the request to park the cars in the park itself, no action would be
required from the Parking Commission.
However, staff believes that there is a likelihood that parking on the grass will not be approved. In that
case, parking in a lot should be considered by the Parking Commission as an alternative. If there are
only 31 cars in the show, they could park in the 31 spots in Lot 7 east of the trail. If the number of cars is
limited to 39 cars, they could add Lot 5, which has 8 spots. Both of these Tots can easily be reserved with
barricades. The location of the lots is shown in the attached graphic.
If both lots are reserved for three days, which is the requested reservation time indicated in the event
application permit form, the fee would be 39 x 3 x $32 = $351. But, staff believes there is no compelling
reason to reserve the lots on the Sunday after the event for cleanup. Since the event is over at 4 p.m.
on Saturday, clean up could occur then. The fee would then only be 39 x 2 x $3 = $234.
RECOMMENDATION
Recommend that the Council charge both events the fees as adopted by fee schedule, which would be
$2,164.50 for Cruisin' on the Croix and $351 for Grand Classic.

This event will draw 50 to 60 participants from out of the Stillwater area for the
weekend. It will expose the many amenities Stillwater has to offer to out of area
guests.

The Upper Midwest Region of the Classic Car Club of America would like to host a "Grand Classic" in
Stillwater on August 2, 2014. This event will be sanctioned by the national office of the CCCA and
includes only cars that are invited to be judged according to CCCA regulations. We would like to park
approximately 30 to 40 cars along the river (on the grass) in Lowell Park — North. The event would be
closed to the public during the judging hours on Saturday between 9:OOAM and noon.

2014 Cruisin' on the Croix:
Stiliwater's Hot Rod and Vintage Car Show
There's nothing better than a summer evening spent down by the river in downtown
Stillwater. Cruising on the Croix provides a great free, family- friendly event every
Wednesday in June, July and August and from 4:00 to 9:00 pm. The first 200 cars will
receive a dash plaque. There will be live music each day from 6:00 to 9:00.
The show will be downtown along the scenic St. Croix River stretching from Chestnut
Street north to Mulberry. Vendors will be on hand selling the usual car show fare: Hot
Dogs, Hamburgers, Kettle Korn, tacos, French Fries, Cheese Curds, and so forth. Lots of
free giveaways!
This is a free event!!
