CITY OF STILLWATER
PARKS AND RECREATION COMMISSION
September 23, 2013
Present: Chairman Linda Amrein, Commissioners Scott Christensen, Sandy
Snellman, David Brandt, Rob McGarry, and Council Liaison Mike
Polehna
Absent: Commissioners Solveg Peterson and Don Stiff
Staff present: Public Works Superintendent Tim Moore
Approval of Minutes - Motion by Brandt, seconded by Snellman, to approve the July
22, 2013. All in favor.
OPEN FORUM - There were no public comments.
ACTION ITEMS
Mountain Bike Trails at Brown's Creek Nature Preserve
Moore informed the Commission that the City has been approached by a group of
residents interested in developing single track mountain bike trails at Brown' s Creek
Nature Preserve. Hank Gray gave a short presentation about the proposal. Motion by
McGarry, seconded by Snellman, to direct the group to work with staff on the planning
phase and submit plans for approval at a later commission meeting. All in favor.
Proposed Temporary Do_ Park
Moore stated that the Friends of Stillwater Dog Park have requested a temporary dog
park be created at the city snow storage area just west of the Jaycee Ball fields on
Myrtle Street West. This property is used as a staging area for City projects as well as
snow storage in the winter, composting for street sweepings and a marshaling yard in
case of storm damage. The dog park would be located on the northern portion of the
fenced in area and would be a temporary facility until a more suitable location can be
found. In the event that the city needs to use the entire area for maintenance
operations, use for a dog park will be suspended until such time that it can be made
available. The Commission discussed the proposal.
Updates on Park Projects
Moore reported that the amphitheater in Lowell Park has been graded, topsoil placed
and seeded. The contractor is completing the extension of the Pedestrian Plaza and the
stage along the river is in the design process. Parking lot construction will begin on
September 23 at Mulberry Street and progress south to Nelson Street. Bathroom plans
are complete and he is finishing bidding documents to solicit bids for construction. At
Millbrook Park, the infield for the ball field has been graded and the ag lime placed.

Irrigation will be installed the week of September 23 and SCVBA Association will be
laying sod on September 28.
