NOTICE OF MEETING
MONDAY, OCTOBER 28, 2013 AT 7:00 PM
The City of Stillwater Parks and Recreation Commission will meet on Monday, October 28, 2013,
at 7:00 p.m. in the Council Chambers of Stillwater City Hall, 216 North Fourth Street.
AGENDA
1. Approval of the September 23, 2013 Minutes
2. Open Forum - The Open Forum is a portion of the meeting to address the Board on
subjects which are not a part of the meeting agenda. The Board may take action or reply
at the time of the statement or may give direction to staff regarding investigation of the
concerns expressed. Out of respect for others in attendance, please limit your
comments to 5 minutes or less.

Snellman, David Brandt, Rob McGarry, and Council Liaison Mike

Absent: Commissioners Solveg Peterson and Don Stiff
Staff present: Public Works Superintendent Tim Moore
Approval of Minutes - Motion by Brandt, seconded by Snellman, to approve the July
22, 2013. All in favor.
OPEN FORUM - There were no public comments.
ACTION ITEMS
Mountain Bike Trails at Brown's Creek Nature Preserve
Moore informed the Commission that the City has been approached by a group of
residents interested in developing single track mountain bike trails at Brown' s Creek
Nature Preserve. Hank Gray gave a short presentation about the proposal. Motion by
McGarry, seconded by Snellman, to direct the group to work with staff on the planning
phase and submit plans for approval at a later commission meeting. All in favor.
Proposed Temporary Do_ Park
Moore stated that the Friends of Stillwater Dog Park have requested a temporary dog
park be created at the city snow storage area just west of the Jaycee Ball fields on
Myrtle Street West. This property is used as a staging area for City projects as well as
snow storage in the winter, composting for street sweepings and a marshaling yard in
case of storm damage. The dog park would be located on the northern portion of the
fenced in area and would be a temporary facility until a more suitable location can be
found. In the event that the city needs to use the entire area for maintenance
operations, use for a dog park will be suspended until such time that it can be made
available. The Commission discussed the proposal.
Updates on Park Projects
Moore reported that the amphitheater in Lowell Park has been graded, topsoil placed
and seeded. The contractor is completing the extension of the Pedestrian Plaza and the
stage along the river is in the design process. Parking lot construction will begin on
September 23 at Mulberry Street and progress south to Nelson Street. Bathroom plans
are complete and he is finishing bidding documents to solicit bids for construction. At
Millbrook Park, the infield for the ball field has been graded and the ag lime placed.

Irrigation will be installed the week of September 23 and SCVBA Association will be
laying sod on September 28.

Discussion
The group proposing to build a single track mountain bike track at Brown's Creek Park Reserve
has met on sight and is developing a plan to present to the Parks and Recreation Commission
at the November meeting. Commissioner David Brandt will give an update of the progress at
the meeting.

Re: 2009 -2013 Park Fees report
Discussion
Attached are reports for revenue collected from park reservation fees from 2009 - 2013. These
figures do not include our regular events such as Summer Tuesday s or the Car Show. While
reservations have risen slightly over the past 5 years, the number of people using the parks has
increased by 25 %. With the improvements to Lowell Park and the continued popularity of
Pioneer and Teddy Bear Park, the City may see increased demand in the future. This memo is
intended as an update for the Commission. Staff will continue to work on ways to better
provide service to the community using Stillwater's parks.

DISCUSSION
Below is the 5 -year CIP work plan provided to the Parks and Recreation Commission Meeting on July 25,
2011. Included in this 5 -year CIP work plan is both capital projects and projects that can be done with
operating budget. An update is provided alongside each item showing progress. At this time I am
asking the Parks and Recreation Commission to review progress and begin to think about projects to
add or delete from the list.
Community Parks
