Approval of the July 22, 2013 Minutes 2. Open Forum - The Open Forum is a portion of the meeting to address the Board on subjects which are not a part of the meeting agenda. The Board may take action or reply at the time of the statement or may give direction to staff regarding investigation of the concerns expressed. Out of respect for others in attendance, please limit your comments to 5 minutes or less. Action Items 3. Mountain Bike Trails at Brown's Creek Nature Preserve 4. Proposal for Temporary Dog Park 5. Updates on Park Projects Commission Items /Topics CITY OF STILLWATER PARKS AND RECREATION COMMISSION July 22, 2013 Present: Chairman Linda Amrein, Commissioners Solveg Peterson (arrived late), Don Stiff, Sandy Snellman, David Brandt, Rob McGarry, and Council Liaison Mike Polehna Absent: Commissioner Scott Christensen Staff present: Public Works Superintendent Tim Moore Chairman Amrein noted that there was no Parks and Recreation Commission meeting in June 2013 due to lack of a quorum. The park tour was held, however. Approval of Minutes - Polehna requested amending the minutes to strike his comments about the dog park on page 2. Motion by Brandt, seconded by Snellman, to approve the May 20, 2013 minutes as amended. All in favor. OPEN FORUM - There were no public comments. ACTION ITEMS Brown's Creek State Trail Moore informed the Commission that at the July 2, 2013 City Council meeting, representatives from the Minnesota Department of Natural Resources (DNR) gave an update on the Brown's Creek State Trail. As part of the meeting the DNR discussed winter maintenance for the trail. Currently, the Gateway Trail is plowed by the State of Minnesota from St. Paul to Jamaca Avenue in the City of Grant, and the remaining section to Pine Point Park is groomed for cross - country skiing. The DNR is open to either grooming or plowing or a combination of both. The City Council asked that this item be forwarded to the Park Board for further review and discussion. Motion by Brandt, seconded by Amrein, to recommend that the portion of Brown's Creek Trail that is in the City of Stillwater be groomed for cross - country skiing and snowshoeing, one track for skiing and one track for walking and multi -use, and also to recommend that it continue for the entire length of the trail. All in favor. Polehna commented that the City is working with Dorian Grilley of Bike Minnesota on ways to tie the trail in with the Aiple property and the rest of the community to make the City more bicycle - friendly. The City Council would like to involve the Parks Commission in doing a new master plan for that part of the park, to begin this fall /winter. Donated Site Products Moore updated the Commission on opportunities for individuals to donate items to be installed in City parks such as benches, trash receptacles, picnic tables and bike racks. Park and Recreation Board Minutes July 22, 2013 Page 2 of 2 He presented options for low cost, durable items. The Commission preferred traditional style items and favored placing six or eight benches in Lowell Park similar to those currently used by Friends of Stillwater Parks. COMMISSION ITEMS /TOPICS Brandt informed the Commission that he received an inquiry from a parent whose child is part of the new mountain bike team looking for some places to build trails He said that one possibility would be to have a beginner single track at Brown's Creek Preserve. Moore stated that the current master plan for Brown's Creek Preserve is to be a passive area. He can do more research and talk to different communities that have single tracks. Moore also reported that the pickle ball courts at Staples Tennis Courts should be completed next week. Motion by Amrein, seconded by Snellman to adjourn. All in favor. Mr. Hank Gray will be present at the meeting to give a short presentation and answer any questions from the commission. I have attached some photos of the Mountain Bike trails at Carver Park in Woodbury. RECOMMENDATION The Commission should discuss the proposed trails at Browns Creek Nature Preserve and request that the group submit plans for approval at a later commission meeting. This property is used as a staging area for city projects as well as snow storage in the winter, composting for street sweepings and a marshalling yard in case of storm damage. The dog park will be located on the northern portion of the fenced in area. This park would be a temporary facility until a more suitable location can be found. In the event that the city needs to use the entire area for maintenance operations, use for a dog park will be suspended until such time that it can be made available. RECOMMENDATION The Commission should discuss the proposed Temporary Dog Park at the city snow storage area and request that the group submit plans for approval at a later commission meeting. ter ' H E B 1 R 7 H ?' The contractor is completing the extension of the Pedestrian Plaza and the stage along the river is in the design process. The city has a contractor under contract for the parking lot construction and they will begin work on September 23rd. The work will begin at Mulberry Street and progress south to Nelson Street. Bathroom plans are complete and I am currently finishing bidding documents to solicit bids for construction. MILLBROOK PARK The infield for the ball field has been graded and the ag lime placed.
