PARKS AND RECREATION COMMISSION

Approval of Minutes -
Motion by Brandt, seconded by Snellman, to approve the April
22, 2013 minutes. All in favor.

ACTION ITEMS
Friends of Washington County
Marc Hugunin from Friends of Washington County explained a Sub-Regional Land-
Based Recreation Plan being proposed. The study will inventory and plan for parks,
trails and other recreational areas in the Stillwater area from the boomsite to the new
bridge. The objective is to maximize utilization and optimize user experience of
recreational facilities. The study is expected to be completed in 2014 and will probably
cost $75,000. They will be asking the City for $25,000 of that amount in its 2014 budget.
Other partners will be the Department of Natural Resources, National Park Service and
Washington County.
Polehna noted when Brown’s Creek Trail and the new bridge are constructed, the
community will be changed and it will take all stakeholders to determine what the area
should look like.
Motion by Brandt, seconded by Peterson, to recommend that the City participate with
the other stakeholders in the proposed Sub-Regional Parks and Trails Plan. All in favor.
Preliminary Plat Approval of Brown’s Creek Preserve
Moore explained that Jon Whitcomb of Midwest Real Estate Management, the
applicant, is requesting approval of 1) annexation of the six-acre property at 12205
McKusick Road; 2) rezoning of the property to CCR, Cove Cottage Residential; and 3)
preliminary plat for 15 single-family lots. Staff recommends approval with 13 conditions.
Motion by Amrein, seconded by Snellman, to recommend that the City accept park
dedication funds of $2,000 for each lot and $500 trail fee for each lot in the Brown’s
Creek Preserve development, to be submitted to the City prior to release of the final
plat. All in favor.

INFORMATIONAL ITEMS
Park Tour Discussion
Moore informed the Commission that the annual parks and recreation tour is scheduled
for June 24, 2013. Possible sites to visit include Millbrook Park, which has been
developed with a parking lot and playground; the Aiple Property, which is proposed for a
natural park setting along the river; and the completed pedestrian plaza and bathroom.
Amrein mentioned possibly including Anez Park. Polehna mentioned the area of Long
Lake at the end of Nightingale. The meeting will begin at 6 p.m., followed by the park
tour and the Commission’s annual potluck.
Moore also reported the Council narrowed the Lowell Park bathroom design down to
two proposals, Scheme A and Scheme E. The Millbrook baseball field will be
constructed soon, with the St. Croix Valley Baseball Association building the backstop.
Polehna noted the owner of property at Highway 96 and Manning being eyed for a dog
park wants $300,000 for property, so it looks unlikely.
Motion by Snellman, seconded by Amrein, to adjourn. All in favor. The meeting was
adjourned at 8:02 p.m.
