HERITAGE PRESERVATION COMMISSION MEETING
June 3, 2013
7:00 P.M.
Vice - Chairman Johnson called the meeting to order at 7:00 p.m.
Present: Chairman Larson, Commissioners Brach, Goodman (left at 8:40), Acting Chairman
Johnson, Krakowski, Welty, Council Representative Menikheim (arrived at 7:10)
Absent: None
Staff: Interim Planner Douglas, City Planner Wittman
APPROVAL OF MINUTES
Approval of May 6, 2013 meeting minutes
Acting Chairman Johnson noted that the May 6, 2013 minutes did not include the motion to approve the April
minutes. Commissioner Krakowski was noted as motioning the approval with Commissioner Goodman
seconding the motion. Under Discussion of Candidates for the HPC, the Council representative was noted to
be Menikheim. Vice Chairman Johnson noted page three of the May 6, 2013 minutes indicated a correction
should be made to the last paragraph. The word flue should be replaced with the word flume.
Motion by Commissioner Krakowski seconded by Commissioner Brach, to approve the minutes of the May 6,
2013 meeting. All in favor.
APPOINTMENT OF NEW CHAIR
Acting Chairman Johnson noted the May meeting included the resignation of Chairman Lieberman and formal
appointment of a new chair needs to be made.
Motion by Commissioner , seconded by Commissioner to nominate Commissioner
Larson as Chairman. The Commission voted 5 -0 to approve Commissioner Larson as chair with Commissioner
Larson abstaining. Acting Chairman Johnson relinquished the chair to Chairman Larson. Chairman Larson
acknowledged former Chairman Howard Lierberman and former Commissioner Scott Zahren for their years of
service.

PUBLIC HEARINGS
Case No. DEM/2013 -29. A demolition request for a garage located at 208 Chestnut Street West in the RB, Two
Family Residential District, Mark Balay, representing Richard Dirnberger, applicant.
Applicant representative Mark Balay explained that the request is for a demolition permit to demolish the
existing detached garage and design review and approval for a new attached garage and sunroom. It has not
been determined when the garage was built, but it was likely built prior to 1945. The garage is in poor repair
and lacks any distinguishing architectural or historical significance. After discussion, the Commission
directed staff to formalize the determination that the garage is potentially historic but not historically
significant or a historic resource. Action by the Commission is not required.
DESIGN REVIEWS
Case No. DR/2013 -29. Design review of a new garage with 2nd floor living space and sunroom located at 208
Chestnut Street West in the RB, Two Family Residential District. Mark Balay, representing Richard Dirnberger,
applicant.
Interim Planner Douglas stated the applicant is requesting design review of a new attached garage with
second floor living space and a new sunroom and summarized the Neighborhood Conservation District
design review guidelines. The applicant's representative, Mark Balay, presented the project to the
Commission and answered questions about the design.
After discussion, motion by Commissioner Brach, seconded by Commissioner Johnson, to approve with the
following revised conditions. All in favor:
1. This approval is contingent upon the staff determination to approve demolition of the existing garage.
2. This approval is for design review to construct a new attached garage and sunroom. Any revisions to the
approved plans shall be reviewed and approved by the Heritage Preservation Commission (HPC).
3. This approval is contingent upon a bluff setback variance approval by the Planning Commission.
4. Eliminate horizontal banding on all elevations between the first and second floor. Add vertical trim
elements to west elevation.
5. Windows shall mimic a 6:6 divided style and have similar form as the windows on the existing home.
6. The south roof pitch of garage addition shall be the same as the gable on the south elevation of the
existing home.
7. Any proposed phases shall be discrete and result in a finished appearance to the home and any additions.
Phases shall be reviewed and approved by the City Planner for compliance with this requirement prior to
issuance of the building permit.
8. This design review approval expires after two years, and any phase after that time period will be subject
to a new design review. Any intervening changes to ordinances or design guidelines will be applicable
to the new design review.
Case No. DR/2013 -30. Design review of signage and facade trim for PUB 112 located at 112 Main Street North
in the CBD, Central Business District. Sam Leon, applicant.
Interim Planner Douglas summarized that the applicant is requesting design review and approval for paint
color and for two signs for Pub 112 at 112 Main Street N. Painting would include trim and the main
entrance door. Proposed signage includes re- facing the existing wall sign and adding a new projecting sign.
The proposed colors meet the guidelines of the Commercial Historic District Design Manual. Staff
recommends approval as conditioned.

Motion by Commissioner Johnson, seconded by Commissioner Krakowski, to approve the two signs and
submitted paint color at Pub 112 at 112 Main Street North, Case No. DR/2013 -30, with the following revised
conditions. All in favor.
1. This approval is for trim and door painting, re- facing the existing wall sign and a new projecting sign for
Pub 112. Either the wall sign or the projecting sign is approved as submitted but two signs are not
allowed by the design guidelines. The projecting sign is allowed in addition to the wall sign if it is
revised to the coat -of -arms only with no business name. The edge of the projecting sign shall be black.
2. Any revisions to the approved plans shall be reviewed and approved by the Heritage Preservation
Commission (HPC).
3. Design review and approval for the wall sign as proposed in contingent upon approval of a variance for
the sign area by the Planning Commission. If the variance is not approved, the maximum area of the
lettering and logo shall not exceed 28 square feet; however, the sign background may extend the full
length of the existing sign frame.
4. The bottom of the projecting sign must be a minimum of 8 feet above the sidewalk.
5. No additional signage without HPC approval.
Case No. DR/2013 -31. Design review of the Lowell Park public restrooms located at 204 Nelson Street East in
the PROS, Park, Recreation or Open Space District. Larson Architects, Brian Larson, applicant.
Chairman Larson recused himself from Commission discussion as he is the architect for the city for this
project.
Interim Planner Douglas summarized the proposal. The City of Stillwater is proposing to rebuild the
existing restroom in south Lowell Park. To construct the new restroom, setback variances were necessary
from the Saint Croix River and floodplain requirements. HPC design review was required as a condition of
variance approval. The variance approval also required: 1) Landscaping shall be added along the east side of
the building to minimize the visual impact of the structure from the St. Croix River; 2) The building shall
use earth tone colors; 3) All utilities along with all ground and roof top mounted mechanical equipment
must be screened from public view; 4) All gutters, downspouts, flashings, etc. must match the color of the
adjacent surface. A lighting plan on all of the lighting fixtures shall be submitted and approved by the City
Planner prior to the issuance of a building permit. The new building will be 24 feet by 30 feet with five
stalls in each restroom. The east wall of new restroom will be located in the same location as the current
wall and will still connect to the lift station to the south. The current restroom has a finish floor of 685.90
feet. To avoid water intrusion, the new restroom will have a finished floor elevation of 689.27 feet. The
building will be constructed of brick with a pitched metal roof The new roof would extend over the lift
station for continuity. Round top windows with brick accents are proposed along the west and east
elevations to give detail and interest to the facade. Brian Larson and Tim Moore, Public Works
Superintendent, discussed the details of the project with the Commission and answered questions.
Motion by Commissioner Welty seconded by Commissioner Johnson to approve the design of the Lowell Park
public restrooms located at 204 Nelson Street East, Case No. DR/2013 -31, with the following additional
conditions. All in favor.
4. Add a third dimension to the horizontal band.
5. Add brick rollock arches to the windows.
6. Consider adding rods and brackets to the horizontal canopy.
7. Minimize roof penetrations for ventilation.

Case No. DR/2013 -32. Design review of signage for Brines located at 1790 Washington Avenue in the BP -I,
Business Park Industrial District. JC Signs and Graphics, applicant.
Interim Planner Douglas explained that the applicant is requesting design review and approval for a new,
shared free - standing sign at 1754 -1790 Washington Avenue for Brine's Market and ESR, Eastern Suburban
Resources. The total sign area will be 44 square feet. The two panels will be mounted between two brick
pillars. The total sign height is proposed to be 8 feet, 2 inches. The sign will be internally illuminated. Staff
recommends approval as conditioned.
Motion by Commissioner Brach, seconded by Commissioner Johnson, to approve the signage for Brines at
1790 Washington Avenue, Case No. DR/2013 -32, as conditioned. All in favor.
Case No. DR/2013 -33. Design review of rehabilitation of facade elements on the Historic Courthouse located at
101 Pine Street West in the PA, Public Administration District. Chad Parkos, Parkos Construction, applicant.
Interim Planner Douglas stated that the applicant is requesting design review and approval for restoration of
flashing, soffits and fascia. Staff recommends approval as conditioned. Chad Parkos answered questions
from the Commission.
Motion by Commissioner Johnson, seconded by Commissioner Brach, to approve the rehabilitation of facade
elements on the Historic Courthouse located at 101 Pine Street West, Case No. DR/2013 -33 with the following
additional condition. All in favor (Commissioner Goodman absent).
2. Install underflashing with greater tip out to avoid continuing water damage.
NEW BUSINESS
New Pedestrian Plaza
Commissioner Johnson inquired about the new pedestrian plaza. Interim Planner Douglas indicated
Community Development Director Turnblad has been on vacation since the HPC's May meeting but an
update will be coming.
Fiber Optic Locators on the South Hill
Commissioner Johnson submitted a photo of above ground fiber optic locator poles. He indicated the City
should require removal of these poles as they do not fit with the community character.
OTHER BUSINESS
Downtown Revitalization
Council Representative Menikheim noted that the Downtown Revitalization Committee has been awarded
funds from the Stillwater Foundation through the Great Ideas competition. The funds will be used to create
and place medallions throughout the downtown historic district.
Podcast Presentation
Commissioner inquired about the podcast grant the City has been awarded. City Planner
Wittman doted a presentation of the grant projects will be made at the HPC's special June 12, 2013 meeting.

New HPC Membership
Chairman Larson noted the HPC was still without a member and Commissioners should actively discuss the
role of HPC Commissioners with prospective individuals.

was adjourned at 9:05 p.m.
