Approval of the May 20, 2013 Minutes 2. Open Forum - The Open Forum is a portion of the meeting to address the Board on subjects which are not a part of the meeting agenda. The Board may take action or reply at the time of the statement or may give direction to staff regarding investigation of the concerns expressed. No official business will be conducted at that time. CITY OF STILLWATER PARKS AND RECREATION COMMISSION May 20, 2013 Present: Chairman Linda Amrein, Commissioners David Brandt, Scott Christensen, Solveg Peterson (arrived late), Sandy Snellman, Don Stiff, and Councilmember Mike Polehna Absent: Commissioner Rob McGarry Staff present: Public Works Superintendent Tim Moore Approval of Minutes - Motion by Brandt, seconded by Snellman, to approve the April 22, 2013 minutes. All in favor. OPEN FORUM - There were no public comments. ACTION ITEMS Friends of Washington County Marc Hugunin from Friends of Washington County explained a Sub - Regional Land - Based Recreation Plan being proposed. The study will inventory and plan for parks, trails and other recreational areas in the Stillwater area from the boomsite to the new bridge. The objective is to maximize utilization and optimize user experience of recreational facilities. The study is expected to be completed in 2014 and will probably cost $75,000. They will be asking the City for $25,000 of that amount in its 2014 budget. Other partners will be the Department of Natural Resources, National Park Service and Washington County. Polehna noted when Brown's Creek Trail and the new bridge are constructed, the community will be changed and it will take all stakeholders to determine what the area should look like. Motion by Brandt, seconded by Peterson, to recommend that the City participate with the other stakeholders in the proposed Sub - Regional Parks and Trails Plan. All in favor. Preliminary Plat Approval of Brown's Creek Preserve Moore explained that Jon Whitcomb of Midwest Real Estate Management, the applicant, is requesting approval of 1) annexation of the six -acre property at 12205 McKusick Road; 2) rezoning of the property to CCR, Cove Cottage Residential; and 3) preliminary plat for 15 single - family lots. Staff recommends approval with 13 conditions. Motion by Amrein, seconded by Snellman, to recommend that the City accept park dedication funds of $2,000 for each lot and $500 trail fee for each lot in the Brown's Creek Preserve development, to be submitted to the City prior to release of the final plat. Park Tour Discussion Moore informed the Commission that the annual parks and recreation tour is scheduled for June 24, 2013. Possible sites to visit include Millbrook Park, which has been developed with a parking lot and playground; the Aiple Property, which is proposed for a natural park setting along the river; and the completed pedestrian plaza and bathroom. Amrein mentioned possibly including Anez Park. Polehna mentioned the area of Long Lake at the end of Nightingale. The meeting will begin at 6 p.m., followed by the park tour and the Commission's annual potluck. Moore also reported the Council narrowed the Lowell Park bathroom design down to two proposals, Scheme A and Scheme E. The Millbrook baseball field will be constructed soon, with the St. Croix Valley Baseball Association building the backstop. Polehna noted the owner of property at Highway 96 and Manning being eyed for a dog park wants $300,000 for property, so it looks unlikely. Motion by Snellman, seconded by Amrein, to adjourn. 'f yr pWM1. b�f. l To: Parks and Recreation Commission From: Tim Moore, Public Works Superintendent Date: June 19, 2013 Re: Donated Site Products BACKGROUND At the October 26, 2012, Park and Recreation Commission meeting, the Commission discussed the availability for people to donate site products to be installed on city property. During the discussion, the Commission wished to explore different options for donated park appurtenances such as benches, trash receptacles, picnic tables and bike racks. The Commission also requested staff to review alternative lower cost equipment. Staff requested the Commission review bench locations at city parks. DISCUSSION Staff has researched some lower cost alternatives for benches and picnic tables. Ongoing cost of maintenance on lower quality products is a concern of the staff. There are some benches and picnic tables on the market produced with recycled materials that have a good track record of durability. These products range in price from $500 to $900. A memorial plaque would be an additional $250 -500. These products could be used in some of our smaller less used parks such as Sunrise, Schulenberg, and Staples. Examples of these items are included. The benches listed on the attached inventory sheet, other than the black iron benches could be made from recycled materials. Bike racks were discussed at the meeting and staff has researched this item. A bike rack can range from a single loop for 3 bikes to 4 loops for 9 bikes. The cost of bike racks range in price of $200 to $800 without a memorial plaque. The bike rack could be installed with a memorial plaque set into concrete at the base. Staff is in the process of developing a plan of locations. Orders for bike racks, recycled picnic tables and benches will be handled by City staff. Staff has hesitations on accepting donated trash receptacles due to the increase expectations of maintenance, appearance and cleanliness that would be required. Attached are a summary of benches and a map showing Lowell Park bench locations. Citywide there are 39 memorial benches and over 100 non - memorial benches. Many of the non - memorial benches could be converted to a memorial metal black bench or a memorial recycled bench. There are additional locations that could have memorial benches: 2 at Creekside, 6 at Liberty Square, 2 along Long Lake nature trail, 1 at McKusick Park, 2 on Pine St across from Historic Court house, 4 at St. Croix Rec Center and with improvements to Lowell Park in the next year or two, possibly 6 more bench locations could be available. RECOMMENDATION The Parks and Recreation Commission should discuss and approve locations and types of site products. The event is scheduled for Friday, August 9 2013. Attached is an event permit application including a map layout of Pioneer Park. They will be using the bandshell for a country concert. The event will have one small 10 x 10 popup tent over their tables. They will sell water bottles and prepackaged snacks along with the artists CD's. All sales are donated to the charity organization. No city materials or services will be needed for the event. They will clean up after the event on Friday evening. They listed the next morning as a time to come back and recheck the park. RECOMMENDATION The Parks and Recreation Commission should review and provide comments on this new event.
