Vice Chairman Johnson called the meeting to order at 8:37 a.m. Present: Commissioners Korte, Hopfe, Anderson, Johnson Absent: Commissioners Helmberger, Junker, Pelletier, Police Chief Gannaway, Council Representative Kozlowski Staff: Community Development Director Turnblad, City Engineer Sanders, Parking Enforcement Officer Pasket (arrived at 8:50 a.m.) APPROVAL OF MINUTES Motion by Commissioner Korte, seconded by Commissioner Anderson, to approve the March 21, 2013 meeting minutes. All in favor, 4 -0. NEW BUSINESS 2013 Parking Lot Improvements City Engineer Sanders presented plans for this year's Corps of Engineers downtown project which will probably commence the end of May with a completion date at the end of August. The work will include constructing new storm sewer mainly on the west side of the parking lots from Nelson to the River Market lot, stopping at Mulberry Street. The Corps has been instructed to work in one parking lot at a time, starting with Nelson Street storm sewer work. They will leave the lots open if they're not working in an area and lots will be open on weekends. After the Corps work is done, the City plans to pave all the parking lots this year, including the gravel area between the Desch Building lot and PD Pappy's. An access road will be constructed north of that lot down to where the Zephyr was (Laurel Street). One aisle of parking will be added to the River Market Lot. The parking lots will be graded to tie into the storm sewer that the Corps is constructing, so the east side of the parking lots will be three to four feet higher than the existing elevation, which will help with flooding. The City also will be reconstructing and enlarging the Lowell Park bathrooms sometime after July 4. Community Development Director Turnblad stated he has shared the plans with St. Croix Yacht Club members and they realize that beginning in 2014 they will have to buy monthly permits to park overnight and are OK with that. Downtown Parking Commission April 18, 2013 Parking Enforcement Officer Pasket suggested installing a cement slab near Mulberry Circle for motorcycle pay parking. This could provide additional revenue. He understands cement would be more expensive but would limit potential damage from motorcycle kickstands in the heat of summer. Parking System Study - Revenue Strategies Community Development Director Turnblad reviewed the recommendations that he will bring to the City Council the first meeting in June, and suggested the Downtown Parking Commission Chair attend that meeting. The recommendations are: 1) to charge $5 per parking space in every lot east of Main Street except Lot 9, since it will be the trailhead lot for the State trail; and 2) to offer parking passes for residents. The Commission also recommended that all lots be free during the off - season. Monthly parking passes could be purchased for any lot except Lots 1 and 2. Parking Enforcement Officer Pasket said he has never been an advocate of offering resident parking passes because he doesn't believe people are discouraged from coming downtown - it's just part of doing business. But he realizes that it's the Commission's decision. Community Development Director Turnblad noted if a resident pass is offered, it would have to be good for 12 hours just as the paid parking is, because it would be a nightmare to have to mark tires. Residents who live downtown would be under an entirely different system. Commissioner Hopfe asked if the existing machinery could accept a resident pass rather than a credit card, so residents using a pass would be allowed to park for three hours as if they paid? Community Development Director Turnblad responded that the current equipment can't do that and that each individual pass would have to be programmed by a staff member which would be too time consuming. He said the Commission will need to discuss how to handle parking for residents who live downtown. Because the ramp was built with tax increment financing, the City can only sell passes for 10% of the ramp spaces, though the City has not yet hit that 10 %. Commissioner Hopfe added that building owners should be included, so they provide accurate parking information to downtown renters or homeowners. Community Development Director Turnblad said he will change the resident parking pass to 12 hours to make it consistent with other pay parking before taking the recommendations to the Council. Commissioner Johnson suggested increasing the cost of the resident pass. To give you a brief history, Washington County is switching over to a new Records Management System (RMS) called Tiburon. The current system is 25 years old (think Pacman, or even the game Pong), so the switch is badly needed. We use the RMS for multiple functions, from everyday records management, to computer aided dispatching, to property /evidence functions. In other words, it is pervasive in all Police Department functions. The laptop units we had in our squad cars do not have enough memory nor are robust enough to utilize Tiburon, so we are currently switching over to the ruggedized laptops from Getac. What we have normally done for the Parking Enforcement vehicle is simply used an older squad laptop. That option no longer exists. We would need to purchase one Getac for sure, for the Parking Enforcement pick -up, but I would like to purchase a second one for the seasonal Parking Enforcement persons, so they could utilize it either in the AN or the Parking Ramp. It could also be used as a back -up for the primary laptop. These items will be the next Meeting's agenda, however, we are about to purchase several for squad cars and would like to order them all at once. The parking space is currently a 3 hr. space that is abused by apartment tenants in the area. We have talked to other surrounding businesses such as Tamarack Gallery and Main Street Cafe, they all agree that this five minute parking spot would benefit the customers in this area. The business owners witness the 3 hr. and 15 minute parking spaces in the area abused by landlords and business owners on a daily basis. We feel that a 5 minute parking space is warranted, obtainable and easier for parking enforcement to manage. I have included a map of the area and highlighted the space we are speaking of.
