DESIGN REVIEWS
Case No. DR/2013 -10. Design review of signage for Black Letter Books located at 102 Main Street South in
the CBD, Central Business District. Cecilia Loome, applicant. Continued from the March 4, 2013 meeting.
Community Development Director Turnblad explained that this sign request was discussed at the March 4,
2013 HPC meeting and tabled for clarification of the owner's intent regarding a previously approved
awning plan. In January 2013, the HPC approved a design review permit for awnings at 102 Main Street and
for two other adjacent commercial spaces. Staff contacted the property owner who provided a written
statement relinquishing the - design review permit t for-the awnings and requesting-that-the HPC - approve the
sign request. The applicant is requesting design review and approval for two wall signs: a 24.8 square foot
wall sign along Myrtle Street East and a 43.3 square foot sign along Main Street North. The new wall signs
would replace former This Love of Mine wall signs. The Main Street wall sign would state "Black Letter
Books" on the first line and "used, rare, out of print" on the second line. Lettering would be gold on a dark
lilac /gray background. The sign would include a red accent border and gold trim. The sign would be 13 feet,

8 inches wide by 3 feet, 2 inches tall for a total of 43.3 square feet. The sign would be constructed of painted
wood with applied lettering. The sign would be not be illuminated. The Myrtle Street wall sign would state
"Black Letter Books" in gold letters on a dark lilac /gray background. The sign would include a red accent
border and gold trim. The sign would be 7 feet, 10 inches wide by 3 feet, 2 inches tall for a total of 24.8
square feet. The sign would be constructed of painted wood with applied lettering. The sign would not be
illuminated. The proposed location, material, shape and lettering of the new signs are consistent with the
recommendations in the Downtown Stillwater Commercial Historic District Design Manual.
Motion by Commissioner Larson, seconded by Commissioner Brach, to approve the signage for Black Letter
Books at 102 Main Street South. All in favor, 4 -0.
Case No. DR/2013 -12. Design review of signage for Great Clips located at 1820 Market Drive in the BP -C,
Business Park Commercial District. Albrecht Sign Company, applicant.
Community Development Director Turnblad reviewed the request. The proposed sign is identical to the sign
approved by the HPC on August 6, 2012 for the front elevation. The sign would state "Great Clips" in white
acrylic letters outlined in black. No logo is proposed. The sign is 12 feet 2 inches wide by 20 inches tall for
a total of 17.96 square feet. The sign will be internally illuminated. The proposed sign occupies less area
than allowed under the zoning ordinance and staff recommends approval.
Motion by Commissioner Brach, seconded by Commissioner Krakowski, to approve the signage for Great Clips
at 1820 Market Drive. All in favor, 4 -0.
Case No. DR/2013 -14. Design review of signage for A'salonna located at 324 Main Street South in the CBD,
Central Business District. Ernie Shores, applicant.
Community Development Director Turnblad explained the proposal. The applicant is requesting design
review and approval to install a projecting sign for A'salonna at 324 Main Street S. The proposed sign face
is 30 inches by 28 inches for a total of 5.83 square feet. The sign will state " A'salonna" in red letters and
"Aveda Salon" in black letters on a white background. The A'salonna logo will be above the lettering. The
logo is a white "A" on tan background outlined in red. A black arrow at the bottom of the sign points toward
the salon's entrance on Nelson Street. The sign is proposed to be constructed from white composite
aluminum and will be installed in an existing black metal frame on the Main Street facade. The sign will be
illuminated by existing building lighting. The sign meets the requirements of the zoning ordinance. Staff
recommends approval.
Motion by Commissioner Krakowski, seconded by Commissioner Brach, to approve the signage for A'salonna
at 324 Main Street South. All in favor, 4 -0.
Case No. DR/2013 -15. Design review of signage for MidCountry Mortgage located at 350 Main Street North
in the CBD, Central Business District. Scenic Sign Corporation, applicant.
Community -Director Turnblad reviewed the request. The applicant is requesting design
review and approval for a sign at 350 Main Street North in the Mills on Main building. The sign is proposed
to contain the business name "MidCountry Mortgage" in black individual letters mounted to the building
facade. The proposed sign is 9 feet, 4 inches wide and 2 feet, 3.5 inches tall for a total area of 20.5 square
feet. The sign would be illuminated by external black gooseneck lighting mounted above the sign on the
building and directed downward. Staff recommends approval.

Mortgage at 350 Main Street North. All in favor, 4 -0.
Case No. DR/2013 -16. Design review of signage and facade door trim for Angels2Divas located at 221
Chestnut Street East in the CBD, Central Business District. Patti Danner, applicant.
Community Development Director Turnblad explained the request. The applicant is requesting design
review and approval to install a projecting sign for Angels2Divas at 221 Chestnut Street East. The proposed
sign face is 2 feet by 3 feet for a total of 6 square feet. The sign will include the pink and black
"Angels2Divas" name and logo and "Sinfully Stylish" below in black script. The background of the sign
will be white with a pink and black decorative border. The sign is proposed to be constructed of painted
alumalite board. Alumalite is a light- weight, durable aluminum composite panel with a high- density
polyallomer core. The sign will be installed at the building corner, using a black metal decorative bracket 10
feet above the sidewalk. The sign will not be illuminated. The applicant has also requested approval to paint
the door of the retail space a bright pink that matches their logo color to highlight their entrance. If the
Commission finds the colors and materials acceptable, staff would recommend approval as conditioned.
Motion by Commissioner Larson, seconded by Commissioner Krakowski, to approve the signage for
Angels2Divas at 221 Chestnut Street East. All in favor, 4 -0.
Case No. DR/2013 -17. Design review of signage and facade repair for Osaka Asian Bistro located at 108 Main
Street North in the CBD, Central Business District. Sean Flynn, applicant.
Community Development Director Turnblad explained the request. The applicant is requesting design
review and approval for a sign and facade repair at 108 Main Street North for Osaka Asian Bistro. The
applicant is proposing to cover the entire damaged facade area above the storefront windows with black
polymetal. White vinyl letters stating "Osaka Asian Bistro" would be attached to the metal. No illumination
is proposed for the sign. The proposed sign has appropriate colors and simple lettering as recommended by
the guidelines. The metal material may be appropriate for the sign if limited to the sign area. Revising the
text to one line would improve consistency with the design guidelines. There is an existing 32- square foot
sign previously approved for the restaurant. This sign would need to be removed as a condition of any new
sign permit. The applicant previously applied for design review for an awning, and that request was tabled
by the HPC at its November 2012 meeting. That application has been withdrawn. Staff recommends that the
HPC provide direction to the applicant regarding appropriate facade and sign design and materials and then
table the application to the May 6, 2013 HPC meeting so that revised plans may be provided.
Motion by Commissioner Brach, seconded by Commissioner Johnson, to table the request. All in favor, 4 -0.
Case No. DR/2013 -18. Design review of signage for Quick Fire Pizza located at 116 Main Street South in the
CBD, Central Business District. St. Croix Sign, applicant.
Community Development Director Turnblad explained that the applicant is requesting design review and
approval to install a projecting sign for Quickfire Pizza at 116 Main Street South. The proposed sign face is
40 inches by 21.5 inches with an area just under 6 square feet. The oval sign will mchide the orange and
black "Quickfire Pizza" name and logo on a gray background. The sign will have a black metal border, and
the Quickfire orange and gray logo is incorporated into the black metal sign bracket. The sign will be
constructed of brushed aluminum and will be installed above the restaurant entrance. The sign will not be
illuminated. If the Commission finds the colors and materials acceptable, staff recommends approval as
conditioned.

Case No. DR/2013 -13. Desi ' n review of renovation and ex . ansion of a residence located at 322 Broadwa
Street South in the CBD, Central Business District. Mark Balay, representing Brian Brosdahl, applicant.
Community Development Director Turnblad explained that the applicants are requesting design review for
their proposed residential additions and remodel. The proposal includes: remodeling the existing garage; an
addition to the south to connect the existing home to the garage; a new porch wrapping around a portion of
the west side and extending across the north side of the home; addition of a new tower at the northeast
corner; a new conservatory on the east side of the home. The existing home will be extensively remodeled,
and the architectural style of the home will change from the existing 19th Century Vernacular to a Queen
Anne style.
Motion by Commissioner Brach, seconded by Commissioner Krakowski, to approve the request for renovation
and expansion of a residence at 322 Broadway Street South. All in favor, 4 -0.

Invitation to Parks Commission Open House
Community Development Director Turnblad explained that the HPC has been invited to attend an open
house at 7 p.m. April 22 at the Parks Commission meeting to review concept designs for the new Lowell
Park bathrooms.
Recommendation to the City Council for HPC Members
Motion by Commissioner Johnson, seconded by Commissioner Larson, to recommend that John Brach be
reappointed and Elizabeth Welty be appointed to the HPC. All in favor, 4 -0.

DISCUSSION
In September 2012, the property owner requested design review for a new awning at
108 Main Street N for Osaka Asian Bistro (Case No. 2012 -41). This application was
tabled by the HPC at the November 2012 meeting for additional information.
On March 26, 2013, the applicant requested design review and approval for a new sign
and facade repair at the subject property (Case No. 2013 -17). As that time, the property
owner's representative indicated an awning was no longer being considered. The HPC
reviewed and provided comments on this request at their April meeting and tabled it
for redesign.
RECOMMENDATION
As a procedural matter, staff recommends that the HPC deny Case No. 2012 -41 to close
this case file in absence of a formal request to withdraw from the property owner.
Revised plans have not yet been received from the applicant for Case No. 2013 -17.
Because the 60 -day statutory review period will expire at the end of May, staff will
notify the applicant in writing of the city's intent to extend the review period to 120
days. Staff recommends the HPC table this item until their June meeting.

BACKGROUND
At the March 19, 2013 City Council meeting, the Veterans Memorial Committee
requested permission to install a new sign for the Stillwater Veterans Memorial on the
City's wrought iron fence at 110 Pine St W. The City's sign regulations allow public
signs, such as signs for points of interest or memorials, in all zoning districts and
require City Council approval for any sign on public lands. The committee also
requested a waiver of the prohibition on installing signs on fences. The City Council
approved the location of the proposed sign and granted the waiver to allow the sign on
the city's fence, contingent upon approval of the design review permit by the Heritage
Preservation Commission.
DISCUSSION
The proposed sign would state "Veterans Memorial" in individual brushed bronze
attached to the fence at the northwest corner of Third and Pine Streets. The letters are
proposed to be attached to two aluminum channel rails matching the existing fence
color. The rails would be bolted to the fence. The proposed sign is 8 feet long, and the
individual letters are 6 inches high for a total of 4 square feet in area. The sign will not
be illuminated.

The committee has requested the proposed location for the sign so that passers -by
would see the sign and the existing flowering star - shaped planter in the foreground
with the flags and spire in the background.
RECOMMENDATION
Approval as conditioned.
CONDITIONS FOR APPROVAL
1. All revisions to the approved plan shall be reviewed and approved by the Heritage
Preservation Commission (HPC).
2. No additional signage without HPC approval.
3. No exterior lighting on the sign without HPC approval.
4. The Public Works Department shall review and approve the method and materials
for mounting the proposed sign to the existing fence prior to installation.

Reference: Stillwater Veterans Memorial within the upper Riverview Parking Lot
Please find attached a sign permit application for the use of metal cast lettering spelling out
VETERANS MEMORIAL attached to metal perimeter fence at the corner of Third and Pine Street at
the southwest corner the upper Riverview Parking Lot.
The sign permit submission required information is referenced and provided as follows:
1. Sign Permit Review form (first attachment) .
2a. Drawing of the lettering, showing dimensions, describing materials, lettering color,
illumination and support systems (attachment A).
b. Photograph of specific location and mock up of lettering that would be secure to the
metal fence (attachment B).
c. Site plan showing the showing the location of the proposed lettering (attachment C).
d. Cross - section showing how the sign will be attached and how it would extend from the
metal fence (attachment D).
e. No proof or other information that the sign is of historical significance has been provided.
f. A building sign plan is not application to this sign permit submission.
3. The filing fee was not enclosed given the understanding in conversation with Mr. Mike Pogge
that the nature and circumstances of the permit request may dictate that it could be waved.
The contractor's license form has not been provided at this time with the request for consideration
of allowing Mr. Charlie Ames, a skilled machinist, who is not a contactor but the owner of Ames
Mechanical Development Company, to continue to provide his professional services free of charge to
install the desired lettering. The quality and workmanship of other services Mr. Ames provides and
has provided can be documented if needed. For the Veterans Memorial, Mr. Ames has previously
done all of the repair and replacement of VETERANS MEMORIAL vandalized lettering (north facing
retaining wall) over the years. Mr. Ames uses state -of- the -art materials, fittings, and custom
compounds to secure the lettering that has not been loosened or pried off since being repaired and
replaced. For the stated reasons, we request consideration for waiving the contractor fee for the
services to be provided.
Please advise if the sign permit application will require further design review by the Heritage
Preservation Commission and if the presence of a representative from the Veterans Memorial
Committee is desired if such a design review is required.

BACKGROUND
The existing Famous Footwear store is within the second phase of Stillwater
Marketplace constructed in 1998. A comprehensive sign plan (see attached) was
approved for this phase through the development review process.
DISCUSSION
The proposed sign will replace the existing sign on the front elevation. The sign will
state "Famous Footwear" in red acrylic individual letters. A square red and white logo,
about 8 square feet in area, will precede the lettering. The total sign dimensions are 30
feet 6 inches wide by 34 inches tall with 86.32 square feet in area. The sign will be
internally illuminated.
The West Business Park design standards state that wall signs shall meet the
requirements in the zoning ordinance. Section 31 -509, Subd. 8(b)(4) of the zoning
ordinance allows for sign plans for multi- tenant buildings. The sign plan approved for
this building allows:
• Individual, internally lit channel letters centered on the sign band.
• Individual letter style and colors any style selected by the tenant.

• Sign length no longer than 85% of the tenant's sign band.
• Logos up to 16 square feet in area.
• Letters not to exceed 48 inches in height.
• Letters five inches in depth.
The sign band for Famous Footwear is 39.5 feet long. The proposed sign will use 77% of
the sign band area. The proposed sign conforms to all other requirements of the sign
plan.
RECOMMENDATION
Approval as conditioned.
CONDITIONS FOR APPROVAL
1. The existing sign shall be removed before installation of the new sign.
2. Any revisions to the approved plan shall be reviewed and approved by the Heritage
Preservation Commission (HPC).
3. No additional signage without HPC approval.

BACKGROUND
The subject property is the American Legion at 101 3rd Street S. This property lies
outside the Downtown Commercial Historic District but within the Downtown Design
Review District. The existing building was constructed sometime between 1910 and
1924.
REQUEST
The applicant requests design review and approval for rooftop venting and mechanical
equipment. The rooftop vent and mechanical equipment serves a new kitchen hood
required to meet minimum health and safety codes. The existing kitchen facility is non-
compliant and poses a fire hazard without proper ventilation. The new vent and
mechanical equipment will be visible from Third Street (see photograph below) and the
adjacent property to the south.
DISCUSSION
The Design Manual for the Commercial Historic District provides guidelines for utility
areas and mechanical equipment, stating that architectural elements should be used to
screen mechanical equipment. Screening with architectural elements will very difficult

given the size, location and clearance /material requirements in the building code. Staff
recommends at a minimum painting the vent and equipment a dark matte color that
blends with the building wall and roof colors.

BACKGROUND
The applicant is requesting design review and approval to change the face on an
existing free - standing sign at 232 Main Street N. The subject property lies outside the
Stillwater Commercial Historic District but within the larger Downtown Stillwater
Design Review district.
The existing sign was originally approved in 1994. This approval allowed a free-
standing sign up to 30 square feet in area and 6 feet in height per the zoning ordinance.
A variance was granted at that time to allow an 8 -foot rather than a 15 -foot setback. The
existing sign is externally illuminated by ground- mounted spot lights. Face changes
were reviewed and approved by the HPC in 2008 for Mara Mi and in 2010 for Acorn
Direct. In 2010, the HPC suggested but did not require shielding the existing sign
lighting to reduce glare.
DISCUSSION
The applicant is proposing a new sign face to read "RLJ Entertainment" in blue and
black letters with "Direct -to- Consumer Division" and the address below in smaller
black letters. The sign background will be white. The sign face is 33- inches high by 66-
inches wide for a total area just over 15 square feet. The sign is 70 inches tall.

The Commercial Historic District Design Manual does not address free - standing signs.
The zoning ordinance allows free - standing signs of up to 30 square feet in area and 6
feet tall. The existing sign area and height meet these requirements. As noted above, a
variance was granted for the sign setback.
Staff did visit the site after dark to view the existing sign lighting. It does not appear
that shields were ever installed, and there is significant glare onto Main Street. In
addition, both the variance approval and the sign ordinance require landscaping
around the free - standing sign. Given the time of year and snow cover, the quantity and
quality of landscaping were difficult to determine. These requirements are included as
conditions of approval.
RECOMMENDATION
Staff recommends approval as conditioned.
CONDITIONS FOR APPROVAL
1. Any revisions to the approved plan shall be reviewed and approved by the Heritage
Preservation Commission (HPC).
2. No additional signage without HPC approval.
3. Shields shall be installed on sign lighting to reduce glare in conjunction with the

REQUEST
The applicant is requesting design review and approval for a new exterior patio for
Quickfire Pizza behind the building at 116 Main Street S. Outdoor sales in the Central
Business District require a special use permit. The Planning Commission will review the
special use permit request at their May 13, 2013 meeting.
The proposed patio location is surrounded on three sides by existing buildings (see
photograph below). The patio will seat 28 and be accessed from a rear door in the
restaurant. The applicant will grade the existing gravel- surfaced area and install a
stamped- concrete patio (see attached sample photographs). Drainage will be directed to
an existing storm sewer. The applicants also plan to construct two pergolas and add
would enclose the patio from the
lattice to screen the east wall. A solid cedar gate ou p

DISCUSSION
Because of its location, the patio will not be visible to the public. The pergola, lattice
and gate will be free - standing and self - supporting, so there will be no penetrations into

lighting to be downward directed and shielded to prevent glare to adjacent properties.

Please see attached documentation and applications regarding the plans for our future
patio. Our property has a unique courtyard that will offer our customers a pleasant
outdoor dining experience that we are hoping to take advantage of.
The summary of our documents show the plans, layout and feel that we are trying to
achieve. We are hoping for up to twenty -eight seats, a gas fire pit and a pergola for
privacy.
Depending on the changing seasons and crazy MN weather, we would anticipate the
possibility of operating the patio from April 1ST through November 315t. These dates
will always be dependent on the weather during each year. Our hours of operation
could be 10AM -10PM, seven days a week, depending on the demand.
We don't plan on having any live music outdoors, however if in the future we would
decide to have anything, we would apply for a permit at that time.
We will be adding mood lighting and speakers to the pergola. Both the lighting and
speakers are for ambiance and mood lighting. Our landlord owns all the surrounding
property to the patio and we will work closely with him to insure that noise level and
operating hours are suitable to everyone.

REQUEST
The applicant is requesting design review and approval for a seasonal kiosk and
signage for Papa Wheelie's Surrey Rental at 204 Main Street N. This property is outside
the Downtown Commercial Historic District but within the Downtown Design Review
District. Outdoor sales in the Central Business District require a special use permit. The
Planning Commission will review the special use permit request at their May 13, 2013
meeting.
The proposed kiosk will be on private property at the northwest corner of Main Street
N and Commercial Street on an existing concrete area adjacent to Let There Be Light.
The 7 -foot by 6 -foot kiosk will be present during the rental season, approximately April
to October. The kiosk will be 8 feet high, sided with grey simulated shakes and a bronze
metal roof. Material samples will be available for review at the meeting.
The proposed 2.8 -foot by 3.5 -foot wall sign will be located at the peak of the roof on the
east side of the kiosk. The sign area is 9.8 square feet. The sign will state "Papa
Wheelie's Surrey Rental" in black and white letters on a green and red background with
black trim. The sign will also include the Papa Wheelie's logo.

DISCUSSION
The Design Manual for the Commercial Historic District does not specifically address
temporary or seasonal structures or signs. In staff's opinion, the scale, design and colors
of the proposed kiosk will not detract from the adjacent historic district.
The proposed sign is larger than would be allowed based of the zoning ordinance
standards for permanent wall signs. Wall sign area is calculated as one square foot
allowed per linear foot of frontage, in this case 6 square feet versus 9.8 square feet as
proposed. The smaller sign, however, may be out of scale with the kiosk. Given that this
sign is not permanent, the HPC is not limited to a strict interpretation of the zoning
ordinance.
RECOMMENDATION
Staff recommends approval as conditioned.
CONDITIONS FOR APPROVAL
1. Any revisions to the approved plan shall be reviewed and approved by the Heritage
Preservation Commission (HPC).

BACKGROUND
The subject property is a three -story brick building in the Renaissance Revival style. It is
a contributing building to the Downtown Commercial Historic District. The final report
of the Intensive National Register Survey for Downtown Stillwater refers to the site as
the "Staples Block" and notes that it was constructed in 1890 at the same time as the
nearby Lumberman's Exchange Building. The Staples Block was also associated with
lumbering activity and was built by O.H. Olsen.
REQUEST
The applicant is requesting design review and approval for window and trim
replacement for 113 Main Street S. The applicant is proposing to replace existing wood -
frame windows and associated trim on the upper floors of the front and rear facades
with aluminum single -hung windows and trim. The windows and trim would be holly
green to coordinate with the existing awnings at street level (see photograph below). No
changes are proposed to the window opening size.

The attached photographs detail the proposed work. Previous window air conditioners
have been removed with the installation of central air conditioning. These openings
have been temporarily filled with plywood.
On the front facade, existing brick will be removed from two window openings and
replaced with windows. On the third floor, the wood will be removed from the round
arches and replaced with fixed round top windows.
The rear of the building fronts on Water Street. Two windows in the rear were at one
time converted to doors; windows will be replaced in these openings. Existing brick will
be removed from one additional opening and a new window installed.
DISCUSSION
The Design Manual for the Commercial Historic District provides guidelines for facade
openings and materials. Appropriately colored anodized aluminum is considered an
acceptable material for storefront windows and entries, but the manual does not
address materials for upper story windows. The materials section in the manual states,
"Buildings within the commercial core were constructed with brick, stone or
wood...Compatibility with similar exterior construction materials in the immediate area
is recommended in order to maintain the distinct character and harmony of the area."
The manual also includes general design principles for restoration and rehabilitation
from the Secretary of Interior's Standards for Rehabilitation. This section states,
"Deteriorated architectural features should be repaired rather than replaced whenever
possible. In the event of replacement, new materials should match the original in
composition, design, color, texture and appearance."

The 1992 National Register nomination materials for the historic district state that the
windows on the upper floors of the subject building had been replaced, so the existing
windows are not original. The applicant notes that the proposed windows have been
used for historic renovations for the National Park Service.
RECOMMENDATION
If the Commission finds the colors and materials acceptable, staff recommends approval
as conditioned.

Curve Crest Boulevard. As part of that project, the building was divided into four

proposal is for spaces "A" and "B ".

DISCUSSION
The applicant is requesting design review and approval for a new wall sign at 2510
Curve Crest Blvd for Coldwell Banker Burnet. Coldwell Banker will lease the remainder
of the vacant space at the west end of the building.
Only the front wall sign is requested at this time. The sign is proposed to contain the
words "Coldwell Banker Burnet" in blue channel letters with a small blue and white
logo. The sign will be 21 feet, 2 inches long and 38.6 inches high with just over 68
square feet in area. The sign will be illuminated.
The West Business Park design standards state that wall signs shall meet the
requirements in the zoning ordinance. The zoning ordinance allows one square foot for
each foot of building, parallel to the front lot line. The applicant's space has 69 feet
facing Curve Crest Blvd. The area of the proposed sign is 68 square feet, which meets
the requirements of the zoning ordinance.
RECOMMENDATION
Approval as conditioned.

BACKGROUND
The new Squeeze It! Juice Bar will be located within the Valley Ridge Mall. The original
sign package for the mall was approved via a variance in 1987 because the sign
ordinances at that time did not address multi- tenant buildings. In 2003, a revised
comprehensive sign plan (see attached) was approved for the mall by the HPC through
the design review process.
DISCUSSION
The proposed sign will replace an existing sign on the south elevation. The new sign
will state "Squeeze It!" in orange channel letters on a raceway with "Juice Bar and
Smoothies" in green letters on a white oval below. The orange lettering will be 18.2
inches high and 10 feet, 10.75 inches long. The green lettering below will be just over 8
inches high and 7 feet, 10.25 inches long. Total area of the sign is 24 square feet. The
sign will be internally illuminated.
The West Business Park design standards state that wall signs shall meet the
requirements in the zoning ordinance. Section 31 -509, Subd. 8(b)(4) of the zoning
ordinance allows for sign plans for multi- tenant buildings. The approved sign plan

divided the mall into zones for sign purposes. The subject tenant space is in Zone A. For
Zone A, the sign plan allows:
• Signs limited to designated sign band.
• Signage for store identification only with logos permitted if confined to the
signage panel.
• Individual illuminated letter style.
• Minimum letter height of 10 inches.
• Letters not to exceed 24 inches in height.
• Minimum 12 -inch margin on either side of the allotted sign band.
• Maximum area of 40 square feet.
The green lettering should be increased to 10 inches to meet the minimum size
requirement. There is ample allowance under the square footage maximum to increase
the lettering size. The proposed sign conforms to all other requirements of the sign plan.
RECOMMENDATION
Approval as conditioned.
CONDITIONS FOR APPROVAL
1. The sign shall be revised so that the minimum letter height is 10 inches.
2. Any other revisions to the approved plan shall be reviewed and approved by the
Heritage Preservation Commission (HPC).
3. No additional signage without HPC approval.

Proposed Stillwater signage Criteria
1. River Heights Plaza exterior signage shall consist of store identification only. Copy
shall be restricted to the Tenant's proper names and major product or service offered.
Corporate logos, emblems shields and similar identifying devices shall be permitted
provided they are confined within the signage panel.
2. All signs shall be located in the designated sign band area assigned by the landlord.
3. All signage is to consist of individual illuminated letters or illuminated by direct light
source. Fixture subjects to owner's review and approval. Minimum letter height to be
10"
4. Neon must be double -row for even illumination.
5. All neon must have 30 M.A. transformers. Argon gas (white, blues and greens) must
have 60 M.A. transformers.
6. All signs must have a 12" margin on each side of their allotted sign band.
7. All letters must be constructed of aluminum. Sides may be painted to match the letter
face.
8. Letters faces shall consist of 3/16" plexiglass. Color and font choices by Tenant.
9. All letters must be constructed to U.L. standards and must be U.L. approved.
10. Alt Signs for each Tenant, will be properly maintained.
11. The following is not permitted and is expressly prohibited:
• Signs with exposed neon, fluorescent tubing or exposed lamps.
• Signs with flashing, blinking, moving, flickering, animated, audible effects or
types.
• Printed signs on storefronts or windows. Exceptions are professionally
manufactured temporary signs. Subjects to owner review and approval.
Owner to determine temporary time period.
• Paper signs, stickers, banners or flags. Exceptions are professionally
manufactured temporary signs. Subjects to owner review and approval.

• Exposed sign illumination or illuminated sign cabinets or modules.
• Painted signs on the exterior surface of any building.
• Signs located at or on the side or rear of any building except where the
premises contains a customer service entrance opening directly onto parking

to this for a tenant, who has an alternate entrance on the rear of building, this
signage shall be in accordance with Landlord's standard sign format for rear.
12. Exterior signs in Zone A Upper to be limited to 2'x20' maximum area. Maximum letter
height of 24 ". Maximum area 40 SF. Exception to this is for a tenant taking multiple
bays -the tenant may be able to utilize a letter up to 48" high. The tenant may also be
able to combine the allowable area of 40 SF per bay together for a single sign. Exterior
signs in Zone A Lower will be limited to designated blade sign area of 1.5'x3' maximum
area. Maximum letter height 18 ". Maximum area 4.5 SF.
13. Exterior signs in Zone B shall be limited to 2'x30' maximum for single line signs, and
4'x30' for two line signs. Signs shall be limited to a maximum of two lines of text
signage. Maximum letter height of 24 ". Maximum area 60 SF for single line signage.
Maximum area 120 SF for two line signage. Exception to this is for a tenant taking
multiple bays -the tenant may be able to utilize a letter up to 48" high, limited to a single
line of text. The tenant may also be able to combine the allowable area 120 SF
together for a single sign.
14. Exterior signs in Zone C shall be limited to 6'x20' maximum area per bay. Maximum
letter height 48 ". Maximum area 120 SF.
15. Exterior signs in Zone D shall be limited to 4'x10' maximum area. Maximum letter
height of 48 ". Maximum area 40 SF.
16. Exterior signs in Zone E shall be limited to designated sign boxes. Sign boxes to be

BACKGROUND
The subject property is a two -story brick building and a contributing building to the
Downtown Commercial Historic District. The final report of the Intensive National
Register Survey for Downtown Stillwater refers to the site as the "John Karst Block" and
notes that it was constructed in 1887 and the front likely refaced sometime between
1905 and 1912.
REQUEST
The applicant is requesting design review and approval for an exterior side wall
termination vent. River Moon Coffee is proposing to relocate its coffee roasting
operations to the site from the Brick Alley in conjunction with a new cafe. The proposed
vent would serve the roaster. The vent is relatively small and unobtrusive (see
photograph below). The vent would exit through the south building wall. The south
wall is currently brick and stucco (see photograph below). The vent would exit adjacent
to the trash enclosure and patio for Leo's Malt Shop.

DISCUSSION
The proposed vent will require a small opening in the brick facade. The Design Manual
for the Commercial Historic District provides guidelines for utility areas and
mechanical equipment, stating that architectural elements should be used to screen
mechanical equipment. Given the size and location of the proposed vent, it will be

minimally visible. Staff recommends painting the vent the same matte color as the
building wall to reduce its obtrusiveness.
RECOMMENDATION
Staff recommends approval as conditioned.
CONDITIONS FOR APPROVAL
1. The applicant shall submit a mechanical permit application for review and approval
by the Building Official prior to installation.
2. The side termination vent shall be painted the same matte color as the building wall.
3. Any revisions to the approved plan shall be reviewed and approved by the Heritage
Preservation Commission (HPC).

BACKGROUND
After the recent demolition cases related to St. Paul Lutheran Church, it became
clear that the time allotted to completion of the local designation study, if
needed, was not sufficient.
If the Heritage Preservation Commission (HPC) and the Council both deny a
requested demolition permit, then a historian must research the property and
write a report. If the findings of the report support the decision to save the
building, then the City has to locally designate the property. The amount of
time between the dates that the demolition permit was submitted until local
designation is adopted cannot exceed 180 days.
More than 180 days is needed to allow sufficient time to enter into a contract
with a historian, have that contract approved by the City Council, have the
historian complete the study, hold hearings on the study and local designation
by the Heritage Preservation Commission, Planning Commission and Council.
So, the HPC suggested an ordinance amendment that would allow the City 270
days to complete the process. The City Council was uncomfortable with the
extra three months and sent it back to the HPC to find an alternate process that
could be completed within 180 days.
Last month the HPC reconsidered the situation and suggested that perhaps pre -
approving a list of historians, and a negotiated price for completing the study,
would save enough time to leave the review period at 180 days.

If the Heritage Preservation Commission suggestion to pre- approve a list of historians
and a negotiated contract price for the designation study were put into practice, then
the 30 days between Day 51 and 81 could be eliminated. This would reduce the overall
review timeframe from 205 days to 175 days.
CHANGES
Putting the pre- approved historian and price list approach into practice would not
actually require an ordinance amendment. It would only require approval by the City
Council.
The proposal would create a list of acceptable historians at established prices. If a
designation study need arose, the City Administrator would be allowed to enter into the
contract for the City as long as the historian was on the pre- approved list and agreed
to do the research at the pre- approved price. However, this would be a change in the
current Council policy to approve every contract entered into by the City.
If the Council agrees with the proposal, they could adopt a simple resolution to
memorialize the policy exception.
To make the new policy clear to applicants for demolition permits, the "Guide to the
City of Stillwater's Demolition Ordinance" should also be revised to make the change
clear.
RECOMMENDATION
If the HPC concurs with the analysis in this report, staff suggests recommending that the
Council adopt an exception to the contract approval policy for these cases, and staff
would then revise the demolition ordinance guide.

We appreciate the opportunity to update the HPC members and staff
regarding exciting ideas our Downtown Revitalization subcommittee has
identified that will ... "create a feeling that draws you into a place you want
to be."
Due to the major changes coming to downtown Stillwater over the next
several years, we have a rare opportunity to create a wide variety of
improvements to our aging infrastructure that will return our historic
downtown to the iconic image and reputation that Stillwater has earned over
the last 150 years.
Throughout the subcommittee's research, several major themes emerged
that offer excellent examples of many enhancements that will raise the
ambiance and historical feel of downtown to new levels never before
experienced by residents and out -of -town visitors These opportunities
include:

• Streetscapind
• Park Amenities
• Signage
• Maintenance
Our PowerPoint presentation illustrates desired ambiance features and
amenities that other cities have adopted to enhance their historical
downtowns. We have also identified several examples of some unflattering
issues that cast a negative impression and experience to those visiting
downtown. It is goal not to find blame, but rather identify detracting
elements and suggest solutions so we may offer the best experience
possible.
Our research included several local communities that have taken proactive
steps to ensure the success of their downtowns. Their comments are
shared in this preliminary project proposal.

INTRODUCTION
As we consider all the opportunities that may be available to revitalize downtown, bringing life to
the district after 5 pm. is the most compelling opportunity we have to generate more visitor traffic
and accommodate the increased biking market who will visit downtown after hours throughout
the biking season.
As new visitors take advantage of the newly completed Brown's Creek Trail and Lowell Park
improvements, downtown will see a dramatic rise in shoppers and diners walking about the
district's streets and sidewalks. Unfortunately, downtown goes dark after 5 pm. with stores
closing and lights going dim throughout the district. What does this say to our residents and
out -of -town visitors?
Last fall, a tourism study conducted by Argosy University showed Stillwater's attractions as the
number one reason why people visit downtown. The study also showed the experience visitors
have downtown as the number one reason why they will, or won't, come back.
The committee's research shows that enhancing the ambiance of historic downtowns result in a
vibrant commercial district that continues long after the day's events and attractions have
concluded. Through thoughtful use of lighting, streetscaping, park amenities, signage and
routine maintenance, downtown will ensure each visitor experiences not just the history, glory
and grandeur of our 150 -year -old downtown, but see it alive, vibrant and welcoming each day of
the year.
LIGHTING
The greatest opportunity to increase downtown's ambiance and
re- establish a revitalized commercial district is through the
lighting of downtown streets, store fronts, restaurant patios,
unique natural features, and iconic landmarks.
Because historic downtowns throughout Minnesota are dying a
slow death due to big box retail developments, convenient
parking, and endless selection of goods and services, downtown
commercial districts must promote every possible attribute that is
unique to their historic buildings, landmarks and public spaces.
Downtown Stillwater can celebrate its one -of -a -kind setting not just during the day but at night
by letting visitors actually see its historical glory in the evening hours twelve months of the year.
Our PowerPoint examples show the possibilities of modern LED lighting and how they can
accentuate the beautiful attributes of our downtown with a warm glow in the evening.

Landmark Lighting

Perhaps the most obvious and endeared landmark of not just downtown, but our entire region,
is the historic Lift Bridge. unfortunately, the icon of our city is only visible by few during the
weekday and by those visiting during daylight hours on Saturday or Sunday. Why would we
leave this historical icon in the dark when we should celebrate its history both day and night?
Lighting the Lift Bridge not only celebrations its place in history,
but also serves to create a safe, welcoming place for pedestrian
and bicycle traffic once the bridge conversion is completed. We
must also be mindful of light pollution, maintenance, installation
investment, and any other issues that will be important to a
crossing of a National Scenic River way. Funding for the bridge
lighting may be available through the State, in conjunction with
the new bridge, according to our conversations with MnDOT's
John Chiglo, St. Croix Crossing's project manager.
Patio Lighting
Facade Lighting
Currently our beautiful historic buildings fade from view at sunset.
However, lighting them with well- placed up- lighting and unique signage
lighting that evokes the character of downtown's history will showoff the
building's facade and brighten the sidewalks, making them inviting and
safe to walk.
Through the use of ambient lighting of patio elements such as
potted plants or shrubs, or over - hanging pergolas, restaurant
patios come alive with engaging diners enjoying the patio's warm
glow on a cool summer evening. Those walking along the
sidewalks will see the twinkling of patio lights off in the distance,
beckoning them to linger towards the restaurant and join in on the
relaxing atmosphere.
Tree Lighting
It's not just the buildings, but trees (which we feel are in short supply
in downtown) that also offer a canopy of Tight when lit from
underneath. The city of Hudson lights up their trees all year long,
creating an upbeat magical feeling for those strolling down the
warmly lit sidewalk.

Street Lighting
Today, much of downtown Stillwater is dark. One of our committee's
observations is that safer and better lighting will encourage visitors
and employees to park farther away from a business when they feel
comfortable walking further distances in the evening hours. Lighting
of side streets also creates more continuity and consistency for
those shopping or walking off Main Street.
Recommendations
Attribute Lighting
The lighting of our hillside stairs and sandstone bluffs at either end of
Main Street would provide both a safe and welcoming feeling for
those using the stairs or entering downtown for north or south. Our
research shows even our national parks use lighting to accentuate
the park's natural features and paths in the evening hours.
There are many experts, businesses, organizations, and individuals, who are willing to work
together to understand how we can use these lighting opportunities to create a great after hours
experience for both area residents and out -of -town visitors.
Stiliwater's SEH consulting engineer has an experienced group of lighting experts that can be a
great resource to us. Downtown lighting ordinances relating to restaurant patios, store fronts
and business signage need to be revisited to ensure that we are not putting our downtown at a
competitive disadvantage with other locations.
We have other resources available who have expressed a desire to help with our lighting
opportunities, including: GE LED Lighting, Phillips Lighting, 3M LED Lighting, and Excel Energy.
STREETSCAPING
With less bridge traffic in Downtown, there will be an
opportunity to potentially widen our sidewalks for
better pedestrian flow and other amenities like
benches and trees. It might also give our restaurants
an opportunity to do some outdoor dining, as is so
popular in other cities.
We would also like to see hanging baskets of
summer flowers replace the clay pots which impede
the flow of pedestrian on our current narrow
sidewalks.

Our conversations with Red Wing officials have provided interesting ideas regarding how they
manage their downtown and parks in the summer They hire 50-60 college students to do their
summer downtown and park maintenance. Two full -time park employees manage this small
army of students. in addition, the County has a work release group that they employee year -
round to do the "ugly" work of snow shoveling and buckthorn removal...they say it is very cost
effective. They are also in the process of hiring a full -time volunteer coordinator as this part of
their City's beautification has been growing steadily. Are we taking advantage of the volunteer
army available in Stillwater?
We also feel strongly that Hwy 95's ownership should be
transferred from the State to either the County or the City. It will
be very difficult for downtown Stillwater to control its own destiny
when its Main Street is out of local control. Efforts need to be
made to bring downtown's Main Street under local jurisdiction so
we may continue moving downtown's economic opportunities
forward.
PARK AMENITIES
The Ambiance Committee feels that our parks could be greatly
enhanced by trees, statues, historic plaques, and park identifying
signage. Photos of Lowell Park in 1940 show a beautiful
landscape in sharp comparison to the open, barren landscape of
Lowell Park today. We realize that the levy wail project will be a
disruptor in the near future, but the heavy inflow of thousands of
bikers into downtown will be greeted by a less than positive first
impression of Stillwater. The potential addition of the Aiple
property and our current Shoddy Mill site give us an opportunity
to enhance our city's trail entrances.

Historic Stillwater is the birthplace of Minnesota, but unfortunately there are few ambiance
features that reflect this important designation. The Ambiance Committee suggests that a
solution to this identity crisis could he in historic street signage, as well as plaques and perhaps
sidewalk medallions, all of which would reinforce Stillwater's place in history.
City entrance signs should be refreshed and new park markers identifying
aspects of the location's history should be installed. We would like to
investigate opportunities with the Historic Preservation Commission,
Minnesota and Washington County Historical Societies, and other groups to
suggest and implement a program to promote our heritage. We also
believe revisiting the downtown district's sign ordinance should be part of
this discussion.

MAINTENANCE
Stillwater's downtown is the city's identity, the epicenter where
commerce and community interact. Because the vitality and
prosperity of aging downtowns directly reflect the health and
well -being of every community, it is essential that downtown
be maintained at the highest level.
If we take an honest look at downtown with an objective outsider's eye, we see a variety of
opportunities to improve the physical condition and visitor interaction (functionality) that currently
offers a negative experience to downtown visitors. As noted in Dr. Gulliver's study, everything
impacts our brand, including aspects of downtown that impart a negative impression. We can't
afford to have Stillwater's brand be diminished by negative attributes sprinkled about our
historical district. The condition of downtown and how well it is maintained reflects our pride of
ownership.
Our discussions with Redwing, Hudson and White Bear Lake revealed a common attitude - that
their downtowns were the heart of their communities, and its health reflected the health of the
whole community.
One result of this attitude was reflected in their prompt
removal of snow from downtown. Currently, Stillwater's
downtown snow removal policy is counter - productive at a
number of levels, including safety issues, inconsistent
clearing of sidewalks, clear access to crosswalk activators
and water puddles at crosswalk locations. The totality of
these issues results in a very negative experience for
downtown visitors. Building and property maintenance, as
well as trash cans and dumpster usage, are also areas of
opportunity.
SUMMARY
Through the activities of the Downtown Revitalization Committee, civic leaders, city officials, and
downtown business and property owners, will remain engaged in a pro - active collaboration to
define what downtown Stillwater wants to be and start the implementation process before trail,
park and bridge improvements come online.
The challenge before all of us is not just to discover exciting opportunities that other cities have
successfully implemented, or correct issues that detract from the downtown experience and
Stillwater's brand, but to be open to new ideas, concepts or methods that may not have been
embraced in the past.
Stillwater's future potential is limitless when we ail work together, make the right decisions for
the right reasons, and commit ourselves to create the best downtown Stillwater humanly
possible. Let us begin to create that feeling that draws you into a place you want to be.

INITIAL RECOMMENDATIONS
The Ambiance Committee proposes working with the City on the following recommendations so
we may gain a greater understanding of the opportunities before us.
• Engage the City's SEH engineer to work with the committee to learn more about LED
lighting options, configurations and investment potential. The committee will continue to
seek information from the fore - mentioned lighting and power providers.
• Initiate a community discussion regarding downtown lighting opportunities with
interested city commissions, community organizations, and area residents.
• Review existing lighting, street sign and business signage requirements within the
historical district with the appropriate commissions.
• Support efforts to return Main Street to local control.
• Create a park beautification and historical location recognition plan.
• Examine snow to increase the level of routine maintenance of downtown including
securing snoYtit removal bids from outside contractors now so we may understand the
potential costs to resolve the snow removal issues for next winter.
