NOTICE OF MEETING
MONDAY, JANUARY 28, 2013 AT 7:00 PM
The City of Stillwater Parks and Recreation Commission will meet on Monday, January 28, 2013,
at 7:00 p.m. in the Council Chambers of Stillwater City Hall, 216 North Fourth Street.
AGENDA
1. Approval of the December 17, 2012 Minutes
2. Open Forum - The Open Forum is a portion of the meeting to address the Board on
subjects which are not a part of the meeting agenda. The Board may take action or reply
at the time of the statement or may give direction to staff regarding investigation of the
concerns expressed. Out of respect for others in attendance, please limit your
comments to 5 minutes or less.

Present: Chairman Linda Amrein, Commissioners David Brandt, Rob McGarry, Solveg
Peterson, Sandy Snellman, Don Stiff, Councilmember Mike Polehna
Absent: Commissioner Scott Christensen
Staff present: Public Works Superintendent Tim Moore, City Planner Mike Pogge
Approval of Minutes: Motion by Snellman, seconded by Brandt, to approve the
October 22, 2012 minutes. All in favor.
OPEN FORUM - There were no public comments.
INFORMATIONAL ITEMS
Bergstein Warehouse and Shoddy Mill Buildings
Pogge stated that the two buildings were moved from Oak Park Heights to the Terra
Terminal site. The City is beginning a re -use study and evaluation of what it will take to
bring the buildings up to code so they can be used. He solicited Commission input on
uses for the buildings. Amrein suggested the buildings be used for restrooms or
concession sales of inexpensive food items. Brandt asked if the buildings could be used
for canoe or kayak storage. Polehna mentioned bike rental, a city dock or fishing area.
Pogge said because of its high ceilings and open space, the large building has a lot of
flexibility; the smaller building is a good size for a restroom.

Downtown Bathrooms
Amrein mentioned seeing that the new restroom was closed for the season, and asked
when it closed. Moore said the new bathrooms were closed in November because if
kept open, the City would need to employ staff on the weekends; also there is no heat,
so pipes would freeze in the winter. Polehna said the City would not be able to afford to
heat the bathrooms in the winter to the extent needed to keep them open.
Trails
Moore said volunteers had trouble grooming trails without snow. The County groomer
helped and the City is working on the issue.
Skating Rinks
Moore reported that weather has interfered with preparation of skating rinks.
The meeting adjourned at 7:34 p.m. for a holiday gathering at the home of Solveg
Peterson.

To identify the community athletic fields within Stillwater
School District #834.
Asses the usage of the fields and determine field availability.
Perform a needs assessment with the local athletic
community and identify who performs field maintenance and
scheduling.
Determine what are the associated fees for using community
fields and who in the contact for scheduling.
Develop a GIS Map with the assistance of Stillwater Planner
Michel Pogge to show exact park locations.

NEEDS
90 foot lighted baseball fields. The only such fields are the
high school and VFW Park.
Additional multi -use gym space. (Armory?)
Additional pool space to meet the needs of Stillwater
Synchro, Stillwater Swim & Dive, St. Croix Valley Swim Club,
and Mahtomedi Swimming.
Have a central organization that oversees all of the youth
athletics in the St. Croix Valley.
With 15 different sports organizations, it is difficult to work
together on facility and scheduling issues.
Having one athletic organization will streamline costs,
increase efficiency, and still allow for travelling and club
sports to retain youth participation.
Eg. Woodbury Athletic Association. They still have travelling
sports and club sports for baseball, basketball, softball,
football, volleyball, golf, and wrestling under one
organization.

Afton - Lakeland baseball field. Field has back stop, home plate,
benches, but has been grown over with grass. Could be turned
into a very usable field.
St. Mary's Point community field is also in need of restoration to
be useable for organized recreation.
Work with the 17 communities in the St. Croix Valley, the
athletic associations, and the school district on developing a
athletic complex to meet the needs of future demand and to
host large tournaments. Maybe private donations, community
fundraisers, sponsors etc.

Field availability for the most requested time is available at
some parks. (5:00pm- 9:OOpm peak time)
With an increasing demand for athletic space and population
future needs are going to require additional practice /game
facilities.
Continue work with local athletic groups and the 17
communities to gain efficiency and an effective scheduling
protocol.
Organize a sports commission to oversee athletic facility
use, scheduling conflicts, and field improvements.
Greater population + increased youth participation= greater
demand for high quality rec. programs and facilities.
