APPROVAL OF MINUTES
Possible approval of November 5, 2012 meeting minutes
Motion by Commissioner Krakowski, seconded by Chairman Lieberman, to approve the minutes of the
November 5, 2012 meeting. All in favor.

DESIGN REVIEWS
Case No. DR/2012-36. Design review of awnings and building painting located at 102 Main Street South, 106
Main Street South and 279 Myrtle Street East in the CBD, Central Business District. Acme Awning, applicant.
Anthony Misenor of Acme Awning offered to answer any questions for the Commission.
Chairman Lieberman reviewed that the applicant has painted portions of the building black, along with
some of the precast concrete masonry surfaces. The City prohibits the painting of masonry surfaces due to
issues of durability and spalling likely to occur over time. But due to the porous nature of the surface, there
is little that can likely be done to effectively remove the paint. In addition, a total of three awnings are
proposed, two on Main St and one on Myrtle St. Staff is concerned that the awnings are each differently
shaped with varying angles which could further emphasize the disjointed elements of the front façade. Staff
recommends that the two awnings on Main Street be redesigned to have a similar height, projection, and
angle with each other and preferably at a 45 degree angle.
Mr . Misenor said he was hired to help the building owner install three awnings. He stated that one awning
does not have a 45 degree angle because it was felt if projected out further, it might encumber people trying
to move something more than eight feet high down the sidewalk because of the stoplight being so close.

Commissioner Johnson noted that there is inconsistency in the look of the building, such as blank wall space
between windows and masonry above. Bringing the awning across the full length of the building might help.
Mr . Misenor said this could be done at substantial cost. He could suggest this to the building owner.
Commissioner Larson suggested it would look better to keep the bottom line of the awnings consistent.
Commissioner Johnson said that mounting them at the same elevation and having them the same height
relative to the building is what’s important. He also would like to know what the signage plan is.
Chairman Lieberman pointed out that the Commission can’t make a decision tonight because it isn’t up to
Mr. Misenor, as he is not the building owner.
Motion by Chairman Lieberman, seconded by Commissioner Johnson, to table the request until the building
owner can be present. All in favor.
Case No. DR/2012-49. Design review of signage for No Neck Tony’s located at 231 Myrtle Street in th e CBD,
Central Business District. Olivia Horning, applicant.
Anthony Misenor , owner of Acme Awning, stated he was present to get a better idea of the Commission’s
rules to better help his clients.
Chairman Lieberman explained that the question is the signing issue - one sign allowed per elevation, but
now there are three signs, since the name No Neck Tony’s is now on the awnings.
Commissioner Johnson pointed out other businesses are not allowed to have names on an awning and a sign.
Mr. Misenor said the building owner could get a different valance. He believes the owner thought he had
approval for the name being on the valance.
City Planner Pogge clarified that the City allows symbols or generic words such as “beer and wine” but not
a business name on an awning if there also is a sign.
Motion by Commissioner Johnson, seconded by Commissioner Krakowski, to require that “No Neck Tony’s”
be removed from the existing awning valances and be replaced with matching fabric, and the stripes may
remain, and it would be permissible to have a product name or symbols on the valance in accordance with the
ordinance, but not a business name. All in favor.
Case No. DR/2012-50. Design review of signage for Rafters located at 371 Main Street South in the CBD,
Centr al Business District. Larry Cramer, applicant.
City Planner Pogge explained that the applicant is requesting design review and approval for a sign that has
already been installed. The sign that is remarkably different than the sign that was approved June 8, 2011. In
addition, the applicant is requesting permission to add “Event Center” in red vinyl letters over a white patch
on the awning that was added to cover up an old sign. Design guidelines require signage on awnings to be
located on the valance. This proposal does not meet that and staff recommends against it. Additionally this
site currently has a projecting sign along with the new wall sign. When the applicant originally submitted
their sign application in 2011, the old establishment had a projecting sign and a awning sign for Cherry

Bowl. Hence they were permitted to keep two signs when normally a business would be permitted to have
just one sign. One of the conditions of approval for the new sign for this project was for the applicant to
remove the awning sign. Staff recommends this condition remain in place to be consistent with the
guidelines and ordinance.
Commissioner Larson said he will abstain from the vote because he has a current business contract with the
applicant.
Motion by Commissioner Zahren, seconded by Commissioner Johnson, to deny the request and require the
installation of signage as previously approved, including the wall sign being centered, and also to deny the
request to add the words “Event Center” to the awning. All in favor with Commissioner Larson abstaining.
NEW BUSINESS
2011 -2012 Annual Report of the Stillwater Heritage Preservation Commission
City Planner Pogge presented the report and told the Commission that at the Preservation Conference,
Stillwater’s report was used as an example. He added that the City’s Heirloom Home and Landmark Sites
web site is surprisingly popular.
OTHER BUSINESS
Union Depot Grand Opening
Council Representative Cook encouraged Commissioners to attend the restored St. Paul Union Depot’s
grand opening December 8.
City Council Meeting December 4 - Findings of Fact Denying the Demolition Requests
Chairman Lieberman pointed out on December 4, the Council will vote on the St. Paul Lutheran Church
house demolition requests. He initiated general discussion of the issue, strategies and key points related to
the cases.
City Planner Pogge explained that if the Council denies the demolition, the process of review for potential
historic designation will begin.

DISCUSSION
The applicant is requesting design review and approval of a proposed building
elevation change (painting) and awnings for property at 102 Main St S. The property is
located at the SW corner of Main St and Myrtle St.
Painting
The applicant has already painted all of the cream color portions of the building black
along with some of the precast concrete masonry surfaces. The attached photos without
the awning shows the new completed paint scheme while the photos with the awnings
show the white color prior to painting it black.
The only concern staff has is typically the City prohibits the painting of masonry
surfaces of any kind due to issues of durability and spalling that is likely to occur over
time. In this case the painting is done and due to the pours nature of the surface there is
little that can likely be done to effectively remove the paint. The commission should
discuss this and decide on how to proceed.

Awning
A total of three awnings are proposed with two on Main St and one on Myrtle St. The
awnings have a ridged internal structure with a free hanging valance; however, they are
not the preferred hand crank style awnings. The awnings are solid black with the
address on the valance.
One concerning with the awnings is that they are each differently shaped with varying
angles. While this is done to fit the opening it could further emphasis the disjointed
elements of the front façade. Staff would recommend that the two awning on Main
Street be redesigned to have a similar height, projection, and angle with each other and
preferably at a 45 degree angle and that the one on Myrtle Street have a similar height,
projection, and angle with the existing No Neck Tony’s awnings.
At the December 2, 2012 meeting, the HPC requested that the applicant consider
revising their awnings along Main St to span the entire length of the store front and
have the two awnings be a similar size and angle. The attached plans show this
revision.
RECOMMENDATION
Review and take an action.
CONDITIONS FOR APPROVAL
1. Additional masonry surfaces shall not be painted. All future exterior painting shall
be submitted to the Stillwater HPC for review and approval prior to painting any
exterior surfaces.
2. All revisions to the approved plan shall be reviewed and approved by the Heritage
Preservation Commission.
3. No additional signage without approval of the Heritage Preservation Commission.
4. The awning plans titled as “APPLICANT’S REVISTED AWNINGS” date shall be
followed.
5. The two awning on Main Street be redesigned to have a similar height, projection,
and angle with each other and preferably at a 45 degree angle and that the one on
Myrtle Street have a similar height, projection, and angle with the existing No Neck
Tony’s awnings. Revised plans shall be submitted to the City Planner for review
prior to installation of the awnings. No signage shall be added to the awnings
without approval of the HPC.

DISCUSSION
The applicant is requesting design review and approval for a sign at 1990 Industrial
Blvd for DiaSorin. The sign is proposed to contain the words “D iaSorin ” in individual
aluminum channel letters painted white on a blue background. The sign is 16.5 feet
wide by 3 feet 4 inches tall for a total of 55 square feet in area. The sign will be non-
illuminated. It should be noted that the existing sign on Northwestern Blvd will remain
and the sign on Industrial Blvd is a duplicate of the existing sign. Since this building
has two street frontages they are permitted to have two signs.
For wall signage the West Business Park design standards provide that the signage shall
be consistent with the Sign Ordinance. The zoning ordinance states that for a wall sign,
’the gross surface area of a wall sign may not exceed one square foot for each foot of
b uilding, parallel to the front lot line’. The applicant’s building has 291 feet facing
Industrial Blvd. The total sign area of the proposed sign is 55 square feet, which is
smaller than allowed under the zoning ordinance.

DISCUSSION
The applicant is requesting design review and approval for a Wall and Monument signs
at 2000 Curve Crest Blvd for ABRA Auto Body & Glass.
Wall Sign
The wall sign is proposed to contain the words “ABRA AUTO BODY & GLASS ” in
yellow internally lit channel letters on a black aluminum background. The lettering is
34’ 4” wide by 2’ 6” tall for a total of 85.8 square feet in area. The sign will be
illuminated.
Following past practices, the black aluminum backer should be removed and the
channel letters should be placed directly onto the building. Staff has recommended this
as a condition of approval.
Monument Sign
The monument sign is proposed to contain the words “ABRA AUTO BODY & GLASS ”
in yellow with the ABRA words consisting of the ABRA logo. The sign’s background
will be an aluminum panel that has the yellow areas routered out to allow light
through. This is very similar to the former Schoonover sign. The sign is 9’ 1.5” wide by
4 feet tall for a total of 36.5 square feet. The existing masonry base will be reused with
this sign. The sign will be internally illuminated.

For retail signage the West Business Park design standards provide that the signage
shall be consistent with the Sign Ordinance. The zoning ordinance states that for a wall
sign, ’the gross surface area of a wall sign may not exceed one square fo ot for each foot
of building, parallel to the front lot line’. The applicant’s retail space has 147 feet facing
Curve Crest Blvd. The total sign area of the proposed wall sign is 85.8 square feet,
which is smaller than allowed under the zoning ordinance. Additionally the zoning
ordinance permits a monument sign up to 100 square feet in size. The total sign area of
the proposed monument sign is 36.5 square feet, which is smaller than allowed under
the zoning ordinance.
RECOMMENDATION
Approval as conditioned.

DISCUSSION
The applicant is requesting design review to r eplace the second floor windows on the
front Marx Wi ne Bar and Grill located at 241 Main St S . The windows will be single -
hung Anderson 100 Series windows dark bronze in color. The exterior trim is
Anderson ’s “Fibrex ” material. Fibrex is a mix of 40% wood fibers and 60%
th ermoplastic polymer . Since the exterior is not proposed to be all wood the new
windows require HPC review and approval.
The building is located in the core Stillwater Commercial Historic District as listed on
the National Registry of Historic Districts. The bui lding itself is a non -contributing
buil ding to the Historic District and was built between 1951 and 1952 .

ALTERNATIVES
The Heritage Preservation Commission has the following options:
1. Approve the request as presented with the following conditions:
a. All revisions to the approved plan shal l be reviewed and approved by
the Heritage Preservation Commission.
b. All f uture exterior chang es shall be reviewed by the HPC prior to the
issuance of a bui lding permit.
2. Deny the request .
3. Continue the request for more information. The 60 day decision deadline for
the request is M arch 4, 2013 and the next Heritage Preservation Commission
meeting is scheduled f or February 4, 2013 .
STAFF RECOMMENDATION
Approve the requested design permit as conditioned in Alternative 1 .
