REGULAR MEETING 7:00 P.M.
Chairman Lieberman called the meeting to order at 7:00 p.m.
Present: Chairman Howard Lieberman, Commissioners Brian Larson, John Brach,
Jerald Krakowski an d Council Representative Micky Cook
Absent: Commissioner Jeff Johnson , Robert Goodman and Scott Zahren

APPROVAL OF MINUTES
Motion by Chairman Lieberman, seconded by Commissioner Krakowski to approve the
September 5, 20 12 meeting minutes. All in favor.

DESIGN REVIEWS
Case No. 2012 -35. Design review of signage for Sletten & Brettin Orthodontics located
at 1820 Market Drive in the BP -C, Business Park Commercial District. Dan Kaufman,
Kaufmann Sign Company, Applicant.
Chairman Lieberman reviewed the request. Three wall signs are proposed, all to be
internally lit white channel letters. The third sign being requested, a side sign th e
same as the front sign with the words “Sletten & Brettin Orthodontics,” is not
permitted since the Orthodontics space is interior and not a corner space. Staff has
discussed this with Mr. Kaufman.
Dan Kaufman, applicant, told the Commission that he woul d like to negotiate the
third sign with the City in the future.
Motion by Commissioner Krakowski, seconded by Commissioner Brach, to approve the
sign request as conditioned, noting that since the applicant does not have any frontage
on the side elevation , the side sign is denied since it does not comply with the City Code
for signage in the BP -C District. All in favor.

Case No. 2012 -38. Design review of signage for Best Buy located at 1820 Market Drive
in the BP -C, Business Park Commercial District. Topl ine Advertising, representing
Chase Properties, Applicant.
Chairman Lieberman reviewed the request. Signage is proposed on the front and
side elevations. Both signs will have raised black letters on their trademark yellow
ticket, and right of the Best Buy logo will be the word Mobile with a symbol that
mimics a wireless signal symbol.
Motion by Commissioner Larson, seconded by Commissioner Brach, to approve the
request as conditioned; the blue backer shall not be used behind the signs. All in favor.
Ca se No. 2012 -39. Design review of partial removal and replacement of existing
concrete masonry wall and reconstruction of the second floor office with exterior
improvements located at 225 Main Street North in the CBD, Central Business District.
HAF Architec ts, representing Frank Fabio, Applicant.
Chairman Lieberman reported that the request is for elevation modifications for the
northernmost portion of the Maple Island building.
Mr. Hoefler stated that most existing concrete masonry is unreinforced. The p roposal
is to remove the block cap and replace it with masonry to match the style on the
winery’s north side. He also would like the Commission to review expanding the
second floor to the next bay. He explained the intended treatments to the various
extern al surfaces. He does fire water damage restoration and would like to move this
business into the upper level, and rent out the lower level.
City Planner Pogge suggested adding the condition that parking be reviewed.
Motion by Commissioner Brach , seconded by Commissioner Larson, to approve the
request as conditioned, adding that the parking provision be verified and any other city
requirements regarding the additional area must be addressed; the color of concrete
masonry units must be one color. All in fav or.
Case No. 2012 -40. Design review of exterior modifications to the Ann Bean Mansion
located at 319 Pine Street West in the RB, Two Family Residential District. Mark Balay,
representing Jeremy and Erin Drews, Applicant.
Chairman Lieberman reviewed the r equest. The project proposes to renovate the
third floor dormers by filling in between them, creating one large dormer. For
approval, the proposal must meet the Secretary of the Interior’s standards for
rehabilitation, which state that 1) the historic char acter of a property shall be retained
and preserved. The removal of historic materials or alteration of features and spaces
that characterize a property shall be avoided; and 2) distinctive features, finishes,
and construction techniques or examples of cra ftsmanship that characterize a
property shall be preserved.

Mark Balay, representing the applicant, stated the project essentially establishes a
small flat roof. There is no visual impact from the east or west.
Motion by Commissioner Brach, seconded by Commissioner Krakowski , to approve the
request with the condition that the rooftop be maintained and the stovepipe be removed.
All in favor.
Case No 2012 -41. Design review of an awning for Osaka Express located at 108 Main
Street North in the CBD, Central Business District. North Star Sign, Applicant.
Chairman Lieberman reviewed the request to install an awning on the south side of
the business facing Main Street North. The front of the awning would have the words
“Sushi,” “Hibachi - Asian Bistro,” and “6 51 -342 -0288” and the sides of the awning
would have the word “Sushi.” Since Osaka Express has a wall sign, they cannot
have a second sign per the City’s sign ordinance. In the past, the Commission has
not counted an awning as a sign when it uses generic te rms. While a phone number
is not the business name, this does not seem to follow the generic term standard
and the amount of text may make it appear to be more of a sign than a building
accent, according to the staff report.
City Planner Pogge reminded th e Commission that generic awnings have been
encouraged because if businesses turn over, it is expensive to replace awnings and
they end up having unattractive coverings over outdated information.
Council Representative Cook said the business’s two entran ces and sign are
confusing and look cluttered.
Commissioner Larson agreed that it appears to be two separate businesses.
Chairman Lieberman stated placement of the proposed awning would make it look
like two separate businesses. He would like to see th e business survive as it’s a nice
addition to the downtown dining community.
Commissioner Brach suggested limiting the text to the skirt of the awning with no
phone number.
Sean Flynn with North Star Sign said the owner does not want the lettering to b e on
the skirt of the awning because it can’t be seen.
Commissioner Larson commented that he too is sympathetic to the business owner
and wants them to succeed. He wondered if the “Sushi” message could be part of
the windows to avoid setting precedence w ith an awning.

Chairman Lieberman suggested they remove the sign over the door and have one
long awning. He suggested tabling the request and encouraging the owner to come
back with another plan.
Motion by Chairman Lieberman, seconded by Commissioner K rakowski , to table the
request till the November meeting and direct staff to ensure the applicant is fully aware
of the awning guidelines and suggest they come back with an alternative such as one
large awning to replace the existing business name sign. Al l in favor.
Case No 2012 -42. Design review of signage for Mama Luna located at 402 Main Street
North in the CBD, Central Business District. Signarama, Applicant.
Chairman Lieberman reviewed the request for a sign with the words “Mama Luna
Natural Apothec ary” in burgundy letters on a white background. A logo of two owls
on a branch is on the left side of the sign. Staff recommends as a condition of
approval that the proposed 18.3 square foot sign be reduced to 17 square feet with
the revised plan to be sub mitted to the City Planner prior to installation.
Kiva Sherr, applicant, said the sign size has already been reduced.
Motion by Commissioner Brach , seconded by Commissioner Krakowski to approve the
request as conditioned. Final design and layout shall b e submitted to the City Planner
for review and approval prior to installation. All in favor.
Case No. 2012 -37. Design review of facade paint located at 324 Main Street South, in
the CBD, Central Business District. JBL Companies, representing Grand Garage ,
Applicant.
City Planner Pogge stated the green trim on the building will be painted dark gray,
the tan trim will be light gray and the doors will be painted red.
Chairman Lieberman noted the applicant was not present.
Motion by Commissioner Larson, seconded by Commissioner Brach, to accept the
proposed colors with the condition that staff review them to determine the real colors. It
should not look like the lavender color that was on the photocopy for the light gray. All in
favor.
NEW BUSINESS
Cit y Planner Pogge reported that about 20 people a day visit the City’s Heirloom
Home web page. The number one page that refers people to the site is the City web
site, number two is Facebook.
City Planner Pogge also reminded the Commission that Preservatio n Awards need
to be decided. Commissioners suggested the Post Office, Brines, the Water Street

Inn, the home on the southwest corner of Everett and Laurel Streets, and Roger
Tomten for Longterm Dedication to Preservation. Chairman Lieberman suggested
award ing Summer Tuesdays for being an event that helps businesses and benefits
the community.
City Planner Pogge asked for input on residents who might be approached about the
CLG Projects.
Chairman Lieberman noted that Council Representative Cook brings a lot to the
Commission and encouraged her to apply for the Commission as soon as there’s an
opening, after the election.
City Planner Pogge reported that Quick Fire Pizza was cited for their signage which
was not approved and will be coming before the Comm ission. He also indicated that
staff has been reminding business owners of what is and isn’t allowed.
