Approval of the July 23, 2012 Minutes 2. Open Forum - The Open Forum is a portion of the meeting to address the Board on subjects which are not a part of the meeting agenda. The Board may take action or reply at the time of the statement or may give direction to staff regarding investigation of the concerns expressed. Outdoor Winter Rinks Informational Items Commission Items/Topics CITY OF STILLWATER PARKS & RECREATON COMMISSION JULY 23, 2012 Present: Commissioners Scott Christensen, Rob McGarry, Sandy Snellman, Don Stiff and Councilmember Mike Polehna Absent: Commissioners Linda Amrein, David Brandt, Solveg Peterson Staff present: Assistant Public Works Superintendent Tim Moore Commissioner Snellman called the meeting to order at 7:00 p.m. APPROVAL OF MINUTES Motion by Snellman, seconded by Christensen, to approve the June 25, 2012 minutes. All in favor. OPEN FORUM No comments were received. ACTION ITEMS Millbrook Park Neighborhood Meeting Mr. Moore said a design for the playground has been chosen that fits in the budget. The surface will be wood chips. He has started soliciting quotes for parking lot construction, moving a picnic shelter in from Legends, and some sidewalk work, and is working with the St. Croix Baseball Association on a baseball field. The City may do the grading. No action is required. According to Mr. Moore the total cost of the playground equipment, fully complete and installed, is $75,000. INFORMATIONAL ITEMS Lowell Park Update Mr. Moore met with the sandblaster painters for the Gazebo who will start tomorrow. Brown's Creek Mr. Moore reported there was arson at Brown's Creek, burning part of the playground and the portable toilet on June 26. Police are investigating. The enclosure was rebuilt last week. Playground equipment has been ordered. It should be done by the time school starts. COMMISSION ITEMS/TOPICS Mr. Polehna introduced Patrick Kopesky, the Parks and Recreation Intern who is going to do a survey of community athletic groups in School District 834 to determine needs and opportunities. He also will put together a map of all walking trails. He is doing his practicum in conjunction with District 834 Community Education and the City of Stillwater. Mr. Kopesky added that he hopes to complete the tasks in September or October. ADJOURNMENT Motion by Snellman, seconded by Christensen, to adjourn at 7:27 p.m. All in favor. Council referred this letter to the Parks and Recreation Commission for review and comments. On August 22 I received an email addressing this topic. Please see attached for review. Martha Street, Stillwater, MN City Council and Mayor, I regret that I am unable to attend the August 21 City Council meeting and to bring this letter to you in person. I have asked Diane Ward to circulate this letter of request to you and to the appropriate City Staff. Thank you, Diane. Considering many factors and the needs of our community, it seems it would be beneficial to develop a long range plan for a Stillwater municipal swimming pool. Perhaps a possible site to consider would be City owned property such as the property near the skate board park or other City owned parkland. I am aware that this is may not seem to be a good time to consider the idea of a municipal pool in our town. There never may be a good time. I know that the City's current budget is stretched and staff time is extremely limited and that it would seem that even in the future this is not a possible goal for Stillwater to attain... but please move towards the goal. The Stillwater community lacks a safe pool that is accessible for families and individuals by bike, walking or a quick car ride. What a wonderful and needed resource for our teens as well to have a municipal swimming pool within Stillwater's boundaries With the focused collective wisdom and resourcefulness of Stillwater City Hall, Stillwater's enthusiastic hard working civic groups and residents, and with involvement of our caring philanthropic community, the goal of a municipal swimming pool could be attainable, wouldn't you agree? The pool does not have to be grandiose or be everything to everyone or the most elaborate ever built. Bells and whistles could perhaps be anticipated and added in the future or not added. The City's formal interest to have a municipal pool in our town would send a message to community leaders, civic organizations, agencies, potential partners, citizens and the philanthropic community that fundraising proposals and grant writing assistance would be welcome and appreciated. I hope there will be an opportunity at the August Park and Recreation Commission to request the commission's comments and direction. I respectfully request assistance from a City Staff and the Park and Recreation Commission to provide guidance, exchange ideas, and to begin a preliminary draft to guide a planning process that would be presented to you. I would very much appreciate your written comments and direction so that effective communication with interested citizens and potential organizations can proceed. It is my hope that a meeting could be arranged in September or October to begin a preliminary draft which would guide a planning process. At each location the Commission had an informal discussion on Stillwater's rink location, usage and size of rinks. DISCUSSION It was a consensus of the Commission members present that staff research the possibility of eliminating Triangle, Oak Park School and expanding the rink at Old Athletic Field. Due to the close proximity of these three rinks it may serve the public better by maintaining a larger rink at the Old Athletic Field. In addition, the Commission discussed eliminating the rink at Benson Park because of the close proximity of the new outdoor rink at the St. Croix Rec Center. Also, it was discussed to eliminate Meadowlark Park rink due to decreased use. Staff feels that developing a rink at Browns Creek Park would serve residents in the Northwest quadrant of the City which currently does not have a rink. RECOMMENDATION The Parks and Recreation Commission should further discuss expanding certain rinks to eliminate smaller neighborhood rinks and schedule a neighborhood information meeting to gain input from residents.
