APPROVAL OF MINUTES
Motion by Commissioner Brandt, seconded by Commissioner Snellman, to approve the
April 23, 2012 minutes. All in favor.

ACTION ITEMS
St. Croix Rec Center Outdoor Field
Doug Brady, facility manager of - the St. Croix Valley Recreation Center, and Todd
Arens, volunteer with the Stillwater Area Lacrosse Association introduced themselves.
Mr. Moore stated that Mr. Brady was approached by the Stillwater Area Lacrosse
Association about using the outdoor skating rink area as a practice field for lacrosse
from mid -May till early August beginning next year. He said it will have to be determined
whether the field should be considered as part of the rec center, necessitating fees for
use, or as a park, without fees charged. He added that city staff originally planned on
readying the field for fall soccer because it takes a while to get turf established after the
winter.
Mr. Arens explained that because most of his lacrosse players also play hockey with the
Mavericks program, it's more convenient if their parents can drop them off for both
sports' practices at one time. He said the number of kids in the program has more than
doubled this year, but that parents are upset because lacrosse as a sport is grossly
underrepresented when it comes to use of city parks. For instance, there are many
baseball diamonds, but no lacrosse fields. Mr. Arens added that - the group had offered
to help fund turf improvements at the outdoor field by contributing $1,500 for
maintenance. He said another option for use as a practice field is across from the
Subway and Snap Fitness. The lacrosse association currently pays $30 /hour through
school district for field use.

Chair Amrein asked if Milbrook Park would be appropriate. Mr. Arens replied it is too
inconvenient for parents.
Mr. Moore told - the commission to keep in mind that the city doesn't reserve any fields
for anything other than the games. If it's practice, it's first come first serve.
Commissioner Snellman asked if the field in question would likely be used by anybody
else. Mr. Arens responded that other than when the group holds practice, from 5 to
8:30, it would be unused from May till the end of July. He explained that the group can't
play games there because it's too small. Mr. Brady said the soccer club has expressed
interest in this field but nothing has been established yet.
Mr. Arens offered to pay for a net to protect the warming house and anything else
needed for lacrosse only. He expressed the opinion that if the group wants more than
the city would provide in any other park, it should pay for those items. Otherwise, he is
willing to pay to make it a little nicer in exchange for no rental fee. He would partner
with Mr. Brady to make sure there's a good turf established. Mr. Moore cautioned
against creating a situation where, because of its economic investment, one group
prevents other groups from using the field. Mr. Brady said irrigation may need to be
upgraded at a cost of $4- 8,000. He suggested the city may want to establish a schedule
and a nominal fee for use of the field to make it clear who has it reserved.
Chair Amrein said she would consider this field part of the rec center. She would be in
favor of not charging them for use but requiring scheduling of it through the rec center.
Mr. Arens said he doesn't mind paying a nominal fee as long as it's offset by whatever
is donated up front. Mr. Brady said a benefit of requiring a nominal fee is for clarity on
who has the field reserved.
Motion by Commissioner McGarry, seconded by Commissioner Stiff, to direct city staff
and rec center staff to work with the Stillwater Area Lacrosse Association to develop a
plan for next year (2013) to improve the turf and to develop a priority and schedule for
its use. All in favor.
Mr. Polehna corrimented that the city has an intern this year from Mankato State who
will be surveying every field in the school district and communicating with the various
sports associations to determine their need for fields. The intern will report back to city
and the city will determine where resources should be concentrated with the goal of
establishing a clearinghouse so that all these groups work through one entity to
schedule use of the facilities.
Millbrook Park
Mr. Moore said the city was not awarded the park improvement grant it applied for, so at
this point the city should move forward to develop the park. He reported that the Council
approved capital outlay of approximately $175,000 for 2012 to build a parking lot,
develop a ballfield and install playground equipment. He recommended that the

commission hold a neighborhood meeting on July 23 to review park plans with nearby
residents.
COMMISSION ITEMSITOPICS
It was noted that after the meeting, the commission would go on its annual park tour
including Lowell Park and Ice Skating Rink Parks. Following the park tour, Park
Commissioners were scheduled to meet at the home of Rob McGarry at 1101
Broadway Street N for the annual summer social. No official business was to be
conducted at that time.

Re: Millbrook Park Neighborhood Informational Meeting
At the June 25, 2012, Parks and Recreation Commission Meeting the Commission scheduled a
neighborhood informational meeting for the development of Millbrook park. Attached is the
proposed plan approved by the Parks Commission on September 26, 2011, along with a plan
for the play structure. The proposed park plan features the following facilities: youth soccer or
football, youth softball or baseball, volleyball, basketball and bocce ball, play structures, picnic
shelter and parking to accommodate approximately 40 vehicles.
City forces will build the infield and grade the parking area and possibly install the gravel base
to ready it for curb and gutter pavement. Council has budgeted $185,000 for CIP
improvements to Millbrook Park for 2012. The St. Croix Valley Baseball Association will partner
on development of the youth baseball field. They will help fund a field that would be similar to
the facilities at Public Works with fences, dugouts, and score board.
This open house is to give the residents another opportunity to provide input to the
Commission on the proposed park plan. The format for the meeting will consist of a short
presentation of the key features in the park followed by a question and answer period.

Other ideas discussed were winter usage of parks for skiing, skating, etc. at Browns
Creek and Northland. Maybe install boardwalks for skiing or possibility a warming
house in Browns Creek. There is a group that grooms the area and there is some
snowmobile usage. It was suggested that it would be nice to have small fishing piers for
kids to use, and that this could be an idea for an Eagle Scout project. Parking would
have to be considered. Mr. Moore stated that he has been approached by a few people
about an aquatic facility, but the $8 -10 million it would cost to build such a facility in
addition to high annual maintenance costs are prohibitive.
Fall Colors Fine Art & Jazz Festival
The agreement is similar to last year's and will be reviewed by Council on September 6.
Mr. Moore explained that according to the new special events policy, organizations
involved will be invoiced for certain services that the City provides. In the past, the City
provided four port-a- potties in lieu of closing Lowell Park restrooms and the applicant
provided four additional port-a- potties. This year the Lowell Park restrooms will remain
open because the event is being held entirely north of Chestnut Street. Therefore it is
proposed to charge for the park fee, use of barricades and electricity, and require eight
port-a- potties to be paid for by the applicant. Ms. Amrein, seconded by Ms. Snellman,
moved to approve the Fall Colors Fine Art & Jazz Festival agreement as presented,
including a park fee of $500 and charging the applicant for the use of barricades,
electricity and eight port-a- potties. Motion passed unanimously. Ms. Snellman said that
she had read that there may be a crew on hand filming a movie. Mr. Moore explained
that this would be a separate issue, requiring a movie permit from the City.
Millbrook Development Park
This year staff began improving the turf and installing an irrigation system. Mr. Moore
stated that he has been approached by the St. Croix Valley Baseball Association to
partner on the development of a youth baseball field. There has been in increase in
requests for more fields. Mr. Moore proposed moving the gazebo taken out of Legends
Park to Millbrook Park. A neighborhood meeting to allow input from the surrounding
residents about the park development was set for September 26 at 7 p.m. as part of
the regular Parks Commission meeting. Notices will be mailed out shortly.

Approval of minutes Ms. Snellman moved to approve the minutes of August 22, 2011, as
presented. Mr. Brandt seconded the motion; motion passed unanimously.

ACTION ITEMS
Millbrook Park Open House
Residents attending the open house were Kathy Denman Wilke, 3429 Maureen Lane; David
Junker, 640 N. Main St.; and Adam Voss, 3441 Maureen Lane. Mr. Moore reviewed a brief
history of the development of the proposed plans for Millbrook Park and highlighted some of the
features of the plans including: parking area for 50 -60 cars along the southeast portion of the
park; ball field for younger children that could include uses such as a smaller soccer field; area
for picnic shelter, playground equipment and landscaping amenities; basketball court and
volleyball court; an area on the western side of the park large enough for two large soccer or
football fields or three smaller fields. He said currently there are plans to build the parking lot,
install some sidewalk and playground equipment and develop the turf for the fields and ball field
on the east side of the park next year, pending Council approval of the 2012 budget. He said he
has been approached by the St. Croix Valley Baseball Association looking for another playing
field. He said the Association would be willing to partner with the City on improving the ball
field, one similar in size to the field at Public Works for players ages 10 -13. He said the
Association would install dugouts, fencing, scoreboard, and back stop. He noted one issue for
consideration with that possible partnership is the potential need for additional off - street parking
during games on weekday evenings. He noted the fields would not be lighted. He said work on
the turf would continue this fall. He said fairly good turf has been established on the east half of
the park area, but quite a bit of work remains to be done on the west half of the park.
Ms. Denman - Wilke, member of the Townhome Association Board, said there was some
concern regarding parking in the townhomes' guest parking areas, especially on the weekends.
She also suggested there likely will be a problem with people using the fields to walk their dogs
and not cleaning up after their pets. Mr. Moore responded that education is the best way to
address that problem, noting that dogs are allowed in parks, on a leash and when owners clean
up after their pets. She asked whether it would be a Homeowner Association issue or the City's
issue if parking in the guest areas becomes a problem. Mr. Moore noted the City does have a
traffic committee and the issue, if there is one, could be brought up at that level. Mr. Moore also
noted there is a lot of on- street parking available, which should reduce the potential for any
problem.

Dave Junker spoke of a tree - planting campaign that he had spearheaded with the assistance of
City staff. He said there are a limited number of trees remaining and invited Millbrook residents
to spread the word about making use of the remaining trees.
Ms. Amrein asked whether those in attendance thought Millbrook residents would be amenable
to having non - residents, such as the Baseball Association, using the fields. Mr. Junker noted
there are a lot of kids in the Millbrook area and said he thought the fields would be a great
amenity. Mr. Voss noted this is a City park and the expectation is that the park is for everyone's
use, not just the Millbrook neighborhood.
Mr. Polehna asked about any plans for a skating rink. Mr. Moore said currently plans do not
include a skating rink, but said he thought there were areas that could accommodate a rink.
Mr. Christensen asked if there are any connections to a trail system; Mr. Moore said the park
area is connected to a trail that comes up along the Brown's Creek tributary, as well as
connection to the sidewalk system that goes through the neighborhood and connects back to
the Brown's Creek trail at several locations. It was noted the trail around the lake is the
responsibility of the developer.
There was a concern that installing the outfield fence might limit the use of that field to baseball;
Mr. Moore said he has been looking at the size of the field and the possibility of accommodating
some type of soccer field for younger players inside the outfield fence, as has been done
successfully at the Public Works field. On a question by Mr. Polehna, Mr. Moore noted that one
of the fields could be used for lacrosse. On a question by Ms. Amrein regarding tennis courts,
Mr. Moore said staff does not receive a lot of requests for additional tennis facilities. Mr. Moore
said he might question the inclusion of the proposed volleyball courts; he suggested that area
could potentially be reconfigured to include tennis and a smaller basketball court. In discussion,
Mr. Moore noted the School District's recreation program is considering offering a summer
volleyball league; Mr. McGarry asked about the timeframe for committing an area to a specific
use; Mr. Moore said next year improvements will likely be limited to the parking area, some
sidewalk, playground and possibly a picnic shelter, along with developing a playing field. On a
question by Ms. Amrein, Mr. Moore said there would be portable restrooms. There were several
comments in support of the picnic shelter and playground equipment.
There was additional discussion about the proposed partnership with the St. Croix Baseball
Association. Mr. Moore said the relationship has worked well in the past, but noted there is
expectation for use of the field Monday through Thursday and for occasional weekend
tournaments. Mr. Moore said there have been no concerns regarding the similar partnership at
the Public Works field; he noted the parking lot there is smaller than the Millbrook parking area
and the parking has been adequate. Mr. Moore also pointed out there is on- street parking
available in close proximity to the Millbrook park. It was noted the proposal to partner with the
Baseball Association will come back to the Commission for approval.
Ms. Amrein moved to recommend to the Council that the current plan for Millbrook Park
proceed, with the expectation that minor changes may be made at a future date as needed. Ms.
Snellman seconded the motion; motion passed unanimously.

Mr. Christensen said he has been told that the City is inadequate in the number of baseball
fields as compared to other communities of similar size. Mr. Moore said the City is about at the
national standard for the number of fields per population; Mr. Pogge suggested the problem
arises when the fields are accommodating players from neighboring communities, such as Oak
Park Heights or Stillwater Township. Mr. McGarry noted that all of the athletic associations
represent the School District 834 population, not just Stillwater, and he pointed out that
Stillwater simply doesn't have the acreage to accommodate a larger athletic complex. Mr.
Moore said he would agree that the quality of the City's fields are not where they should be, but
that is an issue that staff is working on and will be resolved in the next couple of years. Mr.
Polehna spoke of a survey that is being conducted of the various athletic associations to look at
space needs and funding issues.
Downtown Beautification Budget
The proposed budget was included in the agenda packet. Mr. Polehna questioned the inclusion
of funding for sidewalk cleaning. Mr. Moore responded that is not just for sidewalk sweeping, but
includes pressure washing to remove gum, etc. Mr. Polehna questioned not providing funds to
purchase that machinery, rather than putting all the money into kiosks and decorations.
Mr. Moore provided an update on this year's beautification program, noting the plantings went
well. He said some new plantings were added along Water and Chestnut and at the south end
of town by the Stillwater sign; he said the sign is being repainted, with some shrubs added. He
also noted there are six refurbished banners up in the downtown area. Ms. Amrein pointed out
some of the decorative pavers in the sidewalk have been damaged or have disappeared; Mr.
Moore said crews will be working on fixing those problems. Ms. Amrein noted the proposed
budget has been prepared with input from the Convention and Visitors' Bureau. Mr. McGarry
moved to approve the proposed 2012 fiscal budget as presented; Mr. Stiff seconded the motion.
Motion passed unanimously.
INFORMATIONAL ITEMS
Elks Tree Selling — Mr. Moore noted the Council had approved the annual tree sale by the Elks
Lodge.
Harvest Fest — Mr. Moore noted the Council had also approved the Harvest Fest. Mr. Polehna
pointed out that Council had approved this request prior to it coming to the Commission
because of an issue with sponsorship that could have put an end to the event.
Additional items — Mr. Moore told the Commission the Ramsey Grove and Triangle Park play
equipment has been delivered, the old equipment removed from both parks, with installation to
begin later in the week of the meeting. He said some items were salvaged from Ramsey Grove
and will be moved to the upper Croixwood /Northland area. Mr. Moore explained the play
equipment will be placed in a new location at Croixwood to comply with safety standards. On a
question by Ms. Snellman, Mr. Moore said the entrance area to the upper park area will be
cleaned up.
COMMISSION ITEMSITOPICS
Ms. Amrein asked if staff had heard from the Eagle Scout candidate who had appeared at the
last meeting; Mr. Moore said he had heard nothing more. Mr. Pogge provided an update on the
Zephyr trail plans. Ms. Amrein said she thought dog park supporters would be making a
presentation at the October meeting. Mr. Moore stated the proponents of the dog park are

Approval of minutes Ms. Amrein noted a misspelling of Mr. Moore's name on the last page of
the September 26, 2011, minutes. Ms. Snellman, seconded by Ms. Peterson, moved approval
of the minutes as corrected. Motion passed unanimously.
OPEN FORUM
Eagle Scout candidate Andrew Tomten told the Commission he has re- thought his previous
project and would now like to do a kiosk and mile markers around Lake McKusick. He said he
would to do a kiosk by the parking lot; he said he thought of marking two routes around the lake,
a two -mile route and a four -mile route, with markers placed each half -mile. He said he would
include trail maps of both routes at the kiosk. He presented possible designs /routes to the
Commission. Ms. Amrein noted that design standards for kiosks was on the evening's agenda
and invited Andrew to stay and receive that input. Andrew said he would work with staff on
details. Mr. Brandt moved concept approval of the Eagle Scout project, with details to be worked
out with staff. Mr. Christensen seconded the motion. Mr. Christensen noted that the four -mile
route utilizes a portion of the new state trail and asked whether that portion of the trail would be
marked after the new trail is completed; Mr. Tomten responded in the affirmative. Motion
approving the concept passed unanimously. Mr. Polehna suggested that developing a map of
City walking routes might be a good future Eagle Scout project.
ACTION ITEMS
Millbrook Park Fields — Mr. Moore explained that the St. Croix Valley Baseball Association is
interested in assisting the City in developing a field at Millbrook Park for younger -age players.
He said the Association would be looking to add some amenities at the field similar to what the
Association has done at the Public Works field. John Rooney, Chuck LeRoux, and Dan Wald of
the Baseball Association were present to discuss their proposal. The spokesperson talked about
the Association's need for additional fields for games and practices and the Association's
mission of not only teaching the game of baseball, but of improving fields throughout the St.
Croix Valley. He also talked of the Association's previous partnership with the City of Stillwater
on improving the fields at the Public Works site and said they would like to do the same type of
thing at Millbrook. The Association's representative said they would be willing to invest up to
$25,000 in the field for scoreboard, dugouts, batting cages and maintenance box and pad for
daily grooming; he said that would require utilizing a lot of volunteer efforts and soliciting
donations of materials. Mr. Moore said when the Association approached him, he looked at a
number of different fields and said the Millbrook field is about the only one with available parking
that could handle the amount of people that likely will be present on a regular basis. Mr.
Polehna asked about the possibility of using temporary outfield fences, rather than permanent
fencing, which would limit the use of the field to baseball. The Association spokesperson said

that might be possible; he said the Association is more interested in getting the field operational
than the type of fencing that might be utilized. There was discussion about the amount of space
available; it was noted due to space, this field will be limited to use by 10- and 11- year -old
players and younger. On a question by Ms. Amrein, the Association's spokesperson said the
field would be utilized Monday through Thursdays, with Fridays utilized primarily for makeup
games; he said fields also are utilized some weekends for tournaments.
Ms. Amrein noted an open house for Millbrook residents was held at the last Commission
meeting and those in attendance were informed about this possible partnership; she said while
no one opposed, there were some questions about parking. The Association spokesperson said
they have learned that they need to schedule some additional time between games to alleviate
parking issues; in discussion, it was noted that the Millbrook parking lot will be larger than the
one at Public Works, where parking has not been an issue. Mr. Moore also pointed out at
Millbrook there is an opportunity for on- street parking, which is not available at Public Works.
Mr. Brandt asked if this would preclude the use of the field for softball, saying he had heard
there was a shortage of softball fields for younger children. Mr. Moore stated the City has been
working with the School District on scheduling.
Ms. Amrein moved to accept the concept of working with the St. Croix Valley Baseball
Association in using the available field at Millbrook Park, with the Association to work out details
with City staff. It was noted this would be a recommendation to Council. Mr. Stiff seconded the
motion; motion passed unanimously.
City Wide Kiosk Design Standards — Mr. Moore said he had been approached by residents
around McKusick Lake regarding the possibility of building and installing several kiosks. He said
those residents proposed a design, which staff reviewed. Mr. Moore also provided graphics of
several another designs. He said staff would like to consider materials, noting that the McKusick
residents had proposed a copper roof, which would be very costly to repair /replace; he
suggested materials should be as maintenance -free as possible. He suggested the Commission
should also discuss where it wants kiosks to be placed, noting he had recently talked with
another Eagle Scout candidate about a kiosk project. There was discussion as to what would be
posted at the kiosks, which might determine the size and materials to be used in construction.
Ms. Peterson noted the intent is to have something an Eagle Scout could build, rather than
purchasing a pre -made structure; there was discussion as to whether a roof was necessary. Ms.
Amrein said she would favor a design where notices could be changed easily. Mr. Christensen
pointed out the intent of a kiosk is education. Mr. Stiff noted that the new state trail would be
coming through the City and asked what style the DNR would be utilizing for its kiosks. Mr.
Polehna said the Gateway Trail goes through a County park and the DNR uses the County
kiosks for its signs. Ms. Amrein asked if there was funding for purchasing kiosk accessories to
be incorporated in a homemade structure; Mr. Moore said there is limited funding, which would
have to come out of the maintenance budget. It was noted that Eagle Scout candidates have to
raise funds for their projects, which could include purchasing the pre -made components.
Members expressed preference for having a Plexiglas covering and for one of the design
graphics provided by Mr. Moore. Ms. Amrein moved to allow the Eagle Scout candidate to work
with City staff in developing a kiosk design, taking in consideration the points made by Mr.
Moore and during this discussion. Ms. Snellman seconded the motion; motion passed
unanimously.
Browns Creek State Trail — Planner Pogge noted that planning for the new state trail is under
way, with the first of two open houses held recently. He said the master plan will be released to
