AGENDA 1. Approval of the April 23 2012 Minutes 2. Open Forum - The Open Forum is a portion of the meeting to address the Board on subjects which are not a part of the meeting agenda. The Board may take action or reply at the time of the statement or may give direction to staff regarding investigation of the concerns expressed. Out of respect for others in attendance, please limit your comments to 5 minutes or less. Action Items 3. St. Croix Rec Center Outdoor Field 4. Millbrook Park Commission Items /Topics Park Tour Lowell Park Ice Skating Rink Parks Following the park tour, Park Commissioners will be meeting at the home of Rob McGarry at 1101 Broadway Street N for their annual summer social, please bring a dish to share. No official business will be conducted at that time. CITY OF STILLWATER STILLWATER PARKS AND RECREATION COMMISSION APRIL 23, 2012 Present: Linda Amrein, David Brandt, Scott Christensen, Rob McGarry, Solveg Peterson, Sandy Snellman and Council liaison Mike Polehna Staff present: Tim Moore, Assistant Public Works Superintendent Absent: Don Stiff Chair Amrein called the meeting to order at 7 p.m. Approval of minutes: Ms. Amrein noted a correction to the second paragraph in the action related to the community garden — should be "City policy has been to not allow" ...; she also suggested a change to the wording in Mr. McGarry's comments on page 2 to indicate Mr. McGarry is opposed to privatizing the garden plots on public property "given the history of this particular location." Ms. Amrein suggested in future, an effort be made to identify speakers by name, in addition to address. Ms. Snellman moved to approve the minutes of March 26, 2012, as corrected. Motion passed unanimously. OPEN FORUM No comments were received. ACTION ITEMS Rivertown Art Festival Mr. Moore noted this has been an annual event. He stated this year the festival is being organized by the Chamber and is pretty much the same as in past years, although he stated it may be a bit larger this year. He said plans call for the use of Lowell Park from Myrtle to Nelson Street on both sides of the bridge; he said plans also call for the use of the parking lots from Nelson to the end of the paved area north of Myrtle. Mr. Moore said as the event is completed, staff will charge for services as used. He verified that the organizer will be charged for parking spaces. Ms. Amrein moved to approve the proposal for Rivertown Art Festival May 18 -22, 2012. Mr. McGarry seconded the motion; motion passed unanimously. INFORMATIONAL ITEMS Mr. Moore stated the City is moving along with the Lowell Park improvements. He said the park is starting to take shape and invited commissioners to stop down for a look. He said about 600 yards of dirt has being hauled in and grading has begun on the north end. He said the goal is to have that work completed by the June meeting, when the annual tour of parks usually takes place. He said work on the gazebo is also under way. COMMISSION ITEMS /TOPICS Ms. Amrein asked for an update on the dog park. Mr. Moore said the proposal has gone to the Planning Commission and Joint Board. He said the Joint Board asked that Community Development Director Turnblad provide a list of such facilities in the Twin Cities so members could arrange a tour. Mr. Moore said the proposal had to go to the Planning Commission because of the special use permit requirement. Mr. Polehna asked if dog parks are generally open in the winter; Mr. Moore said he believed that to be the case. Ms. Snellman said there seems to be an increasing number of people using Northland Park to run their dogs; Mr. Moore pointed out that even if a dog park is developed, the City will not change any of its rules Park and Recreation Board Minutes April 23, 2012 Page 2 of 2 regarding dogs in parks. Ms. Amrein spoke of a family with a large dog that frequents the ball field at Lily Lake. Mr. Brandt noted that Otto Berg Park in Stillwater Township is also a popular spot for taking dogs; he suggested the use indicates the demand for such a facility. Ms. Snellman said she didn't think having a dog park will necessarily change the behavior of people taking their animals to a nearby City park. Mr. Polehna noted that Ms. Snellman and Mr. Christensen have been reappointed to serve another term on the Commission. Mr. Christensen asked about the community garden proposal. Mr. Moore said the proposal will be discussed at the May 1 Council meeting. There was a brief discussion about the plans for the relocation of the Shoddy Mill buildings. Mr. Moore also provided some information on plans to move the Zephyr train from its current location. Mr. Polehna told the Commission it appears unlikely that the Legislature will act on funding for the Manning Avenue overpass for the Brown's Creek trail. It was decided to not schedule a meeting in May unless there are some items requiring action. It also was decided to begin the June 25 meeting at 6 p.m. followed by the tour of selected park facilities and gathering at Mr. McGarry's home. It was decided to visit Lowell Park; Mr. Moore suggested visiting parks where the City has skating rinks in preparation for a discussion on the future of skating rinks in the parks. Ms. Peterson said she had received a request that the City revise its ordinance related to beekeeping. Mr. Polehna said the Council currently is looking at that issue. The meeting was adjourned at 7:35 p.m. on a motion by Mr. McGarry, seconded by Ms. Snellman; motion passed unanimously. ✓ h 7r d a ° .n.(vN imp b da11„il1�b...l ' I LL�i1�7 To: Parks and Recreation Commission From: Tim Moore, Assistant Public Works Superintendent`L Doug Brady, Facility Manager Date: June 21, 2012 Re: St. Croix Rec Center Outdoor Field BACKGROUND In 2009 an outdoor skating rink was installed at the St. Croix Rec Center and used for outdoor skating. Earlier this year Doug Brady was approached by the Stillwater Area Lacrosse Association to use the outdoor skating facility for Lacrosse practices starting in the early spring through the first week of August. f D7TINNUILANUT The Stillwater Area Lacrosse Association would like to use this facility Sunday through Thursday nights from 5pm to 9pm. This fits well with their schedule because a number of players also play hockey at the Rec Center. In considering the use of the field during summer season the Parks Commission should review the following items. The use of this field is managed by Rec Center staff. Currently the Rec Center allows the Hockey Association to use half of the outdoor rink in lieu of the Association building the facility. Because of the added costs of management and maintenance of the field, a fee should be charge for the use of the field for the summer. This keeps within the standard operation of the Rec Center charging fees for use of their facilities. Staff has estimated that additional time and expenses to maintain this field would be approximately $1200 for fertilizer, weed control and seed, and would take approximately 50 hours of staff time each summer to maintain. City staff has been working on improving the turf on this field. At this time, it is unknown how much damage the field incurs from flooding over the winter season and how much time it takes each spring to develop an acceptable turf. Stillwater Area Lacrosse Association proposes to contribute $1500 each year for maintenance and to pay a rate of $25 /hour for field use. Use of fields around the Metro area range from $45 to $80 per game (1% hour games). The Rec Center has been approached by other groups interested in using the field for summer recreation. Todd Arens, Coordinator for the Stillwater Area Lacrosse Association and Doug Brady will be present at the Parks and Recreation Commission meeting. RECOMMENDATION The Parks and Recreation Commission will need to determine who uses the field, when and how it is used and provide direction to the Rec Center. Next year we will be adding 1 st graders to our group. This year we will have around 75 players and three teams at our level. We would like to book time as soon as possible for the St. Croix Recreational Center Field for this spring. Next year we are anticipating over 100 kids at our level. These kids all live in the Stillwater school district. Most of our players also play spring hockey with the Maverick's so this makes it very convenient for the parents to have a one stop solution for both hockey and lacrosse in the same night We would like to partner with the city to help make the field outside the St. Croix Recreational Center a great field for the city and a home for our young lacrosse kids. We would like to use the field starting in the spring once the Recreational Center believe the field is ready through August 5th. We would like the first option of renting time between Sunday - Thursday night from 5 - 9 pm at the rate $25 per hour. We will have our full year schedule to Doug by April 1 st for the year so all the open time at the field would be available for the public. We will have a net installed with Doug's approval to protect the warming house at our expense. We will donate $1,500 each spring to help off set the cost of the new sprinkler system and yearly over seeding with high quality fertilizations. Thanks, Todd Todd E. I would say your proposal should have time element possible hours per week, rate for rental that will be the same for all users, a date that you will have priority up to i.e. Jan 1 and the it is opened up to the other groups, and a priority user classification similar to the current one at the Rec Center i.e. City, High School, Associations, Church groups, Citizens of District 834, Citizens outside of the districts. After raising the money and having a first class heating system put in the warming house at the rec center, you know you can count on me to help you make that field top notch. I know that their will be a front end monetary commitment and I will be willing to make that on behalf of Stillwater Lacrosse. This location is the only one that works because 70% of our players are playing Spring hockey at the Rec Center already. This makes it easy for the parents to have a 5:00 pm Mavericks hockey practice and then a 6:30 pm Lacrosse practice at the same place. Let me know the next steps to get a long term great plan in place. Mr. Pohlena asked for a motion to present to the Council for ap- proval of funding to proceed with the master plan process. Ms. Snellman moved. Mr. McGarry seconded. Motion carried. Outside Skating Areas for 2004 -05 Ms. Amrein inquired if this was the same as last year. Mr. McGarry said he thought it was. Mr. Kriesel asked the size of the Oak Park rink. Mr. Polehna responded that he didn't know but it was quite small. Mr. Kriesel questioned keeping Benson Park going because it is so small and not used a lot. Mr. McGarry said he would like to know how much more effort would be needed to make some of the smaller rinks bigger and/or bet- ter. If it can't be done, perhaps the smaller ones shouldn't be maintained. Mr. Russell stated that he didn't think there was a good sense of how many people use the rinks. Mr. McGarry commented that the last few winters have not been very conducive to outdoor skating. Mr. Pohlena remarked that the old high school had a nice rink and suggested that that be resurrected. It also has a warming house. Mr. Russell will pass the comments on. The group suggested that. only 3 -4 good sized rinks should be maintained. The small rinks should be eliminated. Other Items a. CR5 /62 °6 Curve Crest and Brown's Creek Trail Improvements Mr. Pohlena com- mented that it was great. The link by Deer Path needs to be completed. Mr. Russell said he thought the trails were plowed but were lower in priority than the streets. Mr. Russell reported that Friday was volunteer day for Brown's Creek. There were about 50 people in attendance. A lot of good maintenance work was completed in three hours. Mr. Russell stated there were plans to have an alumni ski race on New Year's Day to raise money for new uniforms. Mr. Russell asked if the group could host the race at Brown's Creek. The Board said that was fine. b. December Meeting Mr. Polehna asked if there was any public building where the group could meet and have a Christmas party afterward. Mr. Pohlena offered to host it. The meeting will be at the government building and will then adjourn to the Pohlena home. Everyone will bring some finger /snack foods. The date is Monday, December 20 at 7:00 p.m. Ms. Amrein asked if the Council had taken any action on Kolliner Park. Mr. Kriesel said there was a resolution to keep it in its natural condition. Ms. Amrein asked about Kroc money for the community center. Mr. Polehna said he had written e- mails, sent letters and made phone calls but had gotten no response. He will attend the meeting on Friday morning.
