Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday,
January 14, 2004 at 8:30 A.M.
Commissioners Rheinberger and O'Brien present. Commissioner Thompson absent.
President O'Brien presiding. Also present was Jim Tholen and union representative Kent
Korman.
On motion of Commissioner Rheinberger, duly seconded by Commissioner O'Brien,
both voting "Aye ", the minutes of the November 12, 2003 and December 10, 2003
regular meetings were read and approved as written.
On motion of Commissioner Rheinberger, duly seconded by Commissioner O'Brien,
both voting "Aye ", December's bill Resolution No. 1320 is hereby ratified.
On motion of Commissioner Rheinberger, duly seconded by Commissioner O'Brien,
both voting "Aye ", Resolution No. 1321 was approved for payment.
Jim Tholen reported to the Board on two main breaks this season and a few frozen water
meters.
On motion of Commissioner Rheinberger, duly seconded by Commissioner O'Brien,
both voting "Aye ", the following dates are set for regular board meetings in 2004:
February 11th March 10th April 14th May 12th June 9th July 14th
August 11th September 8
th October 13th November 10th December 8th
On motion of Commissioner Rheinberger, duly seconded by Commissioner O'Brien,
both voting "Aye ", the following is a list of depositories for 2004:
US Bank, Central Bank, Jennings State Bank, Eagle Valley Bank, First State Bank
Bayport, Wells Fargo Bank, Lake Elmo Bank.
After reviewing the Capitol Outlay budget for 2004, on motion of Commissioner
Rheinberger, duly seconded by Commissioner O'Brien, both voting "Aye ", it is accepted
as presented.
On motion of Commissioner Rheinberger, duly seconded by Commissioner O'Brien,
both voting "Aye ", the 2004 Revenue Budget is accepted as presented.
On motion of Commissioner Rheinberger, duly seconded by Commissioner O'Brien,
both voting "Aye", the 2004 Expenditure Budget is accepted as presented.
Jim Tholen requested permission from the Board to purchase a new garage door for the
Wilkins Street Station, chlorine scales and a drinking fountain.
After discussion, on motion of Commissioner Rheinberger, duly seconded by
Commissioner O'Brien, both voting "Aye ", permission is hereby granted to purchase said
items, all of which are in the 2004 budget.
The Board was informed that new employee Kenneth Stanley had started on January 5,
2004 and things are going along just fine.
The Board was informed that year -end accounts receivables were $7,154.83, with the
actual amount being $69,152.88. This is $13,000.00 higher than last year.
Manager McKnight distributed the year -end pumping reports, with no action taken.
Union representative Kent Korman was on hand to answer any questions the Board
might have about the union proposal.
Because there was no December meeting, no counter offer has been made at this time.
On motion of Commissioner Rheinberger, duly seconded by Commissioner O'Brien,
both voting "Aye ", the meeting was adjourned to executive session.

President O'Brien called the Executive Session meeting to order.
Commissioners O'Brien and Rheinberger present. Commissioner Thompson absent.

The union contract proposal was discussed with the Board telling Manager McKnight to
respond with a counter offer.
There being no further business, on motion of Commissioner Rheinberger, duly
seconded by Commissioner O'Brien, both voting "Aye ", the meeting was adjourned.

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday,
February 11, 2004 at 8:30 A.M.
All Commissioners were present. President O'Brien presiding. Also present was Jim
Tholen.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye ", the minutes of the January 14, 2004 regular meeting were read and
approved as written.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye ", the minutes of the January 14, 2004 executive session were read and
approved as written.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye" Resolution No. 1322 was approved for payment.
Jim Tholen reported that there has been one service leak and one main break in the last
month. Also with the cold weather we experienced many frozen water meters.
Jim Tholen presented the Board with a letter of retirement, scheduled for April 30, 2004.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye ", the Board accepts Jim's letter of retirement and his severance package
will include banked sick leave, 2004 vacation days, updated longevity pay, and continued
hospitalization coverage for his spouse and himself, effective April 30, 2004.
Manager McKnight requested that the Board approve the purchase of new truck radios.
This item is in the 2004 budget.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye ", new truck radios can be purchased for a price of $5,700.00.
Manager McKnight brought up the matter of having the City water system checked for
leaks. TKDA will do a leak survey of the town for $4,000.00, which is a budgeted item.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye ", the leak detection survey is approved.
Commissioner Rheinberger asked about the union negations and was informed that we
are in negotiations and that a contract should be present for Board approval by the next
meeting.
The following items were discussed, with no action taken:
1. Accounts receivable balance as of January 31, 2004 was $19,637.06, with the
actual amount being $132,799.17. This is $32,000.00 higher that one year ago.
2. Preliminary costs for Dutchtown watermain are $230,000.00. We should have a
firm figure at the next meeting.
3. The auditors will be here February 12th
& 13th
4. Next meeting date is March 10th
There being no further business, on motion of Commissioner Thompson, duly seconded
by Commissioner Rheinberger, all voting "Aye ", the meeting was adjourned.

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday
March 10, 2004 at 8:30 A.M.
All Commissioners were present. President O'Brien presiding. Also present were Jim
Tholen and Tom Corman.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye', the minutes of the February 11, 2004 regular meeting were read and
approved as written.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye", Resolution No. 1323 was approved for payment.
Jim Tholen reported that there was one service leak in the last month, highway 95 sewer
work has started, and Settlers Glen 6th Addition will be starting soon.
Jim Tholen requested permission to purchase a pipe locator for $3,700.00. This is a
budgeted item for 2004.
After discussion, on motion of Commissioner Rheinberger, duly seconded by
Commissioner Thompson, all voting "Aye", a pipe locator will be purchased for
$3,700.00.
Jim Tholen also brought up the possibility of hiring another employee for the back. This
matter was discussed and will be watched as to how projects are going this year.
Manager McKnight reviewed the quote from Veit & Company for the installation of
new watermain along highway 95 from Elm to the railroad bridge in Dutchtown.
After discussing, on motion of Commissioner Thompson, duly seconded by
Commissioner Rheinberger, all voting "Aye", the Board will proceed with this new
watermain installation at a price of $172,000.00 for installation and approximately
$60,000.00 for plans, specs, engineering, etc. for a total of $232,000.00. This item is in
the 2004 budget.
The board was informed that the accounts receivable balance for February 29, 2004 was
- $3,567.96. The actual amount if $94,488.14. This is $20,000.00 higher than last year.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye ", the meeting was adjourned to executive session.

All Commissioners were present.
The purpose of this executive session is to make a counter offer to Union #49 of their
proposal dated March 1, 2004.
After much discussion, Manager McKnight was instructed to submit a counter proposal
to Union #49.
There being no further business, on motion of Commissioner Thompson, duly seconded
by Commissioner Rheinberger, all voting "Aye ", the meeting was adjourned.

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday
April 14, 2004 at 8:30 A.M.
All Commissioners were present. President O'Brien presiding. Also present were Jim
Tholen and Tom Corman.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye", the minutes of the March 10, 2004 regular meeting were read and
approved as written.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye", the minutes of the March 10, 2004 executive session were read and
approved as written.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye", Resolution No. 1324 was approved for payment.
Jim Tholen reported on tapping in the Orrin Thompson development, a new hydrant
installation on Olive Street and that the Dutchtown watermain should begin in about three
weeks.
The Board was informed that Commissioner Rheinberger's term expires on June 30,
2004. Commissioner Rheinberger expressed his willingness to again serve on the Board,
therefore Manager McKnight will send a letter to Mayor Kimble requesting
Commissioner Rheinberger 's reappointment to the Board for a three year term.
The accounts receivable balance as of March 31, 2004 was -$33,802.93. The actual
amount is $59,117.59. This is $12,000.00 higher than last year.
Much discussion was held regarding Union #49 proposal #4. The Board instructed
Manager McKnight to offer a counter proposal for the union's consideration.
Tom Corman talked to the Board regarding the retirement of Jim Tholen on April 30th
and what his position would be and what it would consist of.
There being no further business, on motion of Commissioner Thompson, duly seconded
by Commissioner Rheinberger, all voting "Aye", the meeting was adjourned.

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday May
12, 2004 at 8:30 A.M.
All Commissioners were present. President O'Brien presiding. Also present was Tom
Corman.
On motion of Commissioner Thompson duly seconded by Commissioner Rheinberger,
all voting "Aye ", the minutes of the April 14th, 2004 regular meeting were read and
approved as written
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye ", Resolution No. 1325 was approved for payment.
Tom Corman reported that all work held over from the winter has been completed. Also
that the Dutchtown watermain replacement is proceeding as planned but that the
contractor had hit the old main and we shut the water off twice last week.
Tom requested permission to seal coat two driveways, Sunrise Avenue and Orleans
Street for a total price of $1,350.00. This is in the 2004 budget.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye ", seal coating will be done for a price of $1,350.00.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye ", Resolution No. 1326 was adopted:
RESOLUTION OF APPRECIATION
NO. 1326
WHEREAS, the retirement of our employee of long standing, JAMES L. THOLEN,
from his position as Supervisor of Distribution of the Board of Water Commissions
presents a suitable opportunity for expressing our appreciation to him as a most faithful .
and courteous public servant and the respect in which he is held as a private citizen;
THEREFORE, BE IT RESOLVED, that the thanks of this meeting and the community
are due to JAMES L. THOLEN for the able and efficient manner that he has served,
Stillwater Water Department during his 31 years of service, and that;`, we sincerely regret
his decision to retire.

seconded by Commissioner Thompson, all voting "Aye ", effective May 2, 2004 Tom
Corman is promoted to "Foreman" with a six month probationary period and the wage
increase reflected in the union contract.
After discussion, on motion of Commissioner Thompson, duly seconded by
Commissioner Rheinberger, all voting "Aye ", effective May 2, 2004 Jim Tibbetts and
John Crimmins are promoted to Water Maintenance II with the wage increase reflected in
the union contract.
Manager McKnight informed the Board of on going union negotiations.
Discussion was held regarding Kellie Knowles wage for 2004 and it was decided to
delay this until the union contract is settled.
The following items were discussed, with no action taken:
1. Accounts receivable balance for April 30, 2004 was - $29,060.16. The actual
amount was $116,711.54. This is $21,000.00 higher than last year.
2. 150 shut -off notices for over $32,000.00 were mailed out May 4th

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday June
9, 2004 at 8:30 A.M.
All Commissioners were present. President O'Brien presiding. Also present was Tom
Corman.
On motion of commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye", the minutes of the May 12, 2003 regular meeting were read and
approved as written.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye", Resolution No. 1327 was approved for payment.
Tom Corman reported on a leak repaired by the Fire Department, that the Dutchtown
watermain replacement is finished and in operation, North Hill sewer and water project
and work being done in the Orrin Thompson development.
After reviewing the monthly finance statements, on motion of Commissioner Thompson,
duly seconded by Commissioner Rheinberger, all voting "Aye", they are accepted as
presented.
The Board received a letter from building official City Shilts requesting a reduction in
the WAC charge for families in the North Hill sewer and water project area with low to
moderate incomes. They estimate that there would be 20-30 households affected.
After much discussion, on motion of Commissioner Rheinberger, duly seconded by
Commissioner Thompson, all voting "Aye", the Water Department will lower the WAC
fee charged for all existing residences in the North Hill sewer and water project area to
$500.00 per hook-up.
Manager McKnight informed the Board that an agreement has been reached with Union
Local #49 for a three (3) contract that runs from January 1, 2004 through December 31,
2006.
After discussion, on motion of Commissioner Thompson, duly seconded by
Commissioner Rheinberger, all voting "Aye", the Board accepts the contract as proposed
and signed said contract.
The matter of wage increase for Kellie Knowles was presented by Manager McKnight
and after discussion, on motion of Commissioner Thompson, duly seconded by
Commissioner Rheinberger, all voting "Aye", Kellie Knowles wage for 2004 will
increase by $100.00 per month.
The following items were discussed, with no action taken:
1. Accounts receivable balance as of May 31, 2004 was -$59,394.04. The actual
amount is $75,937.61. This figure is $12,000.00 higher than last years.
2. The City Council reappointed John Rheinberger to the Water Board at their May
4th meeting.
3 The 2003 audit report was distributed to the Board. They will look it over and act
on it at the July meeting.
4. The roof at station #9 is leaking. Bruette Roofing will be fixing the problem as a
cost of $700,00 to $1,000.00.

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday, July
14, 2004 at 8:30 A.M.
All Commissioners were present. President O'Brien presiding. Also present was Tom
Corman and Shawn Sanders, City Engineer.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye ", the minutes of the June 9, 2004 regular meeting were approved as
written.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye ", Resolution No. 1328 was approved for payment.
City Engineer Shawn Sanders was present to discuss the replacing of the 6" watermain in
Lakeside Drive. Shawn explained because of sewer excavation to depths of 20 feet he
felt that there would be a greater chance of watermain breaks in the future because of
poor compaction under our current watermain. The estimated costs to replace 430 feet of
main are $20,779.00.
After much discussion, on motion of Commissioner Thompson, duly seconded by
Commissioner Rheinberger, all voting "Aye ", the Water Board will replace all of the
existing watermain in Lakeside Drive; this will add another 275 feet of new watermain to
the original 430 feel proposed.
Tom Corman reported on the progress of the Dutchtown sewers and water project.
The Board received the 2003 audit report and on motion of Commissioner Rheinberger,
duly seconded by Commissioner Thompson, all voting "Aye ", the annual report for 2003
was approved as submitted. The Secretary will transmit a copy of said report to the City
Clerk as provided in Article XIII, Section 12 of the City Charter.
Manager McKnight presented the Board with a 2004 wage and benefit table. After much
discussion, on motion of Commissioner Thompson, duly seconded by Commissioner
Rheinberger, all voting "Aye ", effective August 1, 2004 the hourly rate charged for
services from the Board of Water Commissioners will increase from $30.00 to $35.00 per
hour.
Ken Stanley has successfully completed his 6-month probationary period; therefore on
motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger, all
voting "Aye", Ken Stanley is a permanent employee of the Board of Water
Commissioners.
The following items were discussed, with no action taken:
1. Accounts receivable balance as of June 30, 2004 was -$78,116.91, the actual amount
is $47,667.43. This is $1,000.00 lower than last year.
2 The pressure-reducing valve for the Dutchtown project will cost approximately
$35,000.00.
There being no further business, on motion of Commissioner Thompson, duly seconded
by Commissioner Rheinberger, all voting "Aye", the meeting was adjourned.

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday,
August 11, 2004 at 8:30 A.M.
All Commissioners were present. President O'Brien presiding. Also present was Tom
Corman and Mark Wahl of Lake Elmo.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye", the minutes of the July 14, 2004 regular meeting were read and
approved as written.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye", Resolution No. 1329 was approved for payment.
Tom Corman reported on the continuing construction in the Dutchtown and Macey Way
areas of the City.
Tom also made the Board aware of the repair of a watermain leak on Second and
Wilkins Street.
Tom informed the Board that new tires for two of our trucks and a small snow blower
should be purchased before winter.
Manager McKnight reported that accounts receivable were -$2,518.02, with the actual
amount being $131,588.65. This is $25,000.00 higher than one year ago, and that 93 shut
off notices were mailed for over $10,000.00.
Manager McKnight also informed the Board of a billing error resulting in a $7,650.00
refund to Liberty Homeowners Association. The refund goes back to August 2002 when
the accounts were originally turned on.
Commissioner Rheinberger brought up the process of residences that hook to City sewer
but not City water. Manager McKnight said that there are four or five cases like this in
town and that we read water meters hooked to their wells and send the information to the
City for billing purposes. Also discussed was the passing of a resolution to make people
hook up to water if it is available. Manager McKnight is working on this and should
have something ready for the next Board meeting.
Commissioner Rheinberger also asked about a rate increase and was informed that after
the October billing we would have a better idea of what the financial situation is and if
rates were to increase it would most likely be after January 1, 2005.
Commissioner Rheinberger mentioned the lack of water flowing into Mrs. Aiple trout
pond on North Main Street. This has slowed considerably when the new watermain to
Dutchtown was put into service because of a 50,000 gallon per day leak that was on the
old main.

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday,
September 8, 2004 at 8:30 A.M.
All Commissioners were present. President O'Brien presiding. Also present was Tom
Carman.
Commissioner Thompson questioned the reference in the minutes regarding the
connecting of city sewer and water that was discussed at the last meeting. Manager
McKnight explained that it would be taken care of with Resolution No. 1331 today.
Therefore, on motion of Commissioner Thompson, duly seconded by Commissioner
Rheinberger, all voting "Aye", the minutes of the August 11, 2004 regular meeting were
approved as written.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye", Resolution No. 1330 was approved for payment.
Tom Corman reported on the Dutchtown sewer and water project, with phase three
beginning shortly and Orrin Thompson's continuing construction on Macey Way.
After discussion, on motion of Commissioner Thompson, duly seconded by
Commissioner O'Brien, both voting "Aye", Commissioner Rheinberger, voting "Nay"
Resolution No. 1331 is hereby adopted.
The following items were discussed with no further action taken:

RESOLUTION NO. 1331
Resolved by the Board of Water Commissioners, of the City of Stillwater,
that effective September 8, 2004, any building within the city which has city water
available to it must connect to the city water system if and when they connect to the city
sewer system, or upon a sale or transfer of title to the property. Any new
building built within the city, which is on property that has city water service
available must have its plumbing facilities connected to the water system upon
construction.

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday,
October 13, 2004 at 8:30 A.M.
All Commissioners were present. President O'Brien presiding. Also present was Tom
Corman.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye", the minutes of the September 8, 2004 regular meeting were read and
approved as written.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye", Resolution No. 1332 was approved for payment.
Tom Corman reported on hydrant flushing, the Dutchtown area project, Orrin
Thompson's development and a watermain leak on Wildpines Lane that was repaired.
Manager McKnight explained the 2005 Capitol Outlay budget that the Board had
received. Each item was discussed, and the Board will take no action on this until the full
2005 budget is presented for review at the November meeting.
Manager McKnight was approached by the employees and asked to bring up the
possibility of them receiving comp time instead of pay for working overtime hours.
After much discussion, on motion of Commissioner O'Brien, duly seconded by
Commissioner Thompson, all voting "Aye, comp time will be allowed on a six (6) month
probationary period effective October 17, 2004, a cap of forty (40) hours will be set and
time off is at the discretion of the Manager.
Tom Corman asked the Board about getting winter jackets, updating windows and siding
at our pumphouses and a computer link with the City for the watermain base map.
The Board informed Tom that these items should be discussed with the Manager and
then brought to the Board.
The Board was informed that the accounts receivable balance for September 30, 2004
was -$99,796.55. The actual amount is $54,179.86. This is $6,000.00 higher that last
years.
There being no further business, on motion of Commissioner Thompson, duly seconded
by Commissioner Rheinberger, all voting "Aye", the meeting was adjourned.

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday,
November 10, 2004 at 8:45 A.M.
All Commissioners were present. President O'Brien presiding. Also present was Tom
Corman.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye", the minutes of the October 13, 2004 regular meeting were read and
approved as written.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye", Resolution No. 1333 was approved for payment.
Tom Corman reported on a hydrant replacement and two water leaks. Also the flushing
has been completed and the Dutchtown sewer and water installation is coming to an end.
Manager McKnight discussed the 2005 revenue, expenditure, and capitol outlay budget
with the Board. After discussion, the Board will look the budget over and take action at
the December meeting.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye", the depositories for the Board in 2004 are as follows:

On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye", the following dates are set for the 2005 Board meetings. All meetings
will begin at 9:00 A.M.
January 12th February 9th March 9th April 13th May 11th
June 8th July 13th August 10th September 14th October 12th
November 9th December 14th
President O'Brien suggested that all future Board meetings begin at 9:00 A.M. This was
agreeable to everyone starting with the December 2004 meeting.
Tom Corman informed the Board that his six- month probationary period for Foreman
was over November rt, 2004. Therefore on motion of Commissioner Thompson, duly
seconded by Commissioner Rheinberger, all voting "Aye", Tom Corman is named
permanent Foreman of the Board of Water Commissioners.
The following items were discussed, with no action taken:
1. Accounts receivable balance as of October 31, 2004 is $59,344.77. The actual
amount is $204,810.30. This is $7,000.00 higher than last years.
2. The Christmas party is set for Friday, December 10, 2004 at the Stillwater Depot.
There being no further business, on motion of Commissioner Thompson, duly seconded
by Commissioner Rheinberger, all voting "Aye", the meeting was adjourned.

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday
December 8, 2004 at 9:00 A.M.
All Commissioners were present. President O'Brien presiding. Also present were Tom
Corman and Mike Downs.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye", the minutes of the November 10, 2004 regular meeting were read and
approved as written.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye", Resolution No. 1334 is approved for payment with the addition of a bill
from Ohio Casualty Group in the amount of $1,895.62.
Mike Downs was present to request a 1" private line to serve a house he is constructing
at 215 Moore St. W.
After discussion, on motion of Commissioner Thompson, duly seconded by
Commissioner Rheinberger, all voting "Aye" seeing how there is no water service
available in Moore Street, Mike Downs is allowed to run a 1" private water line from the
Fourth Street watermain to serve his home at 215 Moore St. W. along a 10 foot easement
from Fourth Street.
Tom Corman reported on one main leak, the rap up of the Dutchtown project and general
work being done by the crew.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye", the designated fund balance set for December 31, 2004 is $500,000.00.
This will be for the construction of a new well to serve future consumers.
Manager McKnight explained the 2005 Capitol Outlay, Revenue, and Expenditure
budgets to the Board.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye", the 2005 Capitol Outlay budget as presented was approved.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye", the 2005 Expenditure budget was approved as presented.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye, the 2005 Revenue budget was approved as presented.
Discussion was held regarding the Boards current policy of tapping watermains in the
City. By eliminating this practice in new developments that come into the City we will
free up manpower to do other jobs and avoid the hiring of an additional employee.
Therefore, on motion of Commissioner Thompson, duly seconded by Commissioner
Rheinberger, all voting "Aye", effective immediately, the Stillwater Water Department
will no longer tap watermains for new developments that come into the City. We will
continue to do the various taps around town required by contractors doing repairs, etc.
Kellie Knowles 2005 salary was discussed. On motion of Commissioner Thompson,
duly seconded by Commissioner Rheinberger, all voting "Aye", effective December 26,
2004, Kellie Knowles wage for 2005 will increase $1,248.00 for the year, which is a $.60
per hour increase, the same as the union members will receive.
The following items were discussed, with no action taken:
1. Accounts receivable balance as of November 30, 2004 was $28,879.33. The
actual amount is $131,284.53. This is $2,000.00 higher than last year.
2. Phase 1 of our wellhead protection plan has been sent into the State Health
Department for review.
There being no further business, on motion of Commissioner Thompson, duly seconded
by Commissioner Rheinberger, all voting "Aye", the meeting was adjourned.
