Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday,
January 12, 2005 at 9:00 A.M.
All Commissioners were present. President O'Brien presiding. Also present was Tom
Corman.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye ", the minutes of the December 8, 2004 regular meeting were read and
approved as written.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
both voting "Aye ", Resolution No. 1335 was approved for payment.
Tom Corman reported on one main leak and two service leaks in the past month. He
also informed the Board of getting all winter equipment ready for the season.
Manager McKnight informed the Board that effective January 5, 2005 employee
Kenneth Stanley had left the Water Departments employment.
Discussion was held regarding hiring a replacement for him and it was decided to go
with applications already on file. Candidates will be interviewed this week and we hope
to hire someone with a February 1, 2005 starting date.
President O'Brien brought up a conversation he had with a citizen regarding
Commissioners Rheinbergers term on the Board seeing that he is no longer a Council
person.
There was much discussion and in the end we concluded that Commissioner Rheinberger
will serve until his term expires in 2007 and at that time he may reapply for a new term if
he wishes.
Accounts receivable balance as of December 31, 2004 was - $39,202.92. The actual
amount is $69,297.52. This is the same amount as last year.
There being no further business, on motion of Commissioner Thompson, duly seconded
by Commissioner Rheinberger, all voting "Aye ", the meeting was adjourned.

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday
February 9, 2005 at 9:00 A.M.
All Commissioners were present. President O'Brien presiding. Also present was Tom
Corman.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye ", the minutes of the January 12, 2004 regular meeting were read and
approved as written.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye, Resolution No. 1336 was approved for payment.
Tom Corman reported on two main breaks and one service that froze in the past month.
Also we have one person on a by -pass until the spring. Trees have been removed from
the Tower Drive tank area, Terra Springs has three buildings turned on and that the
Liberty area is completely full.
Tom also introduced our new employee Andy Straus to the Board.
Manger McKnight explained the 2004 pumping reports to the Board and answered their
questions regarding it.
Three bids were received for the purchase of two trucks, they were as follows:

After discussion, on motion of Commissioner Rheinberger, duly seconded by
Commissioner Thompson, all voting "Aye ", Stillwater Motors is awarded the bid for two
trucks at a net cost of $26,000.00.
Two bids were received for the replacement of windows at the Olive Street and Fourth
Street stations, they were as follows:
J B Contracting $ 7,400.00 for Crestline windows
$10,924.00 for Andersen windows
Barton Construction $ 8,100.00 for Crestline windows
After discussion, on motion of Commissioner Thompson, duly seconded by
Commissioner O'Brien, both voting "Aye, Commissioner Rheinberger abstaining because
he owns Andersen stock, J B Contracting is awarded the bid for window replacement
with Crestline windows for the bid price of $7,400.00.
Manager McKnight informed the Board that he received a quote from Springborn
Heating & Air Conditioning for the replacement of the small furnace that heats the office
area at a price of $2,149.00.
After discussion, on motion of Commissioner Thompson, duly seconded by
Commissioner Rheinberger, all voting "Aye ", Springborn Heating & Air Conditioning
will replace the office furnace.
The Board was informed the accounts receivable balance for January 31, 2005 were
$19,160.17, with the actual amount being $133,400.02. This figure is the same as last
years.
There being no further business, on motion of Commissioner Rheinberger, duly
seconded by Commissioner Thompson, all voting "Aye ", the meeting was adjourned.

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday,
March 9, 2005 at 9:00 A.M.
All Commissioners were present. President O'Brien presiding.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye" the minutes of the February 9, 2005 regular meeting were read and
approved as written.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye" Resolution No. 1337 was approved for payment. Commissioner
Thompson questioned the payment to the State Treasurer for PERA and was told that this
is the employee's retirement account.
Manager McKnight explained a proposal from Automatic Systems Company for an
update of our telemeter system for pump controls. This upgrade would put everything on
to a computer and get rid of our current manual controls, which parts are getting hard to
come by.
After discussion, on motion of Commissioner Thompson, duly seconded by
Commissioner Rheinberger, all voting "Aye ", Automatic Systems Company will install a
control system upgrade for a quoted price of $36,140.00. This item was budgeted for in
2005.
Manager McKnight explained quotes received from Century Power Equipment for the
replacement of our current riding and push lawnmowers.
After discussion, on motion of Commissioner Rheinberger, duly seconded by
Commissioner Thompson, all voting "Aye ", Century Power Equipment will supply us
with a new push mower for a price of $692.65 and a new riding lawn mower for a price
of $6,470.94. These prices include the trade -in of our two old mowers. These items are
also budgeted for in 2005.
The budget also calls for the purchase of four chlorine scales at a price of $4,000.00.
With this purchase, all of our pump stations will be equipped with scales and we will not
be returning partially filled containers.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye ", Manager McKnight can purchase the four scales.
Manager McKnight informed the Board of a watermain leak that had been repaired on
Sunday February 20th and that this repair will also include fixing a home owners retaining
wall and yard in the spring.
The Board was also made aware that Tom Corman and Andy Straus would be attending
the Minnesota Section AWWA water school in April.
Accounts receivable balance for February 28, 2005 was - $33,082.30. The actual amount
is $101,385.39. This figure is $7,000.00 higher than last years.

seconded by Commissioner Thompson, all voting "Aye ", the meeting was adjourned.

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday
April 13, 2005 at 9:00 A.M.
All Commissioners were present. President O'Brien presiding.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye ", the minutes of the March 9, 2005 regular meeting were approved as
written.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye ", Resolution No. 1338 was approved for payment.
Manager McKnight reported that in the past month chlorine scales have been installed at
the remaining pump houses, windows have been replaced at Olive and Fourth Street
stations, two new trucks have arrived and that we repaired a service leak on Hill Street.
Two quotes were received for the replacement of the retaining wall at the Fourth Street
station. Bailey Construction for $3,500.00 and Junker Landscaping for $5,500.00.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye ", Bailey Construction is awarded the job of replacing the retaining wall at
the Fourth Street station for a price of $3,500.00.
Manager McKnight informed the Board that Kellie Knowles computer has burnt out.
Also that in six months our meter reading equipment will need an operating system
upgrade.
Because Kellie's computer is no good, two new computers and accessories have already
been ordered. The total price for both is $2,800.00.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye, this purchase is hereby authorized and this motion will ratify the
purchase.
Manager McKnight asked the Board to promote Tom Corman to Supervisor of
Distribution. This is the same position that Jim Tholen held while employed with the
Board. Tom has been doing this job for the past year and things are working smoothly.
After discussion, on motion of Commissioner Rheinberger, duly seconded by
Commissioner Thompson, all voting "Aye ", effective May 1, 2005 Tom Corman will be
promoted to Supervisor of Distribution.
Commissioner Rheinberger questioned the replacement of sidewalk at 814 Willard Street
W. Manager McKnight informed him that the sidewalk would be replaced by Miller
Excavating who did the repair work for the homeowner this spring.
Accounts receivable balance for March 31, 2005 were - $56,243.06, with the actual
amount $63,714.18. This figure is $3,500.00 higher than last year.
There being no further business, on motion of Commissioner Rheinberger, duly
seconded by Commissioner Thompson, all voting "Aye ", the meeting was adjourned.

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday May
11, 2005 at 9:30 A.M.
All Commissioners were present. President O'Brien presiding. Also present was Tom
Corman.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye", the minutes of the April 13, 2005 were read and approved as written.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye", Resolution No. 1339 was approved for payment.
Tom Connan reported that all the spring start up work has been completed, the North
Hill project is being finished and that the fire sprinkler service into St. Michael's old
convent will be done this week.
The Board received a letter from Marshall Erdman & Associates regarding the water
service for the new Stillwater Medical Office building on Curve Crest Blvd. They are
requesting to run a 4" domestic service off the 8" fire service inside the office building.
Currently only a 2" service is allowed off an 8" line.
After much discussion, on motion of Commissioner Rheinberger, duly seconded by
Commissioner Thompson, all voting "Aye", on Manager McKnight's recommendation, a
4" domestic water service will be allowed off the 8" fire sprinkler line to serve the
Stillwater Medical Office building.
Manager McKnight distributed the 2004 audit report from LarsonAllen Consultants.
The Board will look the report over and comment on it at the next Board meeting.
Commissioner Thompson's term expires on June 30, 2005 therefore, on motion of
Commissioner Rheinberger, duly seconded by Commissioner O'Brien, all voting "Aye",
Manager McKnight is instructed to send a letter to the City Council requesting the
reappointment of Bob Thompson to the Board of Water Commissioners for a three year
period.
The following items were discussed with no action taken:
1. Accounts receivable balance for April 31, 2005 was - $39,282.87. The actual
amount is $123,640.94. This is $7,000.00 higher than last year.

Regular Meeting:
The regular meeting of the Board of Water Commissioner was held on Wednesday, June
8, 2005 at 9:00 A.M.
All Commissioners were present. President O'Brien presiding. Also present was Tom
Corman.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye ", the minutes of May 11, 2005 regular meeting were read and approved
as written.
On motion of Commissioner Rheinberger, duly seconded the Commissioner Thompson,
all voting "Aye ", Resolution No. 1340 was approved for payment.
On motion of Commissioner Rheinberger, duly seconded the Commissioner Thompson
all voting "Aye ", the payment to Metro Sales for a new copier is hereby ratified.
Tom Corman reported on the start up of the South Fifth St. reconstruction, the beginning
of the meter reading, Orrin Thompson's 8th addition and some graffiti that had been
applied to our Sunrise station and Lilly Lake tank.
The Board reviewed the 2004 audit report and after some discussion, on motion of
Commissioner Thompson, duly seconded by Commissioner Rheinberger, all voting
"Aye, the annual report for 2004 was approved as submitted. The Secretary will transmit
a copy of said report to the City Clerk as provided in Article XII, Section 12 of the City
Charter.
Manager McKnight received notice from the DNR regarding the updating of our Water
Emergency and Conservation Plans. This has to be finished by October 2006.
The original plan was done in 1996 and has to be updated every ten years.
The cost of the first plan was $7,600.00. T K D A Engineering has proposed to do the
update for a fee not to exceed $5,300.00.
After discussion, on motion of Commissioner Thompson, duly seconded by
Commissioner Rheinberger, all voting "Aye ", T K D A Engineering will prepare the
update for a cost not to exceed $5,300.00
The Board was informed that Andy Straus was getting married on June 18th and seeing
how he just began working for us has no vacation time accrued. He is requesting one
week off without pay for his honeymoon.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye ", Andy Straus is allowed one week off without pay for his honeymoon.
Manager McKnight informed the Board that because of an illness in the office he has
gotten someone to come in and work four hours a day for one week. He said that this
should be a temporary situation and was asking the Board what rate of pay this person
should receive.
After discussion, on motion of Commissioner Thompson, duly seconded by
Commissioner Rheinberger. All voting "Aye ", this person will be paid $14.00 per hour.
The accounts receivable balance for May 31, 2005 was - $71,173.20. The actual amount
is $72,955.04. This figure is $3,000.00 lower than last year.

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday July
13, 2005 at 9:00 A.M.
All Commissioners were present. President O'Brien presiding. Also present was Tom
Corman.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
all voting "Aye ", the minutes of the June 8, 2005 regular meeting were read and
approved as written.
On motion of Commissioner Rheinberger, duly seconded by Commissioner Thompson,
all voting "Aye ", Resolution No. 1341 was approved for payment.
Commissioner Thompson questioned the payment to Manager McKnight of $474.68 for
Sundry Expense, he was told that it is to replenish the petty cash account which normally
has a $500.00 balance. This account is used for postage, C.O.D.'S and other small
purchases.
Tom Corman reported that Andy Straus will complete his six -month probation period at
the end of July. This mater will be taken up at the next board meeting.
Tom also reported on the South Fifth Street and Olive Street reconstruction projects,
Orrin Thompson's eighth addition and the Stillwater Clinic jobs. He also told the Board
of two leaks that will be dug this month.
Commissioner Rheinberger asked if anyone had seen the article in the Gazette regarding
the Library Board requesting help from the Water Department in relocating a watermain
in Mulberry Street for the Library addition.
President O'Brien said Dick Huelsmann had talked to him about it and Commissioner
O'Brien told him to get some figures and come to a board meeting. Manager McKnight
said that he had spoken to the Library Board's president and told him that any action
would have to come from the Water Board but that his position was the cost should be
borne by the Library, seeing how the watermain is in the City street and has been in since
1881. No one has gotten back to Manager McKnight on this situation.
The Board was informed that on June 21, 2005 the City Council reappointed
Commissioner Thompson to a second three -year term on the Board.
An election of officers was held for the Board of Water Commissioners, after much
discussion, John Rheinberger nominated himself for President of the Board; Jim O'Brien
also nominated himself for the position of President.
After more discussion, on a two to one vote, John Rheinberger is the new President of
the Board of Water Commissioners, with Bob Thompson serving as Vice President and
Jim O'Brien as a Board member. The officers and appointments of Board members now
stand as follows:

Vice President Robert Thompson Appointment expires June 30, 2008
Member James O'Brien Appointment expires June 20, 2006
The Board was informed that the accounts receivable balance as of June 30, 2005 was -
$155,409.39. The actual amount is $43,551.98. This is $4000.00 less than last year.

Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday
August 10, 2005 at 9:00 A.M.
All Commissioners were present. President Rheinberger presiding. Also present were
Richard Huelsman and Lynne Bertalmio representing the Stillwater Library and Tom
Abel from A & P Construction, the Library's general contractor. Tom Corman was also
present.
On motion of Commissioner O'Brien, duly seconded by Commissioner Thompson, all
voting "Aye", the minutes of the July 13, 2005 regular meeting were read and approved
as written.
On motion of Commissioner Thompson, duly seconded by Commissioner O'Brien, all
voting "Aye", Resolution No. 1342 was approved for payment.
Richard Huelsman, Lynne Bertalmio and Tom Abel presented the building outline for
the new Library addition. Because the watermain that serves the downtown area will be
within one foot of this additions north wall its relocation is imperative.
Tom Abel discussed three options regarding the removal or replacement of the
watermain.
1. Cut in on Fourth Street and run new pipe underground to Third Street
approximately $45,000.00 to $47,000.00.
2. Abandon the watermain for a two to three month period, excavate, shore up
walls, put foundation in and then replace line. Cost approximately $25,000 to
$30,000.00.
3 Run temporary service above ground from Fourth Street to Third Street and
then abandon this temporary service and leave old main in place.
Much discussion was held regarding these three options. It was decided that option 2 of
abandoning the watermain for a three month period was not possible as fire protection in
the downtown area would be greatly affected.
More discussion was held between options one and three with the final decision being to
go with option one of running a new watermain from Fourth Street to Third Street before
construction begins on the Library on the north side of Mulberry Street.
The Board and Library representatives then discussed the financing of this watermain
replacement.
On motion of Commissioner O'Brien, duly seconded by Commissioner Thompson, all
voting "Aye", the Board of Water Commissioners will contribute $25,000.00 toward the
replacement of the twelve-inch watermain in Mulberry Street.
The Library also requested the abatement of four WAC charges for the project
amounting to $3,200.00.
On motion of Commissioner O'Brien, duly seconded by Commissioner Thompson, all
voting "Aye", the WAC fee for the Library construction project will be waived.
Commissioner Thompson left the meeting at 9:45 A.M.
Tom Corman reported on projects around town including a leak on South Third Street,
the Stillwater Clinic addition and helping the Parks Department in Baron Park.
Manager McKnight informed the Board that a rate increase should take place with the
water bills beginning January 1, 2006. The suggested increase is $.50 per quarter for the
minimum and $.10 per thousand on the overage.
After discussion, on motion of Commissioner O'Brien, duly seconded by Commissioner
Rheinberger, both voting "Aye", Commissioner Thompson absent, water rates will
increase $.50 per quarter minimum and $.10 per thousand overage effective with water
used after the December meter readings. The new rates are as follows:
Minimum rate is $14.00 per quarter inside city and $19.00 per quarter outside city
for up to 10,000 gallons per quarter payable in advance the first day of January,
April, July and October each year (except bills rendered monthly). Balance at
$1.60 per thousand inside city ($2.00 outside city).
The rate for monthly customers will be $1.60 per thousand gallons used.
The Board was informed that employee Andrew Straus has completed his six-month
probationary period. Therefore, on motion of Commissioner O'Brien, duly seconded by
Commissioner Rheinberger, both voting "Aye", Commissioner Thompson absent,
Andrew Straus is hereby a full time employee of the Board of Water Commissioners and
will receive a step increase to Senior Utility Man I with the appropriate wage increase as
per union contract effective August 7, 2005.
Manager McKnight asked the Board for approval to promote Jim Tibbetts and John
Crimmins to Senior Maintenance Man I. This is the top step in the union contract for
them.
On motion of Commissioner O'Brien, duly seconded by Commissioner Rheinberger,
both voting "Aye", Commissioner Thompson absent, Jim Tibbetts and John Crimmins
are hereby promoted to Senior Water Maintenance I with the appropriate wage increase
effective August 7, 2005.
The following items were discussed, with no action taken:
1. Accounts receivable balance as of July 31, 2005 was -$88,971.62. The actual
amount is $125,240.33. This is $6,000.00 lower than last year.
2. The Christmas party will be at the Lowell Inn this year. Manager McKnight
will try to book it for December 17th . If that is not available, he will try for
December 10th

approved as written.
On motion of Commissioner Thompson, duly seconded by Commissioner O'Brien, all
voting "Aye", Resolution No. 1343 was approved for payment.
Tom Corman reported on the Library watermain project, hydrant repairs, Fourth Street
water leak, flushing and a sewer job on North Second Street.
The Board was informed that the account receivables for August 31, 2005 were
-$139,476.00. The actual amount is $82,714.05. This is $3,000.00 less than last year.
Manager McKnight explained Resolution No. 1344 regarding consumption triggers and
fines for our Water Emergency and Conservation Plan.
After discussion, on motion of Commissioner O'Brien, duly seconded by Commissioner
Thompson, all voting "Aye", Resolution No. 1344 is hereby adopted:

Resolved by the Board of Water Commissioners, of the City of Stillwater, that effective
September 14, 2005 the following water conservation measures are in effect:
1. Voluntary reduction during summer months.
2. When demand exceeds firm well supply capacity we will go to an odd/even-
sprinkling ban, with time of day restrictions.
3 When demand exceeds total well supply capacity a total watering ban will be
implemented.
For non - compliance fines will be set by the Board up to and including the water service
shut off.

Manager McKnight informed the Board that our well No. 7 should be abandoned. This
well was drilled in 1972 for the Croixwood area, but because of water quality issues it
was never used. It now should be sealed so no contaminates get into the aquifer. In
checking with Keys Well Drilling this will cost $13,000.00 to $15,000.00.
On motion of Commissioner Thompson, duly seconded by Commissioner O'Brien, all
voting "Aye ", Manager McKnight is given the go ahead to have this well sealed.
John Crimmins appeared before the Board requesting a change in uniforms for meter
reading and an allowance for the purchase of walking shoes.
After discussion, on motion of Commissioner O'Brien, duly seconded by Commissioner
Thompson, all voting, "Aye ", John Crimmins is allowed $75.00 per year toward the
purchase of walking shoes for meter reading.
The matter of a change in uniforms will be worked our between Manager McKnight and
the crew for next summers season.

Regular Meeting:
The regular meeting of the Board of Water Commissioner was held on Wednesday
October 12, 2005 at 8:30 A.M.
Commissioners Rheinberger and Thompson present. Commissioner O'Brien absent.
President Rheinberger presiding. Also present were Bernie Nadeau and Mr. & Mrs.
Virgil Anderson.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
both voting "Aye", the agenda was amended to add Mr. Nadeau and the Andersons.
On motion of Commissioner Thompson duly seconded by Commissioner Rheinberger,
both voting "Aye", the minutes of the September 14, 2005 regular meeting were read and
approved as written.
On motion of Commissioner Thompson, duly seconded by Commissioner Rheinberger,
both voting "Aye", Resolution No. 1345 was approved for payment.
Manager McKnight informed the Board that the abandonment of Well #7 could cost
more than originally approved. Keys Well Drilling has said that if the Minnesota
Department of Health requires the lower 8" borehole to be cleaned and grouted there
would be an additional cost of $12,895.00. This will only be known after Keys fills out
the State permits and the Health Department okays them.
After discussion, on motion of Commissioner Thompson, duly seconded by
Commissioner Rheinberger, both voting "Aye", Keys Well Drilling has permission to
abandon Well #7 to State requirements at a total estimate extra cost of $12,895.00.
Bernie Nadeau, 913 Fifth St. S. and Mr. & Mrs. Virgil Anderson, 909 Fifth St. S.
appeared before the Board requesting assistance with a $724.00 water line assessment
that they both received in the Fifth St. S. reconstruction project.
After much discussion, the Board informed the parties that seeing the assessment is from
the City of Stillwater that their best bet would be to contact City Attorney Magnuson to
see what process to proceed with to see if this assessment could be reduced or eliminated.
Manager McKnight told the Board of a watermain leak at Fourth & Wilkins St. The leak
resulted in a loss of 1 million gallons of water. The crew worked until 10:00 P.M. the
day of the leak to get it repaired and did an excellent job in poor working conditions.
Manager McKnight informed the Board of a water leak Saturday, October 8th that ended
up being for Anne Berrisford, 209 Third St. N.
After discussion, on motion of Commissioner Thompson, duly seconded by
Commissioner Rheinberger, both voting "Aye ", because of the financial condition of this
person, the Board will pay for the repair of the water service.
The following items were discussed, with no action taken:
1. Accounts receivable balance as of September 30, 2005 was - $171,235.14. The
actual amount is $45,350.61. This is the lowest balance for this period since
2001.
2. The Emergency and Conservation Plan was mailed to the DNR on 9/22/05. They
will review it and let us know if more information is required.
3. We are now getting our one -call tickets thru a company called KorTerra. By
switching companies, we will save $3,500.00 per year in service charges.
Jim McKnight submitted his letter of resignation for retirement, tentatively effective
February 28, 2006. Board action on this matter will be forthcoming.

by Commissioner Rheinberger, both voting "Aye ", the meeting was adjourned.

Special Meeting:
A special meeting of the Board of Water Commissioners was held on Tuesday October
18, 2005 at 1:30 P.M.
All Commissioners were present. President Rheinberger presiding.
The purpose of this meeting was to discuss Manager McKnight's letter of retirement
effective February 28, 2006.
On motion of Commissioner Thompson, duly seconded by Commissioner O'Brien, all
voting "Aye ", the Board hereby accepts Jim McKnight's letter of resignation for
retirement.
On motion of Commissioner "O'Brien, duly seconded by Commissioner Thompson, all
voting "Aye ", Jim McKnight's severance package will include unused sick leave, 2006
vacation days, longevity pay up to date and continued hospitalization coverage for
himself and spouse if he becomes married.
Much discussion was held regarding the hiring process for a new manager.
On motion of Commissioner Thompson, duly seconded by Commissioner O'Brien, all
voting "Aye ", we will advertise in the Gazette October 26th, close applications November
4th and conduct interviews November 14th or 15th. Salary range will be $57,233.00 to
$63,592.00 depending upon qualifications.
There being no further business, on motion of Commissioner O'Brien, duly seconded by
Commissioner Thompson, all voting "Aye ", the meeting was adjourned.

All Commissioners were present. President Rheinberger presiding. Also present was
Tom Corman.
On motion of Commissioner O'Brien, duly seconded by Commissioner Thompson, all
voting "Aye ", the agenda as presented was approved.
On motion of Commissioner O'Brien, duly seconded by Commissioner Thompson, all
voting "Aye ", the October 12, 2005 regular meeting and the October 18, 2005 special
meeting were read and approved as written.
On motion of Commissioner Thompson, duly seconded by Commissioner O'Brien, all
voting "Aye ", Resolution No. 1346 was approved for payment.
Tom Corman reported on getting ready for the winter season, a watermain break on
Hidden Valley Lane, a service leak on Owen St and various city projects that are in the
process of being completed before winter.
Much discussion was held regarding the job application process for the position of
General Manger. It was decided that the whole Board would conduct interviews on
November 15, 2005. The list of applications will be narrowed down to three people.
On motion of Commissioner Rheinberger, duly seconded by Commissioner O'Brien, all
voting "Aye ", the hiring Board is hereby empowered to select and hire a General
Manager if agreeable from these interviews.
On motion of Commissioner Thompson, duly seconded by Commissioner O'Brien, all
voting "Aye ", the Board took a twenty- minute break at 9:15 A.M.
The Board reconvened at 9:35 A.M.
After much discussion, and the reviewing of the applicants for the Manager's position,
on motion of Commissioner Thompson, duly seconded by Commissioner O'Brien, all
voting "Aye ", the following candidates will be interviewed on November 15th: Tom
Corman, Robert Benson and Tim Moore.
On motion of Commissioner Thompson, duly seconded by Commissioner O'Brien, all
voting "Aye ", the accounts receivable balance of - $481.88, with an actual figure of
$217,310.47 is hereby accepted.

Tom Corman reported on two service leaks, three watermain breaks, the completion of
Boutwell Road, and that meter reading has begun.
On motion of Commissioner O'Brien, duly seconded by Commissioner Thompson, all

voting "Aye ", the 2006 budget for revenue, expenditures and capitol outlay are approved
as submitted.
On motion of Commissioner Thompson, duly seconded by Commissioner O'Brien, all
voting "Aye ", the work contract for Robert Benson, General Manager is hereby approved
(Contract on file in office).
On motion of Commissioner Thompson, duly seconded by Commissioner O'Brien, all
voting "Aye ", a contract between TKDA Engineering and the Board of Water
Commissioners was approved for work involved in the construction of Well #12, which
will help serve the western part of the City.
Manager McKnight informed the Board that the City is thinking about a street
reconstruction project in the Forest Hills area in the summer of 2006. He has told the
City that the watermain from Orleans Street to Morningside Road should be replaced
because of the many watermain leaks in that area. The cost would be borne by the Board.
He also asked the City for the cost of replacing all watermain in Forest Hills with plastic
pipe. The City will get back with figures for both jobs for the Board's consideration at
the January meeting.
The following items were discussed with no action taken:
1. Accounts receivable balance as of November 30, 2005 was - $67,587.05. The
actual amount is $144,321.14. This is $13,000.00 higher than last year.
2. Tom Corman mentioned two hydrants that need replacing. A list will be given to
Manager McKnight to forward to the City.
