Mr. Lieberman called the meeting to order at 7 p.m.
Approval of minutes: Mr. Lieberman, seconded by Mr. Johnson, moved approval of the minutes
of March 10, 2004, as submitted. Motion passed unanimously.
Case No. DRl04-09a Design review of Building III, Terra Springs at 640 N. Main St. Mathew
Brinza, representing applicant.
Brian Sweeney introduced Greg Kinney of Pope & Associates, architects, and Donald Kasbohm,
developer. Mr. Lieberman stated for the record that he had met with the developer earlier in the
week to share some concerns.
Mr. Kasbohm briefly gave a history oft OiOO/e6ilipany. Mr. Kinney reviewed the building
elevations. A tower element will be reminiscent of the prison hospital tower. Mr. Kinney also
provided samples of building materials. Materials will be the same as those used in other Terra
Springs buildings, but of slightly different colors. Mr. Kasbohm noted that Building III is the
largest building in the development, but it will not appear so massive from the street because two
other buildings encroach on the viewshed. It was noted that initially, the building was to be six
stories high with 70 units; the present plans call for a four-story building with 47 units.
Mr. Kinney also briefly reviewed lighting plans, which will be the same package as the other
buildings, and landscaping plans. There will be no rooftop mechanicals.
Mr. Johnson noted that Building III is not centered on the site's central plaza. He questioned
whether the asymmetry will be more obvious when construction is complete. Mr. Johnson asked
Mr. Kasbohm to discuss that issue with the other building developers.
Mr. Johnson moved approval with the 19 conditions, deleting condition of approval NO.2 as it is
repeated in condition No. 15, with the additional conditions that the developer/architect discuss
the symmetry issue with the other developers and that the developer look at the building garage
door openings in relation to the building tower. Mr. Eastwood seconded the motion. Mr. Peterson
asked that archeologists be present during site preparation; Mr. Sweeney said that would be
done. Motion to approve as conditioned passed unanimously.

Case No. DRl04-15 Design review of exterior signage for Neu Designs at 1754 Market Dr. Mike
Krasky, Sign-a-Rama, representing the applicant.
The applicant was present. Ms. Fitzgerald said the proposed sign is within the allowable square
footage for building space. The sign will be mounted at the same height as the other signs on the
building. Mr. Lieberman moved approval as conditioned. Mr. Peterson seconded the motion;
motion passed unanimously.
Case No. DRl04-16 Design review of exterior balconies at the Joseph Wolf buildings at 402 S.
Main St. Steve Bremer, applicant.
Mr. Bremer was present. He explained the request is due to discussions with several potential
buyers who indicated an interest in having a small deck. Mr. Johnson expressed a concern that
taking the sill out and cutting stone down would change the appearance of the building,
especially on the north elevation. Mr. Bremer said he would only add a deck if the tenant so
desired, and he said no permanent damage would be done if a deck were added to a unit - it
could be removed in the future.
Mr. Peterson moved approval as conditioned. Mr. Eastwood seconded the motion. Mr. Johnson
suggested allowing a maximum of five dec1dWWroaOfistalled and only as a purchaser desires. Mr.
Peterson accepted that as an amendment to the motion. Mr. Lieberman spoke in favor of
allowing Mr. Bremer to add decks as necessary to market the units. Mr. Bremer stated he would
like to put one deck on the north elevation to see how it will look. Mr. Johnson withdrew his
amendment. Original motion to approve as conditioned passed unanimously.
Case No. DRl04-17 Design review of Tasteful Thymes at 1709 S. Greeley St. Donna Tarras,
applicant.
Ms. Tarras was present. She said her business will be sharing the building space with Hoffman
Refrigeration. She will occupy the northeastern portion of the space. The existing wall sign from
her downtown location will be placed above the door; it was suggested that downlit, gooseneck
fixtures be used for lighting. Ms. Tarras said there likely will also be a monument sign on
Greeley Street, which she would share with the other tenant.
Mr. Johnson moved approval as conditioned, allowing one wall sign with two gooseneck,
downlit lighting fixtures, with the applicant to return with the other tenant if a monument sign if
requested at a later date. Mr. Peterson seconded the motion; motion passed unanimously.
Case No. DRl04-18. This case was tabled.
Case No. DRl04-19 Design review of temporary structure for the sale of fireworks in Cub
parking lot at 1801 Market Drive. Eric Robbins, applicant.

The applicant was not present. Ms. Fitzgerald noted that there was only one problem with the use
last year, and that was with extra signage. Mr. Lieberman moved approval with the condition that
only one sign is allowed, with the size and location to be review by staff. Mr. Eastwood
seconded the motion; motion passed unanimously.
Case No. DRl04-20. This case was tabled.
Case No. DRl04-21 Design review of exterior modifications at 106 S. Main St. Chris Moen,
CCM Builders, representing the applicant.
Mr. Moen said the intent is to bring back the original windows. Some of the wood will be
removed from the front. Also a portion of the granite will be removed from the front to return to
the original concrete. Awnings are proposed for the windows, and Mr. Moen provided color
samples. Signage will be in the windows. Mr. Johnson asked if anything was planned for the
windows on the north elevation. Mr. Moen agreed that it would be good to restore those
windows to the original at some point in the future.
Mr. Johnson moved approval as conditioned, with the awnings to be a 1: 1 pitch, and allowing
replacement of windows on the north el<:ffii~iOOOO:6 match the east elevation, if the applicant
decides to proceed. Mr. Peterson seconded the motion; motion passed unanimously.
Case No. DRl04-22 Design review of signage for a second floor business, Artrageous, at 321 S.
Main St. Jackie Parks, applicant.
Ms. Parks was present. She said the requested projecting signs will not be lighted. She said she is
not sure of the signage colors.
Mr. Johnson moved approval as conditioned, changing condition NO.4 to indicate that if the
signage is to be lighted, the applicant must return to the HPC, and adding a sixth condition that
colors be presented to staff for review and approval. Mr. Peterson seconded the motion; motion
passed unanimously.
Case No. DRl04-24 Design review of self-storage facility on Industrial Boulevard between
Highway 36 and Curve Crest Boulevard. Steven Gaffney, applicant.
Mr. Gaffney was present. He noted that he had appeared before the HPC previously. His
proposal is the same, but is for a new site, a site purchased from DiaSorin. The proposal is for a
72 square-foot monument sign that will meet the 15' setback requirement. There will be two
downlit wall pack units on one of the buildings; the remainder will be downlit shoebox fixtures.
There will be no trash enclosure. One building might be heated.

Mr. Johnson moved approval as conditioned, eliminating conditions No. 11 and 12; changing the
wording of condition No. 18 to indicate that the applicant shall submit catalog clips of proposed
lighting fixture to Mr. Fitzgerald for approval; and adding a condition that a non-lighted 12x6'
monument sign is approved, with lettering style and colors to be submitted to Ms. Fitzgerald for
review and approval. Mr. Eastwood seconded the motion; motion passed unanimously.
Case No. DRl04-23 Design review of an addition to Eckberg Law Office at 1835 Northwestern
Ave. Michael Diem, representing the applicant.
Representing the applicant was Frank Stanton of Archnet. The addition will be located in the rear
of the building and not visible from the street elevation. The addition will have the same roofline
and materials as the existing structure. Additional parking will be located in the rear. There will
be no new signage.
Mr. Eastwood moved approval as conditioned; eliminating conditions No.9, 16 and 18. Mr.
Peterson seconded the motion; motion passed unanimously.
Other items:
Ms. Fitzgerald briefly reviewed the revised plans for the new park to be located on the former
Gordon Iron site. Ms. Fitzgerald also pr60i'dM200~opy of an agreement with the Minnesota
Department of Transportation for lift bridge interpretive monuments to be placed in Lowell Park.
The annual Preservation Awards will be presented at the May 4 City Council meeting. Mr.
Lieberman will be on hand for the presentation.
Mr. Johnson asked about the status of the Depot restaurant signage. Ms. Fitzgerald said she
would be contacting the business owner again in an effort to get them in compliance.
Mr. Lieberman briefly reviewed the status of the new bridge discussions. He said a scoping
document is circulating and there is some basis for believing the various stakeholders can reach
consensus.
Mr. Johnson, seconded by Mr. Lieberman, moved to adjourn at 9:15 p.m. Motion passed.
