HomeMy WebLinkAbout2004-10-04 HPC MIN City of Stillwater Heritage Preservation Commission October 4,2004 Present: Howard Lieberman, chair Phil Eastwood, Diane Hark, Patte Kraske, Brent Peterson and Roger Tomten Others: Planner Sue Fitzgerald Absent: Jeff Johnson Mr. Lieberman called the meeting to order at 7 p.m. Approval of minutes: Mr. Tomten moved approval of the minutes of Sept. 8, 2004. Ms. Hark seconded the motion; motion passed unanimously. Case No. DRl02-47 Design review of modifications proposed for 501 Lofts at 501 North Main St. 1. Buxell Architecture representing the applicant. Mr. Buxell was present. He said he was back before the HPC due to concerns expressed by the Planning Commission. He briefly reviewed some of the changes. The fifth floor now includes two tenant-owned efficiency units and two penthouse units, along with storage. The end units, which previously had open porches, now have enclosed sun porches. EIFS is proposed to be used below the first floor for flood protection re1~1W,200:6base will be covered with landscaping. The roof and parapet are consistent with the original design, he said. The rear elevation also is basically the same. Mr. Buxell noted the 501 site was listed as having the potential for a six-story residential building in the city's Downtown Plan. As originally approved, he said, the structure was 59'6" to the mid-point of the roof (although due to an error, that is listed as 54' 11" in a letter of 2002) and 66' 6" to the peak above grade. The building now is 65' 6" to the peak, he said. He concluded that the building as currently proposed is no different than originally approved. Several members expressed their concern with design changes. Mr. Lieberman said the building now appears "institutional" and is not in keeping with the character of downtown Stillwater. He also expressed concern with the glass and mass as viewed from the east elevation. The "factory echo" is gone from the design, he said. Mr. Tomten said he was most concerned with the mass of the structure. He also expressed a concern about the streetscape, saying that has been an issue since the retail element was lost. Mr. Peterson noted that height keeps coming up as an issue. He said he would like to see a building elevation as it appears from the north. Mr. Buxell responded the current plans are inside the original footprint. The structure is actually smaller and shallower than originally approved, and the roof ridge is l' lower, he stated. Mr. Buxell also noted that the design has always shown lots of glass on the east elevation. 1 City of Stillwater Heritage Preservation Commission October 4,2004 Ms. Kraske agreed that mass was a concern. She suggested that opening up the end units as originally shown would change the look of the building. The discussion concluded with Mr. Lieberman moving to not approve the design as presented and inviting the applicant to return to the HPC's next regular meeting with a revised plan that reflects the HPC's concerns. Mr. Eastwood seconded the motion. Mr. Lieberman amended his motion to table approval until the applicant addresses design concerns. Mr. Eastwood accepted the amended motion; motion passed unanimously. Mr. Buxell pointed out that timing is an issue for the applicant, as materials need to be ordered soon to begin framing. He asked if the HPC would be receptive to an informal meeting prior to the next regular meeting to get reaction to design revisions. Members stated they would be amenable to that meeting if a convenient meeting time can be arranged. Case No. DRl04-42 Design review of signage for In Studio at 212 N. Main St. Kevin and Jody Nyenhuis, applicants. The applicants were not present. Mr. Peterson asked if the applicants planned to have a wall graphic. Ms. Fitzgerald said that request will be made at a later date. Mr. Eastwood moved approval as conditioned. Mr. Peterson seconded the motion; motion passed unanimously. 10/10/2005 Case No. DRl04-47 Design review of a sign package for 452 N. Main St. Terri Brine, applicant. Terri and Monty Brine were present, along with the owner of Cornerstone Gifts. The plan, as proposed, includes four 2x8 signs to be placed in a sign band area, along with two signs indicating the building address at the corners of the southeast elevation. Mr. Eastwood asked whether the proposal meets the requirements for lineal front footage. Mr. Brine responded that all tenants have more than 16' of front footage. Members suggested making the building address, 450, smaller and perhaps including North Main underneath the address. Mr. Peterson asked if the sign bands would be centered between the windows; the applicants responded in the affirmative. Mr. Tomten moved to approve the sign package with the condition that the tenant signs be centered above the two window bays; that the applicant modify the "450" sign to include the wording North Main or On Main; and that the signage not be lighted. Mr. Peterson seconded the motion; motion passed unanimously. Mr. Peterson, seconded by Mr. Eastwood, moved to approve the Cornerstone Gift signage; motion passed unanimously. Case No. DRl04-58 Design review of rear signage for Papa Murphy's Pizza at 1754 Market Dr. Kevin Knoop, applicant. 2 City of Stillwater Heritage Preservation Commission October 4,2004 The applicant was not present. Ms. Fitzgerald noted the request is consistent with the other tenants in the building. Mr. Peterson, seconded by Ms. Hark, moved approval as conditioned; motion passed unanimously. Case No. DRl04-59 Design review of signage for Cynthia's Bridal at 1250 Frontage Road. Cynthia Mettling, applicant. The applicant was not present. Ms. Fitzgerald said the proposed sign meets the square footage requirements. Ms. Kraske, seconded by Mr. Eastwood, moved approval as conditioned; motion passed unanimously. Case No. DRl04-60 Design review of signage for Aerial Companies at 1260 Frontage Road. Dan Nault - Jones Sign Company, representing the applicant. The applicant was not present. The requested sign meets the square footage requirements. Mr. Eastwood, seconded by Ms. Hark, moved approval as conditioned; motion passed unanimously. Case No. DRl04-6l Design review of signage for Ponies Sports Bar and Grill at 1820 Market Drive. Diane Savino, applicant. 10/10/2005 The applicant was not present. Mr. Eastwood, seconded by Mr. Peterson, moved approval as conditioned; motion passed unanimously. Case No. DRl04-62 Design review of a restaurant, Cafe Cravings, at Liberty on the Lake Village. Tanek Architecture, representing the applicant. Nathaniel Shay was present representing the applicant. He briefly reviewed design plans, materials and colors for the restaurant/bar. Outdoor seating is planned. The trash receptacle will be enclosed. The request is for two signs, neither of which will be lighted. Ms. Fitzgerald noted that technically the restaurant fronts on two streets, allowing for two signs as requested. Mr. Peterson moved approval as conditioned, changing the wording of conditions NO.2 and 15 to reflect that lighting plans shall be reviewed and approved by staff. Mr. Lieberman seconded the motion. Motion passed 5-0, with Mr. Tomten abstaining. Case No. DRl04-63 Review of carriage rides in the downtown area. Keith Becklin, applicant. Mr. Becklin was present and briefly explained his request. When asked where the drop-off, pick- up space would be, Mr. Becklin said he would like to have a space by the caves/Italian restaurant on South Main Street. He would propose to have a sign by the parking space. Mr. Eastwood noted a concern about traffic. Mr. Becklin responded that he had driven carriages in Boston and New York City. 3 City of Stillwater Heritage Preservation Commission October 4,2004 Mr. Lieberman asked if the city would require an indemnification agreement. Mr. Russell stated the city would require the applicant to have insurance and hold the city harmless. Mr. Tomten said he thought Mr. Becklin's proposal would be a nice addition to the city and suggested that he work with the Planning Commission to find a parking location that works well for him. Mr. Tomten moved approval with the condition that the applicant come back to the HPC with a signage proposal for the parking space. Mr. Peterson seconded the motion; motion passed unanimously. Other items: Updated plans for the Teddy Bear Park were included in the agenda packet. Members stated they have never seen plans for the park, only the demolition request. Ms. Fitzgerald will check into that issue. Modifications in lighting and signage for the Veterans Memorial - Information was included in the agenda packet. Update on investigator for Staples and Mays Addition - Ms. Fitzgerald said she had contacted an investigator on SHPO's list who has agreed to do the survey. It was suggested that perhaps Mr. Empson has changed his mind and might l1<.ElAWmfi~Eto do the survey. It was agreed to approach Mr. Empson one more time and made a decision on the investigator at the next HPC meeting. A memo from the building official regarding an approved garage demotion was in the agenda packet. Mr. Eastwood questioned the demolition not coming before the HPC prior to approval. Mr. Peterson referred to the letter from the Minnesota Historical Society regarding the proposed "de-listing" of the Territorial Prison from the National Register of Historic Places. There was a discussion of the portable sign that had been placed on the Mortgage Company property on Chestnut Street.
