HomeMy WebLinkAbout2011-12-15 BOWC MINStillwater, Minnesota, December 15, 2011 Regular Meeting: The regular meeting of the Board of Water Commissioners was held on Thursday December 15, 2011 at 8:30 A.M. All Commissioners were present, President Speedling presiding. Also present was Tom Corman and Council Member Menikheim. On motion of Commissioner Nyberg, duly seconded President Speedling, all voting "Aye" the Agenda was accepted as presented. On motion of President Speedling, duly seconded by Commissioner Nyberg, all voting "Aye, the minutes of the November 10, 2011 regular meeting were read and approved as written. On motion of President Speedling, duly seconded by Commissioner Nyberg, all voting "Aye ", Resolution No. 1433 was approved for payment. Manager Benson provided the Board with an email from Todd Sharkey, 1003 Fifth St N making a formal request to be placed on the Agenda for the December 15t'', 2011 Board Meeting to discuss with the Board the improper service of notice resulting in less than 24 hour final notice of shut off. This resulted in the additional $35.00 charge for reconnection. Manager Benson replied to Mr. Sharkey's email stating that the shut off notice was hung on Tuesday November 29, 2011 between 10:00 A.M. — 12:00 P.M. and was scheduled to be shut off after 1:00 P.M. on Wednesday November 30, 2011 and the water was not shut off until Thursday December 1, 2011 after 1:00 P.M. There was no response from Mr. Sharkey nor did he show up for the Board Meeting. After discussion, on motion of Commissioner Nyberg, duly seconded by Commissioner Vania, all voting "Aye ", the $35.00 reconnection fee was not refunded. Tom Corman reported to the Board that there was one hydrant hit and six service leaks. They also have been reading and repairing meters, taking year -end inventory and continuing with pumphouse maintenance. Manager Benson brought up the Rate Study and after a lengthy discussion, on motion of President Speedling, duly seconded by Commissioner Nyberg, all voting "Aye ", the rate increase will be set at the 2013 rate as follows: Residential Accounts: • 0- 10,000 gallons per quarter = $17.50 • Above 10,000 gallons per winter quarter at $1.90 per 1,000 gallons. • Above 10,000 gallons per summer quarter at $2.10 per 1,000 gallons. • Minnesota Department of Health Fee of $1.60 per quarter. (subject to change) Commercial Accounts • $1.90 per 1,000 gallons used during the months of January, February, March, April, November and December. • $2.10 per 1,000 gallons used during the months of May, June, July, August, September and October. • Commercial Accounts will be billed monthly • Minnesota Department of Health Fee of $1.60 per quarter. (subject to change) This will take effect with the April 1St, 2011 bill. On motion of Commissioner Nyberg, duly seconded by Commissioner Vania, all voting "Aye ", the 2012 Revenue, Expenditure and Capital Outlay Budgets were tabled until the January 12, 2012 Board Meeting because the Revenue Budget will need to re- figured to incorporate the new rate.
