The large, above normal, accumulation of snow that hit the Stillwater area at
the very beginning of the winter season, coupled with the record cold weather
that we have had (and are continuing to have) has made snow removal a very
difficult process for the City's Public Works Department.
This process becomes all the more difficult when vehicles are left on the streets
during (and after) the snow fall. In order to help keep our streets as snow free
as possible, the City is asking that all of its citizens cooperate by following
the City's parking regulations listed below (also THINK SPRING!!!):
1) Calenda Parking - Except in areas designated as snow emergency routes, all
persons parking vehicles on streets and highways shall park such vehicles
according to the following system from December 1st through April 1st of each
winter season.
Beginning at 12:01 a.m. on December lst and alternating each day until midnight
April 1st, vehicles shall be parked on that side of the street or avenue which
abuts the premises, whether improved or unimproved, that are or would be
identified by odd and even numbered street addresses.
On the days of the month which are odd numbered days, 1,3,5,7,9,11,13,15,17,
19,21,23,25,27,29 and 31, vehicles shall be parked on the side of the street
which residences have odd numbered street addresses.
On the days of the month which are even numbered days, 2,4,6,8,10,12,14,16,18,
20,22,24,26,28,30, vehicles shall be parked on the side of the street which
residences have even numbered street addresses.
Each day between the hours of 7:00 p.m. and midnight shall be a change -over
period and the above provisions shall not be in force during such time.
The term "day" shall designate a period beginning and ending at midnight.
2) Other Parking Regulations - No persons shall park or permit any vehicles
to stand upon any highway, street, alley, city owned parking lot, or any
other public property in the City of Stillwater for more than twenty -four
(24) consecutive hours except in areas designated for such parking by signs
erected by authority of the City Council and except in emergency situations
where prior authorization for such parking has been obtained from the Chief
of Police of the City of Stillwater.
PARKING PERMITS
The 1984 Downtown Stillwater parking permits are available at the City Clerk's
Office, 216 North Fourth Street. These permits may be used at any ten hour
meter in the parking lots. They may be purchased quarterly at $15.00, or for
the entire year at $60.00.
COUNCIL AGENDAS
The agendas for all the regular City Council meetings are available to those
wishing same upon receipt of your subscription with name and address and
remittance in the amount of $6.00 sent to the City Clerk's Office, 216 North
Fourth Street, Stillwater, 55082. MAKE CHECKS PAYABLE TO THE CITY OF STILLWATER.
MAYOR'S OFFICE HOURS
Mayor Harry D. Peterson is continuing his policy of maintaining regular office
hours at City Hall in order to be available to the public and city employees
for discussion of City business at an easily accessible place. Other meeting
times will be arranged by mutual agreement.

BOARDS /COMMISSIONS APPOINTMENTS ANNOUNCED
The City Council confirmed appointments of the following named Stillwater
citizens to the boards and commissions indicated for terms ending December 31,
1986. Other members of these bodies continue their service each in three -year
terms .

SEWER RATE INCREASE
Effective January 1, 1984, the sanitary sewer service charge for residential users
will be as follows:
The minimum charge shall be $36.00 for each three calendar months plus
an average charge of $1.00 .for every 1000 gallons of water used in excess
of 10,000 gallons per r�v.� -:c
The overage charge will be based`on water usage for the first three calendar
months of the year.

GENERAL ELECTIONS
The General Election date is Tuesday, November 6, 1984. The following
polling places will be open at 7:00 A. M. and close at 8:00 P.M.
All of the First Ward, both First and Second Precincts, St. Paul's
Lutheran Church Basement, located at South Fifth and West Walnut Streets;
All of the Second Ward, both First and Second Precincts, First
Methodist Church, located at Myrtle and Greeley Streets;
All of the Third Ward, both First and Second Precincts, Washington
School located at Mulberry and Everett Streets;
All of the Fourth Ward, both First and Second Precincts, Lily Lake
Elementary School, 2003 West Willard Street.
All of the Fifth Ward, Stonebridge Elementary School, westerly
extension of Elm Street.
The candidates for the Municipal Elections are as follows:

If you are a Stillwater resident and have not pre- registered to vote or
have moved (even within your precinct) by October 16, 1984 you may still
register at the polls but proper identification must be provided to
register at the polls. If you have any questions regarding voter registra-
tion or the General Elections, please call the Washington County Auditor's
Office at 439 -3220. If you need information on Absentee Ballots for the
General Election, please direct your inquiries to Washington County.
COUNCIL MEETING DATE CHANGED
The City Council normally meets on the first and third Tuesday of every
month. However, during November the Council will meet on Thursday,
November 8, 1984 and(Tuesday, November 20, 1984),because the General
Election will be held on the first Tuesday.
DROP BOXES
The drop boxes will be available at the Old City Dumpsite (County Hy. 12-
west of Myrtle Street) from 8:00 A. M. to 4:00 P. M. October 20, 21, 27
and 28. The drop box services is included in the rate agreement between
the City and Junker Sanitation, Inc. Therefore, fees or charges are not
collected at dumpsite.
Also, just a reminder that Junker Sanitation will collect and dispose
of drain oil (as well as other types of refuse) if put in proper containers.

The drain oil should be put in sealed or capped plastic jugs. Junker
Sanitation collects drain oil during normal residential pick -up as
well as at the old dumpsite on specified days.
Please be prepared to show identification that proves you are
currently a resident of Stillwater if you will be using the drop box
service.
POSTING OF SIGNS
Ordinance No. 614 (Stillwater City Code Chapter 31.01) prohibits the
posting of signs on any public way or public place such as light poles,
telephone poles, building or structures, etc. Garage sales are popular
at this time of the year and people are tempted to place signs or notices
in conspicuous places (such as on utility poles which are usually, if not,
always located on public right -of -way). Please remember two things -
(1) Ordinance No. 614 and (2) take signs down immediately after the
garage sale is over- regardless of whether the sign is on public or
private property.
DOG LICENSES
The 1984 Dog Licenses are due on May lst. There are many cards in the
current files that have not renewed their licenses for the year 1984 -
they are renewable each year.
If you had a dog licensed in the past and no longer have the dog, we would
appreciate your letting us know so that we may remove the registration
card from the files. Call 439 -6121 and give this information to the
receptionist.

work in excess of $500.00 requires a building permit from the City of
Stillwater and if you have any questions on this matter, you are asked to

During 1983 the City Council approved garbage rate increases
for July 1, 1983 through July 1, 1985. The new monthly rates
(effective July 1, 1984 thru July 1, 1985) are as ollows:
Regular Dwelling Unit $ 7.60
Senior Citizen 6.45
Citizens are reminded that the Senior Citizen rate applies
to dwelling units where not more than two (2) people reside and
in which the male head of household is over 65, the female head
of household is over 62 or either is retired by virtue of perma-
nent disability, regardless of age.
City policy also allows for a complete waiver of the rate for
Senior Citizens in the event of a hardship. If you feel you
qualify for the reduced rate or the waiver of-fees, please
contact City Hall at 439 -6121.
SUMMER CLEAN -UP
Junker Sanitation will be providing drop boxes at the old dump
site from 8:00 a.m. to 4:00 p.m. on July 21st and 22nd for
summer clean -up. The old dump site is located on the north
side of County State Aid Highway #12 (West Myrtle Street)
between Boutwell and Deerpath Street.
AMERICAN WIND SYMPHONY ORCHESTRA (AWSO
The AWSO will be coming to Stillwater on August 4th for a
three -day visit. The AWSO is housed on the Poilht Counterpoint II.
The Point Counterpoint II is a unique floating arts center and
museum with a theater and concert stage.
The AWSO is being sponsored by various public and private (primarily
private) organizations within the St. Croix Valley. The city officials
and the .various sponsors are excited about having this unique vessel
visit our community. They feel the AWSO will provide a form of
entertainment and culture that will be very well received by the
Stillwater residents. Further information regarding the AWSO will
be made available through the local media.

BOARD OF REVIEW
The Board of Review for the City of Stillwater will meet at City Hall,
216 North Fourth Street, on Tuesday, May 8, 1984, from 2 :00 p.m. to 8:00 p.m.
for the purpose of reviewing and correcting the assessment on said real estate
for the year 1984.
All persons wishing to be heard on said assessment will be heard at this
time to present cause for having such an assessment corrected.
DOG LICENSES
The 1984 Dog Licenses are due by May 1st. Remember if you did not submit
proof of rabies certificate last year, it will be necessary to have a current
one when you make application for your new license this year. The license fee
for both male and female dogs is $3.00. NO ANIMAL SHALL BE ALLOWED TO RUN AT
LARGE IN THE CITY.
DO IT YOURSELF BOOKL
The Stillwater Inspection Department has a supply of an extremely informative
book called "YOU CAN DO IT" published by the Council of American Building Officials.
The book covers such areas as bearing walls, financing options, how to
schedule the work, where to look for the proper materials, permit requirements
and other pertinent information for those who may choose to do their own work.
The cost of this book is $1.00 and is available at the reception desk at City
Hall or from the Building Official, 216 N. Fourth Street (hours 8:30 a.m. to 4:30 p.m.).
BUILDING PERMITS
We call your attention to the fact that all building construction work in excess
of $500 requires a building permit from the City of Stillwater. If you have any
questions in this area, you are asked to contact the City's Building Inspector's
Office at 439 -6121.
All contractors performing such work must be licensed by the City of Stillwater
and if you wish to check out whether or not a given contractor is licensed, you may
contact the City Clerk's office for this information. Hiring a licensed and insured
contractor will give you protection in the case of faulty work done and a possible
default claim.
SPRING CLEAN -UP
The drop boxes will be available at the old dump site from 8:00 a.m. to 4:0 p.m
on April 28th it 29th May 5th and May 6th for Spring clean -up. The old dump
site is located on tfnnorth side of Coun y a e Aid Highway #12 (West Myrtle Street)
between Boutwell Road and Deerpath Street.
Now is the time to get rid of all of those items that you have been saving but
will never use. It is also a good time to be a good neighbor and clean -up that storage
area or that messy yard that you were going to clean up last year.
STREET ADDRESS NUMBERING
The following is an excerpt from the Stillwater City Code Chapter 24.03 requiring
the placement of address numbers on the principal building:
Subd. 4. TYPE AND PLACEMENT OF NUMBERS. Each principal building shall bear
the number assigned to the frontage on which the front entrance is located.
In case a principal building is occupied by more than one business or family
dwelling unit, each front entrance of such principal building shall bear a
separate number. Numerals indicating the official numbers for each principal
building shall be reflectorized and a minimum of three (3) inches in height
and shall be posted at least five (5) feet from the threshold on a building
surface and placed in such a manner as to be visible from the street on which
the property is located. If there is a main entrance visible from the street,
the numbers shall be placed within two (2) feet of that entrance.
The numbering system is used for many reasons. One of the most important
reasons is to give our Fire Department or Police Department an address that can
be easily found in case of an emergency. It is, therefore, beneficial to you as
a homeowner or business owner to conform to this ordinance.
ACCESSORY APARTMENT LOAN
Could you use the extra income or companionship a second living unit in your
home might bring - an "accessory" apartment? If the answer is yes, a new loan
program might be for you.
The program uses funds from the Minnesota Housing Finance Agency and is
sponsored by the Metropolitan Council's Housing and Redevelopment Authority
(Metro HRA).
Homeowners can apply for an accessory apartment loan if:
- they occupy the home where the addition is to be made.
- they live in an area permitting two - family residences.
- the planned modifications meet all the zoning, housing and building codes.
- the new unit is located within the original residence (which rules out garages).
Mobile homes are not eligible.
Only one accessory unit may be added to a single - family home. The owner must get
the necessary permits from the city.
The loan amount may be as much as $15,000, with 15 years to repay. Loans over
$2,500 must be secured by a second mortgage; loans are due when the property is sold.
Interest rates will vary from 3 to 11 percent, based on the homeowner's adjusted
gross family income.
The loans may be used for any construction needed to produce a new unit, but
not luxury items such as saunas. The ioan may also be used for necessary related
changes in the original unit.

THE MAIN STREET PROGRAM
The National Main Street Program has come to Stillwater. The Main Street Program
is a two -year commitment by the city government and the downtown business people. The
program is designed to assist in building the downtown's total image, not just physical
but also how the people feel about downtown Stillwater and how they can work together
to improve and maintain it. Four elements contribute to the total image and each
is as important to the others. They are; organization, promotion, design and economic
restructuring.
The Main Street Program will address many different aspects regarding the downtown
and input from you, as a citizen, will be welcomed. If you would like to know more
