CITY OF STILLWATER PARKING REGULATIONS
Snow is no problem if you know and obey the Winter Parking Regulations. All
persons parking vehicles on streets and highways within the City of Stillwater
shall park such vehicles according to the following system from December 1st
through April 1st of each Winter season:
Beginning at 12:01 A.M. on December 1st and alternating each day until
midnight April 1st, vehicles shall be parked on that side of the street or
avenue which abuts the premises, whether improved or unimproved, that are or
would be identified by odd and even numbered street addresses.
On the days of the month which are odd numbered days - (1, 3, 5, 7, 9, 11, 13,
15, 17, 19, 21, 23, 25, 27, 29 and 31) vehicles shall be parked on the side of
the street which residences have odd numbered street addresses.
On the days of the month which are even numbered days - (2, 4, 6 8, 10, 12,
14, 16, 18, 20, 22, 24, 26, 28 and 30) vehicles shall be parked on the side of
the street which residences have even numbered street addresses.
Each day between the hours of 7:00 P.M. and midnight shall be a change -over
period and the above provisions shall not be in force during such time. (This
allows you to move your vehicle to the side of the street where parking is
allowed for the next day.)
Certain streets are designated as snow emergency romtes and are signed
accordingly. Parking is prohibited on these streets altogether until the snow
has been cleared.
IT WOULD BE HELPFUL IF RESIDENTS WOULD PARK THEIR VEHICLES OFF THE STREET
DURING THE WINTER SEASON.
SIDEWALK SNOW REMOVAL
The City Council is considering contracting for sidewalk snow removal services
for the 1987 -88 Winter season. A public announcement will be made via the
local newspapers and on Local Government Cable Channel 12 if the Council
decides to provide such services. In the meantime, please be aware of the
Stillwater City Code provision that requires all snow and ice to be removed
from sidewalks (by the Owner of the property adjacent to the sidewalk) within
12 hours after the snow and ice has ceased to be deposited on the sidewalks.

STILLWATER PUBLIC LIBRARY
Have you visited the "new" library yet?
If not, please consider doing so in the
near future. The community once again
has a library facility that we can all be
proud of. In fact, a community
celebration of the newly renovated
library will be held at the library from
10 a.m. to 5 p.m., Saturday, November 21,
1987. Come and join the Library Board and
library Staff in this celebration.
OTHER LIBRARY NEWS
Due to increased popularity, story hour
at the library is now being held at 10:15
a.m. and 1 :15 p.m, every Wednesday.
Story hour is designed for pre- schoolers.
However, Mom and Dad (or grandma and
grandpa) would probably enjoy the stories
as much as the children - everybody loves
a good story.
LILY LAKE ICE AREA NOW-OPEN
Just a remin er that Lily Lake Ice Arena
is now available for open skating. Open
skating is normally scheduled for Sundays
between 6:30 P.M. and 8:00 P.M. and for
Monday thru Saturday between 1:00 P.M.
and 2:30 P.M. The charge is $1.50 per
person on Sundays and $1.00 on other
days. Skaters of all ages are welcomed.
You say you can't skate? That is no
excuse because skating lessons will be
provided beginning in November. Keep an
eye out for announcements in the
Stillwater Gazette or call the Ice Arena
at 439 -1337 for further information.
NUMBERING OF HOMES AND BUILDINGS
Several years ago the City adopted an
Ordinance establishing a uniform
numbering system for all principal
buildings within the City. Generally the
Ordinance requires reflectorized numbers
at least three inches in height, at least
five feet above the threshold and visible
from the street. The reasons for a
numbering system are obvious. Please
inspect your home or building to make
sure that you comply with the Ordinance.

CROIXWOOD FIREPLACES
A etter rom the City to all Croixwood Homeowners having a fireplace but who do not
belong to the Croixwood Homeowners Association will be in the mail shortly. This Witter
explains the options the Homeowner has regarding the use of his /her fireplace. This is
an important letter because it pertains to a potential life threatening situation -
defective fireplaces. If you live in Croixwood, have a fireplace but did not receive
the letter, please call the Building Inspection Department at 439 -6121. The letter will
then be mailed to you.

!!! IMPORTANT MESSAGE
Effective August 31, 1987 leaves and grass clip s MUST be kept separate from all
other household refuse. Any bag containing a mixture leaves /grass and other refuse
will not be picked up by the refuse hauler: The leaves and grass must be placed at
curb -side for pick up. (Note: Curb -side pick up applies only to leaves and grass and
does not apply to other refuse. However, other refuse should be "easily" accessible).
This new requirement has been adopted by the City Council in an attempt to curb the
ever - rising cost of disposing garbage, rubbish and other waste material. The leaves and
grass will be hauled to a compost site within Washington County rather than to the new
Refuse Derived Fuel Plant in Newport, thereby saving Junker Sanitation and the City
some solid waste disposal costs.
GARBAGE RATE INCREASE
All solid waste generated within the City of Stillwater must now be delivered to the
Refuse Derived Fuel (RDF) Plant in Newport, Minnesota. This new plant is owned and
operated by NSP. The counties of Washington and Ramsey have agreed to haul their waste
material to the plant. The cost of this operation presently exceeds landfill costs and
has, in part, led to an increase in the garbage collection fees. The new monthly
garbage rates (effective July 1, 1987 are as follows:
Regular dwelling unit $11.00 ($33.00 per quarter)
Senior Citizen $ 9.85 ($29.55 per quarter)
Citizens are reminded that the Senior Citizen rate applies to dwelling units where
not more than two (2) people reside and in which the male head of household is over 65,
the female head of household is over 62 or either is retired by virtue of permanent
disability, regardless of age.
City policy also allows for a complete waiver of the rate for Senior Citizens in the
event of a financial hardship. If you feel you qualify for the reduced rate or the
waiver of fees, please contact City Hall at 439 -6121.
UNPAID UTILITY BALANCES
Any arrears on your utility bill, if not paid by October 1, 1987, will be collected
with your 1988 property taxes. A 10% penalty will be added to cover additional
administrative expenses.

Total Building Permit activity for 1987 (January thru July) is nearly $15.5 million
compared to $12.3 million for all of 1986. Development of this kind should help keep
Stillwater economically sound and still a great place to live, work and visit.

WEATHER WATCH
Minnesota is a great place to live!!....but we do have severe weather from
time to time and we should be prepared. Parents: Know where your kids are and
be sure they understand your emergency plans (you do have a plan - don't
you ?). If you are driving, familiarize yourself with counties, towns and
highways so you can interpret weather information as you travel. Stay near
your radio, or take it with you, so you can stay abreast of changing weather
conditions.
SPRING AND SUMMER CLEAN UP - DROP BOXES
The drop boxes will be available at the Old City dumpsite (County Hwy. 12
- West Myrtle Street) from 8:00 A.M. to 4:00 P.M. on the following dates for
Spring and Sumner clean -up:
Spring - April 25 & 26 and May 2 & 3.
Summer - July 11 & 12.
The dates for fall clean -up have not yet been established but will be
announced later in the year.

Also, just a reminder that Junker Sanitation will collect and dispose of
drain oil (as well as other types of refuse) if put in proper containers. The
drain oil should be put,in sealed or capped plastic jugs. Junker Sanitation
collects drain oil during normal residential pick -up as well as at the old
dumpsite on specified days.
Please be prepared to show identification that proves you are currently a
resident of Stillwater if you will be using the drop box service.
NO DUMPING ALLOWED!!!
The drop box service described above was established to provide residents
with an opportunity to dispose of brush and other debris that is not picked up
on regular pick -up days because of its size or volume. Unfortunately, some
residents (and non - residents as well) find it more convenient to dispose of
brush and other debris in ditches and ravines. This is a violation of City
Ordinance and violaters will be prosecuted. It is also an insensitive and
irresponsible act that need not take place in view of the service that is
provided by the City and Junker Sanitation, Inc.

LICENSING OF CONTRACTORS
The Stillwater City Coe requires that individuals, firms, corporations and
contractors doing construction work for hire within the City be licensed.
Licensing provides a basic level of protection to residents regarding
insurance coverage and quality of work.
If you are hiring a Contractor, or are a Contractor and would like to check on
licensing requirements, please call the City Offices, Monday through Friday
from 8:30 A.M. to 4:30 PA. at 439 -6121.
