Many of these are amendments to ordinances.
None of these ordinances has been repealed ntirely but parts of so a of them have been.
About one year ago the
sere approximately 190 ordinances in effect, Now there are 140.
All of the ordinances, in both book4,have now been listed in a sort of index, according
to subject matter, alphabetically. Ordinances which have been entirely repealed, as of
November 1, 1957, have 'been excluded from this index list.
The present total number of ordinances in effect - 140 -could be further decreased
considerably - probably to about a total of 75 ordinances, by combinfing many ordinances
which are on the same general subject into one ordinance. That re- drawing and re- wording
of the ordinances to reduce the total number and to have all ordinances on one subject in
one place ought to be done by a lawyer, perhaps.
Quite a few of the ordinances no in effect probably can never be repealed even though
sorts.; of them are almost never referred to.
Because of our charter provisions, especially Section 124, paragraph o, and also certain
State law, it probably would not be legal to try to combine many of the ordinances into
a fe ° =r number of ordinances. Our charter provides that every ordinance shall be confined
to one subject, only, which subject shall be clearly expressed in the title of the
ordinance. The gist of the ordinance must be clearly expressed in its title. Thus, it
would, for instance, be very difficult and cumbersome, and probably not legal, to take all
of our many ordinances relating to licenses, for instance, and try to combine them all into
one or o ordinances.
