Chairperson Lieberman called the meeting to order at 7:00 p.m.
Present: Commissioners Diem, Hark, Johnson, Peterson, and Tomten
Absent: Commissioner Eastwood
Others: City Planner Fitzgerald
APPROVAL OF MINUTES
Motion made by Commissioner Peterson, seconded by Commissioner Johnson to
approve the November 4, 2002 commission minutes with changes. Motion passed
unanimously.
Case No. DR/02 -58. Design review of an awning and signage for Kinsel's Liquor
located at 118 East Chestnut Street. Craig Gifford, applicant.
Mr. Gifford requested design review for the installation of an awning and for
signage on the awning Kinsel's is located on the corner of 2nd Street and
Chestnut Street. The awning would be 14'0" long on the south side of the
building and wrap around the corner and continue 10'10" on the east side of the
building. The awning will follow the slope of the sidewalk. The height of the
awning is 3'3" and would project out from the building 2'. There will be a 10"
valance. The awning will be dark blue. The lettering will be white or cream. The
existing Kinsel's sign will be removed and the lettering will be on the awning. Mr.
Gifford would like to place the awning 6 -8 inches on the soffit to make it look
uniform.
Chairperson Lieberman agreed that the awning is a good idea.
Commissioner Hark suggested that "wine and spirits" be placed on both sides of
the valance.
Motion made by Commissioner Tomten, seconded by Commissioner Johnson to
approve the design request for the installation of an awning and for signage on the
awning located at 118 East Chestnut Street with the following conditions:
1. The awning sign shall meet the square footage permitted by the sign ordinance.
2. The awning shall have the business name " Kinsel's Liquor" (14 inches high) on the
pitched section of the awning with "est. 1953" on the valance (6 inches high). The
words "Wine and Spirits" would also be on the valance on the south and east sides
(6 inches high).

3. The awning will not be lit.
4. The awning will be at one to one pitch.
5. No additional signage.
6. Structural elements of the awning shall be at least eight feet above the sidewalk.
7. The final color of the awning and lettering to be reviewed and approve by staff.
8. The Manufacturer shall supply elevation of awnings on the building and give staff a
compilation of signage color swatches.
9. Lighting fixtures shall be reviewed and approved by staff.
Motion passed unanimously.
Case No. DR/02 -59. Design review of new concrete /flagstone steps at 220 Myrtle
Street. Greg Gartner, applicant.
Mr. Gartner requested design review of new steps at the "old post office building"
The existing steps are deteriorating and need to be replaced. The proposal is to
replace them with poured concrete foundation, trimmed with flagstone on the
riser section of the steps. The building has three types of brick and stone used on
the facade now. The flagstone addition would introduce a new type of stone to
the building. The wheelchair ramp will match the concrete /flagstone steps.
There was some concern among the Commission about an additional type of
stone to the building.
Commissioner Johnson felt the building is formal and refined looking and the
flagstone would not do the building justice. The flagstone would pull the attention
away from the building.
Commissioner Diem suggested making the ramp look more like landscaping not
an extension of the building.
Mr. Gartner inquired about the need for a wheelchair ramp.
Motion made by Commissioner Johnson, seconded by Commissioner Tomten to
approve the design request with cut stone, flush about 18 - 24 inch long with the same
height as the opening. The same stone shall be used on the wheelchair ramp. When
sample is decided on sample must be brought to City Planner Fitzgerald. Motion passed
unanimously.
Case No. DR/02 -60. Design review of exterior signage for Panache Hair Design
located at 102 South Second Street. Jennifer Gazdik, applicant.

Ms. Gazdik requested a revision to the approved sign package for the 102 South
Second Street. (6/2/02) to include a 2' by 3' projecting sign to be installed on the
Myrtle Street (north) side of the building. The sign would be placed between two
windows of the business on a wrought iron bracket. It will have a pale rose
background with burgundy lettering and trim and will not be lit.
Signage previously approved will not be placed on the building at this time.
Chairperson Lieberman was concerned about the precedent it would set.
Motion made by Commissioner Johnson, seconded by Chairperson Lieberman to
approve the request for a revision to the approved sign package located at 102 South
Second Street with the following conditions:
1. No additional signage.
2. Sign will not be lit.
3. All revisions to the approved sign shall be reviewed and approved by the Heritage
Preservation Commission.
4. Signed approval from the owner of the building.
5. Sign shall be placed between the most westerly window and the northwest corner of
the building.
6. The sign is being permitted because this is the only retail store in the building.
Motion passed unanimously.
Case No. DR/02 -61. Design review of U -Haul business located at 227 North Main
Street. Vern Stefan, applicant.
Mr. Stefan requested design approval for a U -Haul business at the Maple Island
Hardware building. Ten stalls in the northeast corner of the Maple Island
Hardware parking lot will be used to park trailers. The parking lot should have
some screening.
Chairperson Lieberman would like the clutter in the corner cleaned up.
City Planner Fitzgerald suggested that the same materials be used for screening
that was used around the deck in the rear.
Motion made by Commissioner Tomten, seconded by Chairperson Lieberman to
approve the design request for a U -Haul business located at 227 North m \Main Street
with the following conditions:

1. Landscaping around U -Haul parking lot to be completed by 6/30/03.
2. No more than 10 trailers shall be parked on the site at one time.
3. No additional signage.
4. All revisions to the approved plan shall be reviewed and approve by the Heritage
Preservation Commission.
5. Staff to approve landscaping design.
Motion passed unanimously.
OTHER ITEMS
a. Update on Churchill, Nelson & Slaughter Addition (East Half).
ADJOURNMENT
Motion made by Chairperson Lieberman, seconded by Commissioner Diem to adjourn
the meeting at 8:45 p.m. Motion passed unanimously.
