HomeMy WebLinkAbout2003-02-03 HPC MINCITY OF STILLWATER HERITAGE PRESERVATION COMMISSION FEBRUARY 3, 2003 Chairperson Lieberman called the meeting to order at 7:00 p.m. Present: Commissioners Eastwood, Johnson, Kraske, Lieberman, Peterson and Tomten Absent: Commissioner Hark APPROVAL OF MINUTES Motion made by Commissioner Johnson, seconded by Commissioner Eastwood to approve the January 6, 2003 commission minutes. Motion passed unanimously. Case No. DR/03 -02. Design review of exterior modifications to 321 South Main Street. Tom Brownson, representing applicant, Meg Brownson of Alfresco Casual Living, Inc. Mr. Brownson requested design review for a modification of the front fagade of the building. Ms. Brownson would like to enlarge the two front first floor windows. The windows would stay the same dimension on the top and the sides. The bottom of the windows would come closer to street level, providing the pedestrian a view into the retail business. Presently, the windows are 5'10" above the sidewalk. The proposed windows would be 3" 6 1/" above the walkway. The windows would be clad in wood and painted to match the building. The glass in the windows will be thermo pane, non - tinted surface. Commissioner Johnson inquired if the windowsill would remain concrete. Motion made by Commissioner Johnson, seconded by Commissioner Peterson to approve the design review for exterior modifications to Alfresco Casual Living, Inc. located at 321 South Main Street with the following condition: 1. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. Motion passed unanimously. Case No. DEM /03 -01. Demolition of an existing house at 912 Churchill Street West. Ryan Karis, representing Habitat for Humanity. Mr. Karis requested review of the demolition of a vacant block building at 912 Churchill Street West. It is the intent of Habitat for Humanity to split the lot and 1 CITY OF STILLWATER HERITAGE PRESERVATION COMMISSION FEBRUARY 3, 2003 build two single - family homes. Mr. Karis stated that it would not be cost effective to renovate the home. The Commission was concerned about demolishing the building because it may have historical value since it was built earlier than 1901. Commissioner Johnson felt this building has a value even though it is an older building. Commissioner Peterson was also concerned about the additional traffic two additional homes would create. The Commission would also like to see a break down of renovation costs for this project. The Commission would leave this item open for consideration after the home is actively marketed for sale. Motion made by Chairperson Lieberman, seconded by Commissioner Johnson to deny the demolition of the vacant house located at 912 Churchill Street West. Motion passed unanimously. Case No. DR103 -03. Design review of exterior signage and modifications to 370 North Main Street. Roger Ruetten and Dick Kedrowski, applicants. Mr. Ruetten requested design approval of signage, windows and exterior modifications. The proposed sign is for a business that will have its' entrance on the north side of the building. The sign will also be on the north side of the building and when there is a tenant, they will come in for design review of the sign. New windows will be installed on the north side, both first and second floors, and on the east side second floor. The first floor windows on the east side will remain. All the windows will be double hung thermo pane, identical to the new windows in their building directly south of this building. The trim color will be new; the trim will be "hunter green ". The main body of the building will remain pale cream, with brown on the eat side first floor; these colors are the same as what is there now. All trim around the windows and doors will be "hunter green ". Commissioner Johnson inquired about additional lighting. There will be none. Motion made by Commissioner Johnson, seconded by Commissioner Eastwood to approve design review of signage and exterior modifications at 370 North Main Street with the following condition: 2 CITY OF STILLWATER HERITAGE PRESERVATION COMMISSION FEBRUARY 3, 2003 1. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. Motion passed unanimously. Case No. DR103 -04. Design review of a ramp and boat dock for the gondola on the St. Croix. John Kershbaum, applicant. Mr. Kershbaum requested design review for a 32 -foot pedestrian ramp and a 4- foot by 20 -foot dock located south of the Dock Cafe's parking lot. The proposed ramp and dock would be used to operate a Venetian gondola on the St. Croix River. The ramp will have handrails and a gate will be installed at the end of the ramp before you enter the dock area. Steps will be installed to accommodate access to the ramp. The seating area, lighting and landscaping are existing. Commissioner Peterson inquired about the ticket sales. Mr. Kershbaum informed the board that ticket sales will remain at the current location. Commissioner Johnson requested that the area be cleaned up. Chairperson Lieberman requested that city staff review city charter for changes in procedure for leased property. Motion made by Commissioner Eastwood, seconded by Commissioner Peterson to approve the design review of a ramp and boat dock for the gondola on the St. Croix located south of the Dock Cafe's parking lot with the following conditions: 1. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. Motion passed. Commissioner Tomten abstained. Case No.DR/03 -05. Design review of a used car sales and general repair business located at 1778 South Greeley Street. Dan Routson, applicant. Mr. Routson requested design review of Routson Automotive business and signage. The business will occupy an existing building. On the inside of the building there will be a front office, which will serve as the sales office and service write up area. The back of the building will have three service bays that will be used for repair work. The outside of the area in back of the building is used for storage. There will be 11 parking spaces available. No exterior lighting is proposed. 3 0 0 CITY OF STILLWATER HERITAGE PRESERVATION COMMISSION FEBRUARY 3, 2003 There will be one sign. It will be a 5 -ft by 10 ft freestanding, internally illuminated on a 5 -foot pole. The colors will be a white background with red and black lettering. Chairperson Lieberman recommended that the white background on the sign will be too bright. Motion made by Commissioner Johnson, seconded by Commissioner Peterson to approve the design review of Routson Automotive business and signage with the following conditions: 1. An 8 -foot high fence shall be installed around the entire back area. 2. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. 3. The sign shall be 5 ft by 10 ft, monument style and externally light. 4. No additional lighting. Motion passed unanimously. Case No. DR/03 -06. Design review of an expansion of Consolidated Lumber Company located at 2000 Tower Drive. Craig Peters, representing applicant. Mr. Peters requested design review and approval for the expansion of the exterior bituminous area to the south, east and west of the warehouse building. An 8 -foot privacy fence will be installed around the entire outside storage space. It will be a wooden fence with 5/4 x 6 vertical boards laid tightly together with copper capping on each of the standard. There will be landscaping around the fence installed in the spring. Mr. Peters felt it was time to clean up the area. Chairperson Lieberman stated that it would be a nice changed and a welcomed evolution. Motion made by Chairperson Lieberman, seconded by Commissioner Eastwood to approve the expansion of Consolidated Lumber Company located at 2000 Tower Drive with the following conditions: 1. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. 2. All landscaping shall be planted by June 30, 2003. Motion passed unanimously. 4 0 0 CITY OF STILLWATER HERITAGE PRESERVATION COMMISSION FEBRUARY 3, 2003 Case No. DR/03 -07. Design review of signage, landscape and lighting plans for the funeral facility in the Bradshaw Development located on the corner of 62nd Street and Curve Crest Blvd. Travis Van Leare of Coen +Partners, representing applicant. Jim Bradshaw also present. The Commission originally reviewed this project on May 6, 2002. The landscape plan, light plan and signage had not been decided or completed as of that date. Conceptual approval was given at that time. Lighting plans for the two monument signs show the signs being lit with ground lights. It is staff's recommendation that fewer lights be used to light the signs. Mr. Van Leare reviewed the landscape plan with the Commission. The landscaping will be done is phases. Motion made by Commissioner Johnson, seconded by Commissioner Tomten to grant final approval of signage, lighting and landscaping plans for the funeral facility in the Bradshaw Development located on the corner of 62" Street and Curve Crest Blvd. with the following conditions: 1. All utilities shall be completely screened from public view. 2. A lighting plan showing fixture type, height, location and exterior lighting intensity shall be submitted with building permit plans for Planning Director approval. All lighting shall be directed away from the street and adjacent properties. Light sources shall be shield from direct view and protected from damage by vehicles. Reduce the number of lights on the monument signs. 3. A landscape plan shall be submitted to the HPC for review and approval. 4. All landscaping shall be installed before utility release or final project inspection. No project shall be phased unless approval is granted by the Planning Commission. 5. Continuos concrete curbing shall be installed to separate parking areas form landscaped areas. 6. Handicapped parking paces and signage, in compliance with State requirements, shall be shown on building permit plans and stalled before final inspection of the project. 7. The street address of the building shall be displayed in a location conspicuous from the public street. 8. The trash enclosures shall be located indoors. 9. All trees required to remain on site, as indicated in the plans, shall be protected by fencing or other necessary measures shall be taken to prevent damage during construction activity. 10. All gutters, downspouts, flashings, etc. shall be painted to match the color of the adjacent surface. 12. Construction projects shall conform to the City's Noise ordinance. Construction during the dry season shall mitigate excess dust problems. 13. A sign permit shall be required for all project signs. 14. Grading and drainage plan to be approved by City Engineer before building permits are issued. 15. Sign package to be approved by the HPC, excluding directional signs. 16. Exterior lighting plan to be reviewed and approved by the HPC. 17. All security lights on the building shall be downlit. 18. A sign permit is required for signage. 19. All exterior modifications to the approved plan are to be reviewed by the Community Development Director. Motion passed unanimously. Case No. DR/03 -08. Design review of signage for Pepitos located at 423 South Main Street. Duane Downey - Amtech /Suburban Lighting and Nancy Peterson, applicant. Ms. Peterson requested design approval for a 2 ft by 3 -ft projecting sign. There are three different color concepts for the sign. Concept •A has too much white background. Concept B or C works with the historic setting. The sign will be externally lit. There is a sign on the south wall of the building where the previous building had a sign. This sign will not exceed the size of the previous sign. Motion made by Commissioner Johnson, seconded by Commissioner Peterson to approve the design review for signage for Pepitos located at 423 South Main Street with the following conditions: 1. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. 2. No additional signage. 3. The sign will be externally lit. 4. Total area of projecting sign shall not exceed six square feet. 5. Projecting sign shall not be a hazard to pedestrians. 6. Structural elements shall be at least eight feet above the sidewalk. 7. The sign on the south wall shall not exceed the square footage sign. Design review of First State Bank plans located at Liberty Village. Richard Keillor, Angela Knodel, Mary Frederich and Greg Benson representing applicant. Mr. Keillor requested design review of a proposed 4,800 square foot bank with a drive through service located in Liberty Village on the southeast corner of Manning Avenue and 75th Avenue. Plans submitted include a site plan, elevation plans showing materials. The materials are mainly brick and cedar shingles. There will be 24 parking spaces including one handicapped parking space. The mechanical equipment and trash will be screened from view or nearby streets and adjacent structures. The landscape plan is by Westwood Management. They will plan the entire commercial development. The lighting on the site maintains the character of the building by using a decorative fixture with a "New England" style. The fixture will be 15 feet high. Two signs are proposed a monument sign and a freestanding sign. The 5 foot monument sign is cultured stone and will be lit with ground lights. The freestanding sign is also 5 feet high. This is a wooden sign and will not be lit. Chairperson Lieberman commented on the nice job they did with the design. Motion made by Chairperson Lieberman, seconded Commissioner Peterson to approve the design review of a proposed 4,800 square foot bank with a drive through service located in Liberty Village on the southeast corner of Manning Avenue and 75th Avenue with the following conditions: 1. Commissioner Tomten abstained. Case No. DR/03 -10. Design review of Kwik Trip Country Store Mercantile, Fuel and Car Wash located at Liberty Village. Scott Teigen, representing applicant. Mr. Teigen requested design review of a 4,428 square foot Kwik Trip store, fuel pumps with canopy and a 1,592 +/- square foot car wash located on the corner of Manning Avenue and Settlers Way in Liberty Village. The plans submitted include a site plan, landscape plan and elevation drawings. The proposal attempts to keep within the New England style of Liberty Village. The color theme of the buildings are "Crockery Cream" siding, gables and dormers will be "Muslin White ", fascia accent "Colonial Red" with white trim. The single bay car wash was designed to resemble a covered bridge. The fuel canopy will have dark shingles on the roof. Lighting for the pumps will be recessed into the ceiling of the canopy. 0 CITY OF STILLWATER HERITAGE PRESERVATION COMMISSION FEBRUARY 3, 2003 The landscape plan is consistent with the landscaping in Liberty Village. All mechanical equipment, trash receptacles will be screened from nearby streets and adjacent structures. There was no lighting plan submitted. The light fixtures on the building and the lights above the signs are "goose neck" colonial fixtures. Signage will meet the zoning regulations for that zoning district. Motion made by Commissioner Kraske, seconded by Commissioner Peterson to approve the design review of a 4,428 square foot Kwik Trip store, fuel pumps with canopy and a 1,592 +/- square foot car wash located on the corner of Manning Avenue and Settlers Way in Liberty Village with the following conditions: 1. All utilities shall be completely screened from public view. 2. A lighting plan showing fixture type, height, location and exterior lighting intensity shall be submitted with building permit plans for Planning Director approval.
