Chairperson Lieberman called the meeting to order at 7:00 p.m.
Present: Commissioners Johnson, Kraske, Lieberman, and Tomten
Late Arrivals: Commissioner Eastwood (arrived at 7:10 p.m.)
Absent: Commissioner Hark and Peterson
APPROVAL OF MINUTES
Motion made by Chairperson Lieberman, seconded by Commissioner Johnson to
approve the February 3, 2003 commission minutes. Motion passed unanimously.
Case No. DR/03 -17. US Bancorp Piper Jaffary sign re- submittal. John Upgren,
applicant, Gary Nassas and Chris Clark.
On November 4, 202, the Commissioner reviewed this proposal and suggested
to the applicant from the sign company that the sign should be a projecting sign.
The representative agreed to the projecting sign without confirming it with the
business represented, or the owner of the building. The owner of the building,
John Upgren is requesting a re- submittal.
Mr. Upgren requested a design review for two US Bancorp Piper Jaffray signs.
The building is on the corner of Main Street and Mulberry Street. Both proposed
signs are solid brass 20" by 3'11" satin finish with flat cutout; solid brass letters,
polished finish attached. The signs will be installed at the corner of the building.
Each sign will be light with an existing fluorescent 4" wide fixture above and
angling the light down and toward the wall. The fixtures will be painted to match
the red brick wall.
Mr. Nassas was concerned about the large construction trucks that park on the
street would block the signs. The business would like as much retail exposure as
possible. The brass projecting sign was too heavy.
Commissioner Johnson suggested that the signs be relocated.
Mr. Clark voiced his concern about the HPC giving design suggestion since the
Commission is not qualified to do so. From his standpoint the signs would best
suit the business' purpose if the signs were placed on the corners of the building.

Motion made by Commissioner Johnson, seconded by Commissioner Tomten to
approve the design of the signs located at 270 North Main Street, however the applicant
shall meet with city staff for final approval of the design and location of the signs. Motion
passed unanimously.
Case No. DEM /03 -01. Demolition of an existing house at 912 East Churchill Street.
Ryan Karis, representing Habitat for Humanity. Continued from February 3, 2003
HPC meeting.
Moved to April 7, 2003 Heritage Preservation Commission meeting.
Case No. DR/03 -11. Design review of a sign for Central Hub Bicycles located at
324 North Main Street. Ben Dickhausen, applicant.
Mr. Dickhausen requested design review of a 3 foot by 4 foot sign. The sign
would be painted on a 4 foot by 5 foot light gray background board. It would be
located in the same space as the previous business had theirs. The sign will be a
black tire, with the words "Central Hub" in blue and "Bicycles" in red. There is an
existing "goose neck" light that shines down on the sign.
The trim on the building is painted green and pink (rose). Mr. Dickhausen is
proposing to change it to green and gray -blue. No other changes are foreseen.
Motion made by Commissioner Johnson, seconded by Commissioner Tomten to
approve the design review for a sign for Central Hub Bicycles located at 324 North Main
Street with the following conditions:
1. All revisions to the approved plan shall be reviewed and approve by the Heritage
Preservation Commission.
Motion passed unanimously.
Case No. DR/03 -13. Design review of a sign for the Elks 179 located at 1905 South
Greeley Street. Ron Vantine, representing applicant.
Mr. Vantine requested design review of a 3 foot by 9 foot sign for the Elks 179
Club. The lettering will be channel letters attached directly to the building. The
letters will be red trimmed with white and lit at night.

Motion made by Chairperson Lieberman, seconded by Commissioner Tomten to
approve the design review of a sign for the Elks 179 located at 1905 South Greeley
Street with the following conditions:
1. All revisions to the approved plan shall be reviewed and approve by the Heritage
Preservation Commission.
2. No additional signage.
Motion passed unanimously.
Case No. DR/03 -13. Design review of signage and addition to the Stillwater Depot.
Todd Weiss, representing applicant.
Mr. Weiss requested review of an addition that is proposed for the Stillwater
Depot. The restaurant will occupy the existing building and the museum will be
housed in the addition. The museum addition will be 36 feet by 60 feet located on
the south side. A 32 -foot by 36 foot shingle covered canopy would be added to
the south side of the proposed addition. It would be used as a drop off site. The
addition and canopy colors and materials will match the existing building.
The sign will remain the same; the difference is that "Stillwater Grill" will be added
to it. Stillwater Grill will be red with a white background.
Commissioner Tomten inquired about the hours of the museum. Recommended
that the sidewalk be extended to the museum side of the building.
The trash enclosures will remain the same.
Commissioner Johnson felt the sign was out of character with the shape and
style of the building. Mr. Weiss stated that the sign may change at a later date
after the business is open.
Motion made by Commissioner Eastwood, seconded by Chairperson Lieberman to
approve the design review of signage and addition to the Stillwater Depot located at 601
North Main Street with the following conditions.
1. All revisions to the approved plan shall be reviewed and approve by the Heritage
Preservation Commission.
2. No additional signage.

Case No. DR/03 -14. Design review for a mini- storage complex, four buildings,
located at the southeast corner of Curve Crest Boulevard and Industrial
Boulevard in the Stillwater West Business Park Design District. Steven Gaffney,
applicant.
Moved to April 7, 2004 Heritage Preservation Commission meeting.
Case No. DR/03 -15. Design review of a back lit wall sign located at 126 South
Second Street. Thad Rich, Re /Max, applicant.
Mr. Rich requested design review of a 2' 2" by 5' 8" halo -lit channeled lettered
sign and a 11" by 15" balloon logo. The sign colors are red, white and blue.
"REMAX" in red, "resources" is in white on a blue background. The letters are
opaque, with lighting tubes inside each letter. This effect will light the wall behind
the letters. The logo will be lit with the same technique, a halo of light around it;
lettering on the logo is not lit.
Mr. Rich would also like to re -roof across the entire canopy. He would also like to
have the exterior match the building to the north, using shingle style siding.
Motion made by Commissioner Tomten, seconded by Commissioner Eastwood to
approve the design review of a back lit wall sign located at 126 South Second Street
with the following conditions:
1. All revisions to the approved plan shall be reviewed and approve by the Heritage
Preservation Commission.
2. No additional signage.
Motion passed unanimously.
Case No. DR/03 -16. Design review of design improvements to change and /or
modify the exterior paint color, signage, including mall master sign plan, lighting,
exterior furnishing, landscaping and general mall aesthetics located at 1250
Frontage Road, River Heights Plaza. Gary Courtney, Tanek, Inc. applicant.
Mr. Courtney requested design review of a sign package and modifications for
the Rive Heights Plaza. Mr. Courtney proposed exterior modification to the paint
color, lighting, landscaping and exterior furniture. The paint colors include coral,
buff, mustard, blue and brown colors. Mr. Courtney said that they are going to
paint one section of the plaza to see how the colors look.

The Commission and Mr. Courtney agreed that updating the plaza is long
overdue.
The landscaping will be softened throughout the property.
Mr. Courtney is not sure at this time how existing signage will change, but he is
interested in simplifying the pylon sign.
Chairperson Lieberman liked the bold colors that were chosen.
Motion made by Commissioner Tomten, seconded by Commissioner Kraske to approve
design improvements to change and /or modify the exterior paint color, signage,
including mall master sign plan, lighting, exterior furnishing, landscaping and general
mall aesthetics located at 1250 Frontage Road, River Heights Plaza with the following
conditions:
1. All revisions to the approved plan shall be reviewed and approve by the Heritage
Preservation Commission.
Motion passed unanimously.
Case No. DR/03 -18. Design review of Aurora Staples Inn for relocating quest room
to the carriage house located at 303 North 4t" Street. Jerry and Cathy Helmberger,
applicants.
Mr. and Mrs. Helmberger attended the Planning Commission meeting on March
17, 2003 for the approval to construct a two -car garage. The Planning
Commission approved the side yard setback, but denied the square footage
variance.
Mr. and Mrs. Helmberger requested design review and approval to remodel their
carriage house to use as a guestroom. The guestroom would replace the
smallest guest room in the residence. The smallest room would then become a
common room with TV, games and a telephone for guest.
Chairperson Lieberman said a motion would not have to be made for the
relocation of the guestroom since it was still within the Bed and Breakfast
Ordinance guidelines.
Mr. and Mrs. Helmberger would like to consider putting up a carport instead of
the garage.

Motion made by Chairperson Lieberman, seconded by Commissioner Tomten to direct
the applicants to submit plans for a carport or garage alternative to City Planner
Fitzgerald. Motion passed unanimously.
