HERITAGE PRESERVATION COMMISSION
APRIL 7, 2003
Chairperson Lieberman called the meeting to order at 7:00 p.m.
Present: Commissioners Eastwood, Johnson, Kraske, Lieberman, and Tomten
Absent: Commissioner Hark and Peterson
APPROVAL OF MINUTES
Motion made by Chairperson Lieberman, seconded by Commissioner Johnson to
approve the March 19, 2003 commission minutes with changes. Motion passed
unanimously.
1st Draft of the architectural survey for Churchill, Nelson & Slaughter Addition
{East HaM. Don Empson.
Mr. Empson gave a brief update on the architectural survey.
Chairperson Lieberman told Mr. Empson to keep at it and he is doing a great job.
Case No. DR/03 -14. Design review of a mini-storage complex at SE corner of
Curve Crest and Industrial Blvd. Steven Gaffney, applicant.
Continued until next month's meeting.
Case No. DR103 -19. Design review of exterior signage for the Grand Garage
located at 324 South Main Street. Ron Vantine, applicant.
Mr. Vantine requested design review of a sign face that will replace an existing
sign face that now says "Restaurants Shops Live Theatre". This sign is a
projecting sign. The new sign will have white trim, a white logo with "Greystone
Real Estate Group" in yellow lettering on a dark blue background. It will be lit with
existing halogen lights on extended arm fixtures that face the sign. Mr. Vantine
would like to have a second sign located on the east side of the signing with
"Greystone ". The sign ordinance only permits one sign.
The Board suggested a smaller sign at the end of the building on the south side.
Motion made by Commissioner Peterson, seconded by Commissioner Tomten to
approve the design review of exterior signage for the Grand Garage located at 324
South Main Street with the following conditions:

1. All revisions to the approved plan shall be reviewed and approved by the
Heritage Preservation Commission
2. No additional signage.
3. The words "Greystone" on the east side of the sign shall be removed.
Motion passed unanimously.
Case No. DR103 -20. Design review of an awning and modifications to the building
facade at Tamarack Gallery located at 112 South Main Street. Ann Swanson,
applicant.
Ms. Swanson requested design review of a proposed awning and modifications
to the facade. The awning would be an eggplant color with "Tamarack Gallery"
printed on the valance in 6 inch white lettering. There will be no lighting on the
outside of the building.
The building is currently painted a blue color; the proposal is to paint it an
eggplant color accented with areas of cream (alabaster) and metallic gold trim.
The glass front will remain the same.
The Commission would like the awning to be an dosed end and cloth awning.
The Commission agreed that the words "Custom Framing" and "Fine Art" on the
valance sides of the awning would be in compliance with the ordinance.
Motion made by Chairperson Lieberman, seconded by Commissioner Johnson to
approve the design review of an awning and modifications to the building facade at
Tamarack Gallery located at 112 South Main Street with the following conditions:
1. All revisions to the approved plan shall be reviewed and approved by the
Heritage Preservation Commission.
2. The awning sign shall meet the square footage permitted by the sign ordinance.
3. Awning will not be lit.
4. The awning will be at one to one pitch.
5. No additional signage.
6. Structural elements of the awning shall be at least eight feet above the sidewalk.
7. The awning valance shall be at least seven feet above the sidewalk.
Motion passed unanimously.

Case No. DR/03 -21. Review a Bed and Breakfast application for the Lady
Goodwood Bed and Breakfast located at 704 South First Street Ron and Cynthia
Hannig, applicants.
Mr. and Mrs. Hannig requested approval to conduct a three bedroom bed and
breakfast in a 113 year old Queen -Anne Victorian home. This building has been
used as a bed and breakfast since January 1995. The new proprietors will retain
the same name of the inn, Lady Goodwood Inn; and they plan to operate the inn
the same way as the previous owners.
There are four on -site parking spaces for the bed and breakfast use. Three
spaces will be used for the bed and breakfast and one for owner /manager. An
additional two parking spaces are located inside the carriage house.
The home is 3,154 square feet and has four original bedrooms.
There are no plans for the carriage house at this time.
Motion made by Commissioner Johnson, seconded by Commissioner Eastwood to
approve the bed and breakfast application for the Lady Goodwood Bed and Breakfast
located at 704 South First Street with the following conditions:
1. The manager of the residence shall live on -site.
2. Before use as a bed and breakfast, the building and cooking facilities shall be
approved by the County Health Officer, Fire Marshall and City Building Official
and a Letter of Occupancy received by the Community Development Director.
3. One parking space for each guestroom shall be set aside. Two spaces available
on -site for manager.
4. If provided, dining facilities for breakfast shall be available to registered guests
only (not available to the public).
5. No liquor shall be sold on premises. If wine is sold, a wine license must be
obtained from the City. (Ord. #768 Adopted 10- 22 -92)
6. One four square foot sign is allowed omsite consistent with the architectural
character of the building (maximum height four feet).
7. Adequate pedestrian scale lighting shall be provided between the bed and
breakfast and parking.
8. No general external lighting of the site that may impact the surrounding
residential area is allowed.
9. The special use permit is not transferable. New property owners or managers
shall require a new special use permit.

10. The bed and breakfast use permit shall be reviewed before the Planning
Commission and the City Council for revocation if complaints regarding the bed
and breakfast use are received by the Community Development Director.
Special Use Permit for Special Events
1. A maximum of six special events (large functions defined as business meetings,
bus tours, bridal and wedding showers, anniversaries weddings and wedding
receptions and church functions) over twenty persons allowed per month.
2. All special event visitors shall park on -site or at a controlled remote location.
3. Limit of groups: 40 capacity as approved unless special approval is obtained
from the City Council.
4. Food must be served by a licensed caterer.
5. All special events shall be over by 9:00 p.m.
6. No open bar on premises for special events. Champagne is allowed on a two -
person /one bottle limit.
7. No outside entertainment or lighting for special events.
8. This permit shall be reviewed upon complaint.
9. Cynthia and Ronald Hannig, owners of the property, shall be on -site during all
special events. This use is not transferable.
Motion passed unanimously.
OTHER ITEMS
a. Territorial Prison - Condos "TERRASPRINGS" conceptual design update.
Jack Buxell gave an overview of the conceptual design plan.
Motion made by Commissioner Johnson, seconded by Commissioner Tomten to
approve the conceptual design on a concept basis as submitted and it compliments and
is supportive to the historical content. Motion passed unanimously.
b. Ordinance regulating locations of racks and boxes for the distribution of
publications - discussion.
The Commission needs to come up with a list of suitable locations.
C. Downtown parking sign design - discussion.
d. Annual Preservation Awards — update.
Selections have been made. Awards will be given out May 5, 2003 at 7:00 p.m.

Motion made by Chairperson Lieberman, seconded by Commission Tomten to adjourn
the meeti ng at 9:20 p.m. Motion passed unanimously.
